New Notices/Announcements Updates of the Water Resource Protection Plan The Commission on Water Resource Management (CWRM) officially updated the Water Resource Protection Plan (WRPP 2019) on July 16, 2019. The WRPP is the component of the Hawaii Water Plan that identifies water resource management and protection policies. The plan can be viewed or downloaded at http://dlnr.hawaii.gov/cwrm/planning/hiwaterplan/wrpp/. There was also a hearing in Waimea on October 3, 2019 regarding a proposed update to the WRPP 2019 on a boundary amendment for the Waimea & ‘Anaeho‘omalu Aquifer System Areas on Hawai‘i island. For more information about the public hearing and future Commission action on the proposed update, please go to: http://dlnr.hawaii.gov/cwrm/newsevents/notices. The Commission on Water Resource Management’s monthly meeting agenda and staff submittals are now available on our website at http://dlnr.hawaii.gov/cwrm/. C. Petitions for Reservation of Water • Res - OA93-1 -The State Department of Agriculture (DOA) filed an incomplete petition for reservation of 47.60 mgd of water flowing in Waiahole Ditch
for agricultural uses on lands in Central and Windward Oahu. • Res - OA94-2 - The Office of Hawaiian Affairs' Committee on Land and Sovereignty has filed an incomplete petition to reserve 11 mgd of water from
the Waiahole Ditch for present and future Hawaiian uses in the Waiahole area. • Res - OA94-3 - The Kahaluu Neighborhood Board, Waiahole Waikane Community Association and the Hakipuu Ohana have filed an incomplete
petition for the reservation of all of the water from the Waiahole Ditch that is developed on the Windward side of Oahu, for agricultural uses. • Res - OA94-4 - The Kamehameha Schools/Bernice Pauahi Bishop Estate has filed an incomplete petition to reserve all of the waters originating from
the ahupua'a of Waiawa (estimated to be 4.2 mgd) that flow in the Waiahole Ditch. The stated purpose is to serve future development on seven parcels of land in the Waiawa area.
• Res - OA95-1 - The State Department of Hawaiian Home Lands has filed an incomplete petition to reserve an estimated 410,000 gallons per day of
water from Waiahole Stream to serve its beneficiaries on five parcels of land (some 82 acres) in Waiahole. • Res - OA95-2 - The State Division of State Parks has filed a water reservation of an estimated 0.125 mgd of water from Kahana Stream to serve
agricultural programs and residential lessees' subsistence agricultural permits in Kahana Valley State Park. This reservation is not presently part of the Waiahole Ditch combined contested case.
• Res - 563 (Res - OA97-2) - The State Department of Hawaiian Home Lands has filed an incomplete petition to reserve an additional 2.303 mgd of groundwater from the Waipahu-Waiawa Aquifer System for foreseeable needs in the Waianae, Ewa, Honolulu, and Koolaupoko Districts.
D. Petitions for the Designation of Water Management Areas • No current petitions.
E. Contested Case Hearings Pending at the Commission: • CCH-MA15-01 – Surface Water Use Permit Applications, Na Wai Eha Surface Water Management Area, Waihee, Waiehu, Iao, Waikapu Streams,
Maui, Hawaii. On January 28, 2015, the Commission determined that a contested case hearing is required to hear and determine all surface water use permits applications in the Na Wai Eha Surface Water Management Areas, Maui, and delegated authority to the Chairperson to appoint a Hearings Officer. The Hearings Officer issued his Proposed Findings of Fact, Conclusions of Law and Decision and Order on November 1, 2017.
