1: BRIEF OF PROJECT:
WASA, (LDA) is working hard to improve the sewerage & water supply in
modern ways to serve the public of Lahore. So, WASA (LDA) has decided to Lay RCC
CONDUIT SEWER FOR WALTON ROAD, UP TO FEROZPUR ROAD, AND
CONSTRUCTION OF LIFT STATION (IMPLEMENTATION OF PHASE-I). (The
project comprises Construction of Lift Station, Provision of Pumping Machinery
including Generator and Laying of forcemain).
Accordingly, well reputed and established construction companies/ firms /
JVs registered with Pakistan Engineering Council (PEC) in the category “C-3 & above”
(with specialization in respective Code), having required technical, financial and
managerial capabilities, are invited to participate in the prequalification process for the
above said project through submission of their requisite/ required Pre-qualification
Applications.

2: INSTRUCTIONS TO APPLICANTS
2.1 Submission of Applications
2.1.1 Original along with 02 printed and 02 soft copies of application for pre-qualification
addressed to the Dy. Managing Director (Engg) WASA Lahore shall be received in
sealed envelope, to be delivered by hand or through registered mail at office of Director
(P&S) 59-F Gulshan-e-Ravi Lahore, not later than 21/11/2017. Following instructions
should be adopted:-

INCOMPLETE APPLICATIONS, APPLICATIONS NOT ACCORDING TO THE GIVEN
PERFORMA OR APPLICATIONS RECEIVED AFTER THE DUE DATE WILL NOT BE
ENTERTAINED.
2.1.2 The name and mailing address of the Applicant shall be clearly mentioned on top left side of the envelope.
2.1.3 The applications shall be submitted in English language. Information in any other language shall be accompanied along with its English translation duly attested from Embassy.
2.1.4 The Applicants must respond to all queries and provide complete information as advised in this document.
2.1.5 The applicant should attach the detail of contents with page numbers at the start and should properly flag/append the relevant pages in the application.
2.1.6 The firm can seek any clarification regarding the project, pre-qualification documents or evaluation criteria from the following office:

2.2 Qualification Criteria
2.2.1 General
Pre-qualification will be based on the criteria given in succeeding para’s 2.2.3 to 2.2.7
regarding the Applicant’s Basic Eligibility, Experience Record, Personnel Capabilities,
Equipment Capabilities and Financial Soundness, and as demonstrated by the
Applicant’s responses in the forms attached to this letter. If the applicant has worked as
sub-contractor then the sub-contractor’s experience and resources shall be taken into
account in determining the applicant’s compliance with the qualifying criteria and shall
not be considered for the main contractor/firm. Experience and resources of consortium
or Association of firms and Joint Venture experience & resources shall be considered
jointly for evaluation.
2.2.2 Weightage /Marks
The weight age / distribution of the marks is as given below:
1. Work Experience 45
2. Tool & Plants 10
3. Personnel Capabilities 15
4. Financial Soundness 30
Note:-Prequalification status shall be determined on the Pass/Fail basis. The applicant
must score total 70 marks and at least 50% marks in each category, to qualify. If
applicant fails to score 50% marks in any of above mentioned categories, will be
considered disqualified.
Detailed pre-qualification criteria is as given below:
2.2.3 Basic Eligibility
The firms fulfilling the following basic requirements shall only be considered for further
evaluation (relevant documents to be attached):

a. Renewed/Latest registration with PEC in the respective Category and with
relevant code. (All the partner of JVs should register with PEC in respective
category with specialization in relevant code.
b. Registration with HUD & PHED (Renewed for FY. 2017-18)
c. Memorandum and Article of Association/Registration certificate of the Firm.
d. Renewed Income Tax registration certificate/NTN Certificate and PRA
registration.
e. Litigation history on attached Performa and no litigation affidavit on judicial stamp
paper of Rs. 50 duly certified by Notary Public / Oath Commissioner.
f. No Blacklisting affidavit on judicial stamp paper of Rs.50 duly certified by Notary
Public / Oath Commissioner.
g. Annual Audit Report for the last 03 years duly certified by Chartered Accountant
Firm and Bank statement for the last 05 years showing the transactions of
completed works of last 03 years.
h. Completion of at least 01 Project of similar nature and complexity costing Rs.200
million or above.
i. For foreign firm (in JV with local firm) at least one project of similar nature and
complexity costing Rs.200 million or above must have been completed in
Pakistan.
j. All the documents must be in English language and foreign language documents
must be translated and attested from the embassy. (The non-attested translated
documents will not be considered)
Note:-
In case of joint venture, all the firms have to fulfill the basic eligibility criteria and
all the firms must have completed at least one project of similar nature and
complexity amounting to Rs.200 million or above.

The applicant must submit JV agreement in case of projects completed as a
partner of JV clearly showing percentage share of all partners of JV, if the JV
agreement showing percentage of the partners is not attached, the submitted
project will not be considered during evaluation. The applicant must submit the
JV agreement along with application if applying as partner in JV.
Any Fake document shall result in black listing of firm.
2.2.4 Working Experience
Marks for work experience of the firm or JV shall be awarded on the basis of following
criteria:

2.2.5 Tools & Plants

2.2.7 Financial Position
Credit Marks for financial position of the firm or JV shall be awarded on the basis of the

2.3 Joint Venture (JV)
2.3.1 Joint Venture must comply with the following requirements:-
a) Following are minimum qualification requirements:-
i) The joint venture must collectively satisfy the criteria of paras 2.2.4 to 2.2.7 for
which purpose the relevant figures for each of the partners shall be added together
to arrive at the JV’s total capacity. Individual members must satisfy each of the
requirements of para 2.2.3.
b) Any change in a pre-qualified JV after prequalification, shall be subject to written
approval of employer prior to deadline for submission of bids. Such approval may be
denied if:-
(i) Partner (s) withdraw from a JV and remaining partners do not meet the qualifying
requirements.
(ii) The new partners to a JV are not qualified individually or as another JV.
(iii) In the opinion of employer, a substantial reduction in competition would result.
c) Bid shall be signed by all members in the JV so as to legally bind all partners, jointly
and severally, and bid shall be submitted with a copy of the JV agreement providing the
joint and several liabilities with respect to the contract.
d) The JV must submit the copy JV agreement clearly showing the percentage share of
each member of JV along with the application.
2.3.2 The prequalification of a JV does not pre-qualify any of its partners individually or
as a partner in any other JV or association. In case of dissolution of JV or association,
each one of the constituent firms may pre-qualify if they meet all the prequalification
requirements and any partner of J.V has requested/shall request for the same and then
his prequalification shall be subject to the written approval of the Employer.
2.4 Conflict of Interest
2.4.1 The Applicant (including all members of a JV) must not be associated, nor have
been associated in the past, with the consultant or any other entity that has prepared

the design, specifications, and other prequalification and bidding documents for the
project, or was proposed as Engineer for the contract, over the last five years. Any such
association may result in disqualification of the applicant.
2.5 Updating Prequalification Information
2.5.1 Bidders shall be required to update the financial, personnel and equipment
information used for prequalification at the time of submitting their bids, to confirm their
continued compliance with the qualification criteria and verification of the information
provided at the time of prequalification. A bid shall be rejected if the Applicant’s
qualification thresholds are no longer met at the time of bidding.
2.6 Other Factors
2.6.1 Only firms and JVs that have been pre-qualified under this procedure shall be
invited to bid. A qualified firm or a member of a qualified JV may participate only in one
bid for the contract. If a firm submits more than one bid, singly or as a JV, all bids
including that bidder will be rejected. This rule will not apply in respect of bids which
include specialist sub-contractors who are used by more than one bidder.
2.6.2 The Employer reserves the right to:-
a) Amend the scope and value of any contract(s) to be bid, in which event the bidder(s)
will only bid among those pre-qualified bidders who meet the requirements of the
contract(s) as amended.
b) Reject or accept any application; and
c) Cancel the prequalification process and reject all applications.
d) The Employer shall neither be liable for any such actions nor be under any obligation
to inform the Applicant of the grounds for rejection, however, maybe debriefed if
solicited.
e) The employer shall inform the applicants who have not been pre-qualified.

(d) Your Agency shall not be liable for consequence of, and shall be under no obligation
to inform the applicant of the grounds for, actions taken under para 5(b)here above.
Applicants who are not joint ventures should delete para 6&7 and initial the
deletions.
6. Appended to this application, we give details of the participation of each party,
including capital contribution and profit/loss agreements, to the joint venture or
association. We also specify the financial commitment in terms of the percentage of the
value of the (each)contract, and the responsibilities for execution of the (each) contract.
7. We confirm that in the event that we bid, that bid as well as any resulting contract will
be.
(a) Signed so as to legally bind all partners, jointly and severally; and
(b) Submitted with a Joint Venture agreement providing the joint and several liabilities of
all partners in the event the contract is awarded to us.
