The Municipal Wastewater Regulation replaced the Municipal Sewage Regulation on April 20, 2012. Changes included:
• Certification of Wastewater Collection Operators became mandatory
There are three regulatory instruments to authorize municipal wastewater (sewage) discharges:
• Site-specific permits for facilities existing prior to 1999 who have not transitioned to a registration
• Registrations under the Municipal Wastewater Regulation
• Minister approved Liquid Waste Management Plans (which include operational certificates)

Allow municipalities to develop community-specific solutions for wastewater management that meet or exceed existing regulations
Compliance with the Municipal Wastewater Regulation (MWR) provides authorization for a discharge of municipal effluent or use of reclaimed water in B.C.
Final plans are approved by the Minister of Environment & Climate Change Strategy only after sufficient public and stakeholder consultation has taken place
Contains a comprehensive registration document checklist that includes a Facility Operating Plan and a Receiving Environment - Environmental Impact Study
Voluntary unless ordered by the Minister Compliance with MWR is not voluntary

We are currently at the “Steering and Technical Advisory Committee Stage” of the LWMP Stage 2 Update
Compliance can be an issue on rare occasions, if the membrane filters are not used.
An alternative to completing the LWMP process is to apply to amend the MWR registration. Would allow for lower effluent quality requirements and by-passing filters.
Summary of assets• Dusty Road Pre-treatment Plant (Septage)
• Entire sewer collection system, which includes 50 kilometers of underground sanitary sewer piping systems
• Nine (9) lift stations
• One sanitary outfall (on-land portion of outfall was upgraded to 300mm, ocean section to be upgraded for future growth)
• 1,007 Maintenance Holes (formerly called Manholes)
• Water Resource Centre

Sewer System Expansion
• Expansion of the collection area• Proactive
• Expansion in existing neighborhoods: Grant applied for West Sechelt and West Porpoise Bay expansion in 2018, grant was denied in 2019.
• Expansion by development: Ongoing, developer driven.
• Capacity currently exists for expanded flows (The average daily flow is 2,200 m3/day, the maximum average daily flow capacity is 4,000 m3/day)
• More users needed (2,917 properties connected to the sewer system out of 5,627 eligible properties)

Thorough review of WRC and associated documents to provide a summary of existing challenges and issues.
Analysis of WRC and benchmarking to other similar plants. Recommendations to lower operating costs and optimize treatment train.
Review historical flows and load data. Prepare flow and load projections for 20 years; and assess future expansion of facilities through to 2040.
Compile categorized asset inventory; assign expected service life, replacement cost, current condition, and criticality rating for each asset; and identify asset renewal timing to inform sanitary service costs and subsequent sanitary rate adjustments.
