1. INTRODUCTION
Wastech Services Pty Ltd was commissioned by Grocon Pty Ltd to prepare a waste and recycling
plan associated with a proposed development to be located at Northumberland St, Collingwood.
The development summary is given in the table below.

1.1 Conditions
This waste management plan is based on the following conditions
• On-going use of the premises. Does not include demolition or construction stages.
• Figures and calculations are based on drawings and information supplied by John Wardle Architects.
• Waste volume figures are estimates only and will be influenced by the tenant, resident and operator's disposition toward waste disposal and recycling, and by the development's occupancy rate. Refer to the enclosed tables for rates and assumptions.
For any future Council request, changes in legal requirements, changes in the development's
needs and/or waste patterns (waste composition, volume, distribution, etc), or to address
unforeseen operational issues, the operator shall be responsible for coordinating the necessary
Waste Management Plan revisions, including, but not limited to, the following:
• A waste audit and new waste strategy.
• Revision of the waste system (bin size/quantity/streams/collection frequency).
• Re-education of users/staff (including residents and operator)
• Revision of the services provided by the waste collector(s).
• Any necessary statutory approval(s).
The resultant Waste Management Plan will be subject to the approval of the Responsible Authority and/or Council's Waste Management and Cleansing Services Coordinator.

3. GENERATED WASTE ESTIMATE
The enclosed waste estimates, expressed in uncompacted cubic metres per week, are summarised as follows. Refer to the enclosed waste generation in the appendix calculations for further detail.

4. WASTE MANAGEMENT
4.1 Waste Streams
Waste shall be sorted on-site by the tenants, visitors and staff into the following streams and associated bins:
Office areas shall be furnished with suitable plastic lined garbage bins and paper/cardboard recycling bins. Cleaning staff shall periodically clear bagged garbage using a cleaner's trolley or
• similar, and dispose of this waste into the 240 litre garbage and 660 litre recycling bins in the waste room at ground floor.
4.3 Retail
The retail tenancy will store 240 litre garbage bins in a back of house area and recycling crates for temporary cardboard storage. Once these garbage bins are full, the tenants can return the full bin to the waste room in exchange for an empty one. Cardboard/paper will be disposed of directly into the 660 litre bins.
4.4 Waste Collection
The building manager will be responsible for organizing and coordinating the collection of garbage and recycling bins. The building manager allow the waste collection contractor access to the waste room adjacent to the loading dock.
• A medium rigid collection vehicle (MRV) is expected to perform collections, the vehicle has a height clearance of 3.5m.
A collection frequency of three (3) times a week is expected for garbage and four (4) times a week for the recycling waste streams. All collections are to be performed by a private contractor.
As a private waste collection is required, the hours during which waste and recycling may be collected shall be limited to the following times:
■ 7am to 8pm Monday to Saturday; and ■ 9am to 8pm Sunday and public holidays.
The following tables summarize the number of bins to be presented at each collection. It is expected that the garbage and recycling collections will be performed at different times throughout the day or week.

7. WASTE MINIMIZATION STRATEGIES
The operator (Building Manager or Body Corporate) will be responsible for the education of
tenants, staff and general public in the practices of waste reduction/minimisation to divert
waste from landfill. This will be achieved by the following:
Document and distribute details of the waste management system that is in place on site to staff;
Encouraging waste separation from staff;
All bins to be labelled and colour coded stating types of waste that can be deposited i.e. paper/cardboard bins, container recycling bins, garbage bins;
Any future change to regulatory requirements or to the developments' waste generation rates will require the operator to conduct a waste audit and revise the waste management system that is in place accordingly

8. RECOMMENDATIONS AND ADDITIONAL INFORMATION
As bins and cleaner's trolley would be "wheeled" throughout the building, any ramps would require a maximum gradient of 1:14 to meet regulatory requirements (steps not permitted).
Items unsuitable for disposal via garbage or recycling bins would need to be disposed with the assistance of the building manager; this would include: large, heavy, and liquid waste items.
To minimise security, vandalism, odour/visual impact, and health/safety issues, the following shall be implemented:
• Transferring waste and shifting bins shall require the minimum possible manual handling. The operator will assess manual handling risks as per regulatory requirements and provide appropriate documentation to the building manager;
• Signage and usage labels for the garbage and recycling bins will be provided by the operator;
• Bin store will be secure and vermin proof;
• • The staff shall keep the bin enclosures clean, wash bins when needed;
• The building manager will monitor bins and adjust collection frequencies as required; and
• The operator of the proposed development shall source and enter into a service agreement for waste collection services. The operator will be responsible for all payments and costs associated with the waste collection service provided by the collection contractor.
