Minutas Dinner. Welcome and Introductions Call to order - Mrs. Rita Hernandez, President, called the order at 5:40 p.m. Roll call by Mrs. Leon. Mrs. Leon went through the list. All 5 council members were present. There was no review and approval of the agenda of the Migrant Parent Council of the Washington Unified School District because it was the Mini Migrant Parent Annual Conference There was no review and approval of the minutes of the Migrant Parent Council Board of the Washington Unified School District because it was the Mini Migrant Parent Annual Conference Presentation by Dr. Felipe Mercado Sub Director of West Fresno Elementary School. Title of the Presentation: Trauma Resilience. Dr. Mercado gave an extensive speech about his life as a child, as a teenager and as an adult as a professional. He gave special recognition to parents for attending the conference. He addressed the parents saying that he saw in them the struggle, the tears, the pain, the shame, the shame, the difficulties, the love, the strength and the resistance that you and your ancestors have endured for you and the children be here today. He told the parents that they want to work with them, in an effort to heal this pain and help our fellows to be more resilient and educated as individuals, families and communities. He told parents that as a nation today, people like us do not always feel welcome, and this can create a trauma for many migrant families and English learners in our country. Arriving at schools and driving through the streets and not feeling safe is not something that should be taken lightly. Not feeling that you can trust your school or your teachers or understand how to ask for help in a school system is a social justice problem for many of our migrant families. The struggle of a parent and migrant student is something that is close to their heart. He told the parents that as a child, he never thought that one day he would have the privilege of sharing his words with an audience like the one in front of him. He continued with his presentation giving statistics of the people who live in The part where the school is located. He told parents that they must understand that the goal of the Migrant Education Program is to ensure that migrant students receive adequate

academic support that responds to their unique needs and strengths that they bring, this could be culturally or emotionally. Through this effort, school districts and county offices prepare this population for responsible citizenship, additional learning and productive employment. Some things to consider that make our school community unique: An estimated 40,500 residents live in West Fresno, also known as zip code 93706. Of this number, 42.8% of residents live below the threshold of poverty according to the American Community Survey 2012-2016. Some other notable data that are specific to West Fresno that he shared with the parents were: The older population in this area is Latino, and of 61% of the residents, 1 of every 4 residents was born abroad. West Fresno also has the highest percentage of African-American residents in their zip codes in Fresno (13.9%, compared to 5.6%, which is the Fresno average). It also has a diverse population of Southeast Asia, where we have Cambodian, Hmong and Vietnamese populations that are made up of the SEA population. This zip code is known to be concentrated in gangs, high violence and drug trafficking, one of Fresno's highest rates. In 2017, it ranked second at the nationwide (across the United States) when it comes to measuring concentrated poverty rates; which means that "40 percent of the population of the sector lives below the federal poverty line". Although these numbers can be alarming for some, there are many things we can do to overcome them and make sure our community is much better now and in the future and change these numbers to make them more positive. What he expects and knows that what we can all understand is that education is what stands between us and the apocalypse. He said that if we educate all human beings, using dignity and courage, then they can be tougher and contributing citizens within the community. I add that, our current civilization is in a race between education and controversy, and using the services of the Migrant Education Program can help people prosper now and unconditionally in the future. Dr. Mercado finished with some last statements and comments: the first was ... There is no such thing as an undocumented human being in the world, and we all have more similarities than differences as a human race, so be proud who you are and where you come from. The second statement is that resilience is the human capacity to face, overcome and, ultimately, strengthen with the adversities and challenges of life. This is not something that some people have and others do not. Resilience is learned and taught. He reminded the parents that thanks to programs such as the Migrant Education Program, there are now families that traditionally did not have access to equitable services and quality education that, at the same time, are sensitive to their language and culture. He reminded them that they have the right to take advantage of these services, so that parents and their children can be more resilient now and in the future. He ended his speech with this quote from César Chávez: "You cannot ignore the person who has learned to read. You cannot humiliate the person who feels pride. He cannot oppress people who are no longer afraid. " Presentation: The Folkloric Ballet of WUHS danced several dances for the entertainment of parents.

Presentation by Dr. Alfredo Cuellar. Dr. Cuellar gave a brief but productive presentation of family values. I also advise parents that education is the only way to show that migrant people come to the United States of America to excel and not be a public burden for the government. Rebozo Exhibition. Ms. Paula Sevilla gave a presentation on how rebozos are made showing a video of the process of creating a rebozo. Then she modeled the different ways to use the rebozo. Presentation: Raúl Moreno Director of the Education and Leadership Foundation gave a presentation about the constitutional rights that immigrants have in the United States regardless of immigration status. I also explain many of the laws that exist in the State of California that give them rights to obtain driver's licenses, to have their own businesses, to go to school paying tuition as if they were documented students and permanent residents. The certificates were presented for the migrant father of honor and the honor student. The certificates were presented by Mr. Derek Cruz and Mr. Ramon Mendoza The conference ended with a raffle and an evaluation. The conference ended at 8:30 p.m.

Presentación por el Dr. Felipe Mercado Sub Director de la Escuela Primaria West Fresno. Título de la Presentación: Resistencia Traumatológica. El doctor Mercado dio un extenso discurso de su vida como niño, como adolescente y como adulto como profesional. Dio un reconocimiento especial a los padres por asistir a la conferencia. Se dirigio a los padres diciendo que veía en ellos la lucha, las lagrimas, el dolor, la vergüenza, , la vergüenza, las dificultades, el amor,

la fuerza y la resistencia que usted y sus antepasados han soportado para que usted y los niños estén aquí hoy. Les dijo a los psdres que quieren trabajar con ellos, en un esfuerzo por curar este dolor y ayudar a nuestros semejantes a ser más

resistentes y educados como individuos, familias y comunidades. Les dijo a los

padres que como nación actualmente, las personas como nosotros no siempre nos sentimos bienvenidos, y esto puede crear un trauma para muchas familias migrantes y estudiantes aprendices de inglés en nuestro país. Llegar a las escuelas y conducir por las calles y no sentirse seguro no es algo que deba tomarse a la ligera. No sentir que pueda confiar en su escuela o en sus maestros o entender cómo pedir ayuda en un sistema escolar es un problema de justicia social para muchas de nuestras familias migrantes. La lucha de un padre y estudiante migrante es algo que está cerca de su corazón. Les dijo a los padres que como un niño, nunca penso que algún día tendría el privilegio de compartir sus palabras con una audiencia como la que tengo delante de él.

Continuo con su presentación dando estadísticas de la gente que vive en La parte donde se encuentra localizada la escuela. Les dijo a los padres que

deben de entender que el objetivo del Programa de Educación Migrante es

garantizar que los estudiantes migrantes reciban el apoyo académico adecuado

que responda a sus necesidades y fortalezas únicas que traen consigo, esto

podría ser cultural o emocionalmente. A través de este esfuerzo, los distritos

escolares y las oficinas del condado preparan a esta población para la

ciudadanía responsable, el aprendizaje adicional y el empleo productivo.

Algunas cosas a considerar que hacen que nuestra comunidad escolar sea

única: Se estima que 40, 500 residentes viven en West Fresno, también

conocido como el código postal 93706. De este número, el 42.8% de los

residentes vive por debajo del umbral de la pobreza según la Encuesta de la

Comunidad Americana 2012-2016.

Algunos otros datos notables que son específicos de West Fresno que compartio

pueden ser alarmantes para algunos, hay muchas cosas que podemos hacer

ahora y en el futuro y cambiar estos números para que sean más positivos. Lo

que espera y sabe que lo que todos podemos entender, es que la educación es

lo que se interpone entre nosotros y el apocalipsis. Dijo que si educamos a todos

los seres humanos, usando dignidad y valor, entonces pueden ser más

resistentes y ciudadanos contribuyentes dentro de la comunidad. Agrego que,

nuestra civilización actual está en una carrera entre la educación y la

controversia, y utilizar los servicios del Programa del Educación Migrante puede

ayudar a las personas a prosperar ahora e incondicionalmente en el futuro.

El Dr. Mercado termino con algunas últimas declaraciones y comentarios: el primero fue ...No existe tal cosa como un ser humano indocumentado en el ámbito del mundo, y todos tenemos más similitudes que diferencias como una raza humana, ¡así que siéntete orgulloso de quién eres y de dónde vienes! La segunda declaración es que la resiliencia es la capacidad humana para enfrentar, superar y, en última instancia, fortalecerse con las adversidades y los desafíos de la vida. Esto no es algo que algunas personas tienen y otras no. La resiliencia se aprende y se enseña.

Recordó a los padres que gracias a programas como el Programa de Educación Migrante, ahora existen familias que tradicionalmente no tenían acceso a servicios equitativos y educación de calidad que, al mismo tiempo, son sensibles a su idioma y cultura.

Les recordó que tienen derecho a aprovechar estos servicios, para que los padres y sus hijos puedan ser más resistentes ahora y en el futuro.

Dio por terminado su discurso con esta cita de César Chávez: “No se puede desentenderse de la persona que ha aprendido a leer. No puedes humillar a la persona que siente orgullo. No puede oprimir a las personas que ya no tienen miedo ".

Presentación: EL ballet Folclórico de WUHS bailo varios bailables para el entretenimiento de los padres

Presentación del Dr. Alfredo Cuellar. Dr. Cuellar dio una breve pero productiva

presentación de los valores familiares. Además aconsejo a los padres que la educación es la única manera de demostrar que la gente migrante viene a los Estados Unidos de América a superarse y no ser una carga publica para el gobierno.

Exposición del Rebozo. La Sra. Paola dio una presentación de cómo se fabrican

los rebozos ensenando un video del proceso de la creación de un rebozo. Después modelo las diferentes maneras de usar el rebozo.

Presentación: Raúl Moreno Director de la Fundación de Educación y Liderazgo dio una presentación acerca de los derechos constitucionales que tienes los inmigrantes en los Estados Unidos sin importar el status migratorio. También explico muchas de las leyes que existen en el Estado de California que les dan derechos de obtener licencias de manejar, de tener sus propios negocios, de ir a la escuela pagando colegiaturas como si fueran estudiantes documentados y residentes permanentes.

Se presentó los certificados para el padre migrante de honor y el estudiante de

honor. Los certificados fueron presentados por Mr. Derek Cruz y Mr. Ramon Mendoza La conferencia termino con una rifa y una evaluación. La conferencia finalizo a las 8:30 pm
