United States Coast Guard Program Reaches New Milestone ▲ June 18 marks the 25th anniversary of the College Student Pre-Commissioning Initiative Program. CSPI (pronounced “Cee Spie”) is a fully funded scholarship program open to students of all races and ethnicities, which may pay up to two academic years of college tuition and books. While in the program, officer trainees are provided with valuable leadership, management, law enforcement, navigation and marine science skills and professional development training. Upon graduation from college, officer trainees attend Officer Candidate School and are commissioned as ensigns in the United States Coast Guard. In honor of this milestone, we highlight one of the program’s initial candidates, Captain Robert Smith.

BDPA stepped up to the challenge by hosting this year’s Midwest Region HSCC and IT Showcase on June 21, 2014. Students were invited from Central Illinois, Chicago, Cincinnati, Cleveland, Columbus, Detroit, Indianapolis, Milwaukee, Southern Minnesota, St. Louis, the Twin Cities and Los Angeles Chapters to gather for an opportunity to compete. Many of the students in the regional HSCC championship will have an opportunity to compete later this summer. See APBI page 18

Cincinnati State Technical College to Host Midwest

Regional HSCC

Cincinnati, OH—BDPA Cincinnati is proud to announce the 2014 BDPA Midwest Region High School Computer Competition (HSCC) and IT Showcase (ITSC) will be held Saturday, June 21, 2014 at Cincinnati State Technical and Community College.

BDPA seeks to effectively use technology to stimulate and sustain the interest of young people in Science, Technology, Engineering, and Mathematics (STEM) education, while at the same time opening up their career awareness within the IT industry. BDPA engages partners from industry, academia (K-12 and higher education), and other community organizations in its efforts to advance the careers of African Americans in IT industries from the classroom to the boardroom. BDPA envisions all K-12 and college students that have shown interest in IT and STEM careers are ready and prepared for a higher percentage of STEM career opportunities needed to be fulfilled by educated students in our region.

BDPA New Jersey HSCC Team Finishes Strong at Regionals

Newark, NJ—On the heels of their very successful 11th Annual Families In Technology (FiT) Day, co-hosted by NJIT, BDPA’s New Jersey Chapter fielded two strong High School Computer Competition (HSCC) Teams during this year’s Regional HSCC Competition recently hosted by Bowie State University. Finalists will compete in the scholarship round later this summer during the National BDPA Technology Conference and Career Expo at the JW Marriott Indianapolis. BDPA’s Indianapolis Chapter will co-host this year’s events.

“Every day, he would sit there with people ignoring him,” Smith remembers. Finally, the recruiter approached Smith. “Why aren’t people jumping all over this amazing opportunity?” he asked. When Smith expressed their skepticism with the ad, the recruiter changed his tactics.

While a junior at West Virginia State College in 1989, Captain Robert Smith found an advertisement slipped under his dorm room door. It promised him $1,100 in monthly pay, free medical and dental care, 30 days paid vacation a year, paid tuition and books and, once completed, a starting salary of more than $20,000.

He thought it was too good to be true and ignored it, thinking there must be a catch.

But there wasn’t a catch. The advertisement was for the Minority Officer Recruitment Effort (MORE), a program started by the U.S. Coast Guard in 1989 as an initiative to diversify the officer corps. This program was developed in conjunction with an executive order to increase the participation of Historically Black Colleges and Universities (HBCUs) in federally sponsored programs.

Smith, an Army ROTC cadet at the time, soon learned about the program when a Coast

Another inspiring aspect of this event is the annual BDPA IT Showcase. This event aspires to create young people with skills and interest in pursuing STEM-based Ph.D. degrees after they graduate from college. There are too few people of African descent getting doctoral degrees in computer science and other STEM-based curriculum. BDPA hopes to create a pipeline of such academic superstars through national and regional BDPA IT Showcase venues.

BDPA is committed to preparing our children for careers in science and engineering long before they are of college age. BDPA has a number of programs enriching pre-college STEM curricula in the nation’s K-12 school systems, and encouraging young students to embrace requisite courses for careers within those fields. While the lack of preparation crosses all demographics, it is particularly acute in under-served communities.

SiriusXM continued from page 17 Popular Technology | #SiriusXM When SiriusXM completed its $530-million acquisition of Agero’s connected vehicle services, the new SiriusXM Connected Vehicle Services Inc. united Agero’s traditional focus on telematics with SiriusXM’s infotainment and advertising expertise. Once the deal was closed, SiriusXM became the leading telematics services provide, with original equipment manufacturers (OEM) customer list that included: Acura, BMW, Honda, Hyundai, Infiniti, Lexus, Nissan and Toyota. Telematics in cars connects the driver, through the vehicle to technology. It is a growth industry, encompassing GPS navigation, traffic information, and for new cars, checking email or connecting to the internet. Last fall, National BDPA Sponsor General Motors urged its dealerships in the U.S. to adopt a set-up modeled after Apple’s stores for its telematics and infotainment services. GM “Connection Centers” are staffed with professionals who call attention to GM’s connected services – from OnStar and SiriusXM Satellite Radio to infotainment systems like Chevy MyLink – and troubleshoot customer questions about configuration or use, thereby driving sales, customer loyalty and retention. An earlier GM study found that 94% of customers need technology support when it comes to telematics and more than 50% would use such a center if it existed. GM urged all of its 4,300 Cadillac, Chevrolet, Buick, and GMC dealers in the United States to implement

Connection Centers before GM’s 2015 vehicles with integrated 4G LTE Internet leave factory floors this quarter. “It’s another effort on our journey to provide this overall customer experience,” GM spokesman Klaus-Peter Martin told The Detroit News.

“He begged me to fill out the information card,” said Smith. “He said his chief didn’t believe he was actually there every day.”

Smith obliged, and was eventually selected for the program. Even so, he didn’t have plans on following through. But, when a chief petty officer called and described the opportunity to Smith’s mother, his plans suddenly changed.

Two weeks later, Smith found himself on Governor’s Island, New York, swearing into the Coast Guard in front of Rear Admiral George Passmore. Unable to stop crying, his mother beamed with pride. And just a few hours later, Smith boarded a train bound for Cape May, N.J.

Prior to Smith’s boot camp class, there were only two candidates in the MORE program. It was at boot camp that Smith received his first leadership opportunity. “I served as the recruit coordinator for the entire eight weeks,” Smith remembers. “We won most of the pennants.”

After completing a second summer indoctrination program at Reserve Training Center Yorktown the following year, Smith went on to attend Officer Candidate School and eventually earned his commission as an ensign.

Two year later, Smith was stationed at that same training center, when he overheard several members commenting about the Coast Guard’s unfair recruiting and hosting of all-black Officer Candidate School classes.

“This was not my first or last time needing to explain the misunderstood program,” said Smith. “There were times when I felt like I should not even mention that I was a MORE graduate.”

Despite the challenges, Smith stuck with it.

Now known as the College Student Pre-Commissioning Initiative (CSPI,) the program has evolved over the years to include all presidentially designated minority servicing institutions (MSIs,) including colleges and universities in Hawaii, Guam, Puerto Rico and the U.S. Virgin Islands.

“In spite of the challenges, the Coast Guard demonstrated a commitment to this program,” said Smith. “Our leaders recognized a long time ago how effective this program could be in accomplishing it’s intended objective.”

And accomplish them it did. As one of the original MORE initiates, Smith is one of five to successfully attain the rank of Captain.

So, looking back, was the program “too good to be true?”

“Good, it is,” said Smith, “but I am proof that it is true.”

2015 ACM Richard Tapia Celebration of Diversity in Computing Richard Tapia is a mathematician and professor in the Department of Computational and Applied Mathematics at Rice University in Houston, Texas. He is internationally known for his research in the computational and mathematical sciences and is a national leader in education and outreach. Tapia’s current Rice positions are University Professor (only the sixth individual afforded this title in the 100-year history of Rice University), Maxfield-Oshman Professor in Engineering, Associate Director of Graduate Studies, and Director of the Center for Excellence and Equity in Education.

Tapia was born in Los Angeles to parents who separately emigrated from Mexico as young teenagers in search of educational opportunities for themselves and for future generations. The first in his family to attend college, Tapia went on to receive B.A., M.A. and Ph.D. degrees in mathematics from the University of California, Los Angeles. In 1967 he joined the Department of Mathematics at UCLA and then spent two years on the faculty at the University of Wisconsin. In 1970 he moved to Rice University where he was promoted to associate professor in 1972 and full professor in 1976. He chaired the department from 1978-1983. He is currently an adjunct faculty member of both Baylor College of Medicine and the University of Houston. Tapia has authored or co-authored two books and more than 100 mathematical research papers.

While at Rice, Tapia has directed or co-directed more underrepresented minority and women doctoral recipients in science and engineering than anyone in the country, and has led several programs that have brought recognition to the university’s commitment to diversity. Since 1996, 60 underrepresented minority students have received Ph.D.s in science and engineering at Rice University. Tapia directs programs that are supported by the Alfred P. Sloan Foundation, the National Science Foundation, and other organizations that are designed to increase the number of underrepresented minorities obtaining graduate degrees in

science, technology, engineering and mathematics and enhance the preparation of underrepresented minorities for faculty positions in academia. At Rice, the NSF-supported Alliances for Graduate Education in the Professoriate has developed a supportive community of students and faculty members that gives advice on admissions to departments and provides students with formal and informal resources, support, and professional development. Professor Tapia is recognized as a national leader in diversity and has delivered numerous invited addresses at national and international mathematics conferences, served on university diversity committees, and provided leadership at a national level. Two professional conferences have been named in his honor, recognizing his contributions to diversity: Richard Tapia Celebration of Diversity in Computing conference and the Blackwell-Tapia Conference, whose founders described Tapia as a seminal figure who inspired a generation of African-American, Native American and Latino/Latina students to pursue careers in mathematics.

2015’s Goal

The goal of the Tapia Conferences is to bring together undergraduate and graduate students, faculty, researchers, and professionals in computing from all backgrounds and ethnicities to:

• Celebrate the diversity that exists in computing;• Connect with others with common backgrounds, ethnicities,

disabilities, and gender so as to create communities thatextend beyond the conference;

• Obtain advice from and make contacts with computing leadersin academia and industry;

• Be inspired by great presentations and conversations withleaders with common backgrounds.

Next year’s conference theme is Diversity at Scale as the Tapia Conference celebrates efforts to move diversity in all aspects of computing beyond conversation and study into full practice and implementation. As a community, we recognize that we must scale our diversity efforts to fully utilize computing to address the larger problems faced by today’s society.

Great moments with BDPA—Local BDPA Chapters are planning and preparing for 40-Year National BDPA celebrations commemorating BDPA’s and ICT industry’s success stories from 1975 to 2015.

Founded in 1975, National BDPA (NBDPA) enters its fifth decade in 2015 with a 21st century mission to bridge emerging technology competency gaps in underserved communities. Critical areas of concern include information and communications technology (ICT), application development, cyber security, and telecommunications. Local BDPA Chapter objectives across national regions are to identify ICT and related industry pipeline challenges, then provide technical, professional, and infocentric training programs with educational outreach services for BDPA Members and area youth. Success stories transcending respective metropolitan areas in direct support of technology inclusion (TECH-Inclusion) initiatives and next-generation workforce (NGWF) development are published monthly in digital-print editions of bdpatoday.
