PERATURAN-PERATURAN JURUUKUR TANAH BERLESEN (PINDAAN) 2019
PADA menjalankan kuasa yang diberikan oleh subseksyen 21(2)
Akta Juruukur Tanah Berlesen 1958 [Akta 458], Lembaga, dengan kelulusan Menteri,
membuat peraturan-peraturan yang berikut:
Nama dan permulaan kuat kuasa
1. (1) Peraturan-peraturan ini bolehlah dinamakan Peraturan-Peraturan
Juruukur Tanah Berlesen (Pindaan) 2019.
(2) Peraturan-Peraturan ini mula berkuat kuasa pada 1 Mei 2019.
Pindaan peraturan 26 2. Peraturan-Peraturan Juruukur Tanah Berlesen 2011 [P.U. (A) 331/2011], yang
disebut sebagai “Peraturan-Peraturan ibu” dalam Peraturan-Peraturan ini dipinda dalam
peraturan 26 dengan memasukkan selepas subperaturan (7) subperaturan yang berikut:
“(8) Jika fi telah didepositkan dengan Lembaga dan juruukur tanah
berlesen telah mendaftar kerja dengan Lembaga, juruukur tanah berlesen
hendaklah dibayar tidak kurang daripada tiga puluh peratus daripada jumlah fi
yang telah didepositkan dengan Lembaga sekiranya klien berniat untuk
menamatkan perkhidmatan juruukur tanah berlesen sebelum bermulanya kerja
lapangan.
Pindaan peraturan 29 3. Peraturan-Peraturan ibu dipinda dalam peraturan 29 dengan memasukkan
selepas subperaturan (2) subperaturan yang berikut:
“(3) Bagi maksud perenggan (1)(g), tiap-tiap juruukur tanah berlesen
tidak boleh mengenakan fi kurang daripada amaun fi minimum yang dinyatakan
di bawah Susunan I hingga Susunan XIV.”.

Penggantian Jadual Ketiga Belas
4. Peraturan-peraturan ibu dipinda dengan menggantikan Jadual Ketiga Belas
dengan jadual yang berikut:

SKALA FI BAGI UKUR HAKMILIK
1. Fi ukur untuk ukur hakmilik hendaklah diklasifikasikan mengikut kategori
penggunaan tanah seperti bangunan, pertanian, industri, perlombongan dan
maksud lain.
2. Amaun fi ukur yang dianggarkan mengikut Susunan I hingga Susunan XI hendaklah
didepositkan dengan Lembaga.
3. Bilangan lot, petak dan petak tanah yang baginya fi dikutip dan didepositkan dengan
Lembaga hendaklah mengikut bilangan lot, petak dan petak tanah dalam pelan
prahitungan yang diluluskan atau pelan bangunan yang diluluskan.
4. Semua fi yang boleh dikenakan di bawah Susunan I hingga Susunan XIV ialah fi
minimum.
5. Bagi maksud Jadual ini, “bagi satu pasukan sehari” ertinya kerja yang dilakukan
dalam sehari atau sebahagian daripadanya oleh suatu pasukan ukur.

SUSUNAN I
Pengukuran tanah untuk bangunan
1. Susunan ini memperuntukkan fi untuk pengukuran tanah bagi bangunan.
Bagi maksud pengukuran tanah, tanah bangunan diklasifikasikan seperti
yang berikut:
(a) tanah bagi maksud kediaman, seperti rumah kediaman, rumah pangsa,
pangsapuri dan kawasan lapang untuk rekreasi;
(b) tanah bagi maksud komersial, seperti pembangunan bercampur bagi maksud
komersial dan kediaman, rumah kedai, panggung wayang, kompleks, hotel,
asrama, stesen minyak, pejabat, taman peringatan, taman tema, kawasan
lapang bagi maksud rekreasi termasuklah padang golf dan pembangunan yang
bermatlamatkan keuntungan;
(c) tanah bagi maksud industri, seperti pembangunan bercampur untuk industri
dan lain-lain, kilang, loji, bengkel, kilang pengisar, kilang pencetakan, faundri,
pencawang elektrik, rumah pam, loji pembersih pembetungan dan
kolam oksidasi.
2. Tanah bagi maksud lain, yang tidak diklasifikasikan di bawah perenggan 1,
hendaklah tertakluk kepada Susunan VII.
3. Fi ukur yang boleh dicaj di bawah Susunan ini bagi setiap kerja hendaklah terdiri
daripada caj yang berikut dan terpakai bagi kawasan bandar dan luar bandar. Fi ini
juga terpakai bagi pengukuran semula untuk peletakan semula tanda sempadan
bagi mana-mana jenis tanah yang diklasifikasikan di bawah perenggan 1:
(a) caj asas bagi setiap kerja ialah RM2,600.00;

(b) caj bagi perundingan profesional ialah 10% daripada caj di bawah
subperenggan 3(c), (d) dan (e), jika terpakai;
(c) caj bagi penyediaan pelan prahitungan atau pelan penyempadanan ialah
RM100.00 bagi setiap lot. Caj minimum bagi pelan prahitungan ialah
RM3,000.00 bagi setiap kerja. Mana-mana kerja yang memerlukan
penggunaan tanda rujukan kadaster berdasarkan penentududukan titik
dengan satelit, caj tambahan akan dikenakan sebagaimana yang disenaraikan
dalam Susunan XI (tidak termasuk caj asas);
(d) caj bagi peletakan tanda sempadan baharu ialah RM20.00 bagi setiap tanda
yang ditanam. Caj bagi pengukuran peletakan semula tanda sempadan lama
yang hilang atau beralih kedudukan ialah RM500.00 untuk setiap tanda yang
ditanam pastian atau diganti;

2. Land for other purposes, which are not classified under paragraph 1, shall be subject
to Table VII.
3. The survey fees chargeable under this Table for each job shall consist of the
following charges and are applicable to urban and rural areas. These fees also apply
to the re-survey for the re-establishment of boundary marks for any type of land
classified under paragraph 1:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 3(c), (d) and (e), where applicable;

(c) charge for the preparation of pre-computation plan or delineation plan is
RM100.00 per lot. The minimum charge for pre-computation plan is
RM3,000.00 per job. Any job that requires the use of cadastral reference marks
based on point positioning by satellite, the additional charge will be charged
as listed in Table XI (not inclusive of basic charge);
(d) charge for the emplacement of new boundary mark is RM20.00 per mark
planted. Charge for the survey to re-establish old boundary marks found
missing or out of position is RM500.00 for each mark refixed or replaced;
(e) charges for survey of each lot for the purpose:

This Table provides for the fees for the subdivision of building or land for the issuance of
strata title and designation of limited common properties under the Strata
Titles Act 1985 [Act 318].
1. Charge for the professional consultation is 10% of the charges under paragraphs 2
until 12 in this Table, where applicable.
2. Charge for application of proposed schedule of parcel as required under section 6 of
the Strata Management Act 2013 [Act 757].

5. Charge for preparation of plan as annexure to sale and purchase agreement is
RM50.00 per parcel and RM30.00 per accessory parcel.
6. Charge for re-preparation of plans due to further amendment to the building plan
shall consist of 50% of the charges under paragraphs 2, 3, 4 and 5.
7. Charge for survey of land for certification as required under section 9(a) of the
Strata Titles Act 1985 shall be as follows:

information, quality assurance, compliance with regulatory requirements and
prevailing government electronic environment shall be 20% of the charges under
paragraphs 2, 3, 4, 6, 8, 9, 10 and 12, subparagraphs 7(a), 7(b), 11(a) and 11(b).
14. For building with low cost certificate, a reduction of 15% of the charges specified in
paragraphs 1 to 13 are applicable.

15. Charge for attendance, reimbursements and to provide plans and additional prints,
where applicable, are as provided under Table XII, Table XIII and Table XIV
respectively.

Survey of land for agriculture
1. This Table provides for the fees for the survey of land for agriculture purpose
including land for aquaculture purpose or survey for subdivision, amalgamation and
partition.
2. The survey fees chargeable for agriculture purpose under this Table for each job
shall be as follows:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 2(c), (d), (e) and (f), where applicable;
(c) charge for the preparation of pre-computation plan or delineation plan is
RM100.00 per lot. The minimum charge for pre-computation plan is
RM3,000.00 per job. Any job that requires the use of cadastral reference marks
based on point positioning by satellite, the additional charge will be charged

(h) in restricted or risk areas:
(i) where security pass or permit has to be obtained from the relevant
authority, an additional charge of 25% of the charges under
subparagraphs 2(a), (b), (d), (e) and (f) are applicable; or
(ii) where escort is required and working hours are dictated by the relevant
authority, an additional charge of 50% of the charges under
subparagraphs 2(a), (b), (d), (e) and (f) are applicable; and
(iii) where there is a waiting time after mobilization, an additional charge of
RM2,600.00 per party day shall be applicable.
(i) the charges under this Table are applicable when the survey worksite is
within 1 kilometre from the nearest motorable road. For distances beyond
the first one kilometre, additional charges shall be as follows:

3. The survey fees chargeable for aquaculture and other similar purposes under
this Table for each job shall be as follows:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 3(c), (d) and (e), where applicable;
(c) charge for the preparation of pre-computation plan or delineation plan is
RM100.00 per lot for lot less than 2 hectares. For lot bigger than 2 hectares
per lot, an additional of RM50.00 is chargeable for every additional hectare or
part of it. This condition is subjected to a minimum charge of RM3,000.00
per job. Any job that requires the use of cadastral reference marks based on
point positioning by satellite, the additional charge will be charged as listed in
Table XI (not inclusive of basic charge);
(d) charge for traversing in tidal areas or swampy areas including connections for
azimuth, connections and control is RM20.00 per metre. For other areas refer
to subparagraph 2(f) of Table III;
(e) charge for the emplacement of new boundary mark is RM50.00 per mark
planted. Charge for the survey to re-establish old boundary marks found

missing or out of position is at the rate of RM500.00 for each mark refixed
or replaced;
(f) charge for submission in digital format involving data processing,
management of information, quality assurance, compliance with regulatory
requirements and prevailing government electronic environment
shall be 20% of the charges under subparagraphs 3(c), (d) and (e);
(g) in restricted or risk area:

Survey of land for mining
1. This Table provides for the fees for the survey of land for mining which shall be
carried out to a standard adequate for the issue of mining leases. This Table also
applies to survey of land for quarry and other similar purpose.
2. The survey fees chargeable under this Table for each job shall be as follows:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 2(c), (d), (f), (g) and (i), where applicable;
(c) charge for the preparation of pre-computation plan or delineation plan is
RM100.00 per lot for lot less than 2 hectares. For lot bigger than 2 hectares
per lot, an additional charge RM50.00 is chargeable for every additional
hectare or part thereof. This condition is subjected to a minimum charge of
RM3,000.00 per job. Any job that requires the use of cadastral reference marks
based on point positioning by satellite, the additional charge will be charged
as listed in Table XI (not inclusive of basic charge);

(j) charge for submission in digital format involving data processing,
management of information, quality assurance, compliance with regulatory
requirements and prevailing government electronic environment is 20% of
the charges under subparagraphs 2(c), (d), (f) and (i) are applicable;
(k) in restricted or risk area:
(i) where security pass or permit has to be obtained from the relevant
authority, an additional charge of 25% of the charges under
subparagraphs 2(a), (d), (f) and (i) are applicable; or

1. This Table provides for the fees for the survey for stratum title and other
underground survey.
2. The survey fees chargeable under this Table for each job shall be as follows:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 2(c), (d), (e), (f) and (g), where applicable;
(c) charge for the preparation of pre-computation plan or delineation plan is
RM1,000.00 per lot for lot less than 3,000 cubic metres. For lot bigger
than 3,000 cubic metres, an additional charge of RM400.00 is chargeable for

(f) charge for underground survey for the issuance of stratum title shall be as

(i) for the transfer of planimetric datum to a depth not

the site, the charge is RM4,600.00. For every additional 3 metres in
depth or part thereof below 10 metres, an additional charge of 10% is
chargeable;
(ii) for the transfer of height datum to a depth not exceeding 10 metres
below the established height reference mark at the site, the charge is
RM6,900.00. For every additional 3 metres difference in height or part
thereof below 10 metres, the additional charge of 10% is chargeable;
(iii) for the survey of the as-built underground structure, the charge is twice

TABLE VI
Survey for amalgamation of lots
1. This Table provides for the fees for the survey for amalgamation of lots.
2. The survey fees chargeable under this Table for each job shall be as follows:
(a) where certified plan is drawn by using data from existing certified plans
or titles:
RM150.00 per boundary line subject to a minimum charge of RM1,700.00 per
job. For the purpose of this minimum charge, two or more amalgamations of
lots belonging to the same owner or joint owner shall count as one job
provided that the approval for the amalgamations are given at the same time
and the survey is done at the same time;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 2(a) and (c), where applicable;
(c) where field work is required, the survey fee shall be charged as provided
under Table I and Table III;
(d) charge for submission in digital format involving data processing,
management of information, quality assurance, compliance with regulatory
requirements and prevailing government electronic environment
shall be 20% of the charges under subparagraphs 2(a) and (c);
(e) charge for attendance, reimbursement and to provide plans and additional
prints, where applicable, are as provided under Table XII, Table XIII and

TABLE VII
Survey of land for special purposes
1. This Table provides for the fees for the survey of land for purposes that are not
covered under Table I to V such as land for forest reserve, wildlife sanctuary, wildlife
reserve, national park, grazing ground or any other similar reserves.
2. The survey fees chargeable under this Table for each job shall be as follows:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
paragraph (c), (d) and (e), where applicable;
(c) charge for the preparation of pre-computation plan or delineation plan is
RM100.00 per lot for lot less than 2 hectares. For lot bigger than 2 hectares
per lot, an additional charge of RM50.00 is chargeable for every additional

Survey for the purpose of land acquisition
1. This Table provides for the fees for the survey of land acquired under
the Land Acquisition Act 1960 [Act 486].
2. The survey fees chargeable under this Table shall be as follows:
(a) for the survey of the acquired portion, the chargeable fees shall be in
accordance with the Table appropriate for the category of use it is
acquired for;
(b) for the balanced portion, the fee chargeable shall be in accordance with
the Table appropriate for its category of land use;
(c) where the survey involves compilation from existing surveyed data, the fee
charged is RM150.00 per boundary line as provided under subparagraph 2(a)
of Table VI subjected to a minimum charge of RM1,700.00;
(d) where no cadastral reference mark based on point positioning by satellite is
available during the survey, the additional charges as provided in Table XI
(not inclusive of basic charge) are applicable.

TABLE IX
Survey of administrative boundaries
1. This Table provides for the fees for survey of state, district, mukim, town and village
boundaries.
2. The survey fees for the survey of state boundary chargeable under this Table for
each job shall be as follows:
(a) basic charge per job is RM2,600.00;
(b) charge for the professional consultation is 10% of the charges under
subparagraphs 2(c), (d), (e), (f), (g), (h), (i) and (j), where applicable;
(c) charge for traversing including connections for azimuth, connection and
control is RM20.00 per metre;
(d) charge for the emplacement of new boundary mark is RM100.00 per mark
planted. Charge for the survey to re-establish of old boundary marks found
missing or out of position is at the rate of RM500.00 for each mark refixed
or replaced;
(e) charge for control survey is as provided under Table X (control traverses) or
Table XI (point positioning by satellite) or both depending on the requirement;
(f) charge for strip survey with detail and contour involving land boundary is
RM15,100.00 per kilometre with a maximum corridor width of 20 metres. For
corridor width wider than 20 metres, the fee chargeable shall be
proportionate to the increase in width;

(g) charge for strip survey with detail and contour involving river boundary is
RM16,300.00 per kilometre, with traversing on one side of the river and the
picking up of details for both river bank;
(h) charge for determining the proposed state boundary is RM260.00
per kilometre;
(i) charge for final survey of the state boundary is RM10.00 per metre;
(j) charge for the construction of monument similar to type C mark of
Department of Survey and Mapping is RM800.00 per monument;
(k) charge for submission in digital format involving data processing,
management of information, quality assurance, compliance with regulatory
requirements and prevailing government electronic environment
shall be 20% of the charges under subparagraphs 2(c), (d), (e), (f), (g), (h)
and (i);
(l) in restricted or risk areas:
(i) where security pass or permit has to be obtained from the relevant
authority, an additional charge of 25% of the charges under
subparagraphs 2(a), (c), (d), (e), (f), (g), (h), (i) and (j) are
applicable; or

(a) charge for site visit, meeting attendance and other similar attendances is
RM2,600.00 per day or RM500.00 per hour, whichever is less;
(b) charge for appearing as expert witness in court is RM4,800.00 per day or any
part thereof together with a basic charge of RM2,600.00 per case except
attendance by subpoena by the court, then Order 38 Rules 22 of
Rules of Courts 2012 shall apply; or
(c) charge for reimbursement shall be as provided in Table XIII.
TABLE XIII
Reimbursement
1. This Table provides for reimbursements to the licensed land surveyor by the client
for expenditures incurred.
2. The reimbursements are as follows:
(a) actual expenses incurred for the purchase of relevant documents such as
plans, maps, record and other related items;
(b) actual expenses incurred for fax, telephone calls, postal service, courier
service and other related delivery;
(c) charge for additional manpower, special equipment, feasible study and
software package as agreed with the client;

(d) expenses incurred for traveling and accommodation, and subsistence
allowance shall be as follows:
(i) travelling
