    1 MEETING PURPOSE AND PROCESS

    Linton Pike (facilitator) welcomed participants explaining the meeting purpose and agenda.

    2 PREVIOUS MEETING

    Linton Pike asked for comment or changes on the previous meeting summary. No changes to the previous summary meeting summary were requested.

    RESPONSE PROVIDED AT OCTOBER MEETING

    School peak times are factored into the modelling for Houghton Dr and shows the intersection to be mostly free flowing. We will prepare comparisons for other intersection treatments as well.

    ACTION: Alex

    All affected local intersections were analysed with traffic modelling including school peak traffic and planned future growth and development.

    Some modifications are proposed to a number of intersections with Wanneroo Road and Joondalup Drive to ensure safe and efficient capacity is available in the future. This will be covered further to a certain degree later in this meeting.

    3 PROJECT UPDATE

    Chris Raykos provided a project update including a video drive through along Joondalup Drive in both directions (to the west initially and then the return journey east bound on a weekday morning (7:50am). The video showed significant dwell time at the Joondalup Drive and Wanneroo Road intersection and west bound traffic queues from the intersection back to St Stephens Crs. Smaller queues are also shown at Burns Beach Road intersection with Joondalup Drive.

    Chris Raykos went on to explain that:

    • City of Wanneroo population expected to grow to 400,000 by 2041

    • Provision of key transport infrastructure required to support urban development east of Wanneroo Road

    • Joondalup Drive is the major east-west route that will be used to access areas to the west including the Joondalup City Centre, Mitchell Freeway, the train station/line and coastal area.

    • Traffic modelling indicates that within five years, service levels will deteriorate at the intersection due to increased demand.

    • Funding commitment enables us to bring forward a long term solution at this intersection

    Intersection Failure Analysis shows the following:

    Level of Service (LoS) is an index of the operational performance of an intersection – The Y axis of this Graph expresses LoS in terms of delay (in seconds) which is quantified as the difference between the time it would take to complete the movement under free flow (or uncontrolled) conditions and the time it actually takes. The overall intersection delay is then the weighted average of the delay associated with each intersection movement to give an overall LoS within the range of A to F.

    The analysis for the intersection of Wanneroo road and Joondalup Drive shows that the current level of service is “D” in both morning and afternoon peaks and will further deteriorate to LoS “E” in the afternoon and “F” in the morning peak by 2031 as shown below.

    The diagram below shows the percentage of movements each leg of the intersection contributes to total vehicle movements through the intersection after the opening of the Mitchell Freeway Extension to Hester Avenue. More than half of all vehicle movements through the intersection are going straight through along Joondalup Drive. By grade separating this movement and removing the conflict points, the remaining movements through the intersection can operate with much higher safety and efficiency.

    Chris Raykos explained the Safe System approach to road user safety adopted here based upon the following model.

    The Safe system matrix gives consideration to:

    • Exposure – refers to which road users, in what numbers and for how long

    • Likelihood – refers to factors affecting probability of a crash.

    • Crash severity – refers groups of factors affecting the probability of severe injury outcomes should the crash occur.

    A number of questions and answers followed as shown below:

    Q Can Main Roads clarify its communications with local schools regarding the St Stephens Cres closure issue?

    A

    Main Roads will respond to community concerns and address the impacts for local roads including left in/out modifications where they are required. A two page newsletter is already on the Main Roads webpage and has been shared with schools.

    Newsletters were distributed around Tapping (to Ashely Rd in the south and Waldburg Drive in the east) during w/c 12 Feb.

    A briefing was held with St Stephen’s School in December 2017 and offered to Tapping Primary in January 2018. Ongoing information is being shared with both schools.

    A more general, four page newsletter will go out to around 10,000 homes along Wanneroo Road as far north as Old Yanchep Rd, Pinjar Road and into Banksia Grove in early March.

    Q Are road users complaining about this intersection since the Mitchell Freeway Extension opened?

    A

    Prior to the Mitchell Freeway Extension, Wanneroo Road and Joondalup Drive was the sixth-worst performing intersection in the metropolitan area, attracting numerous complaints. While the volume of complaints has reduced as a result of the project, performance at the intersection will again deteriorate to Level of Service “E” by 2023.

    Q Is there an urgent need for this project?

    A

    There is a very strong project need and justification with earlier intersection works undertaken as an interim solution. The level of service associated with this intersection is deteriorating quickly and the longer we leave the project the more difficult it will become to complete these works under increasing traffic volumes.

    4 PROJECT DEVELOPMENT UPDATE

    Chris Raykos explain the designs proposed for a number of intersections as shown below.

    Joondalup Drive and Burns Beach Road intersection is proposed to be improved as shown below.

    The eastbound movement from Burns Beach Road is simplified with a dedicated slip lane and a free flowing slip west bound along Joondalup Drive. Provision for future ramp metering (traffic signals on one approach is made to maintain efficient traffic flows.

    Drovers Market Place access provides for left in/out access to and from Joondalup Drive with right turn emergency access provision as shown below.

    The Wanneroo Road and Joondalup Drive intersection is modified with a bridge over Wanneroo Road and improved left turn slip movements as shown below. Pedestrian refuge Islands are included on the northern approach leg and southern departure leg. Shared paths for pedestrian and cycle movements are shown in purple.

    Other optional works considered for inclusion but not yet funded are:

    Four way signalised intersection at Wanneroo Road / Clarkson Avenue

    Roundabout at the intersection of Joondalup Drive / Cheriton Drive

    A pier to Bridge No.1824 that has an architectural form more bold and unique than the designs commonly used for Perth road bridges.

    These possible inclusions are shown below but are not currently included in the scope of works.

    Pier Treatments

    Main Roads is looking for designs, patterns and colours that combines the piers into a harmonious overall bridge composition including noise wall / screen, abutment walls, super structure, lighting and barriers to deliver something different to the norm with a traditional solution shown.

    Public Art

    Main Roads has included a provisional sum for public art within the contract. The scope of this work will be developed via engagement with the local schools and the ECU Arts Department will be assisting in this process. Separate to the Public Art, the proponents will be submitting overall aesthetic treatment for the bridge abutments, approach retaining walls, noise and screen walls as part of their proposals. The importance of these aesthetics has been made clear to them throughout the procurement process

    Western Power Line Relocations

    Western Power is still developing their design. Targeting having relocations completed in 2018 but may slip into 2019. A temporary overhead line may be required to facilitate construction of the underground alignment. Western Power works will commence before these contract works and should not be confused with the commencement of the project works when it happens.

    A number of questions and answers followed as shown below:

    Q There has been criticism of this project with a lot of noise and opposition driven by a small number of people.

    Can this be better managed?

    A The comment is noted with ongoing communications planned and a commitment to deliver the project.

    Q How with the project be staged traffic wise?

    A

    Main Roads has a view on the optimal construction staging process but we remain open to ideas from contractors with a supporting Traffic Management Plan required. Some night works will result and traffic flows maintained to an appropriate level of service.

    Q When will the proposed upgrades to Joondalup Drive and Burns Beach Road intersection happen?

    A

    This depends on the adopted construction program but these works are a funded inclusion and will be delivered as part of this project. Main Roads is also working with City of Joondalup (CoJ) to secure a funding contribution to be made by them.

    We haven’t put any timing restrictions on completion of these works and we allow flexibility to get best value for money.

    Q What impact will the change at St Stephens Crs and Joondalup to become a left in/out have on traffic flows?

    A

    Vehicle counts show that the right turn movements into and out of St Stephens Crs are low (

    Various options were considered for the intersection of Joondalup Drive and Cheriton Drive and the option presented was identified as the best solution. In relation to pedestrian access, pedestrians will cross at road level with refuge points provided.

    The City of Wanneroo has asked that these modifications be included and funded by the project.

    Q Can this group influence the public art and urban design inclusions?

    A

    Yes, with opportunities to do so during detailed design when a contractor is appointed.

    Main Roads will also involve Edith Cowan University (ECU) in a similar way to the Mitchell Freeway Extension where they significantly influenced the public art.

    The CRG identified the following issues as being of greatest interest and/or concern

    Need for sound and effective communications to dispel the prevailing rumours and misunderstandings:

    The scale of the project and its visual impacts for residents of Tapping and Carramar;

    The provision of safe and easy access to Drovers Market Place during and after construction;

    Future landscaping provisions and inclusions; and

    Opportunities for local government to play a role with early tree planting in open spaces as a visual screen.

    Further discussion identified the following response to the areas of interest and/or concern raised:

    Need for sound and effective communications to dispel the prevailing rumours and misunderstandings:

    o We will explain the project rationale and timing of proposed works;

    o Explain the priority for this project and how it compares with other potential initiatives in the northern suburbs – Indian Ocean Dve etc

    o Explain the local road changes and benefits

    ACTION: Chris Ri

    The scale of the project and its visual impacts for residents of Tapping and Carramar;

    o Explain the extent of the bridge works with an intention to get from the bridge back to existing road surface level as soon as possible;

    o Explain the conceptual design and the point at which it has returned to existing road level;

    o Provide early plantings and trees in existing parks now to mitigate future visual impacts.

    The provision of safe and easy access to Drovers Market Place during and after construction;

    o We have the best possible solution now and need to manage it as best we can;

    o Clarkson signalised intersection presents an opportunity for improved Drovers Market Place access;

    o Tweak and refine the concept during detailed design.

    Future landscaping provisions and inclusions;

    o Main Roads expects something better than business as usual at sensitive locations;

    o Mitchell Freeway landscaping has produced fantastic regrowth results and a similar approach would be applied here with a mix of plantings and trees

    o MR will work with local government to produce the best result possible.

    5 COMMUNITY AND STAKEHOLDER ENGAGEMENT

    Chris Rickard provided a summary of the engagement process to date explaining that activity commenced in July 2017 following funding announcement and MRIA engagement:

    Seven TRG meetings

    Four CLG meetings

    Two shopping centre displays

    Five newsletters and site investigations notifications

    Three local member briefings

    Multiple stakeholder briefings – school; Drovers; developers; PTA; WaterCorp

    Website; information line

    Planned future activity includes:

    February – June

    • Newsletter #4 – broadened distribution

    • St Stephens Information – targeted distribution

    • Ongoing stakeholder briefings as required

    • Information sessions

    June – onwards

    • Contractor-led community engagement

    • Transition of CLG to CRG

    CLG members encouraged Main Roads to provide better information about the proposed bridge works with community members saying the bridge will extend as far as Houghton Drive. Some form of visual representation or 3D computer model would be beneficial to address this.

    CLG members suggested a number of possible venues for Community Information Sessions to be held including:

    Shopping Centres – Carramar, Drovers and others;

    Carramar Community Centre;

    Wanneroo Central;

    Others to provide diverse opportunities for community input and information.

    CLG members were invited to suggest other possible venues for Community Information Sessions to Chris Rickard at their discretion.

    A number of questions and answers followed as shown below:

    Q When will a contractor be appointed for these works?

    A We hope to have made a contractor on board by June 2018.

    We will then reform this group as a Construction Reference Group.

    Q Will a public meeting be held to communicate this project as requested by the City of Wanneroo?

    A

    We are not planning on holding a public meeting as they tend to be dominated by one or two people and others don’t get a chance to talk about what is important to them. Main Roads will provide a range of opportunities for people including face to face “drop-in” sessions where informal discussions can take place to address location specific queries and/or concerns. Three drop-in sessions are planned and we will advise the City of Wanneroo accordingly.

    Barry McEloney Tapping residents are very interested in this project. I am happy to meet and discuss tree plantings in public open space to mitigate possible future visual impacts. Both the City of Wanneroo and Main Roads are happy to do so at an appropriate time during landscaping and revegetation design.

    Steve Hamilton I am happy to see Cheriton Drive intersection works potentially included and as part of these discussions.

    Please consider the change in intersection performance since the completion of the most recent freeway extension. Now that the freeway extension has happened things have changed for the community and people have forgotten how bad the traffic once was.

    Drovers access remains a concern along with business impacts and loss of trade during construction. I am happy to liaise with them and take info to them. MR noted - We need to come together to improve access to Drovers at Clarkson Ave as a long-term solution that offers improved access.

    Lom Piggott

    Cheriton Drive and in particular Clarkson Avenue are of interest to PTA and supported by us for symmetrical bus service delivery.

    The left in/out from Drovers to Joondalup Drive needs to also include safe pedestrian crossing opportunities to access eastbound bus services.

    There is a lot of false information being communicated by some community members with silly things being said in hope that people will agree.

    The rationale behind the three Drop-in Sessions is understood as a good response.

    BGRA supports the project 100% and recognise it is being built for the future as a fantastic initiative.

    As a local resident Drovers has struggled for some time with lots of competition from Lakeside and other local businesses. People will travel there if they really want to be there.

    Council report raised two items:

    Mayor requesting Cheriton Ave / Joondalup Drive and Clarkson Ave / Wanneroo Road initiatives are included and fully funded as part of these works; and

    A public meeting was requested and should be addressed to the Mayor explaining the alternative solution.

    Cheriton Ave / Joondalup Drive and Clarkson Ave / Wanneroo Road funding is needed and important.

    Houghton Drive may become left in/out if Cheriton roundabout results.

    Public meetings are not a good approach for communication but one on one discussions offer good opportunities to understand people’s interests and concerns.
