CHIEF’S STATEMENT It has been my pleasure to serve the City of Waltham as a Police Officer for the past 36 years and truly an honor to serve as Chief of Police. In that time the City has developed into a vibrant, thriving city that is an ideal place to live and work. I am proud to say that the Police Department has proactively kept up with the City through a dynamic community policing philosophy that adapts well to the City’s needs. The implementation and maintenance of community policing programs has been the hallmark of the Department since the early nineties. This is evidenced by our involvement with the youth, schools, elderly, and the diverse populations residing here. These programs promote and foster partnerships in our community. The men and women of this Department are committed and strive to maintain a highly professional, ethical and publically engaging demeanor that fosters community safety and confidence. A focus on public safety preparedness is demonstrated through our participation in the Northeast Massachusetts Law Enforcement Council (NEMLEC) which provides for resource sharing for complex or major events. We additionally provide a leading role in the Southern Middlesex County Drug Task Force, combining resources with surrounding cities and towns focusing on illegal drug abuse and distribution. As we move forward into 2016 and beyond, I anticipate continued excellence from the members of the Waltham Police Department. Our cooperation with private and public organizations as well as other City departments will insure that the City continues to be an inviting home to our residents and a welcoming destination for our guests and visitors.

NORTHEASTERN MASSACHUSETTS LAW

ENFORCEMENT COUNCIL (NEMLEC) NEMLEC coordinates the sharing of personnel and resources of 63 communities to provide member agencies with the ability to provide supplemental support services to 1.7 million people in the 925 square miles they serve. Waltham PD has 8 officers assigned to various NEMLEC roles including SWAT and Rapid Response Team. The NEMLEC SWAT unit was activated 21 times in 2015. The NEMEC RRT was activated 5 times in 2015. The RRT trains once a month together and the SWAT team trains twice a month together.

ADMINISTRATION DIVISION The Administrative Division provides the Department with advice, information, and data on matters pertaining to departmental operations; identifies and evaluates problems requiring decisions; studies these problems and proposes solutions and plans for their approval or acceptance by the Chief of Police. This division has the objective of providing continuous technical, training and personnel services to other departmental units to enable the Department to properly function. ACCREDITATION In December of 2015, the Waltham Police Department became accredited for the 6th time. The Department demonstrated its commitment to police excellence by complying with more than 300 mandatory and optional standards. The Waltham Police Department ensures that their policies and procedures, current practices, training and delivery of service are amongst the highest level of professionalism and integrity. BACKGROUND INVESTIGATIONS The Background Investigation Unit conducted 11 background checks on prospective employees throughout the city. EVIDENCE In 2015 the Department took in 1,322 pieces of evidence and property. In the same time frame 1,438 pieces of evidence were released/disposed of. An annual audit was completed in April of 2015. FIREARMS/WEAPONS All full duty members received Use of Force training as well as requalified in their Department issued firearms. The complement of trained Less Lethal Weapon handlers was increased from 18 to 30 in 2015. The amount of trained Patrol Rifle operators was increased from 30 to 56 in 2015.




In 2015 55 officers received new replacement bulletproof vests. POLICIES Six new policies were written and implemented in 2015 as well as six older policies being completely rewritten. In addition, all Department policies and procedures were reviewed and updated as needed during the accreditation process. TRAINING “Roll Call” training sessions were implemented in 2015 to increase the frequency and types of trainings to our officers. Forty-two officers were trained in “1st Officer Negotiation and Crisis Resolution”. Another 74 officers in the Patrol Division were trained in baton techniques and usage. Officers attended over 950 hours of “specialized training” at other facilities. These included classes on terrorism, narcotics investigation, gangs, suicide prevention, leadership and crime scene processing. The REACH partnership for Domestic Violence conducted a training for 91 patrol officers from all divisions. In-Service training was provided at the Lowell Police Academy and in the WPD training academy to 140 employees; covering things such as CPR, first aid and legal updates. The Department contracted with Hanrahan Consulting to provide weekly legal updates on recent case law and law changes.

COMMUNITY SERVICES DIVISION The Community Services Division has the primary responsibility for planning, analyzing, inspecting, and coordinating the Department's police traffic services program. The division shall also be responsible for all school programs, as well as licensing and records. It is also the responsibility of the Community Services Division to investigate serious traffic accidents, control parking, and be directly concerned with school traffic safety by overseeing the STS program. Community Services also oversees the City United program, the Housing Officer and the TRIAD officer for senior affairs. ACCIDENT RECONSTRUCTION TEAM The Recon Team investigates crashes where there is a fatality or serious injury. They responded to 20 serious accidents in 2015 including 1 fatality. ANIMAL CONTROL OFFICER The ACO responded to 743 calls for service in 2015. The ACO transported 55 animals to various locations in 2015. The ACO brought 5 to rescue agencies, 42 were returned home and 55 were housed at WPD prior to return. The ACO wrote 17 citations for animal related infractions in 2015. FID/LICENSE TO CARRY In 2015 Community Services issued 79 Firearms Identification Cards and 347 Licenses to Carry Firearms. These totals include new licenses as well as renewals. FINGERPRINTS The Division processed 220 sets of fingerprints for various reasons including firearms and pre-employment background checks. HOUSING AUTHORITY LIASON OFFICER The Housing Officer responded to 73 calls for service at the various housing complexes in 2015 and produced 12 reports.

SCHOOL RESOURCE OFFICERS The Department has one School Safety Officer who oversees general safety issues at the schools as well as transportation and busing. In addition there are four School Resource Officers – two at WHS and one each at the McDevitt and Kennedy Middle Schools. In 2015 the WPD SRO program was selected as a model agency by the National Organization of School Resource Officers. The unit also provides yearly ALICE trainings for Waltham schools. The School Resource Officers ran two camps in 2015. The two week GREAT camp was attended by 40 middle school students. The two week Youth Police Academy was attended by 30 12-16 year olds. The officers also assist with the Middlesex County Sherriff’s Youth Public Safety Academy. TAXI ENFORCEMENT The Division conducts annual inspections of all Waltham taxis. In 2015 the WPD issued 72 taxi medallions. TRAFFIC ENFORCEMENT In 2015 officers were deployed in relation to Federal Justice Assistance Grants concerning Red Light violations and Speeding as well as MA state grants for Pedestrian/Bicycle enforcement, OUI enforcement and Seat Belt enforcement. TRIAD PROGRAM The TRIAD officer responded to 182 calls for service relating to senior citizens and wrote 22 reports.

INVESTIGATION DIVISION This Investigation Division (Detectives) has the mission to investigate all serious crimes; to clear crimes by arrest; to prosecute lawbreakers; and to recover stolen property. The detectives provide for the continuance of criminal investigations initiated by other units and shall provide assistance to other units in their preliminary investigations. Some members of the division also participate in the multi-community Suburban Middlesex County Drug Task Force, including the unit’s Officer in Charge. Three investigators are assigned full time to various state and federal agencies/task forces. CRIME SCENE PHOTOGRAPHS The division processed 7,650 photographs from various crime scenes in 2015. Storing and archiving of all crime scene photographs is a function of the Investigation Unit as well.

LIQUOR ENFORCEMENT The Investigation Division reviewed 1,512 incidents that occurred at establishments with liquor licenses. Numerous operations were also conducted to combat the service of minors at package stores and bars/restaurants. PROSECUTION EVENTS The Posecution Unit logged 2,753 events for the Department. This includes motions, trials, bail hearings and pleas. REPORT REVIEW In 2015 the Investigation Division gave final approval to 7,883 police reports. This ensures the reports are ready for release as well as in use in criminal prosecutions. SUBURBAN MIDDLESEX COUNTY DRUG TASK FORCE The SMCDTF conducted 66 narcotics investigations in conjunction with 12 other communities. This resulted in 50 arrests and the seizure of numerous drugs and contraband including:

PATROL DIVISION The Patrol Division is the backbone of the Police Department and comprises its largest unit. The principle responsibilities of the Patrol Division are protection of life and property; the use of citizen partnerships, increased citizen contacts, developing proactive strategies, the investigation of crimes, offenses, incidents, and conditions; the arresting of offenders; the prevention of crime; traffic direction and control; the enforcement of traffic laws; the response to calls for service; the maintenance of public order; and the giving of aid, relief, and information to all citizens as circumstances require.

CALLS FOR SERVICE The Patrol Division is responsible for the primary response to the majority of emergency and non-emergency calls. The vast majority of motor vehicle citations, parking tags and arrests also originate from Patrol.

AUXILIARY POLICE DEPARTMENT

The Auxiliary Police Department assists the

community and the police in numerous capacities.

During the school year, the Auxiliary Police patrol

the school grounds and the buildings during

weekend night patrols. In the summer months, the

patrols increase to include weeknight patrols.

The Auxiliary Police also safeguard the grounds

and municipal buildings in the City of Waltham as

well as the parks, playgrounds, and other public

places.

The Auxiliary Police enforce parking restrictions

and aid in the daily operations of the Waltham

Police Department when needed.

DETAILS

The WPD Auxiliary performs details on a volunteer

basis for many charitable and city run events. In

2015 they worked 61.25 detail hours at numerous

events including Waltham Day, The 4th of July,

various events on the Common and several road

races. This realized a savings of $2,695 in detail

pay for these events.

MEETINGS

WPD Auxiliary recruitment meetings are held the

first Tuesday of every month.




PATROL

The auxiliary unit conducted 100.5 hours of patrol

duties in 2015. This provides additional resources

to sensitive locations such as parks, schools and

other city property.

TRAINING

The auxiliary officers are trained monthly in skills

such as CPR, First Aid, Defensive Tactics and

Patrol Procedures. In 2015 they received 100 hours

of this specialty training.

numerous state and federal grants each year to help

combat various policing issues.

PROGRAMS AND SERVICES CARTER STREET NEIGHBORHOOD SUBSTATION The Community Policing Program Coordinator is stationed out of the Carter St Substation. The building hosts monthly meetings for both the Homeless Assistance Coalition as well as the City United program itself which help resolve landlord/tenant issues. The facility has offices for the TRIAD Officer, Housing Officer and the Bicycle Unit. It also provides free information to the public. The unit also produces the “True Blue” video series in conjunction with WCAC; showcasing the various work of the WPD. Twelve episodes were produced in 2015. CITIZENS POLICE ACADEMY The Citizen’s Police Academy is offered once a year to Waltham residents. It is a 12-week program which educated the students about the various aspects of the WPD including law classes, narcotics, use of force and patrol procedures. In 2015 thirty students attended the Academy.




DRUG TAKE BACK PROGRAM The Waltham Police Department participates in the Middlesex County Drug Take Back Program. A kiosk in the front lobby allows people to return expired/old/unwanted drugs for disposal. In 2015 the Department took in and ultimately destroyed about 500 pounds of these drugs. HOMELESS TASK FORCE The HTF is a team of 7 members of the Patrol Division to help address the growing homeless population in Waltham; serving as liaisons and resources. They meet monthly as part of the Homeless Assistance Coalition. They identified and gathered information on over 200 individual homeless persons. In 2015 the Waltham PD had 1,150 contacts with homeless persons. The HTF also helped with supervision and coordination of the upwards of 35 homeless persons a night at the Bright School Emergency Shelter during inclement weather in 2015. JAIL DIVSERSION PROGRAM The Jail Diversion Program (JDP) is a partnership with the Edinburgh Center to divert individuals with mental illness, substance abuse, or developmental disabilities from the criminal justice system to appropriate treatment options. A Department-based clinician accompanies police officers on calls for service and provides an immediate evaluation on scene, as well as providing follow-up on many cases. The clinician also averaged about 25-30 contact calls per month for initial responses to incidents and crises. In 2015 the Edinburgh Clinicians also provided follow-up services to 71 individuals.

The clinician does follow-up work with all known heroin overdoses in the city. LATINOS IN ACTION Three officers are part of the Latinos in Action program. This group helps promote empowerment and involvements of the Latino community. Some of the events run in 2015 by the program were the Latino Festival, Health Fair, Children’s Halloween and Christmas Parties and English classes. POLICE ATHLETIC LEAGUE – PAL The Police Athletic League provides free athletic programs to Waltham children. The sports include basketball, soccer, street hockey and flag football. These programs are staffed by over twenty police officers as well as numerous other volunteers. In 2015 Waltham PD PAL offered 10 various programs for children between the ages of 7 and 17. 650 children participated in these leagues. SOCIAL MEDIA & TECHNOLOGY

The Waltham Police Department Facebook page peaked at 6,336 followers in 2015. The average reach for a singular post was 2,641 subscribers. The Waltham Police Department Twitter has 9,603 followers and made over 850 tweets in 2015. Our social media program was chosen as a model department to be featured in a Bentley University led study on the effectiveness of social media use in law enforcement. The Department had great success with our Citizen Observer anonymous tip service, receiving nearly 99 crime tips in 2015. Information was received on several high profile crimes through these means.

PERMITS The Chief reviews various projects that are applying for Special Permits. The Chief signed off on 12 Special Permits in 2015. SHARED COSTS In 2015 the Department took on 2,451 hours of overtime costs associated with various city construction projects for the CPW, Engineering and Transportation departments.
