In addition to the In Bloom Awards, a fun Horticultural Show was also held, with local gardeners and allotment holders displaying their best produce, including beans, cucumbers, tomatoes and even chillies. On the craft side, there were floral displays, homemade jams, with several Victoria sponge cakes to judge. Joining Cllr Mrs Kane in the judging for the Horticultural Show, was Mr Keith Utting, who has had considerable experience in judging gardens in his professional life. After the judging, the Show was then open to the public to inspect the various entries and to marvel at the heaviest pumpkin which was big enough to be Cinderella’s coach! The Mayor then presented certificates to the winners and finally a trophy for the “Best in Show”. Cllr Mrs Helen Kane, Mayor of Waltham Abbey took great pleasure in hosting the Annual Waltham Abbey In Bloom Awards at the Town Hall on Friday 4th September. A wealthy and powerful owner of theland, named Tovi the Proud, decided thatthe cross must be placed in one of thegreat religious foundations of the country.It was put on a cart pulled by 12 white and12 red oxen, but when Tovi commandedthat the cart should set off the oxenrefused to move. As each religious housewas mentioned, (Winchester....,Westminster...., Reading...., and so on),the oxen still would not move.

Finally, Tovi remembered the littlesettlement of Waltham in Essex, where hehad a hunting lodge as he was Lord of theManor, and where there was a tiny Saxonchurch not much more than a hut. WhenTovi mentioned Waltham the oxen set offon their own accord, and walked withoutdirection from Somerset to Waltham. “

So every year we re-enact the processionwith a party of Scouts carrying the cross

from Waltham Cross (Town Lock) to theAbbey church followed by pilgrims.When they arrive at the church they aregreeted and welcomed to the town bythe Mayor, the Rector and otherdignitaries.

The procession was followed by anevening service and a walk about theCloisters followed by cheese and wineprovided by the church.

The internal walls that create the new spaces on the first floor of41 Sun Street are now in place and it is possible to see theexcellent facility that will be available to the public. Other work tobuild the lift and main staircase is underway and the final planningfor exhibition design and display are taking place, with staff busyconfirming objects that will be going on display in the newmuseum space.

A major removal exercise has also been undertaken by theMuseum team, to transfer the reserve collection from LangstonRoad Depot, to temporary facilities in Oakwood Hill, Loughton. Ateam of volunteers have been involved in helping to pack thecollection at Langston Road, prioritise items that will go on displayin the new museum facilities and organise storage of items readyfor the move down to the Museum site. The Museum is the firstservice to vacate Langston Road Depot, which is due forredevelopment as a shopping park.

The development will bring new spaces for special exhibitions, on-site education and a range of community based activities in theactivity room. It is also anticipated that the new facility will be acatalyst for the regeneration of Waltham Abbey Town Centre andwill bring many more people to the Epping Forest District.

The District Council has a duty to undertake the review as partof the evidence base for the new Local Plan. The documentdetails how every parcel of land within the Epping ForestDistrict that is classified as Metropolitan Green Belt has beenassessed to see if it's inclusion within the Green Beltcontributed towards the Green Belt objectives which are:

1. To check the unrestricted sprawl of large built up areas

2. To prevent neighbouring towns merging into one another

3. To assist in safeguarding the countryside fromencroachment

4. To preserve the setting and special character of historictowns

The main purpose of the Stage 1 Report is to exclude thoseareas of Green Belt which are considered completelyunsuitable for consideration for release, like the Lee Valley Parkand Epping Forest, certain strategic areas and farmlands. TheDistrict will then examine the remaining areas of Green Belt inmore detail in Stage 2 of the Review.

It is this second stage which would make recommendationsconcerning the release of any land from the Green Belt forfuture development. At this stage all the Green Belt areas inWaltham Abbey are recommended for consideration at the2nd Stage.

The Care ActThe Care Act is now live.

The cemetery railings on Sewardstone Road have beenpainted, matching the colour to the solar powered gates. Thiswill smarten up the outlook to the cemetery which is kept toa high standard. We are also looking to renew the fencing ofthe Garden of Remembrance in the Church Yard in a fewmonths’ time.

Some work is to be done at the Town Hall, repairing theguttering to one side of the building where water is damagingthe fabric of the building. This will need scaffolding puttingup as good access is required.

Plans are now being put in place for next year’s festivals. Wewill be arranging another Beer Festival at the Town Hall, whichwill also include Cider and Wine; Flags (with a better methodof display); Heritage and History, and of course our traditionalCavalcade of Light and Christmas Fayre. Please see the advertfor the events in 2015 coming up in a few months’ time. Lookout for further information on some new events, such as aScarecrow Festival, a Town Crier competition and a Battle ofthe Bands!

C.A.R.E. (Caring and Repairing in Epping Forest) is a HomeImprovement Agency managed and run by Epping ForestDistrict Council. Home Improvement Agencies help olderhomeowners and private tenants remain at home in greatercomfort, warmth and security with a range of services.

Most people want to stay in their own homes for as long aspossible but find that as they get older they need help to adapttheir homes or carry out necessary repairs and maintenance.

What does C.A.R.E do?

Its primary focus is to assist with the repair or adaptation ofthe home, listening to what you want and helping youachieve it wherever possible. In most cases, once you havecontacted C.A.R.E. a caseworker will arrange to visit you todiscuss your needs.

These are just some of things C.A.R.E.’s can do for you:

• Help you find ways of financing work, sometimes throughfinancial assistance provided by the Council or throughother schemes.

• Identify alternative ways of financing works if you are noteligible for funding from elsewhere.

• Assess and help you prioritise what work needs to be, orcan be, done.

• Providing specialist advice on adaptations for disabled people.

• Helping you get estimates for work from a list of vettedcontractors.

• Advise you on heating and energy efficiency. C.A.R.E. canalso refer you to schemes that can carry out work, likeloft and cavity wall insulation, at low cost or free ofcharge.

• Signpost and link you to other sources of help.

C.A.R.E. provides a Handyperson Service to home-ownersand private tenants who are over 60, and/or disabled. Thiscarries out small, low cost repairs and provides falls preventionmeasures. It is free of charge to people on means testedbenefits. People not on benefits may also use it but will haveto pay the full cost of the work.

Work up to a value of £250 can be carried out free of chargein any one application. You can apply to use the scheme upto 3 times in any one year provided the total cost doesn’texceed more than a total of £400.

CA.R.E. also offers a Garden Tidy Service to owner/occupieror private tenants to prevent trips or falls due to overgrownvegetation. Applicants must be over 60 and on means testedbenefit, or, under 60, disabled and on means tested benefit.
