6.2 PROVISION OF ‘DOGGY-DOO’ BINS AT WAIHI WARD DOG 22 EXERCISE AREAS (1512701)

The Parks and Reserves Manager has reported on and seeks the approval of the Ward Committee to purchase and install ‘doggy-doo’ bins at the dog exercise areas in Waihi. RECOMMENDATION THAT the report be received, and THAT ‘doggy-doo’ bins are purchased and installed within the dog exercise areas as outlined in the report, and THAT ‘doggy-doo’ bins are purchased and installed at the new dog exercise areas that have been established as part of the Dog Control Policy review.

WWC16/14 Tubman/Keall CARRIED

Waihi Branch of NZ Society of Genealogists The convenor for the society advises that they have invited genealogist, Deborah Challinor to speak in Waihi about her novels and research of such novels. The writer requests a grant of $200 being the speaker’s fee.

RESOLVED THAT $200.00 is granted from the Waihi Ward Discretionary Fund to the Waihi Branch of NZ Society of Genealogists in support of guest speaker genealogist Deborah Challinor’s fee.

WWC16/15 Keall/McLean CARRIED Society of Saint Vincent de Paul The Treasurer for the society has written seeking financial assistance with emergency accommodation recently provided for two clients over two nights. The cost for the accommodation was $100 per night and the writer seeks a grant of $200.00.

RESOLVED THAT $200.00 is granted from the Waihi Ward Community Assistance Fund towards the Society of Saint Vincent de Paul in support of emergency accommodation costs for two of their clients.

WWC16/16 Shepherd/Keall CARRIED The Nugget 2016 Team Ali Howie, a member of the Nugget Management team has written seeking sponsorship for this year’s event. The event is used to raise funds for the Waihi Recreation & Community Centre Project.

Community Initiatives Citizenship/Young Achievers Awards 2016 The Community Development Officer updated on the citizen and young achievers awards assessment process. Nominations are being sought for prospective candidates and an advertisement has been placed in the local papers. Nominations close 3 June 2016. The gala event will be held in the Waihi Memorial Hall on Wednesday 31 August 2016. A list of previous recipients was presented. It was also reported that the Industry Training Graduation event will be held by the Thames-Coromandel District Council this year. Cr Keall left the meeting at 3.25pm. Significant District Funded Projects Morgan Park Redevelopment Stage One-Tennis/Netball Courts The Community Services Manager updated the members on the Morgan redevelopment project. Donation of Drinking Fountain The Mountain Fresh Company has approached Council offering to donate a free drinking fountain for Waihi. The Parks and Reserves Manager had recommended either Gilmour Lake or Martha Court and seek guidance from the Ward on where the most suitable position for the drinking fountain would be.

RESOLVED THAT the donation of a free drinking fountain from the Mountain Fresh Company be accepted.

WWC16/18 Shepherd/McLean CARRIED

Installation of Petanque Court A request was received for the installation of a petanque court in Gilmour Lake Reserve under the large trees on the western side of the Tunnellers remembrance area, beside the concrete path that adjoins the lake area to George St. entrance. This would require an area of approximately18m X 6m, which will be bordered by tantalized pine 100x75 dug to a depth of approx 150mm and filled with 100mm of finings. The only Council contribution being sought is some seating in the area. The Parks and Reserves Manager has recommended that the decision be delayed until such time as the Reserves Management Plan for Morgan Park is revised. This process is to take place in the 2016/17 financial year. In the interim, it was agreed that the Parks and Reserves Manager meet with Cr McLean to consider the location of a petanque court and that the outcome of their meeting be reported back to the April meeting.

Compacting Big Belly Solar Bins – Issues of Retailers Refuse in Bins The Community Services Manager proposed that a letter be sent to all businesses in the main street advising them that the solar bins are for the general public and not for industrial waste. WARD MEMBERS MONTHLY UPDATE

The members were invited to report on community meetings attended and any community matters of significance. Cr Tubman – attended Waikino Liaison Committee Meeting – significant discussion on art wall in reserve area on SH2 opposite the Waikino Tavern. Cr Shepherd – attended Sport N Action meeting recently and will be attending the Whiritoa Surf Club prize giving function. Purpose The Community Services Department are responsible for the delivery of Council’s Community Recreation, Community Facilities and some activities of Community Growth. A report on these activities will be presented to the Waihi Ward Committee on a monthly basis. Aspiring Leaders Forum The Mayor has received correspondence from the Board of The New Zealand Leaders’ Trust inviting him to nominate a young leader from the community to participate in the 11th Annual forum that will be held in Wellington on 30 June to 3 July 2016. The Mayor is proposing to support a young person to participate in the forum and would like members to provide him with some names that may be considered for nomination. Nominations close 6 May 2016. The nominee (delegate) must be aged between 18 and 26. Further information can be found on www.aspiringleaders.org.nz. Significant District Funded Projects: Morgan Park Redevelopment Stage One-Tennis/Netball Courts The Community Services Manager is currently working with Sport N Action Trust and GeoMetrix to retender the project for Spring construction. Sport N Action is also in the process of working with the Morgan Park sporting clubs to establish a management committee for Morgan Park.

SERVICE REQUESTS FOR CONSIDERATION Mowing Request – (GIS image Appendix C – 1511748) A frail, elderly gentleman has written to Council asking if the road reserve berm fronting his property at 17 Richmal Street, Waihi can be mowed by Council. He has recently been granted permission for a grant from WINZ to have his lawn mown but they are unable to include the berm. His property is a large 1 acre section with a large berm. The cost of this mowing would be approximately $60.00 if it is mowed on the once per month frequency. Recommendation: THAT the request for mowing of a large road frontage berm in Waihi be considered. Request for Refuse Bin to be serviced by Council (GIS Image Appendix D - 1514875) There is a swimming hole and the bottom end of Colebrook Road in Waihi. A resident who arranged for a rubbish bin to be installed at the location and emptied when required some time ago has passed away. As the bin is no longer being serviced by anyone, rubbish is overflowing everywhere. Other residents at the location have taken on the responsibility to remove it and ask if this is a Council area and whether Council is able to start emptying the bin from the location. Recommendation: The Ward members are requested to consider the request that the rubbish bin located at the bottom end of Colebrook Road, Waihi is serviced by Council. GENERAL Compacting Rubbish Bins Update – (Appendix E – 1511754) Following recent monitoring and having received complaints about illegal dumping of household and business rubbish into the compactor bins, the Parks and Reserves Manager has issued a notice to all businesses in Waihi as a reminder that the solar bins are for public use only and not to be used for business refuse disposal. Swimming Pools March was the closing month of the season with the pool closing to patrons on Sunday 20th March. The patron numbers have had a decrease due to the weather being cooler than February. There are no figures of March last year to compare with but this year we had a total of 245 patrons swimming in the facility. March was a quiet period for schools as Waihi College had almost full use of the pool this month. The swim club has use of the pool up to the 4th April. The Waihi swim club has 210 total swimmers for the week and they have trained for the whole month of March. They have had an increase in numbers when compared to last year, with the 14/15 season having a total of 804 and the 15/16 season totalling 840 swims.

WW1 Cairn – Martha Court

The Parks and Reserves Manager is currently sourcing a bricklayer to carry out the construction of the WW1 Cairn to be built at Martha Court. Councillors will be updated on progress at the meeting. Petanque Court Site The Parks and Reserves Manager will update the Councillors at the Ward meeting on a suitable site for the installation of a petanque court in Waihi. Sinkhole at Morgan Park Netball Courts – (Appendix F – 1512538) Over the last month, staff has dealt with two sinkholes that appeared at the No. 1 Netball court. The second sinkhole is a significant hole of 6.5m x 5.5m x 4.5m deep. The sinkhole was filled by Council staff who worked in conjunction with the Waihi Netball Association by wrapping geotech fabric around the hole and filling the bottom area with large rock. This resulted in the hole reducing in size and being completely filled. The No. 1 netball court will not be used this season due to the safety risk it poses to the public and highlights the need for the urgent construction of the new netball courts. Subject: Provision of ‘Doggy-Doo’ Bins at Waihi Ward Dog Exercise Areas

Recommendation: THAT the report be received, and THAT ‘doggy-doo’ bins are purchased and installed within the dog exercise areas as outlined in the report, and THAT ‘doggy-doo’ bins are purchased and installed at the new dog exercise areas that have been established as part of the Dog Control Policy review.

Purpose This report seeks the approval of the Ward Committee to purchase and install ‘doggy-doo’ bins at the dog exercise areas in Waihi. The matter or suggested decision does involve a new activity, service, programme, project, expenditure or other deliverable. Background The Council has recently undertaken a review of its Dog Control Policy and Bylaw and during this process the Mayor asked Council staff to investigate purchasing and installing ‘doggy-doo’ bins at all dog exercise areas across the District. There are currently two dog exercise areas in Waihi and one on Whiritoa Beach. There will potentially also be two new dog exercise areas established as part of the Dog Control Policy review process. These dog exercise areas are outlined in the table below:

An area of Ngati Koi Domain (Black Hill Reserve), Waihi, specified in the Council’s Bylaw as being suitable as an off leash area.

Off leash

Whiritoa Beach, including the lagoon, but excluding the southern end of the beach. The southern end of the beach is defined as south of the beach access way off Moray Place. Note: Outside these hours but within these dates this area is prohibited to dogs.

Off leash from December 20 to March 1 the following year and including all public holiday weekends throughout the year between the hours of 7pm to 9am the following day

Whiritoa Beach, including the lagoon, but excluding the southern end of the beach. The southern end of the beach is defined as south of the beach access way off Moray Place. Note: Outside these hours but within these dates dogs must be on a lead in this area.

Off leash from March 2 to December 19 the same year, but excluding public holiday weekends, between the hours of 3pm to 10am the following day

Issues and options Currently there are two doggy-doo bins provided at Morgan Park and at the Whiritoa Surf Club dog exercise areas in the Waihi Ward. It is proposed by staff, at the request of the Mayor, that ‘doggy-doo bins be provided at all dog exercise areas. New deliverable The Local Government Act 2002 now requires that all local government deliverables (whether it be an activity, service, project, programme, grant or involve any other form of expenditure) must align to the purpose of local government as outlined in Section 10 of the Local Government Act. For Council’s information, the decision involves a new expenditure or other deliverable. It is therefore considered to be aligned with the purpose of local government as it provides: • local public service

Significance and Engagement Assessment This decision does not trigger the Significance and Engagement Policy Assessment Tool and therefore is not considered significant under the Significance and Engagement Policy 2014. The level of engagement considered appropriate for this matter, at this point in time, is to inform (i.e. one-way communication disseminating information) the public of this work in the Hauraki Herald. Budget Implications The cost for supply and installation per bin is $430. The cost of manufacture and installation of interpretive signage will depend on the size and type of sign but it is estimated at no more than $50.00 per bin. Recommendation Council should make its decision on which option to choose based on that option being the most cost effective, and good quality option for the Hauraki District (s10 of the Local Government Act 2002). At present there is no receptacle for dog excrement and the installation of Doggy Doo bins will address this matter. Steve Clark Parks and Reserves Manager
