Offence Group Offence Sub Group DescriptionHomicide Unlawfully kill, attempt to unlawfully kill, or conspiracy to kill another person.
Murder Unlawfully kill another person where: • there is an intent to kill; or• there is an intent to cause bodily harm of such a nature as to endanger, or be likely to endanger, the life of the person killed or another person; or• the death is caused by an act done in the prosecution of an unlawful purpose, of such a nature as to be likely to endanger life.
Attempted/Conspiracy to Murder The attempted unlawful killing of another person or conspiring with others to commit murder.
Manslaughter The unlawful killing of another person under circumstances that do not amount to murder.
Driving Causing Death The unlawful killing of another person, without intent to kill, as a result of culpable, reckless, or negligent driving.
Recent Sexual Offence Recent Sexual Offence is a sexual offence that is reported within 90 days of the offence occurring.

Burglary The unlawful entry of a structure with the intent to commit an offence, or committing an offence in a place when in that place without consent.
A structure is defined as a building that is contained by walls and can be secured in some form. This includes, but is not limited to, a: • dwelling (e.g. house, flat, caravan); • office; • bank; • shop; • factory; • school; and • church.
Burglary (Dwelling) To enter, or attempt to enter, any building, structure, tent, or caravan that is ordinarily used for human habitation, without consent and with intent to commit an offence.

Stealing of Motor Vehicle The taking of a motor vehicle without consent. Excludes the use of weapons to threaten or injure persons or property, such as discharging a firearm to cause fear which is reported as ‘Threatening Behaviour’.
Graffiti Unlawful property damage caused by the application of substances (e.g. paint) or etching or scratching.
Fraud and Related Offences Offences involving a dishonest act or omission carried out with the intention of deceiving for the purpose of obtaining a benefit, or avoiding some detriment/disadvantage.
Forgery Forging or uttering records with intent to defraud, counterfeiting currency, or possessing equipment to forge or counterfeit. Includes all attempts.
Fraud (Credit Card) The use of deception or impersonation with the intent of dishonestly obtaining property, services or other benefit, or to avoid detriment/disadvantage, through the use of unlawfully obtained credit/debit card information.
Fraud (Not Elsewhere Classified) Fraud not elsewhere classified. Prior to June 2017 this offence type included credit card fraud.
Breach of Violence Restraint Order
An act, by an individual, of breaching the requirements of an order of law prescribed specifically for them.
Family Violence Restraint Order Breaching the requirements of a Family Violence Restraint Order or breaching the requirements of a Violence Restraint Order where a family relationship has been determined to exist.
Violence Restraint Order Breaching the requirements of a Violence Restraint Order.
Police Order Breaching the requirements of a Police Order.
Explanatory Notes
1. Statistics are provisional and subject to revision.
2. This document contains statistical information on selected recorded offences reported to or becoming known to police, and resulting in the submission of an incident report in the Frontline Incident Management System (IMS). It excludes a number of other offences against the statute laws of this State and the Commonwealth.
3. Recorded offences are offences reported to or becoming known to police within the relevant time period that have not been recorded with an offence outcome of: 'No Criminal Offence', 'Offence Substituted', 'False Report', 'Mistakenly Reported', or 'Entered in Error'. That is: statistics exclude offences that have been determined to be non-substantiated or that have been substituted for another offence.
4. The number of recorded offences for a period comprises all recorded offences reported during that period and may include offences committed during earlier periods.
5. Changes to recording and reporting practices implemented between May and November 2017 affect the crime statistics presented in this document. Due to these changes, comparison should be made with caution where it is either of data from before and after the period of recording and reporting changes, or involves data from a period overlapping May-November 2017.
6. Counting Rules have been applied which exclude facilitation and duplication offences in specific circumstances. These rules are applied to certain reporting categories (typically those known to have been prone to over-recording of offences historically) in order to provide a more accurate picture of crime volumes and trends. Counting Rules are applied historically to ensure comparability.
7. The offence classification used for the publishing of WA Police Force crime statistics is based on a combination of the Australian and New Zealand Standard Offence Classification (2011), WA Legislation, and operational reporting requirements. Category names may be the same as referred to in WA legislation. However, broader or different definitions may be used for WA Police Force crime statistics reporting purposes, to capture similar offence types. Please refer to the Glossary for more information.
8. 'Assault' and 'Threatening Behaviour' offences are categorised into 'Family' and 'Non-Family' according to the victim type of the offence and Family Relationship flag applied to the incident. Where the victim type is 'Officer', the offence will be categorised as 'Non-Family'. Where the victim type is not 'Officer', the offences on the incident will be categorised into 'Family' and 'Non-Family' based on the Family Relationship flag applied to the incident.
9. The application of the Family Relationship flag to an incident is dependent upon the recording officer and the definition of Family Relationship used by the WA Police Force at the time.
10. From 01 July 2017 a family relationship is defined by the WA Police Force for the purpose of recording incidents as immediate family, and involves: • Partner/ex-partner• Parents • Guardians of children• Children who reside or regularly stay with involved parties
11. Circumstances of aggravation are factors present during an offence that escalate the severity. For example, if during a robbery offence the offender threatens to kill any person, it is considered ‘aggravated robbery’. Due to recording limitations, offences committed under circumstances of aggravation are included, but not distinguished in this report.
12. The following offence types are new series from June 2017 and did not exist prior to this date: ‘Stealing From Motor Vehicle (Contents or Parts)’, 'Stealing From Retail Premises (Shoplift)', ‘Stealing From Dwelling’, and ‘Stealing From Other Premises or Place'.
13. 'Stealing (Not Elsewhere Classified)' is a former offence type, whose use was curtailed in June 2017.
14. ‘Detected Offences’ comprise categories of offences such as ‘Drug Offences’ which are usually detected by - rather than reported to - police. Consequently, any changes in detected offences statistics may be influenced by police activity and/or the prevalence of the offences occurring in the community.
15. ‘Miscellaneous Offences’ (i.e. 'Fraud', 'Graffiti', and 'Breach of Violence Restraint Order') comprise offence categories where the number of reported and detected offences is dependent on external factors. For example, the number of ‘Fraud’ and ‘Graffiti’ offences are dependent on reporting practices and recording issues by Government agencies, local government authorities and private enterprises. The number of ‘Breach of Violence Restraint Order’ offences is affected by enhancements to family violence legislation and ongoing Government and police strategies.
16. ‘Fraud (Not Elsewhere Classified)’ has a series break at June 2017. Prior to this date this offence type included credit card fraud. After this date, credit card fraud is reported separately as 'Fraud (Credit Card)'.
17. ‘Breach of Family Violence Restraint Order’ includes relevant offences introduced in July 2017 due to legislation changes and ‘Breach of Violence Restraint Order’ where a family relationship is determined to exist.
18. Location data is recorded for all offences. However, if the location is unable to be mapped using WA Police Force geographical mapping tables, the offence will appear in WA State level data, but not appear at region level.
19. Proactive policing strategies undertaken to encourage the reporting of certain offences, such as family violence and sexual assault, as well as the proactive targeting of specific offences will increase the number of offences reported or detected for a given period. However, a decrease in the number of reports for a targeted offence may occur in subsequent periods if the targeting has been successful or a different offence becomes a replacement target.
