Strike Paralyses Radio Franceby Emmanuel Legrarel
At press time, negotiations bet-ween the two sides were
continu-ing but there was no sign of anybreakthrough. The
unions,
Paris - Public radio broadcasterRadio France has been hit by
oneof the biggest strikes in the com-pany's history. The
unions,representing some 2.600 workers,are requesting monthly pay
risesof Ffr 500 (app. US$ 88) to bebackdated from January 1989.
At press time, as the strikeentered its sixth day, output
wasbeing severely affected. RadioFrances Bye networks, France
-Inter (general programming),France Culture, France
Musique(classical music), France Info (allnews format), Radio Bleue
(forsenior citizens) and a wide net-work of local stations were
allbroadcasting the same classicalmusic programme. News pro-grammes
were cancelled, andthere were no news bulletins, as re-quired under
the 1986 media law.
Some journalists, and the topexecutives, am worried the
strikemay do permanent damage to thestations and give an
additionalboost to the privates. France -Inter, suffering from

Company president JeanMaheu told a national dailynewspaper the
strike was neithergood for the station's audience orits image "We

Berlusconi
Italian Senate's decision toregulate cross ownership of
mediaoutlets.
The legislation, which has notyet been passed by the lowerhouse,
was pushed through thesenate after Berlusconi gainedcontrol late
last year of Mon-
dadori, Italy's largest publishinggroup. It now seems likely
thatBerlusconi will seek an agreementwith Carlo de Benedetti, his
rivalshareholder in Mondadori, whichwould give de Benedetti control
ofLa Repubblica, Italy's top -sellingnewspaper.
The Senate's decision forbidsdual ownership of dailynewspapers
and television stationswhich means Berlusconi wouldalso have to
dispose of the Milandaily II Giomale or at least one ofhis TV
stations.
The legislation may be adoptedbefore even getting to the
lowerhouse because the ConstitutionalCourt has to make a ruling
onmedia ownership before nextmonth. It is, therefore, expectedthat
the government will issue adecree law.
Meanwhile Berlusconi says anamendment forbidding advertis-ing
during films, operas andtheatrical performances wouldcost him US$
SIX) million annual-ly in lost revenue, while puttingmany small
stations out ofbusiness.
Mega Moves OnTV Promotion

Athens - Commercial TV. stationMega Channel is transmittingmusic
videos free of charge forrecord companies whose artistsmake the
Greek top 10.
The move is expected to in-crease competition among thecompanies
that have been squeez-ed by continuous rises in TV pro-motion
rates. Though MegaChannel says its aim is to raise thepublic's
exposure to top -sellingrecords, media observers believe itis an
attempt to hit the popularafternoon music video shows runby Mega
Channel's main rivalAntenna TV.
Both channels have cashed insuccessfully on the example set
by
the free satellite transmission ofMTV in Athens, which has
hadincidental benefits to the recor-ding and distribution
business.
They are now planning newearly -summer formats to coincidewith
the end of the school yearwhen youth purchasing powerusually peaks
before the summerholiday period. 0

scored a 37% in-crease in profits in 1989, up to Pta2.023 billion

SER, which is part of thePRISA communications andpublishing

itsprofits since 1985, when they
totalled just Pta 168 million. SERMW is the country's leading

The group added 42 new sta-tions to its list in 1989, 24

At present, Budweiser is unlike-ly to be sponsoring the
tourdirectly in West Germany, Austriaand Norway where the beer is
notavailable But in France the tourwill coincide with plans to
launchBudweiser there.
The success of its US sponsor-ship encouraged Budweiser
tocontinue the deal in Europe. Inaddition to promoting and
adver-tising the tour in the US, the com-pany also had its own
hospitalitysuite at concerts where it enter-tained clients and was
visited on aregular basis by members of theRolling Stones, thus
providingvaluable kudos.
"American companies whichhave seen the benefits of
toursponsorship in the US can now
see its attractions on a worldscaler says a spokesperson.
"Theimage of the Stones is perfect forus and so is their
audience.'
For TDK this is its second ma-jor rock sponsorship in sixmonths
following a deal with PaulMcCartney in Holland, Spain, theUK and
Japan. The company willbe advertising the tour and usingthe Stones'
name for in-store pro-motional campaigns as well asmaintaining a
corporate image atthe concerts. But it will not besponsoring the
tour in the UKwhere the company is mnseparately.
The fact that CBS, whichhandles the Stones' record label,is
owned by a company which alsomarkets blank tape has not
goneunnoticed. Nor has the fact thatfor Europe, the band have
alteredthe tour name from "SteelWheels", the title of their
currentalbum.
Sponsorship of rock bands isincreasing now that a growingnumber
of bands are seen to beamenable towards the concept.According to
the Rolling StonesEuropean agent Neil Warnock of
the Agency, "companies are nowrealising that they can reach
thatelusive younger audience via rockgroups".
Warnock is currently looking ata sponsorship deal for
LisaStanfield who will be touringlater this year but emphasises
thatthe artist must feel comfortablewith the sponsor and the
product.
John Giddings, promoter ofTears For Fears in Europe whohave been
sponsored by Philips ina deal worth "in excess of £ Imillion", says
them is a vital dif-ference between the terminologyof any
sponsorship contract andthe spirit of the deal.
"The band have to adhere tothe spirit of the deal in order
toleave the sponsor satisfied;' saysGiddings. "There have been
toomany examples of bands simplytaking the money and running!'
Some major artists still preferto tour without
sponsorship, however. Phil Collins for examplehas declined any
sponsorshipdeals for his forthcoming worldtour and David Bowie is
currentlytouring without a sponsor. 0

SDR And SWF AttackedFor 'Unfair' Programming
ay Robert Lyng
Baden-Wurttemberg's publicbroadcasters, SDR and SWF, have
come ander attack for allegedlyairing commercial programmingon
their first and third channels,in direct competition with
thestate's private regional stations.
During a recent state parlia-ment hearing, Christian Frietsch,MD
of the private station Radio 7Viktoria and a board member ofthe
Association Of Cable &Satellite Broadcasters (BKS),
saidcommercial programming at thechannels was immoral in light
ofthe financial crises at the localstations.
Frietsch says the states privateshave already lost DM 115
million(app. US$ 68 million) and face an-nual costs in excess of DM
85million, with only DM 28 millionin advertising revenue.
He says: "SWF and SDR col-lect a total of DM 360 million
inlicence fees and a further DM 150million in advertising revenue
forradio alone. Nevertheless, their se-cond channels, which have
only a
2% audience share, are the onlychannels to air the type of
nar-rowcast programming required ofthem.
"The stations' ratings -orientedprogramming policy is
immoral. The private stations can't com-pete with the way SWF I, SWF
3,SDR 1 and SDR 3 promote theircommercial programming. I havenever
seen an advertising cam-paign for SWF 2 or SDR 27
Frietsch says the same appliesto the distribution of
frequencies.SWF has almost 100FM frequen-cies while SDR is
broadcasting on40 frequencies including nine at100 kW, each of
which is almostcapable of covering the entirestate.
Frietsch has called on the statelicensing authority to equal
thebalance between the public andprivate broadcasters. "The
cur-rent system is not a dual systembut a duel, in which the
publicbroadcasters are using cannonsagainst the private
stations'firecrackers!'

Metropolys Marriage Sealed With a KissParis - Following the
CSA's deci-sion to give the go-ahead to the fu-sion of Kiss FM and
Metropolys, network president Bruno Leclusesays he plans to keep to
the ex-isting Metropolys format.
Lecluse was in Paris to receivethe Thirrry Santa Communica-tion
prize for his contribution toFM radio and his achievements asone of
the co-founders, withPhilippe Schemberg, of the Lille -based
Metropolys network.
He described the low-key KissMetropolys fusion as a marriageof
love and reason: "Perhaps it isour northern spirit, but we do
notlike to make a big fuss about whatwe are doing. We prefer to
putthings into place, get results andthen talk!'
The new station will be basedon the existing Metropolys
formattargetted at 15-35 year -olds. How-ever, in theory, a company
formedwithin the new structure will sup-ply programmes to both Kiss
andMetropolys stations. The capital is
now divided between principalshareholders Kiss FM (49% -which
includes 9.5% held by lean -Claude Nicole); Metropolys (15%-
Lecluse and Schemberg); CBS(10%) and RCL TV (10.7o).
Questioned on the new net-work's strategy Lecluse replied:"Why
should we change becausewe are in Paris? We have beenoperating
outside Lille for over ayear now. We are not afraid of go-ing into
different towns even if thespirit is more southern than nor-thern.
We are not going to changeour style The strength ofMetropolys is
that it has alwayskept going in a straight line'
So, for the moment, no majorprogramming changes are plann-ed
although a name change is like-ly. The 40% French/60%
Anglo-American ratio is likely to bemaintained with titles selected
bySchemberg rather than a listeners'panel.
"People think we play a lot ofnew beat?' says Lecluse "but it

Marseilles Megastore Increases
Virgin's French Connectionby Emmanuel Legraa
Virgin is to open a Megastore inMarseilles by the end of May.
Thestore will be the company's se-cond in France, and
presidentPatrick Zelnik is aiming for a tur-nover of Ffr 200-250
million (app.US$ 34.8-43.5 million) in the firstyear of
operation.
Zelnik says Marseilles waschosen because it is a dynamic ci-ty
with a lot of potential. "It isFrance's second city and has amixed
population. We want thisstore to become the biggest shopselling
musical and entertainmentgoods throughout the Mediterra-nean
countries!'
With floorspace of 1.000square metres, the Marseilles storeis
located in the centre of the cityin an old two -storey
building, formerly a bank. It will carry140.000 different titles
covering allmusical styles and CDs will begiven special emphasis.
Soundcar-rises make up 50% of the plarmedturnover and the stare
will alsosell video (10%), books (20%), hi-fi and micro computers
(10Vo).There will also be a 130 -seater
restaurant.Opening hours are Monday to
Saturday from 10.00 to midnight, and if official permission is
given,it will also be open on Sundaysfrom 12.00 -midnight. Like
theParisian store, Marseilles will haveits own music and a TV
system, aswell as in-store entertainmentsuch as mini -concerts or
artist appearancm.
Zelnik: "Our stores are veryspecific to the French market andare
not simply an adaptation ofthe UK format. With the store inParis we
have achieved bothfinancial and image success. Wewant to continue
that inMarseilles. We now intend to openother outlets in the major
Frenchcities and continue developing ourconcept each time.'
livo other Virgin Megastoresare expected to open in France
thisyear. One in Bordeaux is due toopen in the autumn and a
secondone, in an undisclosed locationbut thought to be
northernFrance, is in the pipeline
not true. We do play new recordsfrom the UK, West Germany
andBelgium but that is because of ourgeographical situation. Lille
isvery much a crossroads. It is not a
multi -audience station. For exam-ple, we will not play hard
rock orjazz. But within the format thereare different styles for
differentlisteners?'
SACEM Considers CanadianQuota ImplicationsFrench industry bodies
aro cur-rently assessing the likely impactof Canada's recent
decision to im-pose a 65% French -languagequota on Quebec radio
stations.SACEM, the French performingrights society, which has
called forsimilar quotas in France has notyet taken an official
position onthe ruling.
Spokesman Eric Defame saysthe Canadian situation is specialand
it will be difficult to judgewhat effect the decision will
have:"You can not compare it with thesituation here in France It is
aquestion of six million in-habitants being surrounded by250
million English speakers. TheFrench speakers in Quebec are avirtual
island!'
However, Defaure referred torecent comments from CatherineTasca,
at the French ministry ofculture and communication, onCanadian TV
production-Tascasays since quotas were imposed insupport of
domestic TV product, the industry has grown to thepoint where it is
"more importantthan the industries of FranceBelgium and Switzerland
puttogether".
"Of course it would be better ifthere was no need to
imposequotas;' Defaure continued. "Butif the point is reached when
radiosare playing a high proportion ofAnglo-American music
forwhatever reason, and the industryis suffering, then something
hasto be done And if the example ofthe TV production is anything
togo by, then quotas do achieveresults!'
Canada remains an importantmarket for French artistsalthough
their presence, com-pared to domestic artists, is lessstrong than
it was in the 70e Ac-cording to a study published lastyear, out of
a total of 416 French -language titles released there in1988,
Canadian artists accountedfor 59 albums (down from 77 in1987), and
194 singles, whileforeign artists released 43 albums(up from 38 in
1987), and 120singles.
The number of albums sold inCanada in 1988 (all
languages)totalled 51.5 million (down from51.9 million in 1987)
comparedwith 76.1 million (up from 55million) in France

Poor Technical ResourcesBlamed For Tarnished Gold
by David Stansfield
Radio Gold, the new fully auto-mated oldies station based
inMilan, has failed to start broad-casting officially. The station,
aproject of national network MilanInternational 101, began
testtransmissions in February.
"But now:' according to MilanIntemational executive Luca

andpurposes it is closed and does notfunction!'
Dondoni blames Radio Gold'sproblems on the lack of
technicalresources. "We have a total of 50people to run the network

other Italy Voice of America Eu-rope station. We need more
tech-nical expertise!'
Dondoni reports that all effortsare currently being focused on
thefurther development of the MilanInternational network. He is

Kiss Kiss Says TutTut To DataMediaRadio Kiss Kiss, the Naples
-basedprivate network, says that statis-tics which show it to have
lostlisteners are misleading.
The Milan -based research in-stitute DataMedia carried out
twonational listener surveys last year.Radio Kiss Kiss was shown
tohave an average 920.000 daily lis-teners for the first half of
the year.This figure dropped to 899.000 byDecember 31, 1989.
Station director Lucia Nies-polo: "DataMedia did not realisethat
we have the three stationsRadio Kiss Kiss Network, KissKiss Music
and Kiss Kiss Italia. All they did initially was to askpeople if
they listened to RadioKiss Kiss and came up with
figures that covered all three sta-tions. I spoke with
DataMediadirector Luigi Crespi and rectifiedthe situation in time
for the latestfiguree'
The figures at the end of 1989show the network station as
hav-ing an average 899.000 dailylisteners, Kiss Kiss Music
199.000and Kiss Kiss Italia 191.000. Thiswould give the combined
total of1.29 million daily listeners.
Radio Kiss Kiss Music andItalia are regional stations. Thefirst,
founded in 1987, is fullyautomated and broadcasts what isdescribed
as quality music on CDonly. Kiss Kiss Italia, founded in1988, is
devoted to national musiconly.

Europeanbroadcaster Super Channel of theprogrammes 'Blue Night'
and'Hotline'. Beta TV, VideoMusiesparent company, took over
con-trol of Super Channel in 1988.

valuable promotional tool for

whatwe want from the record com-panies".
The interviews are sent out witha full transcript and contain

Mixed Reaction ToScandinavian ChartsVirgin Denmark's plan to
esta-blish Scandinavian album andsingles charts (see Extra!,
March31) has drowna mixed reactionfrom some of the region's
majorrecord companies.
Virgin is attempting to gain IF -PI backing and funding for
theproposed charts, which am aimedat raising the worldwide profile
ofScandinavian music Virgin Den-mark's MD Henriette Blix
saysdiscussions with the IFPI officesin Sweden, Norway, Denmarkand
Finland are now taking placeand meetings with both indepen-dent and
major labels are plannedfor the near future.
Blix hopes the Scandinaviancharts can be in operation byAugust:
"At present, from an in-ternational viewpoint, each Scan-dinavian
territory stands verymuch alone. Charts like thiswould ease
confusion and resultin domestic acts being taken moreseriously
internationally!'
EMI Sweden MD Rolf Nygrensays that such a combined chartwould
"impress upon the worldwhat huge amounts of records weare capable
of selling here".
In Norway, WEA Norway'sMD Mats Nilsson likes the princi-ple of
the chart but doubtswhether it would gain widespreadsupport:
"Though crossover isimproving we are talking abouttrying to unite
what are fourseparnte markets!'
And Dag Haeggqvist, chair-man of the Swedish -based
SonetGrammofon and Scandinavia'ssole IFP1 board member, says
thechart could be too much of ahybrid to be al real worth: "If
itwere made up of hits like RoxettesThe Look then fine, but in
truth alot of the biggest successes inScandinavia are local
languagerecords. If these were to be highly .placed in the chart
then I think itwould look very strange to theoutside world:'
