“VRF & Hydronics Systems: A Strategic Comparison”

This discussion will compare VRF and Hydronic systems with a review of lessons learned from the ASHRAE Headquarters in Atlanta GA. The ASHRAE Headquarters used both VRF and Ground Source Hydronic systems in the building.

Speaker: Kyle DelPiano is a HVAC Regional Manager at Bell & Gossett for the Southeastern United States. He frequently speaks on topics of VRF, plumbing system considerations and modern pump system designs. He received his B.S. degree in Polymer and Fiber Engineering from Auburn University in 2007. Kyle has been with B&G since 2014 and has over 6.5 years as a direct sales engineer with the Trane Company in South Florida. Kyle is an active ASHRAE chapter member and is LEED AP Certified. His principal areas of interest are energy savings, heat transfer, hydronic systems and central chilled water plant design.

Hello Rocky Mountain ASHRAE, Our next chapter meeting will be on Wednesday October 5, 2016. Anyone taking the exam next spring has the opportunity to participate in the PE Study Group sessions that are coordinate by the YEA committee. 2016-2017 SEC Committee Meetings The Sustainable Engineering Committee’s function within the Rocky Mountain ASHRAE chapter has been to promote sustainability in chapter events and the community, and to advocate for sustainability in local government. This year the committee will be meeting at strategic times throughout the year to enable us to plan and support specific events, the largest of which has typically been the local Technical Conference in the spring. ASHRAE Lowdown Showdown The Lowdown Showdown modeling challenge was showcased at the ASHRAE/IBPSA-USA joint conference held in Salt Lake City this summer. Eight teams entered, and the Rocky Mountain Region was well-represented. The teams were required to model a net zero or net-positive 50,000sqft, 3-story outpatient healthcare facility. Teams were evaluated in five categories: energy, teamwork, practicality, creativity, and workflow. The conference attendees voted for the best model in each category. Colorado Proposes Rule on Low Income Radon Mitigation Assistance Program

The Colorado Register, published on September 10, 2016, gives notice of a proposed rule entitled “Colorado Low Income Radon Mitigation (LIRMA) Assistance Program". The Hazardous Materials and Waste Management Division of the State Department of Public Health and Environment is proposing a new regulation Part 21, titled Colorado Low Income Radon Mitigation Assistance (LIRMA) Program. Part 21 is a rule which applies specifically to the Department’s implementation of a monetary assistance program used to pay for the installation of radon mitigation systems in qualified owner-occupied low income homes. The Colorado Board of Health will conduct a public rulemaking hearing on October 19, 2016 at 10:00 a.m. in the Sabin-Cleere Conference Room of the Colorado Department of Public Health and Environment, Building A, First Floor, 4300 Cherry Creek Drive, South, Denver, CO 80246. US House of Representatives Passes Bipartisan Legislation to Improve Workforce Preparedness

Earlier this week, the US House of Representatives passed by an overwhelming vote of 405 to 5, the bipartisan Strengthening Career and Technical Education for the 21st Century Act (H.R.5587), which would reauthorize the Carl D. Perkins Career and Technical Education Act through Fiscal Year 2022, and provide increased support for science, technology, engineering and mathematics (STEM) education.

“ASHRAE commends members of the US House of Representatives for passing this bipartisan bill that would modernize career and technical education and provide renewed strength that will prepare students for in-demand careers,” said ASHRAE President Tim Wentz in the Society's press release. “We strongly encourage the Senate to build on these efforts and take bold action to provide further support for STEM education. Such action would help meet the workforce pipeline need for an estimated 115,000 new HVACR technicians by 2022, which will be created through growth and retirements.”

While the outlook remains uncertain, it appears unlikely that the Senate will act this year on similar legislation, which means that discussions will continue into the next Congress.

EPA Acting Assistant Administrator for the Office of Air and Radiation Speaks on the Federal Government’s Role in Indoor Air Quality at IAQ 2016 Conference

The activities of the Federal government regarding IAQ can be challenging to parse, yet they are important to understand. Helping to improve this situation, Janet McCabe, the US Environmental Protection Agency’s (EPA) Acting Administrator for the Office of Air and Radiation, recently joined Cole Stanton of the Indoor Air Quality Association, and Mark Ames of ASHRAE to discuss how Congress, the Federal government, and States endeavor to improve indoor air quality at the IAQ 2016 Conference in Alexandria, Virginia. In the near future this panel discussion, along with others from the conference will be available online.

Deadline Extended for Comments on Design Details for EPA’s Clean Energy Incentive Program

Those that wish to submit comments on the proposed design details for EPA’s Clean Energy Incentive Program (CEIP) now have until November 1, 2016, according to a recent Federal Register notice. The CEIP is part of President Barack Obama’s Clean Power Plan (CPP) and is intended to provide States with an optional means under the CPP of incentivizing early investments in demand-side energy efficiency and renewable energy generation in low-income communities. DOE Issues Supplemental Notice of Proposed Rulemaking for Consumer and Commercial Water Heaters

The US Department of Energy (DOE) has issued a supplemental notice of proposed rulemaking (SNOPR) that would update its methodology for developing the conversations for consumer and commercial water heaters. The SNOPR also proposes to express energy conservation standards with a new uniform energy factor (UEF) metric. Over the past several years, DOE has adopted the efficiency levels for water heaters in various editions of Standard 90.1, with the latest such action taking place on July 17, 2015, when DOE adopted the thermal efficiency level for oil-fired storage water heaters in Standard 90.1-2013.

Pre-Publication Supplemental Proposed Rulemaking Issued by DOE on Amended Energy Conservation Standards for Certain Residential Furnaces

Further changes are proposed to a forthcoming DOE regulation on energy conservation standards for certain residential gas furnaces, according to a SNOPR pre-publication notice by the Department on September 2 that is intended for promote further discussion.

DOE will hold a public meeting on this SNOPR in Washington, DC in the Department’s Forrestal Building (also available via webinar) on October 17, 2016 from 9:00 a.m. to 5:00 p.m. With this rulemaking, DOE is particularly interested in receiving feedback on the following:

1. DOE’s weighing of the benefits and burdens of the small NWGF product class approach and whether a cut-off of 60 kBtu/h (or other capacity) would be more appropriate than 55 kBtu/h, particularly in light of the consumer economic benefits of such a product class.

2. The technological feasibility of using BPM control relays to reduce the energy consumption of furnaces in standby/off mode. In particular, DOE seeks feedback regarding the energy savings benefits of this technology option, as well as potential impacts on the reliability and lifetime of furnace components

3. The appropriateness of treating standby and off mode energy consumption as equal. 4. Potential future furnace functions that would operate in standby/off mode, as well as the

energy consumption level of furnaces incorporating such functions in relation to the baseline standby/off mode energy consumption level used in the analyses for this SNOPR.

5. Furnace design changes which may be required in order to accommodate the implementation of LL-LTX as a technology option for reducing the energy consumption of furnaces in standby/off mode.

6. The technological feasibility of achieving the proposed standby/off mode max-tech efficiency level of 8.5 watts.

7. The anticipated percentage of NWGF models which could achieve the efficiency levels promulgated by the 2014 furnace fans rule via implementation of a constant-torque BPM motor paired with single-stage combustion, rather than being paired with two-stage combustion.

8. The MPCs and incremental MPCs developed for the AFUE efficiency levels analyzed in this SNOPR.

9. The electric furnace MPC estimates and methodology. 10. The installation costs for condensing NWGFs and MHGFs. Specifically, the estimated fraction

of houses that would see a large impact for installing a condensing furnace because of venting and/or condensate withdrawal issues.

11. The costs associated with modifying the existing vent systems and managing condensate withdrawal to accommodate condensing gas furnaces in multifamily buildings.

12. DOE’s approach for sizing furnace equipment. 13. DOE’s approach for furnace downsizing in the standards cases with a small furnace standard. 14. The reasonableness of its assumption to apply a decreasing trend to the manufacturer selling

price (in real dollars) of NWGFs and MHGFs, as well as any information that would support the use of alternative assumptions.

15. DOE’s approach for determining discount rates in the LCC analysis. 16. DOE’s approach for determining NWGF and MHGF lifetime distribution. 17. DOE’s current approach for calculating the fraction of NWGF consumers that would be

expected to switch to other products in the standards cases 18. The estimated market share of condensing NWGFs and MHGFs in 2022 in the absence of

amended AFUE energy conservation standards. 19. The estimated market share of NWGFs and MHGFs that are used at each standby efficiency

level in 2022 in the absence of amended energy conservation standards. 20. The methodology and data sources used for projecting the future shipments of NWGFs and

MHGFs in the absence of amended energy conservation standards. 21. The potential impacts on product shipments related to fuel and product switching.

22. The reasonableness of the value that DOE used to characterize the rebound effect with higher-efficiency NWGFs and MHGFs.

23. The approach for conducting the emissions analysis for NWGFs and MHGFs. 24. DOE’s approach for estimating monetary benefits associated with emissions reductions. 25. DOE seeks comments, information, and data on the capital conversion costs and product

conversion costs estimated for each AFUE standard TSL. 26. DOE requests comments on the identified regulations and their contribution to cumulative

regulatory burden. Additionally, DOE requests feedback on product-specific Federal regulations that take effect between 2017 and 2025 that were not listed, including identification of the specific regulations and data quantifying the associated burdens. (See section V.B.2.e) DOE seeks comments, information, and data on the number of small businesses in the industry, the names of those small businesses, and their role in the market. DOE also requests data on the market share of small manufacturers in the NWGF and MHGF markets and information on the conversion costs small manufacturers expect to invest.

27. DOE requests comment on the potential impacts of the proposed AFUE standards and standby mode and off mode standards on small manufacturers.

ASHRAE Seeks Applicants for Engineering & Public Policy Internship

Are you or do you know a college engineering student who is interesting in immersing themselves in a fun-filled nine-week summer program during which they will receive hands-on experience with how public policy and engineering interact? If so, then look no further than the Washington Internships for Students of Engineering (WISE) Program!

Founded in 1980 through the collaborative efforts of several professional engineering societies, WISE has become one of the premier Washington internship programs. Every year approximately 15 outstanding engineering students (or who have just graduated) are selected in a nation-wide competition. During the internship they learn how government officials make decisions on complex technological issues and how engineers can contribute to legislative and regulatory public policy decisions. The ASHRAE Government Affairs Office hosts an outstanding engineering student every summer through this program.

ASHRAE Congratulates U.S. House Members on Passage of Career and Technical Education Legislation

ATLANTA – Yesterday, the U.S. House of Representatives took a major step forward in overwhelmingly passing the bipartisan Strengthening Career and Technical Education for the 21st Century Act (H.R.5587), which would reauthorize the Carl D. Perkins Career and Technical Education Act through Fiscal Year 2022, and provide increased support for science, technology, engineering and mathematics (STEM) education.

“ASHRAE commends members of the U.S. House of Representatives for passing this bipartisan bill that would modernize career and technical education and provide renewed strength that will prepare students for in-demand careers,” said ASHRAE President Tim Wentz. “We strongly encourage the Senate to build on these efforts and take bold action to provide further support for STEM education. Such action would help meet the workforce pipeline need for an estimated 115,000 new HVAC&R technicians by 2022, which will be created through growth and retirements.”

Data Center Standard Published by ASHRAE

ATLANTA – A newly published energy standard for data centers features a performance based approach that is more flexible and accommodating of innovative changes that rapidly occur in design, construction and operations in that industry.

ANSI/ASHRAE Standard 90.4-2016, Energy Standard for Data Centers,establishes the minimum energy efficiency requirements of data centers for design and construction, for creation of a plan for operation and maintenance and for utilization of on-site or off-site renewable energy resources.

“We worked very hard to craft this standard in a manner that does not stifle innovation in the data center industry while simultaneously offering criteria to help ensure energy savings,” Ron Jarnagin, chair of the 90.4 committee, said. “It is important to keep in mind that data centers are mission critical facilities where risk management is the primary concern.”

Jarnagin noted that high plug loads and rapidly advancing IT technology make data center applications significantly different from their commercial building counterparts. Standard 90.4 specifically addresses the unique energy requirements of data centers.

Standard 90.4 is a performance-based design standard that offers the design components for mechanical load (MLC) and electrical loss (ELC). Calculations of the MLC and ELC are made and then compared to the maximum allowable values shown in the standard based on climate zones. Compliance with Standard 90.4 is achieved when the calculated values do not exceed the values contained in the standard. An alternative compliance path is provided that allows tradeoffs between the MLC and ELC.

“The committee initially pursued a Green Grid power use effectiveness-like (PUE) process for setting the criteria in the standard but the Green Grid’s PUE metric is actually based on measured energy use data rather than design criteria calculations,” Jarnagin said. “We realized that the design calculations contained in Standard 90.4 would not likely match up with the actual energy use data so this approach was amended. We feel that we’ve recommended the requirements for 90.4 based on a justifiable 80/20 rule where only the lower performing systems will be affected.”

The Standards Committee, which has oversight of all ASHRAE standards, will work together with the chairs of Standard 90.4 and ANSI/ASHRAE/IES Standard 90.1, Energy Standard for Buildings Except Low-Rise Residential Buildings, to remove data centers from Standard 90.1. Standard 90.4 already refers users to Standard 90.1 for requirements on lighting, service water heating and the building envelope.

Jarnagin noted that industry input is vital as the standard moves forward. The standard now is under a continuous maintenance process that allows changes to the standard to be made on a continuous basis through the mechanism of addenda to the standard. This process will allow for frequent changes to the standard as needed to keep pace with the rapidly changing technologies in the industry, he said.

A Winning Hand: ASHRAE 2017 Winter Conference, AHR Expo in Las Vegas

Five times heavier than its predecessors, Curiosity required an entirely new landing system for the 7-minute phase when the one-ton rover—entering Martian atmosphere at 13,000 mph—must stop fully on the surface. As part of the Energy 1 team, you will help provide comprehensive electrical engineering services geared to cover all facets of the construction process, beginning with design initiation, through the commissioning of systems. Specifically, you will: Perform engineering/design and drafting (Revit or AutoCAD) of electrical systems, including controls, interior and exterior lighting plans and wiring, and power generation. Perform electrical system design analysis including, but not limited to, energy consumption and modeling, comparative system life-cycle cost modeling, and energy code compliance verification. Produce complete, code compliant project contract documents including drawings and specifications to be used for permitting, bidding, and construction. Work closely with owners, architects, contractors, and subcontractors to ensure projects are completed on schedule and within budget. Qualifications PE License required including 5 years’ professional experience in electrical engineering. Project management experience preferred. Proficient with AutoCAD or Revit. Excellent written and verbal communication skills, and the ability to problem solve and apply critical thinking to time-sensitive situations. Able to work independently for an extended time. Dear Scholarship Applicant, Congratulations on applying for the 2016 Rocky Mountain ASHRAE Scholarships! We appreciate you taking the time to complete the application process. This year’s deadline for all applications is:

Wednesday, October 26th, 2016 Applications received after this date will not be considered for the 2016 scholarships so make sure to get your application in early. A few important items to note:

1) The application is due Wednesday, October 26th, 2016! Applications may be mailed to the address on the application or emailed to me (email is preferred to save paper!). If you email the application, be sure you get a response from me acknowledging the receipt of your application. If you do not get a response, please contact me directly.

2) Scholarships will be awarded at the 2016 Rocky Mountain ASHRAE Student Night meeting on November 2nd,

2016. All applicants are encouraged to attend to be recognized by the chapter. Each school will also be acknowledged.

3) Please fill out all parts of the application. Any incomplete applications will not be reviewed.

4) Scholarships will be awarded to full or part time students who plan to attend the spring semester. Selection will

be based on interest, goals, need, and academic achievement. Please note that ASHRAE membership is strongly encouraged, and that participation in the applicant’s student chapter is favored, if applicable.

5) Applications may be handwritten, typed, or filled out electronically.

6) Interested students must submit the following:

a. Application General Information with signature (Attached to this letter) b. A cover letter (two-page maximum) describing interests, professional goals, internship experience, and

financial need. c. A one page current resume. d. A one page document describing scholastic achievement and involvement in ASHRAE.

This year, the Rocky Mountain Chapter plans to award up to three $1,500.00 scholarships. These scholarships may be used toward the student’s academic curriculum (tuition, books, etc).
