At the outset of elections from core of my heart I congratulate all ARTEEians for fearlessly using their franchise to elect the CWC. Indeed the steps of byelaws Amendment taken by previous Central Body have improved our election system and helped us to conduct the election smoothly. I also thank election Team lead and all contestants for putting up tremendous efforts to conduct elections in free and fair manner. This time the result was acceptable widely and no one has raised any question about sanctity of election process at any point of time. The election results are the mirror of your aspirations. The Voter i.e. you have voted as per your choice and priorities. But the message is clear that there is other way out except perform or perish. So many challenges are ahead and We can not afford to be complacent. On one hand the threat to our existence is not fully eradicated and on the other hand so many issues like PATNA ACP Case, Once Cadre One Pay, Cadre Review, Organizational issues of ARTEE and so many other issues . We have no doubt that We will solve every problem and will emerge more and more stronger from any crisis. Our efforts will be to take along everybody with us for the cause of welfare. So many things said during elections some of them may not be of good taste but let us forget everything and work dedicatedly for welfare of our Members. We will try to decentralize the functioning of Central Office. Everybody in Central Executive will be assigned certain work for which only he will be answerable. Efforts shall be made to bring transparency in functioning and for that We seek cooperation from everyone. But our spirit should not be mistaken and misuse with negative thoughts without understanding the issues. However We shall always welcome positive criticism. K.S.Lakhane (ZARO- WZ) deserve lots of appreciation for conducting the elections in a free and fair manner with transparency. This is the first election in which the entire counting process was monitored by candidates and their representatives in Plasma screen through CCTV, outside the counting hall. The election was conducted as per the voters list prepared on the basis of M forms sent by Unit Secretaries . Lists of stations from where M forms were not received and postal certificate of dispatch of ballots & duplicate ballots were uploaded on our website. RO, AROs & ZAROs maintained patience inspite of pressure from various candidates. We have once again proved the democracy in the largest Association of media workers, by the smooth conducting of election process. Though we have made our best efforts to conduct the election process in a democratic way, still there may be room for further improvement, which we can discuss, debate & decide in the next National Convention. Let us salute the team of RO for their sincere efforts to complete the process in a dignified manner. NEW CWC TAKES OVER
Elections for the term 2011-2013 are over and the new CWC took over charge on 31st January 2011. This is the first time
we have introduced Zonal Assistant Returning Officers to bring more transparency in the election process, as per the
amendments approved by the 16th National Convention held at Trivendrum on 2

ARTEE & NFADE have been pointing out since 2004 that Prasar Bharati (Broadcasting Corporation of India) has defeated its basic concept & the it is not relevant in the era where the masses of the country have more than 450 LPT TV Channels and 380 Radio channels on their remote control. We have been demanding to protect the National Broadcaster & its employees by taking AIR&DD back to the direct control of the Govt of India by repealing Prasar Bharati Act 1990. It is now proved, after the Common wealth games, that Prasar Bharati is not at all interested in the services towards the nation but towards some individuals only. The fact is that the National Broadcaster brought Colour TV revolution in the year 1982 by procuring equipments for colour TV production & transmission for the coverage of Asian Games 1982. Now in February 2009, NFADE submitted a detailed project proposal to Prasar Bharati & DD management to procure 20 units of production units (OB van with 8 cameras, mixer etc in one unit) for High Definition TV production which should have been deployed to 20 DDKs all over India after the coverage of commonwealth games. But unfortunately PB management preferred to outsource the coverage to an English company instead of procuring the equipments for DD and to utilize the expert workforce of DD. By this action the National Broadcaster deprived the masses of the country of a revolution in HDTV in India. The interest of the top management in the decision to outsource is revealed by various agencies including the Shunglu Committee now.
We request the employees of AIR & DD throughout the country to bring this fact to the leaders of the society at their respective area and request them to take the matter with the Government of India & Hon’ble Parliament to protect the National Broadcaster (AIR&DD) from the clutches of PB by repealing the Prasar Bharati Act 1990.

The handing over and taking over ceremony of ARTEE was organized in the auditorium of BH AIR New Delhi on 31
st January 2011. All the contestants of the election who were present in Delhi, unit secretaries of different units of Delhi
and nearby stations/zones and other ARTEE members were attended the meeting. The auditorium was packed with ARTEE members. A friendly and cheerful atmosphere was developed. Everyone in the function was happy, no difference among the members whether they lose or win in the election. The meeting started by observing 2 mts silence in respect of our life members, late Shri D Kharbuli,E.A., LPTV Jowai ,expired on 22/12/2010, late Shri Vijay Korgaonkar, Sr.Tech, HPT Malad, expired on 20/10/2010, late Shri G.Ramaswamy, Helper, LPT Ramagundam, A P expired on 30/09/2010.Then flower bouquets was presented to Shri Ashok Pant R.O., Shri Dinesh Chand, ARO, Shri Vishnu Verma ARO. for completing the election process so nicely and efficient manner. Everybody appreciated the working of RO and his full team. Shri Ashok Pant express his views of election process and how overcome all difficulties with the help of ARO and all five Zonal R.O. All the zonal A.R.O.’s were honourd by presenting bouquets to Shri Anando Bhattacharjee (ZARO EZ), Shri. K.S.Lakhane (ZARO WZ), and Smt. K.R.Shanthi (ZARO SZ). Shri Anil Kumar Singhal (ZARO NZ) and Shri R.K.Singh (ZARO NEZ) were not present in the occasion so it was handed to VPNZ. Shri Anando Bhattacharjee, Shri lakhane and Smt. K.R.Shanthi shares their views and experience in the election process with all present in the function.
The commendable work done was greatly appreciated by all, especially to Smt. K.R.Shanthi being a lady and worked continuously throughout the night. Handing over the charge was declared by Shri Anil Kumar S. President to our newly elected President Shri Umesh Chandra by presenting a bouquet. Short Notes: One Pay for One Cadre: We have reported in the earlier issues of Filament that the cases filed by Shri Mahender Singh Rana & Shri Lalit Kumar Pawar & others (Both the cases are supported by ARTEE) have established the natural justice that one pay scale for one cadre, through the verdict of Hon’ble High court Delhi and Hon’ble CAT Delhi. Though we have succeeded in convincing DG:AIR, Prasar Bharati ad Min. of I&B to implemented the verdict of Hon’ble High Court the office of SD;DDK Delhi with the approval of DG:DD filed an SLP challenging the decision the High Court. It was in contrary to the recommendation, dated 12-10-2010, of DG:AIR to implement the rule of one pay scale for one cadre in subordinate Engg. cadres. Hon’ble Supreme Court dismissed the SLP on 14-01-2011, on admission stage directing the Department to implement the decision of Hon’ble High Court Delhi and Hon’ble CAT Delhi, accordingly we put the matter in the meeting of Prasar Bharati dated 19-01-2011, for immediate implementation of the judgment. The administration pointed out in meeting that the financial calculation may be calculated before implementing the necessary orders, sensing the time delay in the process of calculation we have demanded an administrative order to grant the pay scales for Engg.Asstt. order w.e.f. their date of joining. We further demanded to grant a similar benefit to Technician’s who joined after 25-02-1999. It was also demanded to extend the higher pay scales of order dated 25-2-1999 to Helpers, Diesel Technicians, Diesel Engine Drivers, and Mast Technicians under the criteria as directed by Hon’ble Supreme Court. On the direction of Member (Personnel), O/o DG:AIR has recommended to the Min. of I&B. that the highest pay scales given to one part of cadre may be extended to all employees of same cadre, for the above mentioned cadres. We are now following up the matter with min. of I&B to get the orders at the earliest
Parity of Technician with Lighting Assistant. ARTEE filed the case vide No. OA No. 164/96, In the Principal bench of CAT, New Delhi on 19/1/1996.seeking the parity in the pay scale of Technician with Lighting Assistant, as recommended by National Productivity Council (NPC).

When the government has agreed for the parity w.e.f. 01.01.1996 vide order of dated 05.12.1997 and 25.02.1999, we demanded the Hon’ble CAT to extend the benefit from 01.07.1983, the as on case of Lighting Assistant. Even after agree genuineness of the demand the Hon’ble CAT has stated that they don’t want to intervene in the decision taken by the executive ( Government of India) since the decision has taken after the agreement Govt. of India reached with Sanyut Sangarsh Samity (SSS) a joint platform of ARTEE and ADTEA. ARTEE filed an appeal in the Hon’ble High Court of Delhi pointing out that we have never agreed the restriction of the benefit from 10.10.1996 and on contrary it was the stand of Govt. of India that the benefit will be granted w.e.f. date of 5

with arguments and counter arguments now the case is listed for hearing on day to day basis, for example - our case was listed as no.9 in regular matters after 54 no. of cases in admission stage on 14.02.2011 where as the proceedings in the Hon’ble Court was completed for the with 49
th case in admission case. We now have provided the decision, dated
06.11.1997 of Union Cabinet in which witch it was clearly mentioned that the orders dated 05.12.1997 was the outcome of an interim agreement. We are hopeful for an positive verdict from Hon’ble High Court Delhi, which will benefit a very good financial support to our members who served as Technician from the period of 01.07. 1983 to 31.12.1995. In the form of arrears.
Notional Fixation: Meanwhile ADTEA filed writ petition No.27155 of 2009 on the appeal of the verdict issued by Hon’ble Chennai in OA No.390 of 2006. Hon’ble high court Chennai in its verdict dated 24-11-2010 stated that “As the counsel for the petitioners, after instruction, submitted that the petitioners are not claiming any arrears, we consider it appropriate that extending the benefit of notional fixation of pay scale to the petitioners from0`.07.1983 is sufficient. Accordingly, the order dated 10.07.2008 in O.A.No.390 of 2006 passed by Central Administrative Tribunal is set aside. The respondents are directed to extend the benefit of notional fixation of pay scale with effect from paragraph No.2(iv) of the order dated 25.02.1999, to the petitioners also, within a period of eight weeks from the date of receipt of a copy of this order, without awarding any arrears, from 01.01.1983.”
Court Case on MACP at Jabalpur: we have reported earlier in the issue of Filament Jan-April 2010, that three administrative members of AIR Jabalpur approached Hon’ble CAT Jabalpur challenging the order of MACP for subordinate Engg. and Programme cadres. The Hon’ble CAT was proposed to pass ex-prate decision on 20-5-2010, since the head of office Jabalpur was not defending properly the case. After the SOS from the unit secy. AIR Jabalpur, AIR & DDK Bhopal and west zone committee, the central office took the matter with DG:AIR provided all the supporting documents to defend the case. Thereafter Hon’ble CAT started regular hearing date. Now the next date of hearing is 07-04-2011.
Court Case on ACP: Patna High Court Case:
Twelve numbers of the E.A., Sr.E.A. and A.E.of AIR & DDK Patna, lead by Shri B.K. Roy ( former SS ARTEE), jointly filed a case in Hon’ble CAT at Patna vide O.A.No.514/2002, in which Hon’ble CAT vide its order dated 07.09.2009 directed to the Govt. of India that the applicants who have not opted for the pay scales of Prasar Bharati (25.02.1999), may be granted the pay scales Rs.8000 – Rs.13500 as and when they have completed 12yrs of service in the pay scale of Rs 6500 – Rs.10500 under the ACP scheme. The department challenged the order in the Hon’ble High Court which was dismissed in the favour of employees. Subsequently SLP was also filed in the Hon’ble Supreme Court which has also been dismissed on dated 10.01.2011. Accordingly ARTEE has taken up the matter with various authorities for immediate implementation. Member (personnel) Prasar Bharati, in the meeting held with ARTEE on 19.01.2011 directed DG:AIR to propose the implementation above said order to the Min. of I&B. consequently O/o DGAIR vide its letter dated 03.02.2011, proposed Min.of I&B to grant the said pay scale of Rs.8000 – Rs.13500 under ACP scheme to those applicants who are presently the Central Govt pay scale of Rs.6500-10500 and have not opted for Prasar Bharati Pay Scale. We are following this matter with Min. of I&B for early implementation, so that we can fight for extension the same ACP scheme for all subordinate Engineering Cadres if it is implemented to above said employees.

detail and following decisions were taken. 1. Time bound implementation of Cadre Review for Engineering Cadres of AIR & Doordarshan:
The Association Representatives demanded that Cadre Review Committee Report be immediately sent to Ministry of I&B after
seeking approval of Prasar Bharati Board. The Association also suggested that for proposed necessary amendments in the
Cadre Review Committee Report, a Committee may be constituted under the Chairmanship of Shri R.K.Sinha,
CE:Doordarshan .
Member (Personnel) directed reconstitution of Committee under the Chairmanship of Shri R.K.Sinha, CE:Doordarshan
with existing set up to recommend necessary amendments In the cadre Review Report within one month to Prasar
Bharati Sectt. Which in turn will further recommend to Ministry of I&B within 15days.
2. one Pay Scale for One Cadre in sub-ordinate Engineering Cadres:
The association Representatives stated that there is discrimination within the employees of same cadre on the basis of date of
joining in the Department resultant the sub-ordinate Engineering cadres have been divided into two separate streams of pay
scales while both the categories of employees are performing the same duties, with same designation and without any
difference in their job requirements. They also brought to the notice that the SLP filed by DG:Doordashan in Hon’ble supreme
court in the case filed by Engineering Assistants against the decision of Hon’ble High Court, Delhi has been dismissed,
immediate action be taken for implementation.
Member(Personnel) directed that the proposal be sent to Ministry I&B within next four working days for implementation of “One Pay for One Cadre in the light of verdict of Hon‟ble supreme Court in the case filed by
Engineering Assistants drawing pay scale of Rs.5000-8000.Member (Personnel) also stated that details of
financial implications will be worked out and would be sent to Ministry later for obtaining additional funds
for implementation of the same. It is also agreed upon that Prasar Bharati will make efforts to withdraw the
similar case on Pay Revision of Technicians joined after 25-2-1999 pending before Hon’ble High Court of
Kolkata in case there is no technical & legal problem. 3. Merger of Engineering Assistant &Senior Engineering Assistant on the basis of Grade Pay of Rs.4600/-
granted by Govt. of India.
The Association Representatives pointed out that as per the order of Ministry of Finance, Department of Expenditure dated 13-
11-2009, the grade pay of both the Cadres viz. Engg.Asstt. and Sr.Engg.Asstt. had been merged by the Department. The
Committee constituted by DG:AIR under the Chairmanship of CE(D) recommended that Recruitment Rule after merger of both
the cadres need to be amended.
Director (Admin) DG:AIR informed that the recommendations of the Committee were sent to Prasar Bharati vide letter
No.1/7/2010-SIV(B) dated 25-5-2010. Prasar Bharati raised some queries on 10-9-2010 which were replied to D:AIR on 19-10-
2010. The matter is pending with Prasar Bharati for approval, Director(ADMIN) also intimated that on the issue three court
cases have been filed – two at ACT, New Delhi (by ADTEA & Shri Praveen kumar) and one at CAT, Ranchi. As per court
directions, Recruitment Rules have to be amended with three months. The period of two month is already passed.
Member (Personnel) directed that the proposed amendment in Recruitment Rules in the light of merger of Engg.Asstt
with Sr.Engg.Asstt. will be sent to Ministry of I&B within next four working days and will be followed up in the Ministry
for an early recommendation to DOP&T, Therafter, the Department will approach Hon‟ble CAT, Delhi for the
permission of conducing the departmental Examination as per the rules.
4. Categorization of Stations:
The Association demanded the exercise for re-categorization of Stations be started with immediate effect and for this new
Committee be constituted.
Member (Personnel) directed the re-constitution of the Committee under the Chairmanship of shri R.Vidya Sagar, E-
in-C,DG:AIR for categorizations of Stations with DDG(A),DG:AIR and DG:Doordarshan will be the members. The

logistic support to the Committee will be provided by scor Section of DG: AIR. The Committee will also consider the
package for posting at the stations under Special “Area Project in J&K and review the categorization of Kohima,
Aizwal & Imphal in the light of the demand from North-East Zone and on the basis of the Report from DDG(NEZ),
Guwahati. On the demand of Association. Member(Personnel) also directed that the proposal for retention of quarters
at the old stations for the employees transferred to kelehandi, Bolangir and Korapet regions of Orissa state be put up
for next Prasar Bharati Meeting.
5. Implementation of Assured Career Progression (ACP) to Sub-ordinate Engineering Cadres:
The Association Representatives stated that the benefit of ACP is denied but MACP is given to the employees of Prasar
Bharati. They demanded that a proposal be sent to Ministry of I&B in the light of dismissal of SLP by Supreme Court in the
case filed by Engg.Asstt, Sr.Engg.Asstt. and asstt. Enginners of Patna.
Member(Personnel) directed that a proposal for grant of ACP to Sub-ordinate Engineering cadres of AIR &
Doordarshan be processed in the light of dismissal of SLP by Hon‟ble Supreme Court of India in the Patna cae and
sent to Ministry of I&B after seeking approval of Prasar Bharati.
6. Rs.5400/-Grade Pay for Assistant Engineers with 4years of service in the cadre as recommended by 6th
Pay
Commission:
On this issue Director(Admin) informed that a proposal for grant of grade pay of Rs 5400/- in Pay Band-II on non-functional
basis to Assistant Engineers who have completed 4 years of regular service in the Grade Pay of Rs.4800/- was sent to Ministry
of I&B on 30-3-2009. Ministry of Finance through Internal finance Division of Ministry. Ministry of finance has not agreed to the
proposal. Director (Admin) also informed that in the verdict given by Principal Bench of Hon’ble CAT Delhi, the Hon’ble Court
has agreed to grant of grade pay of Rs.5400/-in Pay Band-II on non functional basis to Assistant Engineers who have
completed 4 years of regular service in the Grade Pay of Rs.4800/-.However, Ministry of I&B has directed that Department
should file Writ Petition in High Court.
Member(Personnel) directed that proposal in this regard be sent to Prasar Bharati Sectt. for implementation of
Principal Bench of Hon‟ble CAT, Delhi‟s direction after seeking approval of Prasar Bharati Board. He further stated
that there is no need for filing Writ in High Court.
7. Granting Grade Pay of Rs.6600/- as 3rd
Financial up-gradation in MACP to Engineering Staff:
On demand of association, Member(Personnel) directed that this matter be referred to Ministry of I&B which in turn will forward
this to anomaly Committee with intimation to the Committee of Joint Secretaries.
8. Notional fixation of Technicians in parity with Lightning Assistants w.e.f. December,1983.
The issue was brought to the notice of Member (Personnel) that at present there are two cases for pay revision of Technicians
in parity with Lighting assistant are going on one is filed by ARTEE at Hon’ble High Court, Delhi for all benefits including
arrears from 1983 to 1996 and the other at Hon’ble High Court, Chennai filed by ADTEA where Hon’ble Court has passed the
order direction the Department to grant notional pay fixation to Technicians and Senior technicians w.e.f. 1-7-1983 without
awarding any arrears of pay within a period of eight weeks from the dare of receipt of copy of the order. The association
Representatives demanded that the decision of Hon’ble High Court, Chennai may be implemented immediately as the due
date for implementation is expiring on 2nd
Feb., 2011.
Director(Admin).DG:AIR informed that proposal for grant of notional pay fixation for Technicians and senior Technicians with
Lighting assistants was approved by Prasar Bharati Board in its 56th Board Meeting/ the matter was referred to Ministry of I&B
where Internal finance wing of Ministry had rejected the proposal. ADTEA filed a case in Hon’ble High Court, Chennai. The
Hon’ble High Court has recently passed the order direction the Department to grant notional pay fixation to the Technicians
and Senior Technicians w.e.f. 1-7-1983 without awarding any arrears of pay within a period of eight weeks from the dare of
receipt of copy of the order Director(Admin) also intimated that O/oCE(SZ) AIR&TV Chennai has forwaded the opinion given by
the Central Govt. Counsel for filing SLP in Supreme Court,DG:AIR has sent the file No.8/8/2006-S-IV(A) to Prasar Bharati sect
for necessary direction the eight weeks time for implementation granted by Hon’ble High Court Is due to expire on 2nd
Feb,2011.
Member (Personnel) directed that necessary formalities be completed for implementation of Notional Fixation.
9. Completion of process for MACP orders for remaining employees in various cadres:

The Association representatives pointed out that the implementation of MACP is still pending at some stations like Mumbai,
Jammu, Srinagar etc. on various lame excuses in the name of audit objections and objections of PAO’s. it was also pointed out
by the Associations that in some cases the DPC of MACP is getting delayed because of missing ACR’s particularly in the cadre
of Assistant Engineers promoted during the last 7-8 years.
Director (Admin),DG:AIR informed that for grant of MACP, instructions have already been issued to AIR?DD stations to follow
the DOP&T instructions and fixation be done accordingly.
Member(Personnel) directed that a letter will be sent to Chief Controller of Accounts from Sr.G.M(Finance). Prasar
Bharati with the request to issue necessary instructions to local PAO‟s and IRLA for the immediate implementation of
orders from DG:AIR including the issue of MACP &CGEIS. Member (Personnel) also stated that the concerned Section
should look into it that while promoting Sr.Engg.Asstt to the post of Assistant Engineer, ACR grading chart is
prepared at the Directorate for the years in consideration, the same chart should be considered by the Screening
Committee for grant of MACP benefit in case of those Asstt. Enginers whose ACR‟s are not traceable.
10. Timely DPC in Sub-ordinate Engineering Cadres (SEA to AE; EA to SEA; Sr.Technician to E.A; Technician to
Sr.Technician; Helper to Technicians; Diesel Engine Driver to Diesel Technician)
The association Representatives demanded that DPC in all the grades of Sub-ordinate Engineering cadres be convened on
time.
Director (Admin) DG:AIR informed that DPC from Sr. Engg. Astt. to Assistant Engineer grade is not being convened due to
litigation. Similarly, DPC from Engg Asst and proposal for amendment in Recruitment Rules has already been submitted to
Prasar Bharati Sectt. for approval . it is also informed that the department has brought to the notice of the Hon’ble CAT, Delhi
that amendments in Recruitment Rules in the light of the merger of Engg.Asstt. with Sr. Engg.Asstt. will take place from
prospective date only as per DOP&T rules and requested to continue the exam Process. But the Hon’ble CAT directed to
complete the process of merger first by amending the Recruitment rules an then to conduct the examination as per the existing
rules.
Member(Personnel) directed that necessary instruction be issued to Zonal chief Engineers to complete the DPC for the existing
vacancies in SEA cadre and convene timely DPE’s in other sub-ordinate Engineering Cadres.
11. Merger of diesel Technician, Mast Technician, Diesel Engine Drivers with mainstream cadres and granting
them benefit of MACP considering One Cadre One Pay:
Director (Admin),DG:AIR informed that the matter has already been referred to Cadre Review Committee for inclusion in Cadre
Review Report.
Member(Personnel) directed that in the light of Hon’ble High Court of Delhi’s verdict in the “One Cadre One ay” case filed by
Engg.Assistants. the matter be examined for granting the higher pay scale, granted to same percentage of the cadres, to all
employees in the cadres of diesel Engine driver, Diesel Technician, Mast Technician and Helper.
12. Timely payment of MACP arrears, medical bills, transfer tour T.A. bills etc.
The Association Representatives brought to the kind notice of Member (Personnel) that the payments under various Heads are
pending at a number of stations due to non-availability of funds,
Member (Personnel) directed that the matter will be taken up with Finance wing to ensure the timely payment to employees of
MACP arrears, medical bills, transfer tour T.A. bills etc.
13. Extra Duty Allowance towards the compensation for shit duty staff as decided by the Committee constituted
by Prasar Bharati on this issue:
The association pointed out that the Committee constitute in DAIR: for making provision of Extra Duty allowance a sought
some dita/information from Zonal CE Officers for calculation financial implications. But in spite of number of reminders no
data/information has been received, the association demanded that Committee may be reconstituted under the chairmanship
of Director(EPM) with same composition of Members as in the previous Committee.
On this issue Member(Personnel) stated that Committee be re-constituted under the Chairmanship of director(EPM)
with same composition of Members as in the previous Committee and directed that E-in-C , AIR would collect the data
latest by the end of February, 2011 from Zonal CE‟s and hand over the same to the Committee for early submission of
its recommendations.

14. Revision of OTA Limit due to acute shortage of staff at stations:
Director(Admin.) informed that hike of O.T.A. rates and declaration of basic limit of O.T.A. eligibility cannot be done locally by
Prasar Bharati Sectt. Recommendations of 6th Pay Commission on this issue are pending with Government for consideration.
On this issue Member (Personnel) directed that since the matter has to be decided by the Government of India, the
demand will be taken up with the Ministry of I&B once again to take up the issue with DOP&T for a final decision.
15. Restoration of abolished (Under ADRP Scheme) posts in Engineering Cades and immediate recruitment as
per the existing rules:
On this issue it was informed by Member(Personnel) that in all 6111 direct recruit vacancies I different cadres have
been abolished under ADRP. Letters have been sent to Ministry for revival of these posts as they were operational
posts. Member (Personnel) assured the Representatives that the matter of revival of abolished posts will once again
be taken up with Ministry of I&B.
16. Efforts for sanction of posts for newly commissioned stations:
The Association demanded that new stations should only be commissioned after getting the necessary sanction of posts in
various categories. They also demanded that the practice of shifting of posts from nearby stations to run the newly
commissioned stations be stopped as there is acute shortage of staff in all the cadres at all the stations.
Chief Engineer, DG: Doordarshan informed that the proposal for sanction of post was already sent to Ministry. Ministry returned the same to get the approval from the Prasar Bharti Board. All the quires raised by Prasar Bharti have been replies to including financial implications of the proposal. The matter is pending Prasar Bharti. Member(Pers.) informed that this matter would be taken up in the next Prasar Bharti Board meeting for approval. 17. Full-fledged functional of RSTI(T), Shilong & Bhubaneshwar: shifting of RSTI(T) , from HPT, Malad, Mumbai: The Association Representatives brought to the notice of Member(Pres.) that it is the demand of the Association to strengthen the Staff Training Institute for ensuring maximum training to the employees. But instead of arranging more infrastructure and faculties for the STI(T), Delhi, RSTI(T), Shillong & Bhubaneshawar, Department has stated training institute like HPT, Malad without any infrastructure andoverloading the existing employees with additional training work. Member(Pres.) directed E-in-C to look into the matter and take necessary step to strengthen the RST(T)‟s at Shillong and Bhubaneshwar. 18. Carrier oriented training for Helper cadres: The Association demanded that Examination oriented training be imparted to Helper by STI(T) before appearing in Technician’s examination. On this issue Member (Personnel) directed that a special training programme be devised by Chief Engineer, STI(T) and necessary examination oriented training be given to Helpers at STI(T), Delhi and RSTI(T)‟s Shillong & Bhubnseshwar before conducting the examination to the post f Technician. He also stated that duties o f Helpers be defined in the light of recommendations of 6
th Pay Commission as Helpers are upgraded to Group „C‟ from „D‟.
19. Adequate Security to the employees and installations of AIR & D: The Association demanded that proper security arrangements be made at AIR Stations and DDKs to safeguard the lives of employees and installations. Since DDG(Security) was not available in the meeting, Member(Pres.) informed that he would discuss the issue with DDG(Security) for strengthening of security at all Installation and will ask for from DDG(Sequrity). 20. Up-gradation of VLPTVs to LPTV/HPTV in Border Areas & remote places where staff are reluctant to demand posting: It was decided that DG:Doordarshan will hold a separate meeting with the Representatives of ARTEE to discuss the related to Doordarshan. 21. Utilization of LPTS for transmission of Regional Programmes to Cater to the Regional Viewership:
On this issue Member(Pres.) directed that possibility be explored to maintain transmission of regional programmes from the LPTVs which are to be dismantled due to conversion into HPTVs.
22. Shifting of LPTVs & DMC to safer places from problematic areas and Terrorism. Naxalite affected areas:
It was decided that DG:Doordarshan will hold a separate meeting with the Representatives of ARTEE to discuss the related to Doordarshan.
23. Posting of officers in AIR & DD installation in North-East Zone, Bihar, JHKD etc. :

Director (Admn.) informed that due to acute shortage of staff. It is not possible to post staff to its full potential in these regions. However, orders have been issued for posting of officers in North-East Zone, Bihar and JHKD. But due to compassionate reasons or otherwise officers transferred to these regions managed to cancel their orders. Member(Pres.) directed that transfer policy be followed in a transparent manner. Rules of transfer/postingsbe applied uniformly to all-be it Engineering officers or Sub-ordinate Engineering Staff. The following points were also raised by the Association with the approval of member(Pres.) though these points were not on the Agenda of the Association. 24. Compassionate Appointment: The Association Representatives pointed out that a food number of applications are pending at different Zonal offices due to non-availability of vacancies under Compassionate Appointment quota. They demanded that a monitoring mechanism be devised at Prasar Bharti to identify vacancies available with Zonal Chief Engineers and DDGs to ensure the utilization of maximum possible vacancies. It was also demanded by the Association that a proposal be put up before the Prasar Bharti Board for setting all pending cases against the D.R vacancies as a onetime measure. Member(Pres.) agreed to the demand of the Association for establishing a monitoring cell under the Chairmanship of Sr. G.M.(P) to co-ordinate compassionate ground cases and explore the possibility of setting the cases under onetime exemption, if rule permits. 25. Implementation of order issued in AIENET : On this Member(Pres.) directed the instructions be issued to all the Zonal Officers/Stations/Kendras to follow the orders issues in the official website of AIR & Doordarshan without waiting for any Hard Copy/fax from the Directorate. 26. AIR/DD Guest Houses/Auditoriums in different cities : The Association pointed that AIR and Doordarshan are having infrastructure/set up in various cities prime locations, but while organizing official functions, we have to depend upon private parties. It was also demanded that we should make better use of our infrastructure facilities which are presently under-utilizes by constructing/renovating auditoriums and also construct guest houses at different stations. It was informed by Chief Engineer, DG: Doordarshan that budgets of Rs. 65crores have been sanctioned for constructing guest houses in 10 cities. The meeting ended with a Vote f Thanks to the Chair. Let us Strengthen Organizational Activities Dear Comrades, ARTEE, the largest Association of electronic media workers, has achieved a lot for its members and helped
in protecting the interests of the employees of AIR&DD in general by its valuable role in the common platform of NFADE. It is a fact that the strength of Association depends on its members and the concrete structure of the Unit, DMC,
State & Zonal Committees. A strong and dependable working system at unit level is of prime importance as it provides the foundation to the structure. Our constitution has provisions for the smooth functioning of the units.
I would like to draw the attention of our bonafide members and unit secretaries, DMC Coordinators, State
Secretaries and Zonal VPs to the following some sections of the constitution in this regard:

1. Section 6(i)(a) states that Unit Secretary, Asst Unit Secretary and Unit Treasurer shall be elected for a term of
two years or till the new ones are elected. 2. 6(i)(b) says that No member can hold the same post for more than two successive terms 3. Section 6(iv): Unit Secretary shall convene meetings of the units at least once in a month. 4. Section 6(vi): He/She shall communicate the proceedings of the units to the State Committee. Accordingly all unit secretaries are hereby advised to ensure strict following of the above said sections and send
report to the State Secretary in time. In addition to above mentioned duties, the CWC held at B’lore and the 16
th National Convention held at Trivendrum
entrusted some more responsibilities with the Unit Secretaries to stop the habit of Dual membership. As per Section 3(iii)a(i)the member will lose his membership if He/She acts against the interests of the Association directly or indirectly or He/She joins any other cadre based Association/Union of Engineering employees and joint platforms where ARTEE is not a constituent, belonging to AIR & Doordarshan. As per Section 37(a)(i) it is the responsibility of the Unit Secretary to call for an explanation from the member concerned within a time frame of one week. If the unit committee is not satisfied with the reply, the unit secretary shall refer the case with all necessary documents, including the reply from the member, to the General Secretary for further action. Unit Secretaries are advised to strictly follow the above mentioned section to stop the Dual membership in ARTEE.
As per Section 10(v), State Secretary shall be responsible for organizing the units of the Association in his / her
state. As per Section 10(vi), the State secretary shall maintain the complete records of the units in his/her State and data
of membership. Therefore the State Secretaries are hereby advised to furnish monthly report of the activities of the units in the state
to General Secretary, with a copy to the Zonal Vice President. All DMC coordinators are hereby advised to maintain proper coordination of the units under the DMC and report the
activities to the respective State Secretaries, with copies to Zonal Vice President & General Secretary.
