At the time of writing my last Message, we were eagerly anticipating the ISRRT World Congress in Durban and were confident of it being a great success.

Our expectations however were greatly surpassed, as the Congress was an enormously successful event, which will be remembered for many years by those fortunate enough to attend. The challenge to hold the first World Congress in Africa – indeed in the Southern Hemisphere – was a great one, but Fozy Peer and her very hard working Convening and Scientific Committees carried out the daunting task superbly and justifiably earned the congratulations heaped upon them following the Meeting.

You will no doubt have read the reports and seen some of the images from the meeting which should be all the encouragement you need to start planning now to be in Australia in September 2010 for what looks like a very exciting Congress “down under”. This Congress will be in the reliable hands of Pam Rowntree and her team.

One of the key items to come from the Council Meeting associated with the Congress and highlighted in my Council Report, is the comprehensive survey of ISRRT needs being co-ordinated by Michael Ward, the Regional Director of the Americas. Michael will be accessing a range of contributors for input in

carrying out this Survey, and there is planned to be much discussion and opportunity for comment prior to the next Council Meeting in Australia in 2010.

The Congress in Durban also gave us an opportunity to continue the dialogue with representatives of EFRS, the newly formed European Federation of Radiographer Societies. There will be some follow up discussions at the EFRS Meeting in Lisbon in November to ensure that both Societies continue to cooperate and work together.

Representing ISRRT at this meeting will be Katrina Sigurdardottir from Iceland, the recently elected Vice President for Europe/Africa, and Bodil Andersson from Sweden, who was elected as the European Regional Director. We congratulate both on their election and will look forward to their ongoing contribution to ISRRT in their new roles. They have both been very much involved in Board activities since the Council Meeting. Sandy Yule will also be joining with them and EFRS in Lisbon.

Not long after the Durban Meeting, Sandy Yule and I, together with Cynthia Cowling, our very hard working Director of Education, actively participated in the International Congress of Radiology meeting in Morocco. Philippe Gerson, our dynamic and inexhaustible colleague and Council Delegate from

France, had agreed to coordinate the Technologists program in French speaking Marrakech. Cynthia, Sandy and I presented papers and chaired sessions even attempting to use some of our high school French, much to the amusement of the locals. In the long lead up to this meeting, we also had the success of having the Moroccan Society of Radiographers join ISRRT.

Dr Hans Ringertz was inducted as the new President of the International Society of Radiologists and is very keen for their Society to continue working together with ISRRT. We will be meeting together at the RSNA and looking at ongoing involvement with the Technologists programs at the ICR

As I’m sure you are aware, the Member Societies are the key to ISRRT and many of the larger Societies have full or part time staff managing their affairs. ISRRT would like to acknowledge the past support and encouragement of Mr Emile Badawy who has recently retired from his position as CEO of the Australian Society – his successor is Mr David Collier. Likewise we sincerely regret the retirement of Mr Lynn May from his CEO position at the American Society. We wish both these men all the best for the future and look forward to working with the new CEO’s.

We must also congratulate President Michael Ong and our colleagues from Singapore who recently celebrated the 50th Anniversary of their Society at a joint conference with the Malaysian Society. The highlight was a formal dinner with the President of Singapore attending the event.

Later this year will see the Inaugural Meeting of the newly formed College of Radiographers of Hong Kong. It is my privilege to be kindly invited to represent ISRRT at these important occasions.

In what is a groundbreaking pilot, WHO has provided 3 digital CR systems to be used in association with general equipment installations in Dar es Salaam. ISRRT will be providing Q/A and Q/C sessions in addition to practical training in this technology. Director of Education Cynthia Cowling has been working with Regional Director Caesar Barare and also Regional education Representative Jenny Motto to put together this program which will use additional resource volunteers. We look forward to continuing our close relationship with WHO elsewhere as needs arise.

This can be seen is an example of Ethical Globalisation where many sources of support can be resourced for the benefits of those needing assistance.

This was highlighted to me just recently when I was invited to attend the Inaugural Nelson Mandela

Lecture at the University of South Australia in my home city of Adelaide. As a graduate of the University I am proud of its long commitment to social issues and values. On this occasion, the guest lecturer was Dr Musimbi Kenyoro of Kenya, who is formerly the Executive Director of the World YWCA. Her new role is the Director of the Population Program at the David and Lucile Packard Foundation. The Population Program is dedicated to reproductive health and to the integration of those services with critical global health issues like HIV/AIDS as well as other education and development issues. She is a member of the Ethical Globalisation initiative with Mary Robinson and Bishop Desmond Tutu. Her presentation highlighted the many issues facing women and children in many developing Regions of the world, such as the appalling rate of women who die in childbirth from lack of simple medical facilities.

ISRRT continues to play a significant role internationally in supporting the delivery of health care services by organisation such as WHO, but our Member Societies ARE ISRRT, and so play a key role in our contribution to Ethical Globalisation.

Secretary General Secretary General - Profile

I qualified in my home town, Aberdeen, at the School of Radiography which I went to following my education at the Aberdeen Grammar School. I then went on to qualify with the Higher Diploma and then a Fellowship from the College of Radiographers.

I moved to Cardiff in 1971 with my wife Alison and our three sons in order to commission the Radiology Department at the University Hospital of Wales and have lived in Cardiff ever since.

The profession of radiography has been very good to me and I have enjoyed (and continue to enjoy) every minute of it. It is an extremely satisfying career involving working not only with patients but also fellow professionals. Radiography has of course radically changed over the years but it still remains a caring profession which is very patient centred.

I’m retired from the National Health Service but I am still still very involved in the profession of radiography both in the UK and internationally. At present I am a panel chairman for conduct and competence hearings held by the Health Professions Council (HPC) and remain a member of various

professional bodies.

I qualified as a radiographer back in 1960 and became involved with the UK Society on moving to Wales. I became the representative for Wales on the UK Council and eventually became President of the UK Society and College in 1983. The highlight of my presidency was the Joint Conference of the ISRRT and the College of Radiographers. This conference was held in Brighton in 1984 and the Presdient of the ISRRT then was the late Mr Vauthilingam from Singapore.

I first became involved with the ISRRT as the UK Council member in the 1980’s and then progressed to Treasurer and a member of the Board of Management. In 2002 I was very honoured and proud to be appointed as Secretary General/CEO of the ISRRT a position which I thoroughly enjoy. The ISRRT celebrates its 50th anniversary in 2012 when the World Congress is in Toronto, Canada and by a strange coincidence the first Congress was held in Montreal. This will be a great milestone in the history of the ISRRT and I hope that many of us will be

present at the event.

In addition to radiography I have a number of interests. I’m very keen on going to the gym and try to go about five times a week. My travels on behalf of the ISRRT and the HPC sometimes make it difficult but even if I am abroad on business I try to keep fit. As a Scotsman living in Wales I very much support rugby which in itself is a game much played internationally. I have had several intense discussions with colleagues from the Southern Hemisphere on the relevant merits of our international teams. I am also a Magistrate in Cardiff and a Deputy Chairman on the Family Panel.

As I have already said radiography has been very good to me but I could not have done all that I have done without the full support of my wife Alison and my family. My three sons, Graeme, Alan and Nicholas all live and work in and around Cardiff which means that I regularly see my five grandchildren whose ages range between 7 to 17 years old (Charlotte, Alexander, Cameron, Mairghread and Amelia). As many of you know my wife Alison is very active in the ISRRT and knows many of you personally. Graeme is a GP in Newport, Alan is a Bank Manager in Cardiff and Nicholas has followed me into radiography. After a number of years working in the x-ray department he qualified as an Assistant Practitioner Radiography practising in Cardiff. I am very pleased to say that he has now started in the second year of the BSC Radiography course at the University of Wales.

Thanks to my career in radiography I have also been very fortunate to have gained several honours. I was awarded the OBE in 1998, a Doctorate from City University, London in 1999 and was made a Fellow

of the University of Wales College of Medicine the following year.

Radiography is a great profession which is recognised throughout the world. However we all need to continue to work together to promote education and training in all countries in order to ensure that the health of all is improved. I am sure that you will all strive towards this goal and I thank you for your past and continued support.

Available on the ISRRT website is an executive summary of a white paper – Defining the Future of Radiation Medicine: Where Technology Meets Cancer Care. The paper was authored by four leading clinicians in the field of radiation oncology cites recent advances in radiation medicine that coincided with significant improvements in disease detection and an overall reduction in the mortality rate of cancer patients. It details how advances in radiation therapy planning and delivery techniques, which include 3D visualization to map tumors, compare to previous treatment and planning methods. WPRO MeetingManila

September 22-26, 2008

Report by Cynthia Cowling, ISRRT Director of Education

AT the request of Robert George I recently attended the Annual Meeting of the Western Pacific Region of WHO in Manila. Rob and Maria Law were visiting China at that time in discussions regarding the 2010 ISR Shanghai Conference. My mandate was to give a short presentation to the representatives, highlighting our educational activities – including the relationship with PAHO. I was one of 12 NGOs who presented and I believe the presentation was received favourably. The examples I gave of poorly functioning equipment and insufficiently trained operators did seem to hit a note of resonance with the representatives. Several of the small Pacific nations are suffering from lack of personnel and lack of training and would like assistance from ISRRT. They have small populations (Kiribati, Marshall Islands, Micronesia) and any workshop would have to be centrally located in Fiji. This would have to be in cooperation with some other funding body as well because of the large travel distances. Robert and I have already heard that following the presentation, official representatives from Fiji are showing interest in assisting with workshops on Quality Assurance and Maintenance and also ultrasound.

The Director General Dr Margaret Chan was in attendance and many of the representatives from the various nations were Ministers of Health. A new Director General for the region was elected.

The meeting brought together NGOs from a number of

organisations and I was able to have discussions with several related to the possibility of international accreditation systems. (World Council of Nurses; World Federation of Physical Therapy; International Hospitals Federation) This will be useful if we intend to move forward in this area.

Sitting in on some of the business meetings re emphasised to me that as an organisation we must embrace a more careful connected strategic approach, such as results based management. This is the usual form of development in most international organisations that I know and at its simplest, it links budget to strategies, and results are measured on the success of expected results or performance indicators which are identified each year. I hope that if we do have another meeting of the board, that we seriously consider this approach. We must be seen to be on track with our strategic direction while being accountable to our members.

This was a marvelous experience for me as I have never attended a WHO related meeting before. I did find it rather overwhelming and recognized that we are just a small cog in a very big engine. Hopefully my “squeaking” made a few more aware of what we achieve with our modest budgets. The meeting next year will be held in Hong Kong and I hope that the VP will be able to take advantage of this and participate in some way. ™

Observations of the 15th ISRRT World CongressDurban, South Africa

I HAD the pleasure of travelling to the 15th ISRRT World Congress with Connie Mitchell, ASRT President. It was a 27 hour trip for us. We arrived in Durban just as night was falling. During the drive from the airport we could see the city lights which were sprawling and impressive. The real delight was in the morning when I opened my drapes and saw the Indian Ocean from my hotel room. It was my first time to see it. My surprise was when I looked to the right and saw this magnificent building, the Convention Center. I knew at that moment, that this was going to be a terrific Congress.

On my first day, I attended the Council meeting as an observer and was very impressed with the attendance of delegates from all over the world. Important issues were discussed and debated and I witnessed a real sense of commitment to the future of the profession internationally. My first visit to the convention center for registration set a very positive tone with a smooth registration process and an amazing state of the art convention facility that also reflected local culture in its décor and furnishings. I went to the auditorium for the opening session and was overwhelmed by the size and beauty of the space. This would be just a prelude to what was to come in the opening ceremonies. It started with an amazing group of native drummers followed by a beautiful choir from one of the local schools. Greetings were given by Fozy Peer, Sandy Yule and Robert George. I was privileged to be one of four opening session speakers and the diversity of topics and speakers set the tone for the upcoming scientific program. What followed over the next three days was an excellent

scientific program with interesting and relevant topics and prominent speakers from all over the world. I also facilitated a panel discussion on role extension that included representatives from the UK, US, Canada, Australia and South Africa. It was a very successful interactive session with many questions from the audience. I was very proud to attend a session that was funded by ASRT’s Education and Research Foundation’s International Speaker Exchange Grant. Mr Jorge Casanas presented a very informative session titled “Customer Service in the Imaging World: Building Partnerships within Healthcare Professionals”.

The two social events were truly memorable and definitely reflected the culture of the geographic venue, South Africa. The night at Ushaka Marine World featured great food, great music and a truly spectacular setting showcasing beautiful indigenous marine life. I wandered around in awe of the unique fish in the aquarium. The banquet was also well planned and executed. Although I got there towards the end (had to do a day trip safari!), I did get to see the magnificent traditional dress of many of the South African attendees. It was obvious that people had a great time.

The true camaraderie and professional respect that had developed among attendees was evident at the closing ceremonies. ASRT President, Connie Mitchell provided the local host society with a gift from New Mexico, home of the ASRT as did other societies. The smiles on the participants’ faces told the whole story – totally satisfied participants who had four days of professional education, interaction with their peers and also some fun! ™

FOR the first 20 years of my working life I was a radiographer. For the rest of my working life I was a manager of hospitals and health services before becoming a health service management consultant in the developing island countries of the south west Pacific. Now that I am retired, I am a volunteer consultant with Australian Business Volunteers and have had assignments in Indonesia, Papua New Guinea and Fiji. My most recent assignment was in East Sumba which is about half way between Bali and Timor at the eastern end of the Indonesian archipelago. Unlike most of Indonesian, the people of Sumba are predominately Christians but they maintain strong traditional ancestral and spirit beliefs. My assignment was with the 80 bed Lindimara Christian Hospital. It is located in Waingapu which is the capital of East Sumba and along with the 100 bed Government hospital, Lindimara provides the hospital services for the East Sumba’s 200,000 residents.

90% of the population of East Sumba subsist in poverty, as defined by the United Nations, growing what food that they can on the shallow limestone strewn land. There is no surplus produce to gain wealth for themselves or for Sumba and there are no significant productive industries to provide employment or exports to other parts of Indonesia. The only forms of employment lie in the various levels of Government and small commercial undertakings and, of these, the former is by far the greatest source of personal income. In this environment of an isolated minority with no capacity to earn wealth, the likelihood for East Sumbans to be self-sufficient and to be able to improve their health service infrastructure is dismal. To a worrying degree, they are dependant on Government grants and the generosity of donors for all of their basic services.

Lindimara provides general medical in-patient services for adults and children, maternity services, out-patient and outreach services. It does have an operating room but only Caesarean sections and minor surgery are conducted. The total workforce of the Hospital is approximately 120 only one of whom is a doctor. Five doctors from the Government hospital provide sessional services. Specialists in Surgery, Paediatric, Anaesthetics,

Obstetrics and Gynaecology, and General Medicine operate private clinics and in some cases are also employed by the Government Hospital. There is no Radiologist on the island and there is no system for obtaining radiological opinions except for the occasional visit by training radiologists from the Java teaching hospitals. The last such visit was over 2 years ago. The most common admission diagnosis for Lindimara is respiratory tract infections followed closely by malaria and gastro-intestinal infections with the associated diarrhoea and dehydration.

It is quite some years since I pressed an exposure button but I am sure that I used dental units with more capacity than Lindimara’s only x-ray machine. I also remember that we thought that an exposure time for a chest x-ray of more than 1ms was less than desirable. I must confess that I don’t know what is considered acceptable in the developed countries now but I am sure that it is much shorter than the 0.5 second, or longer, that is required at Lindimara. Not only are the exposures unacceptably long but the field is not collimated in any way so at 2 metres I guess the field of radiation covers most parts of most patients.

The X-ray room is operated by the “Head of Roengen” and his assistant. The Head (Mr Enos Ngongo Wudi) was trained in Jakarta in a year course designed for limited radiographic examinations. He has attended regular update courses and is licensed by the radiation authority. The

training that radiographers and other allied health staff are receiving. It seems to me that education has outstripped the real world of developing countries. There seems little point in training a person to be skilled in examinations that cannot possibly be undertaken and that would be of little or no clinical significance in the real world of poverty. It could be that the 3 years training would be more useful if it could produce paramedical technicians with basic and practical skills in radiography, pathology, pharmacy and physiotherapy. There appears to be a belief among academic and practising allied health professionals that you can’t be half or quarter of a radiographer or other Allied Health Professional. Of course there is a growing need for highly skilled radiographers and I have no doubt that a 4 or more years course is needed in developed countries and in the major centres of the developing countries. The needs are rather different in the world of antiquated x-ray equipment, where a well equipped laboratory has a working microscope, drugs are dispensed by a security guard and there is no physiotherapy at all. ™

quality of his work appeared, to these now inexperienced eyes, to be of quite a reasonable standard, bordering on remarkable given the equipment he has to use. His assistant is untrained except for on-the-job training from Mr Enos At present Mr Enos’s successor is undertaking the 3-year radiographic training course in Jakarta so that he can take over when Mr Enos retires in the near future. I wonder how much professional satisfaction a newly qualified radiographer will get from using an antiquated x-ray machine that any radiographer would regard as impossibly underpowered and dangerous.

One of the most often used catch phases in development aid is “appropriate technology”. We say it and we mean it but so often we wonder if anyone is listening. I have seen rooms full of donated hospital junk from over bed tables to EEG units and out-of-dated high tech ventilators. The recipients are too polite to send them to the rubbish dump where they belong. If equipment can not be easily made serviceable in a major city of the world there is no way it can be repaired in a place like Waingapu. It might only need a new wheel or a few screws but they are just not available. Lindimara hospital needs an as new, low tech and user friendly x-ray machine. Any unit provided to isolated areas like Sumba needs to be a basic model that is manufactured by companies with a significant presence in the country. It needs to have the unit delivered and installed and staff will need training on its use and maintenance. the technical requisites, the need to implement a broad program of quality assurance in medical exposure to radiation and to establish regulatory authorities.

However, only few Caribbean countries have regulatory authorities with specific mandates in this sphere and where they exist, in many cases their technical capacity and resources are too limited to satisfactorily execute their functions established in the national regulations adapted from the Basic Safety Standards. In general, the weakness and scant involvement by the health authorities in this area are of concern in this Sub -Region.

Imaging and radiotherapy services are currently playing an essential function in clinical health care processes. Radiotherapy is used today for the treatment of many kinds of tumors, and internationally, it is believed that it will continue to be key for the treatment of cancer in the coming decades. Imaging services cover a wide range of clinical applications, from the diagnosis and monitoring of very common diseases and situations with a high incidence, to more complex diseases such as cancer, AIDS, central nervous system conditions, or cardiovascular diseases. The clinical efficiency of these services hinges on the quality of care provided. The existence of well-trained professionals and implementation of quality assurance programs are essential for achieving the main objective, which are accurate diagnoses and effective treatment.

For all the reasons explained before, the creation and functioning of a Regulatory Authority and the implementation of quality assurance programs in radiological health services should be included in the Health Agenda of Caribbean Governments and in Regional Forums, such as CARICOM.

The Meeting

From December 17-19, 2007, the Pan American Health Organization (PAHO) Radiological Health Regional Program organized a technical meeting, Improving Diagnostic Imaging & Radiotherapy Services in the Caribbean, in Barbados to discuss and formulate strategies to aid in the improvement of radiological health services within the Caribbean. A group of professionals from Caribbean countries, representatives from the International Society of Radiographers and Radiological Technologists

Background

THE advantages and risks of using radiation in medical, industrial, or research applications are well known. The high potential risk for health that their use implies makes it necessary to take special precautions to protect patients, workers, public, and the environment from ionizing radiation.

Ionizing radiation is used extensively in medicine and it is expected that its use will even increase, as the benefits for patients are enormous, compared to the risks. In the 2000 report of the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) was stated that medical applications of ionizing radiation represented by far the largest man-made source of ionizing radiation exposure to the world population.

Failure to manage spent radioactive sources is common in Latin American and Caribbean countries. This coupled with the current international terrorism and the environmental impact that this waste can have. Radioactive waste needs to be properly managed, including its conditioning and safe storage.

On the other hand, a number of radiological accidents have occurred in the Latin American Region, some of which have caused deaths. The limited response capacity to radiological emergencies demands improvements in preparedness and response in this field.

PAHO, as an international organisation with mandate in this field, cosponsored the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources (BSS). This publication marks the culmination of efforts that have continued over the past decades towards harmonisation of radiation protection and safety standards internationally, and is jointly sponsored by the Food and Agriculture Organization of the United Nations (FAO), the International Atomic Energy Agency (IAEA), the International Labour Organization (ILO), the Nuclear Energy Agency of the Organization for Economic Co-operation and Development (OECD/NEA), PAHO and the World Health Organization (WHO).

In 1994, Caribbean Governments adopted a resolution to endorse the BSS during the XXIV Pan American Sanitary Conference (Resolution CSP24.R9). PAHO have been promoting the implementation of the BSS by member states since its publication. The Standards included, among

The discussions took place in four sessions dedicated to the following topics:

1.1. Educational programs for radiographers and radiological technologists within the Caribbean

1.2. Regulations/Legislation for radiation protection and safety in the Caribbean

1.3. Quality Assurance and Inventory of radiation sources, equipment and human resources

1.4. Maintenance of radiology equipment

The improvement of diagnostic imaging and radiotherapy services is a complex problem and involves several stakeholders at the individual, professional, ministerial,

national, sub regional, regional and international level. One of the major recommendations from the above mentioned meeting was to elaborate an Action Plan for the improvement of radiology services in the Caribbean to be submitted to all the Caribbean Health Authorities and to the CARICOM Secretariat.

Pursuant to that request, PAHO Radiological Health Regional Program prepared a draft document which was share with the technical group and experts from a number of Caribbean Countries. This group recommended the Action Plan for the Improvement of Radiology Services within the Caribbean.

This document has been sent to all relevant authorities within the Caribbean and will be made public upon receipt of comments and feedbacks from these relevant authorities. ™

He served in high-level management positions at the American Psychiatric Foundation, the American College of Cardiology and the American Academy of Physician Assistants. He also earned the certified association executive credential through the American Society of Association Executives.

In addition to his service at ASRT, Mr May participates in several outside organisations, including serving as the chairman of the board of directors for the American Red Cross, Mid-Rio Grande Chapter.

ASRT@RSNA R.T. Educational Track Program to Start in 2009

ASRT announced it has negotiated an agreement with the Radiological Society of North America to offer a one-and-a-half day educational track for radiologic technologists during the 2009 RSNA meeting. The meeting will take place November 29-December 4, 2009, at McCormick Place in Chicago, with the educational track scheduled for half a day on December 2 and all day on December 3.In addition to registered radiologic technologists, professionals working in other areas of radiology will have access to the educational courses.“RSNA is very pleased to be working with ASRT on this important educational program for technologists,” said RSNA’s Assistant Executive Director of Science and Education, Linda Bresolin, Ph.D., M.B.A., CAE.

The annual RSNA meeting is the largest gathering of medical professionals in the world, drawing more than 62,000 attendees in 2007. The technical exhibit floor covers 500,000 square feet and features more than 750 equipment and pharmaceutical manufacturers displaying

MR LYNN May will retire from his position as chief executive officer of the American Society of Radiologic Technologists on December 31, 2008, after 11 years of service to the organisation.

Mr May, 66, is only the fourth person to hold the top post in the ASRT’s 88-year history and his tenure is filled with a series of positive milestones for the organisation. Under his guidance, the association grew from 50,000 to 129,000 members and the association’s staff nearly doubled from 64 to 110, solidifying its status as the largest radiologic science organization in the world.

His efforts were also crucial in instituting long-term change in the radiologic science profession. He was instrumental in forming partnerships with the American Registry of Radiologic Technologists, the American College of Radiology and other organisations to introduce the radiologist assistant in the United States, which is now recognized nationally.

“Mr May has been a true asset to the ASRT organisation for the past 11 years,” said ASRT Chairman of the Board Connie Mitchell, M.A., R.T.(R)(CT). “His leadership skills were crucial in helping our organization garner global recognition as the major leader in the radiologic science profession.”

Mr May began his career at the ASRT in 1997 when he replaced Ward M. Keller, R.T.(R), who served the ASRT for 22 years. During Mr May’s 40-year career, he worked for the U.S. Department of Labor and then at the White House. In the 1980s, Mr May worked in the U.S. Department of Human Services, initially as deputy assistant secretary of public affairs, then as associate administrator of the Health Care Financing Administration.

ASRT Education and Research Foundation Hits Million Dollar Mark with Scholarships

As the philanthropic arm of ASRT, the ASRT Education and Research Foundation recently announced it has awarded more than $1 million (U.S.) in scholarships to more than 300 radiologic science students and radiologic technologists since 2000. The Foundation has awarded nearly $220,000 (U.S.) in scholarships to 59 students and R.T.s through eight different scholarship programs this year alone.

Scholarship programs include the:

• Jerman-Cahoon Student Scholarship Program, named in honor of two ASRT Pioneers – Ed. C. Jerman, ScD., the founder of ASRT, and John B. Cahoon Jr., R.T.(R), a highly respected educator and former ASRT president. Scholarships are awarded annually to students attending entry-level radiologic science programs.

• Royce Osborn Minority Student Scholarship Program, honoring Royce Osborn, R.T.(R), ASRT’s first black president. Scholarships are presented annually to students belonging to minority groups and enrolled in accredited, entry-level radiologic science programs.

• Elekta Radiation Therapy Educators Scholarship Program. Sponsored by Elekta, scholarships are awarded to assist radiation therapy educators pursuing advanced education to enhance their position as a program director, faculty member clinical coordinator or instructor.

• GE Healthcare Management Scholarship Program, sponsored by GE Healthcare, awards ASRT members pursuing advanced education in business administration, health care administration or health care management.

• Howard S. Stern Scholarship program, which awards scholarships to ASRT members pursuing additional education. It honors E-Z-Em Inc. cofounder Howard S. Stern and is supported by E-Z-EM Inc., which is now Bracco.

• Monster Medical Imaging Educators Scholarship Program, sponsored by Monster Healthcare, gives scholarships to program directors, faculty members, clinical coordinators or instructors pursuing their bachelor’s or advanced degree.

• Siemens Clinical Advancement Scholarship Program gives scholarships to assist medical imaging and radiation therapy professionals in improving their clinical skills through study in an associate, bachelor’s, master’s or doctoral degree program. Siemens Medical Solutions funds these awards.

• Varian Radiation Therapy Student Scholarship Program. Honoring radiation therapy pioneer Eileen McCullough, B.H.S., R.T.(R)(T), FASRT, this program assists students attending entry-level radiation therapy programs.

In April 2008, members of the convening committee

My name is Cestmir David and I was born November 3, 1951 in Prague. I graduated in my profession as a Radiographer in 1976 and started work in the Radiology Department of the Faculty Hospital Bulovka, Prague. In 1977 I moved to the Radiology Department of the Institute for Clinical and Experimental Medicine (IKEM) and I was appointed a head radiographer there in 1981. After the “Velvet Revolution“ (the end of the rule of the Communist party) I started with my work in the Committee of the Czech Society of Radiographers. I have performed the duties of President of the Czech Society and Council Member ISRRT. In 2001 I began my studies for the Bachelor’s degree in Radiography which I completed in 2005, I then continued with my studies and I graduated with a Master’s Degree in Crisis Radiobiology and Toxicology in 2006. I am at present working as the Head Radiographer in the Department of Radiology of IKEM Prague and I am the Vice President and Council Member of the ISRRT for the Czech Society of Radiographers. In addition to this I am the Chief Editor of the periodical journal of the Czech Society of Radiographers “Praktická Radiologie“ (Practical Radiology).

Mr S. C. Bansal is the General Secretary of the Indian Association of Radiological Technologists since 1999. He is working as a Lecturer Medical Technology in the Department of Radio-diagnosis and Imaging at the Post Graduate Institute of Medical Education and Research at Chandigarh. He did his Master’s in Medical Technology (Radiology with Radio-diagnosis as a special subject) in December 1983 and Master’s in Public Administration in 1978 and later on Post Graduate Diploma in Personnel Management and Industrial Relations. He has got more than 30 years of experience in the profession which includes eight years as X-ray technologist, six years as tutor and more than 16 years as a lecturer in the same institute. His wife Ms Amita is employed in Punjab University Chandigarh, son Sumit is a Dental Doctor and daughter Ankita has completed her Bachelor of Technology in Electronics and Communications.

Apart from teaching graduate and postgraduate students in Medical Technology (Radiology) as well as students of M. D. Radio-diagnosis he is the overall chief technologist responsible for looking after more than 60 X-ray technologists with 15 dark room personnel under him. He is also involved in purchase, care and maintenance of x-ray and imaging equipment installed in the department of radio diagnosis and imaging comprising of 1.5 Tesla MRI, 3 CTs (16 slice, 4 slice and single slice), DSA, Digital Radiography, CR System, and the 16 no. of x-ray equipment including digital fluoroscopy, mammography, digital radiography (CR & Flat panel), DEXA, high frequency x-ray units, etc.

Recently new equipment like 3T MRI, Biplane flat panel DSA, Digital Mammography, Digital Radiology and 4 nos. e hof 800mA X-ray units are under installation in the department.

1. CAMRT 2008 Annual General Conference Highlights/UpdatesThe CAMRT 66th Annual General Conference and Meeting was held in Moncton, New Brunswick June 5-8 and was a resounding success! Over 650 participants were in attendance and all were treated to outstanding educational presentations- many delivered by our peers. There were 70 vendor representatives there, whose assistance is crucial for the running of our conferences. This year’s Presidential award was presented, with a standing ovation of very emotionally charged audience of CAMRT members, to the Canadian Armed Forces MRT’s who have recently provided services in Afghanistan. 2. The 2009 AGCThe 67th Annual General Conference will take place in Vancouver June 4-8, 2009. A preliminary program will be distributed in December and I would be happy to obtain information for any fellow ISRRT members. I sincerely hope that many of you will be able to attend. We would love to have you there.

3. 2009 CAMRT Executive and President-Elect AnnouncedBesides the CAMRT Executive Director, Mr Chuck Shields, the CAMRT Executive will consist of once again President, Fiona Mitchell, RTT, ACT,CMS, FCAMRT; Vice President Michel Doucette, RTT; Treasurer Deborah Murley, RTR; as well as President-Elect Shirley Bague, RTR, RTMR, ACR, from Alberta. Shirley was announced as the winner of the election to the newly created CAMRT Board position of

President-Elect. She will serve as President-Elect until the end of December 2009, then as President for 2 years from January 1, 2010 to December 31, 2011.

4. CAMRT Office StaffNewly appointed CAMRT Director of Professional Practices will be Mark Given. A new CAMRT Director of Communications will also be required as Christiane Menard is unfortunately no longer with the CAMRT. She has accepted the Executive Director position for the Canadian Respiratory Therapy Association.

5. CAMRT has a newly revised Code of EthicsThe CAMRT Board of Directors has approved the revisions proposed by the Professional Practice Advisory Council to the Code of Ethics. A comprehensive promotional plan was developed by our Director of Communications that targeted members, students, educators, managers and other relevant stakeholders. Please let me know if you would like a copy.

6. DVD promoting the professionThe CAMRT has produced two DVDs to promote the profession. One version can be used in high schools and career fairs to promote the career choice of each discipline. The second version can be used to promote the profession to the general public.

7. MRT WeekNovember 2-8, 2009 – The theme for MRT Week in Canada this year is “The Power of Technology with a Human Touch”, which emphasises the knowledge, skills and judgment of technologists combined with the patient-centered approach to diagnostic imaging and therapy. MRT Week is the CAMRT’s most important public awareness initiative and has once again provided many creative ways of celebrating our week.

8. Representative Appointed to Canadian Panel of the International Society of Clinical DensitomitryCindy Hendricksen of British Columbia has been selected to serve as the CAMRT representative.

9. New Website on Digital Radiography ArtifactsA new website on digital radiography artifacts, developed by CAMRT member Euclid Seeram, and hosted by the British Columbia Institute of Technology (BCIT). Euclid also presented a paper on this topic at the CAMRT AGC in Moncton in June, 2008 and a copy of his presentation was published in the CAMRT Journal. The project deals with digital radiography artifacts and features a number of experts in the field who will be providing information not only on the identification of artifacts found in various Diagnostic Imaging department, but also to describe the nature of the artifacts in terms of how they are produced and how they can be eliminated or corrected.

The Australian Institute of Radiography has had another busy year with many opportunities for members to advance their knowledge and network with others at a variety of seminars and events conducted in various States.

Over 800 members and guests attended the 5th ASMMIRT – Melbourne 2008 in March. Congratulations to the convening committee for a well organised and professionally run Annual Scientific Meeting.Congratulations also to Fozy Peer and her committee for organising the 15th ISRRT World Congress in Durban, South Africa in April. Twenty-six Australians attended the meeting including the AIR President, Mr Chris Whennan and the Executive Officer, Mr Emile Badawy. I was very honoured to receive the ISRRT flag at the closing ceremony ready for the 2010 ISRRT 16th World Congress which will be held in Australia, the first time a world congress has travelled “down under”.In July, Emile Badawy retired as Executive Officer of AIR and has moved on to a new venture taking over a boutique hotel in Mexico. I know many of his friends from the AIR hope to visit him there. The AIR Board has also taken the opportunity due to Emile Badawy’s retirement to restructure some of the senior positions at the Secretariat. Our new Executive Officer is Mr David Collier who commenced in late June and is rapidly becoming familiar with the AIR operations. Following a review of the Professional Development Year (PDY) the AIR Board created a position for a National Professional Development Program Director to oversee the PDY on a national basis. Over the past couple of months delegations from Japan

and Korea have visited the AIR Secretariat in Melbourne. The President of the Japanese Association of Radiological technologists (JART), Mr Kitamura and Mr Kazumasa Kumigai the immediate past president, and their entourage visited the Institute as part of his farewell tour down under. A delegation from the DAEGU Health College recently visited Melbourne attempting to secure closer educational links with Australia.The AIR Board has approved for the last five years issues of The Radiographer to be published electronically on the AIR website in the members’ only section. This is the first step towards the Institute strengthening our publication in the wider publishing world.To Council members from the Asia/Australasian region, I hope to hear from you with comments or suggestions for educational issues within the region. Côte D'Ivoire

The National Society of Radiographers and Radiological Technologists in Côte d’Ivoire (ANTIMCI) have faced many problems since the civil war began in September 2002. Most members dwelling in areas controlled by rebels were chased away and lost

everything they had achieved during years of work. That crippled them in paying for the fees to the Society.

The intervention of the management board consisted in asking for assistance from private partners and the Ministry of Health. Fortunately this was a success.

On the subject of local actions, ANTIMCI actively participated to different major activities organised by the ministry of health such as:• The workshop on valorisation of human resources in

health care services in may 2002• The declaration of quality policy in health in July

2008. Moreover the Technical Committee worked hard to introduce a post graduate program of Medical Imaging Engineering in the education curriculum of radiographers.In Africa sub-region, we systematically participated to all the workshops organised by the African sub-region of ISRRT, in Burkina Faso (2003), and in Benin (2006).

Durban 2008 was our first experience in attending an ISRRT World Congress. One thing that should be pointed out is that Ivory Coast was the only African French speaking country which attended that congress.

The tremendous work accomplished by the South Africa Society of radiographers, in organising this 15th

ISRRT World Congress, was appreciated by our delegate who wrote an acrostic in honour of Dr Fozy Peer and the organising committee.

Concerning our projects, we are celebrating as of November 8, the World Radiography Day, an event that was instituted in our country by ANTIMCI last year. At this occasion we’ll set up the group of work to think about the elaboration of the “Strategic Plan” for the development of medical imaging in Ivory coast; a task in which we’ll certainly need a hand from ISRRT experts.

About international relationship, ANTIMCI is thinking about how to build Privileged relations with CARMT (from CANADA), OTRQ (Quebec) and AFPPE (France), in order to set collaboration for the benefit of their members.

Finally, on behalf of ANTIMCI board of management, I would thank everyone for their help and support during the last months; In particular I thank Phillipe Gerson and the French society (AFPPE) who have been a constant support to ANTIMCI.

We also congratulate all ISRRT members who have been appointed Regional Coordinators, Regional Vice President or Regional Directors.

I look forward with confidence to the strengthening ongoing work of our various societies for the benefit of ISRRT.

South Africa

The National Department of Health in South Africa has embarked on a process of gradual implementation of Digital and Computed Radiography Systems at many state hospitals. All new radiography equipment to be installed at most hospitals, will

either be digital or computerised units. Many radiographers now have to become acquainted with these latest technological developments. Hopefully this will lead to improved patient care (flow) and better job satisfaction amongst radiographers in the country.

Private practices for RadiographersPrivate practices for Radiographers among all four disciplines, has recently seen a small but significant growth. Many radiographers are using this opportunity to become self-employed by opening their own private practices. Private practices in South Africa is a lucrative business and many radiographers are reaping the benefits of this.

qualifications being offered across all four disciplines. The new qualifications were developed by the Standards Generating Body, and are currently under review by the South African Qualifications Authority (SAQA). Once these qualifications are approved by SAQA, Higher Education Institutions (HEI) will need approval from the Council for Higher Education (CHE) before offering such programmes. It is anticipated that this process will be completed by next year and that the new qualifications will be offered by the 7 HEI offering Radiography at the beginning of 2010.

Postgraduate qualificationsThe number of candidates enrolled for postgraduate qualifications across all 4 major disciplines, have grown steadily over the last few years. Most of these students are enrolled for Masters degrees, with fewer candidates enrolled for Doctorate degrees.

Nationally the profession now boasts with 3 Professors all employed by Education Institutions. This is remarkable considering that Radiography was only granted degree status about 13 years ago. This can only be good for the development of our profession here at the Southern Tip of Africa.

Our society had it’s 50th anniversary in May. Celebrations were held in Lahti during our annual R a d i o g r a p h y congress.

Society’s long served President Katariina Kortelainen is stepping down from her post. New board and president are to be chosen by the AGM. Our AGM is to be held in November.

New Clinical Radiography specialisation is introduced in Finland. Radiographers can specialise to some sub category of diagnostic or therapy radiography. The title is to be applied from Society of Radiographers. In order to get this title one must show strong clinical knowledge of that area which she/he wants to specialise in. This title can’t be achieved just by basic education and with long work experience. Register of these specialised radiographers

is kept-up by the Society of Radiographers together with the Union of Health and Social Care Professionals. With this system society wants to motivate radiographers and encourage to CPD. It also should have an effect on wages.Also new recommendations of CPD have been established by the Society of Radiographers. The Society’s new recommendation is that employers should arrange 5-8 days of CPD per employee. All this further education should be credit based. Employers have to keep a register of it’s employees with CPD.

Full membership of societies is open to national societies of radiographers or radiological technologists with similar objectives to the ISRRT. These are: “to advance the science and practice of radiography and allied sciences by the promotion of improved standards of education and research in the technical aspects of radiation medicine and protection”.
