SCHEDULE A
BRIEF DESCRIPTION OF THE WORKS
BRIEF DESCRIPTION OF THIS BID : The salient features of the work covered by this Bid and Specification is outlined below, for 400 kV & 132 kV rated voltage Air Insulated Switchgear (AIS) and 33 kV rated voltage Gas Insulated Switchgear (GIS) substation plant and civil works.
This Bidding Document is for the design, manufacture, quality assurance, new packing for export, insurance and shipment to site, complete construction and installation, jointing, terminating, bonding, earthing, painting, setting to work, site testing and commissioning, warranty for a period of 365 days for all equipment, including all civil works.
The detailed requirements are listed in schedule A and price schedule this documents. The brief description of works under this contract is as follows:
Scope 1: 400/132kV Substation:
Design, supply, delivery, installation, testing & commissioning of Construction of two(2) 400kv line bay in order to connect two(2) 400kv double circuit line from nearby payra thermal power plant. 400kv switchgear will be common for both line and HV side of 400/132kv ,250/325MVA Transformer. There will not be any 400kv busbar in the substation. Existing 132kv bus is double busbar system. This bus shall be extended for 4(four) bays in order to accommodate two(2) incomers from 400/132kv transformer and two(2) HV side of 132/33kv,80/120MVA transformer. Extension direction marked in the drawing.
Design, supply, delivery, installation and testing & commissioning of 2 X 400/132kV,250/325 MVA auto transformer, 2 X 132/33 kV, 80/120MVA transformer and and one 33/0.4 kV, 500KVA outdoor type earthing transformers connected to one of 400/132/33 kV transformer tertiary side; and
Outdoor type 36kV VCB with CT, LA, DS for earthing transformer to connect with tertiary side of one Auto transformer. Associated control, protection, substation automation, fiber optic multiplexer equipment for communication & protection, DFDR and civil works are also under scope of work of this bid.

Scope 2: 33kV Indoor GIS Switching Station:
Design, supply, delivery, installation, testing & commissioning of a complete new indoor type 33 kV GIS switching station consisting 8(eight) 33kV outgoing line bays with single busbar to accommodate two 33kV side of 132/33 kV, 80/120MVA power transformers, eight 33kV line feeder & one(1) 33/.415kV aux. transformer bays in order to facilitate 33kV Switching station(Distribution Part) auxiliary power supply; space provision shall be kept for future extension of six(6) outgoing 33kV bays.
Design, supply, delivery, installation and testing & commissioning of one 33/0.4 kV, 500KVA outdoor type auxiliary transformers.
Associated control, protection and civil works are also under scope of work of this bid.
Scope 3: Construction of Transmission Line:
Design, supply, delivery, installation, testing & commissioning of Construction of approximate. 1.2 km 400kV double circuit transmission line with twin Finch conductor from Payra power station complex to PGCB switching station/Substation.
The Contractor is responsible for ensuring that all and any items of work required for the safe, efficient and satisfactory completion and functioning of the works, are included in the Bid price whether they be described in the specification or not. This Bid provides for all parts of the works to be completed in every respect for commercial operation to the requirements of the Engineer. All details, accessories etc. required for the complete installation and satisfactory operation of the works not specifically mentioned in this Specification are deemed to be included in the contract price. The successful Bidder will be expected to complete the construction programme with the least possible interruption to the existing supply and no existing substation power supply will be allowed completely interrupted during works being completed under this contract.

REQUIREMET
The equipment to be designed, supplied, installed, tested & commissioned as stipulated in bid specification and shown in bid drawings: Item Description Scope 1 400/132kV Substation 1A 420kV Air Insulated Switchgear (AIS)
The 420kV AIS shall comply with the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and bid drawings; shall comprise the following:-
1A1 Two (2) sets of 420kV, 4000A, 63kA/1sec, 50Hz, 1425kVp BIL, live tank type, single
pole operated with electrical gang operation, SF6 gas circuit breakers with spring- stored energy operating mechanism. CSD (Control Switching Device) is required transformer switching which shall have to be considered for 400kV circuit breaker.
1A2 Two (2) sets of Disconnector 420 kV with Earthing Switch, 4,000 A, 63 kA / 1 sec, 50
Hz, 1,425 / 1,050 kV BIL, three pole, three column, double break, post type, motor operated disconnectors with motor-operated earthing switches, equipped with 3 + 3 motor & manual operating mechanism. (for Transformer bays).
1A3 Six(6) nos. of 420 kV, single-phase, oil insulated, hermetically closed, head type, 6-core,
multi ratio, 4,000-2000-1000/1A, 63 kA / 1 sec, 50 Hz, 1,425 / 1,050 kV BIL, post type current transformer.
1A4 Six(6) nos. of 420 kV, single-phase, oil insulated, hermetically closed, 3-secondary
winding, 400/V3 / 110/V3 / 110/V3 / 110/V3 kV/V/V/V, 63 kA / 1 sec, 50Hz, 1,425 / 1,050 kV BIL, capacitor type voltage transformers.
1A5 Twelve (12) nos. of 420 kV, single phase, heavy duty station class, gapless, metal oxide
type, Ur = 336 kV, Uc = 268 kV, 10 kA nominal discharge current, 50 Hz Calculation shall be required during design for confirmation.
1A6 One (1) lot of flexible bus conductors, insulators, fittings including all necessary clamps
and connectors required for completing switchgear connection as specified in the technical specifications and bid drawings.
1A7 One (1) lot of steel structures for gantry and equipment supports required for completing
switchgear connection as specified in the technical specifications and bid drawings.

1B 145kV Air Insulated Switchgear (AIS)
The 145kV AIS shall comply with the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and bid drawings; shall comprise the following:-

33 kV Circuits
The equipment to be supplied, installed and commissioned is shown in bid drawings are comprising of:-
1E5 Two(2) sets of Complete Control, Protection Metering & SAS system for 132/33kV
transformer including tap changer control (LV Side) 1E6 One (1) sets of Control, protection and SAS for 33/0,4 kV Auxiliary Transformer circuits,
including Control & Protection Cubicle. 1E7 Tariff metering including panel to accommodate programmable & recordable digital 3-
phase, 4-wire import and export MWh and MVArh meters (accuracy class 0.2s) for 420 kV line and transformer feeder (for each voltage level) , 132 kV transformer feeders for each voltage level) and Auxiliary transformers. For each feeder minimum two meters (main & check) from different manufacturer. The scope of works also includes supply of software(s) & connection cords of the above energy meters for future re-configuration.
1E8 One(1) lot of Integration with existing SAS (Manufacturer: Siemens ,Germany). 1F Power Cables & Cable Termination
1F1 132 kV XLPE, 2000sqmm cu cables & cable termination for connecting 132kV side of two (2) 420/132/33kV transformer to 132kV Bus.
1F2 33 kV XLPE, 800sqmm cu cables & cable termination for connecting 33kV side of two
(2) 132/33kV transformer to 33kV GIS. 1F3 33 kV XLPE, 185sqmm cu cables & cable termination for connecting tertiary side of
420/132/33kV transformer to 33/0.4kV station auxiliary transformer.

1G Multicore Cable 1G1 One (1) lot complete set of multicore low voltage 0.6/1.1kV, XLPE insulated power and
control cables (IEC 60502) shall be supplied, installed, glanded, terminated and have individual cores identified to be used for connection of all equipment supplied under the Contract. The cable routing and core schedules shall also be provided.
1H Earthing and Lightning Protection 1H1 One (1) lot of extension of earthing and lightning Protection. 1I Civil Works, Building and Foundation
Complete Civil Works, Building and Foundation shall be as per quantity mentioned in Schedule B.
1J Lighting, Small Power, Air Conditioning and Ventilation 1J1 One (1) lot of complete set of design, supply, installation and commissioning of
equipment to provide lighting (flood light LED type) for security, roadway, switchyard and emergency DC lighting at strategic locations for equipment operation and inspection.
1K Fibre Optic Multiplexer Equipment for Communication and Protection One (1) lot of design, supply, installation and commissioning for extension of existing
fibre optic multiplexer & communication equipment (AREVA, France made MSE 5001 type) and necessary works to interface with existing system is to be provided to accommodate new bays.
Underground optical fibre cables (24cores) from terminal box gantry structure at 400kV
transmission line termination point to MDF (Main distribution Frame) to be installed in control room. The Contract includes supply and installation of MDF and pigtail cables with adequate length. One (1) additional outdoor joint box for OPGW shall be supplied under this contract.
1L SCADA system for Telecontrol and Telemetering One (1) lot of Integration with existing SCADA to provide the telecontrol & telemetering
facilities required both at the existing National Load Despatch Center (NLDC) at Aftabnagar and Back up station at Biddut Bhaban. All required electrical signals shall be transmitted to the NLDC and Back up station at Biddut Bhaban through the Industrial Gateway of the substation automation system. All HV breakers, motorized disconnectors, tap changer, etc. shall be controlled form NLDC through the Gateway of the substation automation system using IEC 60870-5-104 protocol. All necessary modification works in the software of master station of NLDC and Back up station at Biddut Bhaban are to be carried out.

1M 1 & 2 Mandatory Spares, Erection & Test Equipment
Supply of complete spares and spare parts of transformer, switchgear, control equipment, protection relays, meters, erection & test equipment as per quantity mentioned in Schedule B.
Scope 2 33kV Switching Station
2A 33 kV Indoor Type Gas Insulated Switchgear (GIS)
The 33 kV indoor type GIS shall comply with the particular requirements as detailed in the Schedule of Technical Requirements included as Appendix A1 to this section and shall comprise the following:-
2A1 Eight (8) sets 33kV overhead line circuit bays (2000A), 31.5kA/1sec, 50Hz, 170kVp BIL
including main connections (termination of underground XLPE cable, 800sqmm,cu at GIS bay end) including protection and control requirements.
2A2 Two (2) sets 132/33 kV Transformer incomer circuit bays (2500A), 31.5kA/1sec, 50Hz,
170kVp BIL including main connections (termination of underground XLPE cable, 800sqmm (4 run), cu at GIS bay end) including protection and control requirements.
2A3 Single Busbar (3000A), 31.5kA/1sec, 50Hz, 170kVp BIL with two (2) Bus VT and ES
including main connections, protection and control requirements in One(1) lot. 2A4 One (1) set Bus Sectionalizer circuit bay (3000A), 31.5kA/1sec, 50Hz, 170kVp BIL
including main connections, protection and control requirements. 2A5 One (1) set 33kV 500KVA Auxiliary Transformer, 31.5kA/1sec, 50Hz, 170kVp BIL
including main connections (termination of underground XLPE cable, 800sqmm,cu at GIS bay end), protection and control requirements.
33kV Air Insulated Switches and Connection for 300KVA Auxiliary Transformers 2A6 Three (3) nos. of 30kV rated voltage, 10kA nominal discharge current, 50Hz, Heavy duty
station class, single phase surge arresters. 2A7 One (1) lot of conductors 36 kV, for connection of the 36 kV switchgear, 630 A, 31.5 kA
/ 1 sec, 50 Hz, 170 / 70 kV BIL, three phase. 2A8 One (1) lot of insulators and fittings including all necessary clamps and connectors
required for completing 36 kV switchgear. 2A9 One(1) lot of gantry steel structures and equipment supports required for completing 36
kV switchgear.

2B Power Transformers & Auxiliary Transformers 2B1 One (1) set 33k/0.4kV, 500kVA earthing Transformer with associated steel support
structures including all necessary connections, insulators & fittings. 2C Control, Protection, Substation Automation & Metering 33 kV Circuits
The equipment to be supplied, installed and commissioned is shown in bid drawings are comprising of:-
2C1 Eight(8) set of Control, Protection, metering and SAS for 33kV bays 2C2 One (1) set of Control, protection and SAS for 33/0,4 kV Auxiliary Transformer circuits,
including Control & Protection Cubicles 2C3 Tariff metering including panel to accommodate programmable & recordable digital 3-
phase, 4-wire import and export MWh and MVArh meters (accuracy class 0.2s) for 33 kV line and Auxiliary transformer feeders. For each feeder minimum two meters (main & check) from different manufacturer. The scope of works also includes supply of software(s) & connection cords of the above energy meters for future re-configuration.
2C4 One(1) lot of Integration with existing SAS (Manufacturer: Siemens ,Germany). 2D Power Cables & Cable Termination
2D1 33 kV XLPE, 185sqmm cu cables & cable termination for connecting 33/0.4kV station
auxiliary transformer with 33kV GIS auxiliary transformer bay. 2E Multicore Cable 2E1 One (1) lot complete set of multicore low voltage 0.6/1.1kV, XLPE insulated power and
control cables (IEC 60502) shall be supplied, installed, glanded, terminated and have individual cores identified to be used for connection of all equipment supplied under the Contract. The cable routing and core schedules shall also be provided.
2F Earthing and Lightning Protection 2F1 One (1) lot of complete earthing and lightning Protection. 2G Batteries, Chargers and DC Distribution 2G1 110V substation NiCad batteries complete with chargers and distribution switchboard to

be supplied, installed and commissioned to provide all DC supplies to equipment being supplied.The system shall generally be as shown in bid drawing and shall include:
Two (2) sets of 100% batteries complete, each capacity shall not be less than 330Ah at the 5-hour rate of discharge for 33kV switchyard. During execution stage the battery capacity shall be confirmed with calculation by the contractor considering the bays under scope of work and future bays as per clause 8.4.3 of section 8 of Volume 2 of 3 of the biding document. The battery with higher capability if required after calculation shall be supplied by the Contractor within the same Contract price.
2G2 Two (2) sets of battery chargers complete, each float charge shall not be less than 90A rating for 33kV switchyard. The charger rating shall be based on the load & boost charging rate and during execution stage after calculation if the higher charging charger is found to be required, it shall be supplied by the Contractor within the same Contract price.
2G3 One (1) lot of DC distribution board. The DC distribution board shall be with 25% overall spare switches for future use. 110V DC system and distribution equipment shall be located in the 33KV GIS control building.
2G4 48V DC system and distribution equipment to be supplied, installed and
commissioned in the 33KV GIS control building for the new fibre optic multiplexer equipment for communication and protection. One set shall be used as standby supply. The system shall generally be as shown in bid drawing and shall include: Two (2) sets of 100% batteries complete, each capacity shall not be less than 150 Ah at the 5-hour rate of discharge
During execution stage the battery capacity shall be confirmed with calculation by the contractor considering the bays under scope of work and future bays as per clause 8.4.3 of section 8 of Volume 2 of 3 of the biding document. The battery with higher capability if required after calculation shall be supplied by the Contractor within the same Contract price.
2G5 Two (2) sets of battery chargers of output 48V DC, 50A and input voltage three phase 50Hz, 415 V AC.
The charger rating shall be based on the load & boost charging rate and during execution stage after calculation if the higher charging charger is found to be required, it shall be supplied by the Contractor within the same Contract price.
2G6 One (1) lot of DC distribution board. The DC distribution board shall be suitable to connect the new fibre optic multiplexer equipment for communication and protection with 25% overall spare switches for future use.
48V DC system and distribution equipment shall be located in the 33KV GIS control building.

2H LVAC Distribution 2H 1 One (1) lot of LVAC switchboard for substation services to be supplied, installed and
commissioned, to provide 415/240V supply. LVAC Distribution shall be located in the 33KV GIS control building.
2H2 One (1) Nos. of 125A weather-proof socket. 2H3 One(1) lot of Tariff metering to accommodate programmable & recordable digital
3-phase, 4-wire import and export MWh and MVArh meters (accuracy class 0.2) for two 33/0.415 kV station auxiliary transformer feeder circuits. For each feeder minimum two meters (main & check).
2I Civil Works, Building and Foundation
Complete Civil Works, Building and Foundation shall be as per quantity mentioned in Schedule B.
2J Lighting, Small Power, Air Conditioning and Ventilation 2J1 One (1) lot of complete design, supply, installation and commissioning of equipment to
provide lighting, LV power supply, air conditioning system, ventilation system and emergency DC lighting for the 33KV GIS control building..
2J2 One (1) lot of complete set of design, supply, installation and commissioning of
equipment to provide lighting (flood light LED type) for security, roadway, switchyard and emergency DC lighting at strategic locations for equipment operation and inspection.

PREAMBLE
General
1. The Price Schedules are divided into separate Schedules as follows:
Schedule No. 1: Plant Supplied from outside the Employer’s Country .
Schedule No. 2: Plant Supplied from within the Employer’s Country.
Schedule No. 3: Design Services( Not applicable)
Schedule No. 4: Installation & other services.
Schedule No. 5: Summery of price schedule
2. The Schedules do not generally give a full description of the plant to be supplied and the services to be performed under each item. Bidders shall be deemed to have read the Employer’s Requirements and other sections of the Bidding Document and reviewed the Drawings to ascertain the full scope of the requirements included in each item prior to filling in the rates and prices. The entered rates and prices shall be deemed to cover the full scope as aforesaid, including overheads and profit.
3. If bidders are unclear or uncertain as to the scope of any item, they shall seek clarification in accordance with ITB 7 prior to submitting their bid.

4. Prices shall be filled in indelible ink, and any alterations necessary due to errors, etc., shall be initialed by the Bidder.
As specified in the Bid Data Sheet and Special Conditions of Contract, prices shall be fixed and firm for the duration of the Contract.
5. Bid prices shall be quoted in the manner indicated and in the currencies specified in the Instructions to Bidders in the Bidding Document.
For each item, bidders shall complete each appropriate column in the respective Schedules, giving the price breakdown as indicated in the Schedules.
Prices given in the Schedules against each item shall be for the scope covered by that item as detailed in Section 6 (Employer’s Requirements) or elsewhere in the Bidding Document.
6. Payments will be made to the Contractor in the currency or currencies indicated under each respective item.
7. When requested by the Employer for the purposes of making payments or partial payments, valuing variations or evaluating claims, or for such other purposes as the Employer may reasonably require, the Contractor shall provide the Employer with a breakdown of any composite or lump sum items included in the Schedules.
