At its meeting on 17 September 2014, the Board of Directors of
the African Development Bank Group (AfDB) approved a request for a
US $24.85 million loan to Angola. The loan will support the
country's efforts to diversify its economy, develop the private
sector, create jobs and, ultimately, deliver more inclusive
economic growth.The project has three components: (i) boosting
business competitiveness and entrepreneurship; (ii) supporting the
development of the Initiative pour la Promotion des Coopratives
(cooperatives promotion initiative, IPC); and (iii) project
management, monitoring and evaluation. The project also includes
plans to create a new competitive intelligence unit, set up an
entrepreneurship academy and introduce a regulatory framework
governing cooperatives. The AfDB loan will act as a catalyst,

Ever Signing of Acquisition Cross Servicing Agreement (ACSA)
U.S. Africa Command hosted its first ever signing of an
Acquisition Cross Servicing Agreement (ACSA), continuing the
mutually beneficial relationship the United States enjoys with its
partner nation Chad, Sept. 18, 2014.
The agreement allows for the rapid and uncomplicated exchange of
many types of common military necessities in exchange or trade for
money, services, equipment or supplies of equal value.
This agreement will continue to strengthen our bilateral
cooperation on international security issues, contributing to the
logistics, maintenance and supply support as well as the
interoperability of the armed forces of both nations, said Brig.

The ACSA signed at the AFRICOM headquarters replaces a similar
document that was signed in 2004.
The central bank, the National Bank of Rwanda (BNR), Friday
opened a new branch in Rwamagana town.BNR Governor John Rwangombwa
and Eastern Province Governor Odette Uwamariya oficiated at a

Ugandan cellular operator Airtel has agreed a three-year
advisory services deal with the International Finance Corporation
(IFC), part of the World Bank, to develop mobile money services and
strengthen inancial inclusion in the country. The deal, which is
worth USD3.9 million, is also being supported by the Bill & The
Board of Directors of the African Development Bank Group (AfDB) on
Wednesday, September 24, 2014 approved a US $29.49-million grant to
help inance the irst phase of the Nyakararo-Mwaro-Gitega (RN18)
Road Improvement and Asphalting Project in Burundi.The project,
which concerns 30-kilometre-long Nyakararo-
Melinda Gates Foundation. IFC will provide advisory services on
agent network management and product development in an effort to
expand the reach of mobile money services, particularly in rural
areas and for women.Greta Bull, IFCs Head of Micro Retail Advisory
Services in Sub-Saharan Africa, said: The lack of access to formal
inancial services means many Ugandans have no safe or sustainable
way of saving or transacting money. Mobile money offers great

Balancing Act
Tigo Wekeza (Tigo Invests), will allow over 3.5 million Tigo
Pesa users to benefit from quarterly interest payments based on the
balance held in their account.Tigo claimed a world first after
launching an innovative mobile money service in Tanzania which
offers users the opportunity to automatically earn a return on
their balance direct to their wallet without the need for a
separate registration.
The service according to Mobile World Live the service called
Tigo Wekeza (Tigo Invests), will allow over 3.5 million Tigo Pesa
users to benefit from quarterly interest payments based on the
balance held in their account.
Millicom, Tigos parent company stresses that Tigo Pesa users
will have the option to nominate a non-profit beneficiary in line
with their personal
cultural beliefs. This innovation reflects our commitment to
develop mobile money into an even more attractive service and will
extend financial inclusion further, said Hans-Holger Albrecht
Millicoms CEO.
It comes in a year when we have already pioneered cross-border
mobile money transfers with automatic currency conversion as well
as a unique interoperability arrangement with other operators in
Africa.
Earlier this month a one-time return to Tigo Pesa users based on
their accrued balances was announced. The trustees of these funds
were able to achieve an aggregate return of 9.2 per cent.
This and the new service has been authorised by the Bank of
Tanzania, following the announcement of new policy by the central
bank earlier this
year.In a separate
announcement, Millicom said it had established a joint venture
with Kalixa, an online payments firm, to develop a payments service
provider to operate in Africa and Latin America, initially
commencing in Colombia and Brazil later this year.
The joint venture will offer payment acceptance services
for both businesses and consumers, including payment gateway and
point of sale solutions for merchants as well as 1-click payment
and eWallet provision for online customers.
The partnership will cover the end-to-end payment ecosystem and
will offer multi-device and cross-platform services.

because it is a beautiful place located on the mouth of the River
Galana and lying on the Indian Ocean coast of Kenya, said

Blakk Rasta inks juicy 3-year recording deal
Africa Digital Media Academy has opened only East African motion
capture studio in Kigali.Motion capture is the process by which
live movement is recorded and the data used to more efficiently
create realistic animation for film and television.Motion capture
studio in Kigali is the first of its kind in east and central
Africa.Speaking at the press conference at Africa Digital Media
Academy offices in Kigali yesterday, the Director General
Ghanaian-International Reggae artiste, Blakk Rasta has signed a
mouth-watering three-year deal with the world's biggest Reggae
Music label VP Records, headquartered in the United States of
America.
According to VP Label Manager Donovan Williams, Blakk Rasta is
the first Ghanaian artiste to be signed onto the label and he is
confident that he is able to overcome hurdles associated with being
a Reggae Artiste in Africa.
He said Blakk Rasta has been accepted globally and we at VP
believe he can upgrade his dominance to include other continents
outside Africa which is his comfort zone. He has the energy and
vision and that for me is the thing. We are already impatient for a
new album from him.
Blakk Rasta in an interview said he believes that the VP Record
deal couldn't have come at a better time because now his music is
making waves both locally and internationally.
I have been looking forward to this all along but 'Jah' made it
happen now and as we say,

through foreign trainees who will be accessing the services from

capture studio will facilitate the country to earn foreign currency
from foreigners who will come for training in different areas like
film making, lighting, cartoon making and many other services
provided by the studio.According to Marler Christopher, director
Africa Digital Media Academy, the motion capture studio will
provide students with skills in filmmaking,
editing and lighting.Our studio has all modern high- technology
equipment for film making industries at international level. Our
studio has advanced motion capture which has been used in films
such as Lord of the rings and Avatar and Dawn of the planet of the
apes, Marler added.
Africa Digital Media Academy is part of the technical and
vocational education and training network, operated by WDA. It was
opened in January, 2012 and it trains Rwandans in all aspects of
advanced media production, from film editing and production to 3D
animation.Currently, the Academy is the process of admitting around

Blakk Rasta just returned from a three-month tour of North
America to attend to calls by his numerous fans to return to his
sterling radio show, Taxi Driver which is aired on Hitz FM.
The tour saw him bring down concerts and festival roofs in
America, Canada and the Caribbean. He also had the opportunity to
share the stage with reggae legends like Cocoa Tea, JC Lodge,
Marcia Griffiths, Machel Montano, Mighty Sparrow and many
others.
Blakk Rasta is also a published author and poet.

the global rankings, moving from 101st to 93rd in the Fifa rankings

performances that saw Amavubi reach the third and final round of
the 2015 Africa Cup of Nations The Commission of Inquiry probing
the Brazil World Cup 2014 fiasco was yesterday turned into an
intellectual discourse, as Counsel Thaddeus Sory, representing
seven witnesses who were subpoenaed by the Commission, raised
objections which ended up halting proceedings for the day.The
objection raised by Mr. Sory turned into a legal debate when the
Chairman of the Management Committee of the Black Starlets, who
doubles as the Vice President of the Ghana Football Association
(GFA), Frederick Crentsil, was the first to take to the witness box
to testify before the Commission.The Counsel, who was representing
six other witnesses, raised an objection about why his client (Mr.
Crentsil) had been subpoenaed to appear before the Commission,
seeking clarification on the legal status of his client before the
Commission, and that the notice was defective, because his clients
have to be given a mandatory time of two weeks after service of
hearing notice.He backed his objections with Constitutional
Instrument (CI) 82, 85 and 65, and emphasised that his clients
needed to be given a stipulated time to enable them appear well
prepared, also whether they were appearing as target witnesses or
none target.According to Mr. Sory, the rules of the Commission
provided for his client to be told whether he was a targeted
witness or not, which was not stated in the subpoena.He added that
the subpoena did not provide enough reasons why Frederick Crentsil
and the six other witnesses should give evidence before the
Commission, since it did not offer enough protection of his rights,
particularly, from future prosecution based on his evidence.Mr.

How would you actually deine the outline of the International
Carnival to attract tourist from all over the world?The Seychelles
Carnival has been delineated as the Carnival of Carnivals as it
endeavors to bring together the world, to parade together, to know
together and to enjoy together the vibrant cultural troops from
different countries. We can say proudly that if you want to see an
explosion of colours and cultures, it is Seychelles carnival that
fulils your demands. What was actually the idea behind the
innovation of this colorful carnival?Seychelles got its apple of
eye three years ago, it was an endeavor to increase the visibility
of the island globally and then of other island regions. We have a
body called the Vanilla Islands which encompasses the Islands in
the Indian Ocean. To showcase a new destination to the world, an
event was desperately needed.What are the endeavors of the Ministry
of Tourism & Culture to promote the tourism sector of
Seychelles in India particularly?Last year we organized our irst
Seychelles-India Day and it was good to see that we had 52
Bollywood directors along with press that came to Seychelles. We
will be counting on the assistance by the Bollywood industry that
this is the ideal
destination for you, this is Indian Ocean. You are home away
from home.We have Air Seychelles and Etihad Airways on board as the
partner
airlines. Comment.For past editions we always had Emirates, but
this year it was time for others as everyone should get a fair
chance and what would be the best moment other than carnival to
highlight our very own airlines. I think it was my duty as the
Minister
of Tourism to look at our national airlines, giving prominence
to it.How about having direct air connectivity from India to
Seychelles?This is what we are in for, we have Sri Lankan
Airlines lying and now, we want to have India on our air-route
chart. This year Seychelles will be making efforts to reposition
the island on India enabling to have a new direct access. Enlighten
us with the paybacks witnessed by Seychelles with this carnival
through its previous editions?Well, the main objective has always
been to look for visibility and the carnival provides us more than
what we can expect. The event got attention from around the world
thus, providing wide exposure to Seychelles and when we will become
visible we remain relevant, relevant in the world of tourism. As I
am here with Indo Africa Times , I appeal to get Indians, not just
Indian private sector but to get the support of Indian govt., to
get Sri Lankan govt., Maldives govt. Moreover, this depicts unity
and respect for each other and accentuates a message that the
governments of respective countries also value their people, their
culture and their land.
Every country possess an asset that makes it unique from others.
For Seychelles, that asset is its fanciful and fascinating tourism.
The whole prefecture is so pleasing that no tourist would like to
