Our annual TMCCP Graduate Institute will be held September 29-30 at the Hilton Galveston Island Resort. The educational session is “Character First,” a dynamic, life changing program you will not want to miss. The TMCA, Inc., Annual Business Meeting will be held during the Graduate Institute at 11:30 a.m., Thursday, September 29. As suggested by the membership during last year’s meeting, the entire agenda packet will be available for your review prior to the meeting. Please check the TMCA, Inc., website (www.unt.edu/municlerks) the week of September 19. You, our members, will be considering and acting on several important business items at this meeting, including adoption of 2005 resolutions as recommended by the Resolutions Committee, a bylaws amendment, and election of your 2006 officers. I encourage you to attend the Annual Business Meeting and actively participate in the business of your association. That evening at 6:00, our annual TMCA, Inc., Awards Banquet will be held at the Galveston Hilton. Our scholarship recipi- ents, committee chairs, chapter clerks of the year, 2005 retirees, and the nominees and winner of the 2005 Texas Municipal Clerk of the Year will be recognized and honored. Our 2006 President will deliver her acceptance speech. There will be special presentations and drawings for gifts for attendees. Dress is “after five” or business attire. Our 30 th U.S. President, Calvin Coolidge, re- marked, “No person was ever honored for what he received; honor has been the reward for what he gave.” Please attend so that together we can celebrate the accomplishments of our association and all its members. Glynnis New has been with theCity of Groesbeck since October2004, at that time as accountspayable clerk and other duties asassigned. In April 2005, she waspromoted to deputy city secretary.She is also enrolled in ourcertification program.

Glynnis is a newlywed, justmarried in February. She has afour year old son and a 15 monthold stepson.

Glynnis says, “I hope to learn asmuch as I can and will thoroughlyenjoy the program. So far, it hasbeen very interesting andintriguing. The very day I got mybooks, I was doing homework thatnight. Before I was named deputycity secretary, I had no clue aboutall the aspects of city government.”

She says that her city manager,Martha Stanton, TRMC, formerTMCA President, and her citysecretary Brenda Jackson, havebeen very supportive of her joiningTMCA and enrolling in thecertification program.

I called and welcomed her toTMCA and the certificationprogram, and congratulated her onbeing our 900th member!

In late June TMCA set amembership record of 900members, and the number hasgrown since. The 900th memberwas City of Groesbeck DeputyCity Secretary Glynnis New.Welcome, Glynnis!

The 2005 Texas Municipal League Annual Conference and Exhibition will beheld October 26-28 in Grapevine at the spectacular Gaylord Texan Resort andConvention Center. It promises to be an exciting event in this new venue. TheTMCA, Inc., affiliate session will be held on Friday, October 28, 2:00-4:00 p.m.Our program is “Practical Considerations in the Employee/Employer Relation-ship,” presented by George Hyde, and “Open Pits for Open Records,” presentedby Ronald J. Bounds. Both of these gentlemen are associate attorneys with the lawfirm of Denton, Navarro, Rocha & Bernal, P.C., San Antonio. Many thanks (inadvance) to our TML Booth Committee Chair Nancy Meadows, TRMC, citysecretary, Watauga, and the members of the North Texas Chapter for overseeing

our booth operations at the TML conference.

As of the date of writing this article, we continue to celebrate recordTMCA membership with 908 members, up from last year’s membershipfigure of 854. Many thanks to Membership Committee Chair Gary Smith,TRMC, city clerk, Baytown, all of our chapter presidents, and Board

Liaison Mary Kayser, TRMC, city secretary, Burleson, for their efforts toincrease TMCA membership. TMCA, Inc., continues to be TML’s largest

affiliate group!

The TMCA, Inc., Executive Board met on July 15 and considered a long agenda(243 pages, so transitioning to electronic packets this year did indeed save copyand postage costs for TMCA). One of the items considered by the board was areport from Advisory Management Committee Chair Terri Johnson, TRMC, citymanager/city secretary, Friona, regarding our future headquarters location on theUniversity of North Texas campus. The building that currently houses our officewill be demolished sometime in late 2006. UNT officials hosted a tour of ourproposed new location on the UNT campus. The meeting with the UNT officialswent extremely well, and we are very hopeful and optimistic that we will havemore good news to report on this issue soon! UNT continues to be a wonderfulpartner to us in our efforts to bring good government to all Texas municipalities.

I was delighted to visit Wichita Falls on June 15 to attend a meeting of the RedRiver Chapter. Although my original flight between D-FW and Wichita Falls wascancelled, these gracious municipal clerks waited for me to arrive. What a greatvisit we had about TMCA, TMCCP, and the advancement of our profession in allareas of our state! On June 25, my granddaughter, Kayli, and I had the pleasure ofjoining the tenth anniversary celebration of the Bluebonnet Chapter, held in thehome of Paul and Jo Moore, TRMC, city secretary, Abilene. The luau wascomplete with great food, grass skirts, birthday cake, fun and fellowship. Con-gratulations again to the Bluebonnet Chapter for achieving this important mile-stone! On July 29-30, I joined the Capital Chapter and Central Texas Chapter atthe annual Salado seminar. If you have never attended this yearly retreat hosted bythese two chapters, you are missing a wonderful opportunity to network and learnin a relaxing, picturesque, historic environment. I was honored to have ourExecutive Director, Dr. Joyce Snay, TRMC, co-teach with me a session called the“X-Y Simulation.” It was tremendous fun! I’m looking forward to visiting allTMCA, Inc., chapters before the end of the year.

The certification committee and our volunteer clerk authors have begun work onthe 8th Edition of the Texas Municipal Clerk Handbook. The handbook will be

completed and published early next year, and will include all legislative changes since thelast publication. This project is a tremendous undertaking and we thank the CertificationCommittee and clerks who will be contributing chapters to the publication.

All TMCA, Inc., committees have worked very hard this year, and some committees are stillworking on special projects and assignments to assist the Executive Board in improvingpolicies and procedures. “Thank you” seems inadequate to express our appreciation to all ofthese volunteers for their service.

This leads me to the topic of service.

I slept and dreamed that life was joy.I awoke and dreamed that life was service.I acted, and behold, service was joy!

When I came to the City of Bryan as city secretary, I thought I knew a lot about publicservice. I didn’t. I had always been a hard worker and tried to be nice, courteous and helpfulto all the people I came into contact with. The person who really opened my eyes to whatpublic service is all about is my city manager, Mary Kaye Moore. (Many of you know MaryKaye; she was a panelist last year during our TML affiliate session.) When I came to the Cityof Bryan, Mary Kaye was director of support services. She left for a few years to be deputycity manager in Odessa, but returned to Bryan as city manager in 2001. Mary Kaye “bubbles”service. I can’t think of a better way to describe her. Everything she does and every decisionshe makes are directed toward what is best for our citizens. The difference between MaryKaye and me back in my early days at the city was that I knew about customer service; sheknew about public service. Some of you may ask, “What’s the difference?” True, they are thesame in many ways. The difference, I believe, is public service is service with PASSION!Public service means being totally devoted, committing all your efforts toward a betterquality of life in your community, while promoting the profession you serve. It’s aboutbelieving in what you are doing, and why you are doing it. Before I knew it, I experienced aparadigm shift. It was impossible not to while being around Mary Kaye’s eternal optimismand love of service to others. I’ve tried to devote my professional life to one of public servicewith passion, following Mary Kaye’s example.

Sally Koch, American graphic designer, said, “Great opportunities to help others seldomcome, but small ones surround us daily.” As municipal clerks, we daily have so manyopportunities to do what may seem small at the moment, but over time, will make ourcommunities better places for us all.

I encourage you to passionately embrace every opportunity to serve your city organization,your citizens, our association, and our profession. By doing so, you will help to tell the storyof the Texas municipal clerks – the stars of Texas local government! As Winston Churchillonce said, “We make a living by what we get. We make a life by what we give.”

I look forward to seeing you September 29-30 in Galveston and/or at an upcoming chaptermeeting. In the meantime, if I can be of service to you, please let me know.

(More biographical information: www.unt.edu/municlerks/tmccp_seminar_gi1.htm)The Character First! program was developed in 1996 and has caught the attention of leaders inbusiness, government, education, and social organizations who are searching for a way to increaseproductivity and satisfaction among the workforce. Through hands-on activities and exercises thatdemonstrate how to recognize, develop, and promote the 49 identified character-based traits, theinstructors will illustrate how putting character first will enhance morale, increase productivity,reduce turnover rate, improve service quality, and strengthen work relationships and teams. Volunteer! Promote TMCATMCA Booth at the TML Conference

It is always great to have anopportunity to share informationabout the Texas Municipal ClerksAssociation, Inc. The best place todo that this year will be in theTMCA booth at the Texas Munici-pal League Annual Conference,October 26-28, at the Gaylord Texanin Grapevine.

The TMCA Booth at TML will give all of us an oppor-tunity to promote TMCA as well as the Texas Munici-pal Clerks Certification Program. Volunteers that workin the booth will experience such a good feeling whilegreeting and sharing TMCA information with othercity officials from all over the state. It is surprising thatmany city officials do not realize the many different dutiesand responsibilities of the municipal clerk. Many are notaware of how professional TMCA really is. This is ouropportunity to show how proud we are of this veryworthwhile organization.

The Municipal Code CorporationScholarship was established in 2002 inrecognition of the mission of TMCA,Inc., and TMCCP, which states:

“The Texas Municipal Clerks Associa-tion, Inc., and the Texas MunicipalClerks Certification Program are dedi-cated to providing an educational andprofessional development program fornovice and experienced municipalclerks.”

This $500 scholarship may be used by eligible members whoare pursuing the Texas Registered Municipal Clerk Certifica-tion or Recertification.

PURPOSE

The purpose of the scholarship isto advance the education,professional development, and jobperformance of Texas MunicipalClerks by providing financialassistance to the members who areenrolled in the Texas MunicipalClerks Certification Program.

SCHOLARSHIPCOMMITTEE

The Certification Committee willdeliberate and award the Munici-pal Code Corporation Scholarship.A Certification Committeemember applying for the Munici-pal Code Corporation Scholarshipmust abstain from the deliberationand award process.

The committee notifies themembership of the date, amountof the scholarship, and theselection criteria by announce-ment.

The executive director receivesand verifies the qualifications ofall the applications. The delibera-tions of the committee and theexecutive director are confidential.The selection(s) by the committeeis final.

of the scholarship. Cost-reimbursable expensesare exclusive to cost of enrollment, textbooks,and seminar registration fees.

The recipient must submit original, officialreceipt(s) issued by TMCCP to receivepayment for reimbursable expenses.

ELIGIBLE APPLICANTS

Eligible applicants shall be current paidmembers of TMCA, Inc., and shall have beenpaid members of TMCA, Inc., for twoconsecutive years previous to application forthe scholarship. Applicants must be activelypursuing certification or recertification in theTexas Municipal Clerks Certification Program.

SELECTION CRITERIA

1 Applicants must meet all of the eligibilityrequirements.

2 Scholarships will be awarded on the basis ofan applicant's academic qualifications.

3 Preference will be given to applicants whohave not received a previous award.

4 Preference will be given to 1) municipalclerks/city secretaries; 2) assistant or deputymunicipal/deputy city secretaries; and 3)other TMCA, Inc., members.

5 Recipient of the Municipal CodeCorporation Scholarship is automaticallyineligible to receive the Lila Fern MartinScholarship, the Franklin Legal Publishing,

POST AWARD REQUIREMENTS

The scholarship recipient must complete thesame TMCCP course for which the MunicipalCode Corporation Scholarship funds werereimbursed. Failure to fulfill these requirementswill obligate the recipient to repay TMCA,Inc., the amount awarded. Failure to repay theawarded funds shall result in appropriate legalaction by the Texas Municipal Clerks Associa-tion, Inc.

The scholarship recipient pursuing TRMCcertification shall maintain a passing grade,receive passing examination grades, and attendthe total 24 hours of the two requiredseminars.

Certification CommitteeChair Linda Knight,TRMC, was appointedBreckenridge’s city secretaryin October 1992. Shepreviously served as assistantcity secretary and adminis-trative assistant to the citymanager from April 1975until she was appointed citysecretary. She holds theTexas Registered MunicipalClerks Certification (No.307), and completed her firstrecertification in January2003. She is currentlyworking on her secondrecertification.

Linda has served as secre-tary, treasurer, vice presidentand president of the Blueb-onnet Chapter. She hasserved on various commit-tees of the chapter also. Shewas honored as the Bluebon-net Chapter Municipal Clerkof the Year in 1996. She hasserved on the TMCA, Inc.,Municipal Clerk of the Year

Committee as committeemember and chair and as acommittee member on theMembership Committee.She co-authored Chapter 6,“Municipal Purchasing andContracting,” in the sixthand seventh editions of theTexas Municipal ClerksHandbook, and is currentlyoverseeing the publication ofthe eighth edition.

Linda states, “It has trulybeen an honor to serve aschair of the CertificationCommittee this year. Ibelieve the education thatyou receive through TMCCPwill be one of the bestinvestments that you canmake in your profession ascity secretary/municipalclerk. It will give you theconfidence and knowledgethat you will need to do yourjob in a professional manner.My hope is that through thescholarships awarded by thecommittee, someone, who

might otherwise have beenunable to attend a TMCCPseminar, has been given theopportunity to attend one ofthis organization’s greateducational and professionaldevelopment programs. Arthur Camacho Jr.,TRMC, was appointed citysecretary of Ranger in 1999.He held that position untilhe was appointed citysecretary for the City of Azlein January 2005. He re-ceived his Texas RegisteredMunicipal Clerk Certifica-tion (No. 414) in January2003, and will recertify in2007. Art was a recipient ofthe Dorothy F. Byrd Scholar-ship in 2001 and the LilaFern Martin Scholarship in2003. appointed city secretary for Tye. In Decem-ber 2000, she was appointed city secretaryin Azle and then in December 2002, shemoved to Rowlett where she is currentlyserving as city secretary. Susie received herTexas Registered Municipal Clerk (No 295)certification in January 1997 and recertifiedin 2002. She received the Dorothy ByrdScholarship in 2002.

Susie is a member of the North TexasMunicipal Clerks Association (NTMCA)and currently serves as treasurer for the localchapter. In 2005, Susie was named asNTMCA Municipal Clerk of the Year. Shewas a charter member of the BluebonnetChapter and served as its first president. In1995, she was honored as the BluebonnetChapter Municipal Clerk of the Year. Thisyear, she was presented with a plaque ofappreciation at the 10th Anniversary Celebra-tion of the Bluebonnet Chapter. Susie co-authored Chapter 10, “Board and Commis-sions and Constitutional Oath of Office,” ofthe seventh edition of the Texas MunicipalClerks Handbook.

Serving on the certificationcommittee for his third year,Art says, “The education Ireceived through the TexasMunicipal Clerks Certifica-tion Program has beenespecially beneficial inhelping me maneuver thougha different level of municipalservice in a larger city. I feelprivileged to be able to serveon a committee with otherindividuals who are devotedto providing this fineeducational and professionalprogram to other municipalclerks throughout the state.And the true friendshipsshared through TMCA, Inc.,are an additional enjoymentof this program.”

LaDonna Floyd, TRMC,began working for the Cityof Nederland in 1977 afterreceiving an AssociatesDegree from Lamar Univer-sity. While working for thecity she has worked in everydepartment until appointedto the city clerk’s position inMay 1993. LaDonnacompleted the TRMCCertification in January 1998(No. 306) and recertified in2003. She also received thedesignation of CertifiedMunicipal Clerk through theInternational Institute ofMunicipal Clerks in Novem-ber 1997. LaDonna wasaccepted into IIMC’s MasterMunicipal Clerk Academy inFebruary 2003.

LaDonna co-authored chapter 14, “Elec-tions,” of the seventh edition of the TexasMunicipal Clerks Handbook. She served aspresident and chair of several committees ofthe Golden Triangle Chapter of TMCA, Inc.

About her service to the certification com-mittee, LaDonna says, “It is such an honor tonot only serve, but to be associated with thisgreat state association and certificationprogram. We strive to serve all memberswith the highest level of educational oppor-tunities through the Texas Municipal ClerksCertification Program and to keep allinformed of new legislation that affects allcities – large and small. Every graduate, andthose currently enrolled in the program,should be extremely proud of their accom-plishments. receive her recertification January2006. She obtained the designation ofCertified Municipal Clerk through theInternational Institute of MunicipalClerks in December 2003. Toni was arecipient of the Dorothy F. ByrdScholarship in 2003.

Toni is currently vice president of theSouth Plains Chapter of TMCA,previously serving as director, reporter,and treasurer, as well as on variouscommittees. She will co-authorChapter 4, “Municipal Finance,” of theeighth edition of the Texas MunicipalClerks Handbook.

“As a past recipient of the Dorothy F.Byrd Scholarship, I understand thebenefit this committee gives foreducation. Today’s budget constraintshave an impact on our continuingeducation. I am proud to be a part of agroup that is beneficial to providingeducational assistance and encourage-ment to municipal clerks all over thegreat state of Texas. I was encouragedby fellow municipal clerks, and I striveto also encourage other clerks to enrollin the best educational resource inTexas.”

This is Susie’s second year to beserving on the certification committeeand she states, “It is a privilege to workas a public servant, assisting ourcitizens with their questions and theirproblems. The Texas Municipal ClerksCertification Program is one of the bestprograms in the nation for a profes-sional to acquire the knowledge andskills to do the best job we can for ourcities. It is an honor to participate witha committee that is committed toassisting Texas clerks by providingthem with the opportunity to succeedin this very educational programwhether they are certifying for the firsttime or recertifying once again.”

Toni Wilson, TRMC, was hired by theCity of Sundown in April 1983, as taxand court clerk. She received theRegistered Texas Collector certificationin November 1986. After two years shetransferred to utility billing for the city.Toni assumed the election process andpersonnel department responsibilitiesas well as the financial duties prior toofficially being appointed as citysecretary in October 2000. Toni is aTexas Registered Municipal Clerk (No.385). She completed the TRMCCertification in January 2001, and will

Mr. Chris Shalby, director of communi-cations/marketing for IIMC, has been

named as interim executive director of IIMC. FormerExecutive Director Joe Tiernay is now the executive directorof the Ontario Good Roads Association in Ontario, Canada.The IIMC executive committee, along with three otherindividuals, will be interviewing candidates for the IIMCdirector of education and research on August 12-13 inArlington, Virginia, at the IIMC satellite office.

Your Region IV directors have appointed a Region IVcommittee to study the IIMC constitution for recommendedchanges. The IIMC constitution is in dire need of updating.Marty Hendrix, TRMC, city secretary, Fort Worth, willrepresent Region IV on the IIMC Constitution Review Task

Marie Dolores Cordova,TRMC, has been employedwith the City of Jourdantonsince August 1984, servingas utility billing clerk beforeappointment to her currentposition in 1996. Marieearned her TexasRegistered Municipal ClerkCertification in 2001 (No.368). She is active inprofessional affiliations,including IIMC, TMCA, andTexas Association ofAssessing Officers.

Martha Gillett, TRMC;Linda Knight, TRMC;Aimee Nemer, TRMC; andKaren Thompson, TRMC,have been awardedIIMC’s Certified MMCdesignation. They join81 active municipalclerks from Texas whocurrently hold the CMCdesignation.

Martha Gillett, TRMC, citysecretary, La Porte, hasbeen employed by the City

of La Porte as humanresources assistantmanager from 1981 through1988, and as city secretarysince 1997. She earned herTexas Registered MunicipalClerk Certification in 2001(No. 372). Martha is activein professional affiliations,including IIMC, TMCA(where she has served onthe membership and thescholarship committee), andthe Salt Grass Chapter ofTMCA (where she hasserved as president).

Linda Knight, TRMC, hasbeen employed with theCity of Breckenridge sinceApril 1975, serving asadministrative secretary tothe city manager, and asassistant city secretary,before her appointment toher current position of citysecretary in October 1992.Linda earned her TRMC in1998 (No. 307). She isactive in professionalaffiliations, including IIMC

and TMCA, where shecurrently chairs thecertification committee.

Aimee Nemer, TRMC, hasbeen employed as citysecretary of the City ofMurphy since November2004. Prior municipalexperience includes servingwith the City of Wylie forseven years. Aimee earnedher TRMC in 2005 (No.475). She is active inprofessional affiliations,including IIMC, TMCA, andthe North Texas MunicipalClerks Association Chapterof TMCA.

Karen Thompson, TRMC,has been employed with theCity of Pflugerville sinceMay 1999, serving asassistant city secretarybefore appointment to hercurrent position of citysecretary in January 2000.Karen is active inprofessional affiliations,including IIMC and TMCA.

Lydia Ozuna, TMLBoard Representa-tive was appointedby TML PresidentDock Jackson toserve on the TML2005 Budget andAudit Committee.This Committeemet on May 20,2005 in Austin,

Texas to review preliminary budgetdocuments. The Committee approved apreliminary draft of the budget.

TML Board met on June 17 in Austin.

President Jackson reported that NLCwould hold a Youth Council Summit inSan Antonio, Texas, September 24-28,2005. Municipalities with YouthAdvisory Councils will benefit greatlyby attending this Summit.

Frank Sturzl, TML Executive Director,and Staff presented a follow-up on the79th Legislative Session. Some high-lights are as follows:

• AG Opinion – PUC has authorityover rights of way. Although City ofAllen appealed this, PUC decision wasupheld. Shows trends of courts towardsmunicipalities as well as the erosion oflocal control in the Legislature and thecourts. SBC had approximately 124lobbyists and spent between $3.3million and $6.5 million on this effort.

• AG Opinion – Open MeetingsAct: Quorum discussing city businessconstitutes a meeting. This A.G.opinion provides guidance on criminalconspiracy of Open Meetings Act. The“Daisy Chain Issue” or “WalkingQuorum” allows that less than a

quorum can discuss issues amongsteach other but not on the merits ofhow they will vote on certain issues.

• Trial Court Opinion: Any Chapter380 agreement that lasts longer than ayear is unconstitutional. JHR-8 Consti-tutional Amendment will be on theNovember 8 Ballot.

• Municipal Court fees increased.Legislature sets fees for perceived needsbut do not increase taxes instead putthe task on cities to collect additionalfees.

• Elections – Uniform election datesare the second Saturday in May and thesecond Tuesday in November.

Sherry Mashburn presented Teresa Valdez, TRMC, citysecretary, Bastrop, with the honor of the Municipal Clerk ofthe Year for the Capital Chapter for 2005. The Capital Chaptermembers decided to contribute $500.00 to the Dorothy F.Byrd Scholarship Fund. The members further decided tocontribute a $75.00 Visa gift card as a door prize at theTMCA Graduate Institute. Betty Brown presented the effectivedates of many of the bills passed during the last legislativesession that will affect cities. The meeting schedule for the restof 2005 and for 2006 was discussed and set. Karen Thompson

was congratulated on achieving her CMC with IIMC. Betty Brown congratulatedMary Lynne on her work as president of TMCA. Mary Lynne Stratta reported onsome of the activities with IIMC. President Garvel adjourned the meeting.

Jim Moore, communications director, Leadership Management, Inc., and councilmember of Hillsboro, was the guest speaker. Mr. Moore began his presentationwith remarks of appreciation for the role that city secretaries play in municipalgovernment. He presented a formula on how to determine your actual rate of pay.More importantly, he elaborated on how to determine the value of your time andhow to make better choices on high pay-off activities. He also emphasized theimportance of teamwork.

The chapter also discussed our nomination for the Municipal Clerk of the Year.Patricia Ervin, TRMC, city secretary, Waco, was unanimously nominated. Anominating committee was appointed to make recommendations on next year’schapter officers.

Cynthia Contreras, city secretary, Bishop, hosted the Chaptermeeting on May 25 in Bishop at the Taqueria Jalisco. Thespeaker for this meeting was Clarissa Martinez, communityservices specialist, Office of Rural Community Affairs.Those in attendance were: Esther Arzola, city secretary, PortAransas; Pat Brown, administrative assistant, Rockport; PamHatzenbuehler, deputy city secretary, Port Aransas; EdnaLopez, city secretary, Kingsville; Irma Parker, city secretary,Rockport; and special guest Georgina Ibarra, TML FieldServices Representative. After the meeting and program,Bishop city officials provided participants with a tour ofBishop City Hall.

Several chapter members also took the opportunity to attenda workshop presented by Nan Pfiester of the Texas StateLibrary on May 4 titled “Improving Your Filing Systems.” Anadditional workshop will be presented by TSLAC’s KimScofield, government information analyst, on August 17 inRockport. That workshop topic is “Managing ElectronicRecords for Local Governments.”

The August chapter meeting will be held on August 25 inRockport at the Lighthouse Inn at Aransas Bay. CoastalBend Council of Governments Instructor Danielle Gibson,will present a program on “Weapons of Mass Destruction.”This is an ongoing program to assist in development of anemergency management resource book for use by bothcoastal and inland communities. Also, we are happy toannounce that TMCA President Mary Lynne Stratta,TRMC, city secretary, Bryan, will be the chapter’s specialguest at our August meeting.

The North Texas Municipal Clerks Association Chapter held our annual recogni-tion luncheon on June 8, as our regular meeting, at the Harvey Hotel in Irving atnoon, which included recognition of accomplishments of members. The TexasMunicipal Clerk of the Year Committee, which includes Chair Codi Delcambre,TRMC, city secretary, Argyle, along with members Pam Schmidt, TRMC, citysecretary, Richardson; and Jean Dwinnell, TRMC, town secretary, Westlake,announced and recognized Susie Quinn, TRMC, city secretary, Rowlett as theNTMCA City Secretary of the Year.

At the July 13 meeting, our nominating committee, which includes Chair PaulaLawrence Paschal, TRMC, town secretary, Flower Mound; Shelly Doty, TRMC,city secretary, Cleburne; and Ivy Peterson, TRMC, deputy city secretary, Cleburne,presented the following slate of proposed officers for 2005-2006 to the member-ship: President Jeanne Fralicks, TRMC, city secretary, Duncanville; Vice PresidentSusie Quinn, TRMC, city secretary, Rowlett; Treasurer Ashley Mitchell, TRMC,city secretary, Carrollton; Secretary Sandy Hart, TRMC, city secretary, McKinney;Historian Codi Delcambre, TRMC, city secretary, Argyle. NTMCA. The NTMCA Chapter covers a very large area of nineteen counties, whichincludes all of TML Regions 8 and 13. The proposed new chapter (Lone Star) includescounties in the far northeast portion of the NTMCA region. The counties include Collin,Fannin, Grayson, Hunt and Rockwall, which are a portion of TML Region 13. TheNTMCA members that made the presentation of the proposed new chapter were SandyHart, TRMC, city secretary, McKinney; Dorothy Brooks, city secretary, Rockwall; AimeeNemer, TRMC, city secretary, Murphy; Carole Ehrlich, TRMC, city secretary, Wylie; andRosa Stovall, city secretary, Lavon. It was noted that chapter dues would be $25 and thatchapter membership would not be restricted to any one chapter. City secretaries and otherinterested individuals may belong to either or both chapters. As a result of the discussions atthe meeting, information on the new chapter and a survey was mailed out to all city secretar-ies in TML Regions 8 and 13 in an effort to get as much information as possible out toeveryone in our area. The membership will vote on a resolution supporting formation of thenew chapter at the September 14 meeting.

TMCA President Mary Lynne Stratta, TRMC, city secretary, Bryan, will be the special guestspeaker at our September 14 meeting and we are looking forward to hearing her remarks.

Our reception committee, which includes Chair Cathy DiMaggio, TRMC, city secretary,Grand Prairie; Linda Rhodes, TRMC, city secretary, Lake Worth; Mary Kayser, TRMC, citysecretary, Burleson; and Kathy Wingo, TRMC, deputy city secretary, Frisco, planned a goodtime for all for the Texas Municipal Clerks at the August 18 and 19 seminar in Irving, whichincluded door prizes and bus transportation to Grapevine Mills.

The holiday celebration committee, which includes Chair Carole Ehrlich, TRMC, citysecretary, Wylie; Rosa Stovall, city secretary, Lavon; and Aimee Nemer, TRMC, city secre-tary, Murphy, is busy making plans for the holiday celebration.

At the April meeting we were honored by the presence ofTMCA President Mary Lynne Stratta, TRMC, city secretary,Bryan. Mary Lynne gave a program on the Texas MunicipalClerk certification program and legislative issues effectingmunicipalities. Her program encouraged active participationin the organization and highlighted the importance andrewards of achieving certification through Texas MunicipalClerks.

The June meeting was highlighted by a program entitled“The Basics of Mobile, Manufactured and Modular/Industri-alized Homes” presented by Angelique Weaver. Weaver gavea very informative presentation regarding the differences inthese structures as well as tips on identifying the structures.

Minutes and treasurersreports were given at bothgatherings. President Hensonreported that TMCAmembership was up to an alltime high of approximately900 members and thatTMCA lapel pins were nowavailable for $35.00. Hensonalso reminded the memberspresent that scholarshipmonies are available fromTMCA for travel andtraining purposes.

LeAnn Gallman from thePlains Chapter reported onthe Public Employee Man-agement seminar held April7-8 in Dallas. Suzanne Finchand Connie McKiernan were

also in attendance from the Panhandle Chapter.

Secretary/Treasurer McKiernan proposed that the secretarybe appointed the records retention officer for the chapter sothat records not legally required to be retained may bedisposed of. Additionally she proposed that when newofficers take their positions in December 2005 the offices ofsecretary and treasurer be separated to allow for the mem-bership to more efficiently share the responsibilities of thechapter. Members of the chapter concurred that this wouldpositive action for the group. President Henson expressedappreciation for the excellent attendance the PanhandleChapter has achieved and encouraged the group to pursuecertification with TMCCP.

Lydia Ozuna, city clerk, Wichita Falls, was nominated TMCA Municipal Clerk ofthe Year. Special guest President Mary Lynne Stratta presented a very informativetalk about the recent house bills that were passed that will effect Texas cities.Also, the members held a roundtable discussion on the DRE’s that will berequired January 1, 2006, for elections.

The next meeting will be held September 21 in Wichita Falls. The program willbe Cobe Dunn, Department of Information Resources.

In preparation of the 2005/06 year, SaltGrass officers sent a survey to allmembers asking their opinion onmeeting times, locations, and meetingtopics. The survey “borrowed” an ideafrom the Texas Municipal ClerksAssociation, Inc., by giving a descrip-tion of all the Salt Grass committeesand inviting members to volunteer toserve on a committee. The survey willbe used to plan activities for this yearand in the future.

Members began the year with aninformative seminar at the Hess Clubin Houston in August by Robert HalfManagement Resources on “Network-ing Tactics for Career Success.”

On September 14 Deer Park will hostan all-day seminar at the BattlegroundGolf Course. This is a fantastic facilitywith delicious food. The law firm ofOlson & Olson will conduct a session

on duties of notaries. Baytown City Secretary Gary Smith,TRMC, will present an update of the 2005 legislativesession.

Other scheduled events for the 2005/06 year are the annualholiday party in December; the annual public informationseminar in March; and the installation banquet in April.

Patrice Fogarty, TRMC, city secretary, Missouri City, wasnamed Salt Grass Chapter Clerk of the Year for 2005. Patricewas honored as the TMCA Clerk of the Year in October2003.

We are proud to nominate Martha Gillett, TRMC, citysecretary, La Porte, as the Salt Grass Chapter’s nominee forTMCA Clerk of the Year. Martha was the Salt Grass Chapter2004 Clerk of the Year.

The South Plains Chaptermet on June 15 at theLubbock County ElectionsOffice, Lubbock, Texas. Themeeting was hosted by theCity of Muleshoe and CitySecretary LeAnn Gallman,TRMC.

Gayla Cowan welcomedmembers and guests. Wewere very pleased to have somany representatives fromthe counties and ISDspresent for the DRE presen-tation.

Toni Chrestman reportedthat TMCA President MaryLynne Stratta, TRMC, citysecretary, Bryan, will presenta program on parliamentaryprocedure for our localtraining seminar on October14. The program will beginat 9:00 am and will con-clude about lunch time. Wewill have a catered lunchand then a short meeting ofour chapter members withPresident Stratta.

It was decided to hold theseminar at the LubbockMunicipal Garden and ArtsBuilding, the same place aslast year. We will use HoneyChild Catering for the noonmeal. The registration feewill be $40.00 and will

cover refreshments andlunch. It was the consensusof the members to let theCommittee work out theremaining details. We willbe sending brochures to theother municipal clerks’chapters in our area andhope to welcome anyoneinterested in gaining a betterunderstanding of parliamen-tary procedure.

the TMCA certificationcommittee, administrativemanagement committee,scholarship committee, andcurrently holds a seat on theTMCA board of trustees.Congratulations, LeAnn, andgood luck!

LeAnn Gallman, TRMC,introduced DorothyKennedy, Lubbock CountyElections Administrator.Ms. Kennedy introduced thethree DRE vendors. Eachvendor had 45 minutes todemonstrate the DRE andanswer questions. It was avery informative programand the first time for someof us to see a DRE in action.We appreciate Ms. Kenneyand her staff organizing thispresentation and allowing usto use their offices.
