Projects Management for the Reuse of Treated Wastewater Comment Deadline: July 24, 2009 SII (Israel) has submitted a proposal for a new ISO standard on the subject of Treated Wastewater Reuse Implementation, with the following scope statement:

Standardization in the field of projects management for the reuse of treated wastewater.

The standard will deal with the requirements and processes involved in the development of health, environmentally viable and sustainable projects for the reuse of treated wastewater in agriculture, landscape and industry. The standard will state the conditions necessary for the design, construction, operation and maintenance of such projects without endangering or causing damage to the health of the people affected by the projects to the environment, to the soil, or to the crops and to the hydrological situation in the area. The standardization process shall refer to the complex management of all the internal and external elements that affect or can be affected by the implementation of such projects and will refer to other aspects such as:

- wastewater treatment plants: design, building, operation and maintenance requirements,

- treated wastewater distribution and storage systems: design, building, operation and maintenance requirements,

- irrigation systems: design, operation and maintenance requirements,

- wastewater quality suitability to soils and crops

- wastewater quality demands, specially in hydrological sensible regions

This International guideline will deal with the management of projects, specifying requirements and procedures to integrate health and environmental aspects into design, operation and development processes of projects related to treated wastewater reuse and the products obtained from such projects.

International Electrotechnical Commission (IEC) Reactivation ISO/TC 5 – Steam Turbines The U.S. National Committee/IEC has again been approached by the Secretary of IEC/TC 5 – Steam Turbines to report that efforts are heating up to reactivate the TC that has been in Stand-By status for several years. Apparently a formal action is to be taken shortly to request the IEC Standardization Management Board to officially reactivate the TC. The TC Secretary visited the US recently to meet with representatives of the related US industry to discuss their possible interest. Representatives of several companies have approached the USNC Office to advise that they are interested in joining this effort and would become active members of a rejuvenated USNC Technical Advisory Group, if one was to be established. The USNC has been a non-member of this TC for several years because there was no sufficient interest to maintain active participation and support a TAG. That situation may be changing. If the USNC is to again become a Participating Member of IEC/TC 5, a Technical Advisor and TAG Administrator would have to be appointed, and a TAG formed of all material interests.

Scope: The preparation of specifications and standards for the rating and testing of steam turbines.

TAG Administrator Needed New IEC/TC 115 – High-Voltage Direct Current (HVDC) Transmission for DC voltages above 100kV (Provisional) IEEE has advised that it is withdrawing as TAG Administrator for the new IEC/TC 115 – High-Voltage Direct Current (HVDC) Transmission for DC voltages above 100kV (Provisional). Efforts are currently underway to establish the related Technical Advisory Group for this TC, whose first meeting took place on May 22 – 23, 2009 in Beijing, China. The Chinese National Committee is the Secretariat. Provisional Scope: Standardization in the field of HVDC Transmission technology above 100kV. The contents encompass general standards, design, technical requirements in the field of HVDC equipment, construction and commissioning for acceptance, operation and maintenance, system control and protection. Withdrawal of Administrative Secretariat IEC/TC 72 – Automatic Controls for Household Use The National Electrical Manufacturers Association (NEMA) has advised the U.S. National Committee/IEC that it is withdrawing as Administrative Secretariat for IEC/TC 72 - Automatic controls for household use, and is giving the required 1-year notice.

Scope: To prepare standards related to inherent safety, to the operating characteristics where such are associated with applicational safety, and to testing of automatic electrical control devices used in appliances and other apparatus, electrical and non-electrical, for household and similar purposes, but also extended to industrial purposes when no dedicated product standards exist, such as that for central heating, air conditioning, process heating, etc., including the following:

(1) Automatic electrical control devices, mechanically, electromechanically, electrically or electronically operated, responsive to or controlling parameters such as temperature, pressure, passage of time, humidity, light, electrostatic effect, flow and liquid level. (2) Automatic electrical control devices serving the starting of small motors that are used principally in appliances and apparatus for household and similar purposes. Such control devices may be built into or be separate from the motor. (3) Non-automatic control devices when such are associated with automatic control devices.

The USNC Technical Management Committee had delegated Administrative Secretariat responsibility for this TC to NEMA some time ago and, as such, NEMA nominated and supported the International Secretary of the committee. With this withdrawal, the USNC TMC is looking for an entity to take on the responsibility of Administrative Secretariat and for nominating a Secretary to carry out the administrative work of the TC. The purpose of this notification is to invite anyone interested in this assignment to make that interest known as soon as possible to Charles T. PROPOSAL

1090 Horizontal-Specimen Appliance-Wire Flame Test

1090.1 A horizontal specimen of finished appliance wire:

a) Shall not convey flame along its length, and

b) Shall not convey flame to combustible materials in its vicinity

after a single 30-s application of a 225-W test flame (770 Btu/h) nominally 50 mm high. This test is to be conducted as described in 1090.2 - 1090.6 (specimen supported horizontally) using one of the fuels described in 1090.1.1 and the standard laboratory burner described in ASTM D 5025- 05. The gas flame produced by the burner is to be calibrated as described in ASTM D 5207-03 with the following modifications to adapt the procedure for the 125-mm flame to the 50-mm flame:

c) The copper slug used for the 125-mm flame is also to be used for the 50-mm flame. For the 50-mm flame, the slug is to be positioned 25 mm or 1 inch above the tip of the burner during the calibration procedure.

d) The starting gas-flow rate for methane is to be 405 ±10 mL/min with a back pressure of 45 ±5 mm water.

e) The needle valve and air-inlet openings on the burner are to be adjusted until the overall height of the flame is 50 ±4 mm or 2 inches and the height of the blue inner cone is 16.5 ±1.5 mm or 11/16 inch.

f) The time for the temperature to rise from 100 to 700°C (212 to 1292°F) is to be 54 ±2 84 ±2 s.

The results of this test are to be judged as indicated in 1090.7.
