June(MR)What a Luck ! Invisible but, might be awesome with hand full of wishes and dreams. ‘Luck’ comes silently without making noise, favorthe winner and move to search another hard working champ for a favor. If people says, wow how it happened, it’s just strange, amazing and is ita magic, then it has to be understood that it’s a charisma of ‘luck’.Lets check how and it what way the luck has favored the above bureaucrats, whoappointed on the prestigious posts. Whereas few months back none of the officer thought and imagine about this charisma, which took place likea suddenly. The 1982 batch IAS officer Dr.Rajiv Sharma became the first Chief Secretary of Telangana State ,whereas same batch IPS officerAnurag Sharma took over the charge as first DGP.In fact both the officers are juniors and though they got the opportunity to serve on the dreamposts, where senior officers were expecting the same appointment.

Why the government ignored the seniors and appointed these two officers ? As per the sources the government was looking for the bestofficers for the new state and after looking into the profile and the vast experience the government forced to select them and at the same time didn’tbothered about the fanda of senior-junior.Government want the perfect team for the best results and for that the Chief Minister doesn’t want tocompromise at any cost, what ever may be the stand of another officers.Said the sources. The both officers might not imagine of this day,but theirhard work, sincerity and off course their luck collaborated and took them on the peak.

Whereas in Andhra Pradesh the 1979 batch IAS officer I.Y.R.Krishna Rao appointed as Chief Secretary and IPS officer of 1981 batchJ.V.Ramudu appointed as a DGP.Once Mr.Rao was not happy and put lot of his efforts to be a CS during Kiran Kumar Reddy government and nowsee the luck of the officer, the Andhra CM himself wish and selected the name of Mr.Rao for the CS post. This shows that in what way the luck favored the officer. In fact Mr.Ramudu too might never

thought about this opportunity.CM Mr.Chandra Babu Naidu picked his name for the DGP post, from where the senior IPS officer B.Prasada Rao isreplaced, who not even complete his one year of term. Moreover IPS(1986) M.Mahender Reddy, who was ADG,Intelligence Dept earlier is posted asHyderabad Police Commissioner. All of us know that it was a tuff competition for this plum posting since more than last year. Many officers names wasmaking rounds in the power of corridirs, but ultimately Mr.Reddy name announced as city chief. Its a luck that in around eight officers of same batchMr.Reddy got the chance according to his experience. Apparently IPS(89) Ch.D.Thirumala Rao and IPS(94) B.Shivadhar Reddy appointed as a chief ofIntelligence Dept. for Andhra and Telengana State. It’s a charisma of luck that the junior officers got to chance to serve at the crucial department. In fact theirprofile attracted the governments and their hard work took their image on the big screen.

Women hold up half the sky... ‘Say thanks’ to MohantyJune(MR)All of us has to be thankful for the remarkable efforts of former Chief Secretary

Dr.PK.Mohanty.The officer efforts during the bifurcation process should be appreciated.Thoughit was a very warm farewell organized on his superannuation, but the officer deserves morethan this for his superb performance from the day one of taking the charge.‘MR’wish him a veryjoyful and healthy retirement.

Apni Apni Pasand…June(MR)Though many of the senior and experienced IAS officers are very much available

in the State, but both CM’s wish the AIS officer’s for their CMO.Apni apni pasand hai….!Whatmight be the reason. Is that the CM’s having a good understanding with officers or they don’t want to take the chanceby appointing any of the available officer. As per the buzz Telengana CM requested for S.Narsing Rao (85),CMD ofCoal India Ltd,Gopal Reddy(85,MP),Jt Sec., Home Ministry and P.Rajashekar Reddy a regional provident fundcommissioner for his CMO.On the other hand Andhra CM requested for Satish Chandra,Jt. Sec., Chemicals &Fertilizers Ministry,A.Giridhar Jt. Sec., Petroleum & Natural Gas Ministry and G.Sai Prasad, whois working in Power Ministry for his CMO.

Somesh ‘Monsoon Monitor’ June(MR)After the outstanding performance in last elections now the

Commissioner,GHMC Somesh Kumar is prepared to handle the tasks of rainy season. As 18central emergency teams were strengthened for all the five zones and other crucial worksrelated to the monsoon are in process. In fact the officer was also in news for cautioning theengineering wing against sending labourers inside the drains for cleaning and instead utilizethe air tech machine. This is another superb step from the officer, which will be safer for thelabours.

Raju’s ‘Flop Show’ June(MR) The former IAS officer Koppula Raju, who is known to be one of the close

aide to Rahul Gandhi tastes a bitter in last elections. The officer opted for voluntary retire-ment and has been appointed as a chairman of the SC department of AICC and was givena crucial responsibility for elections. But bad luck things didn’t favored him.Now the buzz iswhat Mr.Raju will do know after the flop show.

Gopal’s ‘Hard Punch’June(MR)The senior cop S.Gopal Reddy aggressively going for-

ward with his ‘no compromise’ funda. The officer is already in the newsfor following the guidelines strictly and moving hardly against the

persons, who are manipulating and cheating the customers. Though lot more can be done inLegal Metrology, but the work done by the officer so far cannot be ignored. We only say ,Mr.Reddy is a very hard officer and especially cheaters has to be alert.

Sujatha ‘Back in Action’ June(MR)The Secunderabad Canton-

ment Board (SCB) CEO Ms.Sujatha Guptais back in action and for this time the toughlady officer is in action for disconnectingnearly two thousand illegal waterconnections. The Board plans to have 25teams to completethe disconnectionand regularizationprocess by Julyend.Apparently theBoard is also work-ing on digitizing thewater connectionsand also started is-suing unique con-sumer numbers.Look forward formore initiatives fromthe lady officer in coming days. Applaud forher….!

Shaik still batting…J u n e ( M R ) S h a i k

Mohammad Iqbal is a‘keep going’ officer, whodoesn’t stops for awhile.Recently the officerwas on screen for pullingup the big individuals forencroaching the Wakflands and now a days the

officer in news for his hard step on errant mutawallisand to reclaim the lands concerned to Wakf.Thoughmany allegations were made on Wakf board, but with-out bothering the officer Mr.Iqbal is on screen for hisbatting and for his big hits.

June(MR)It’s time forcelebration.Three of the officers has aoccasion to celebrate. The senior dy-namic officer C.V.Anand successfullycompleted his first year as a CyberabadPolice Commissioner. The officer isknown for his superb performance andfor his fast track action in the power ofcorridors.

The Jt.CP (Sec & Co-or) SanjayKumar Jain completed his two years inHyderabad city police. The officer main-tains very low profile and set his imageas a hard core officer.

Moreover applaud for Jt.CP (Spe-cial Branch) B.Malla Reddy, who com-pleted his four years in Hyderabad citypolice on various jobs. Mr.Reddy is asincere officer and played a vital role inlast critical situations.

‘MR’ hearty congratulates andwishes for more endeavors in future.

Celebrations... .

Lovingly ‘Babu’June(MR)Before the bifurcation most of the officer’s

wished to be at Telengana State and after the resultsthe officers want to enter Chandra Babu Naidu’sgovernment. The CM now became the ‘lovingly babu’for many of the officers. What is the reason behindit, the CM’s good image or something else !

Luck DuckJune(MR)This

time many unex-pected candidateswon the elections, butluck didn’t favoredany of the officer.TheLok satta party chiefD r. Jayap rakashNarayan and formerDGP V.DineshReddy both lost theLok Sabha electionfrom Malkajgiri andthe former IAS officerChaya Ratan lostfrom Sec’badLoksabha.Thoughthree of the officers

were very much known in powercorridors, but their charm couldn’tattract the voters, their first inningwas a hit and the second was aflop. In fact ,Mr.Jaya Prakash hashis own identity in the politics, buthe has to wait for next five yearsfor a change. Now the buzzis, what Mr.Dinesh Reddy will donow ?, as he failed to succeedafter all his efforts and the partyis also not in power, what else hecould do rather than spendingtime with his family.Chaya Ratanhas a bitter experience in theelections,as she got a very lesservotes, which shows the falling graph of AAP party. So officers !try your luck next time.

Old memories...

Sumita Dawra who is counselor in Beijing isexpected to return in a month or two. She is a1991 batch IAS officer of Andhra Pradesh cadre.

Whats up snap ! This picis making rounds on whatsup. This shows the fan fol-lowing of the pretty and atough lady officer SmitaSabbarwal, but now a day’sshe is not in touch with ‘MR’.Hope not narazzzzz....! Thanks for the cute snap !

‘Insurers In A Bind Over MandatoryCustomer Bank Account Details’

Life insurers including state-runbehemoth Life Insurance Corporation(LIC) are finding themselves in a trickysituation over a new regulatory re-quirement of mandatorily seeking cus-tomer bank account details at the timeof new policy sales, as premium col-lection also happens in cash in many

cases. The new norms, prescribed by the Insurance Regulatory and Devel-opment Authority (IRDA), came into effect from April 1, 2014 and make itmandatory for insurers to seek bank details of customers buying new poli-cies. Top officials at various insurers, including LIC, said they will makerepresentations before insurance sector regulator IRDA and the govern-ment for easing of these norms, or at least giving more time for compliance.Insurers also collect a significant amount of insurance premiums in cash insmaller towns where banking channels are either not widely available orused. “This is especially true for smaller ticket businesses and rural loca-tions as the cash economy is large in these places,” a senior LIC official said.“Around 40 per cent of insurance premiums come in cash and expecting allof them to have a bank account, as of today, is still premature,” he said. “Itwould still be acceptable to the industry if the regulator makes it mandatoryfor payments may be made only into customers bank accounts but keepingthat as a pre-requisite acts as a deterrent.” A top IRDA official said they havebeen informed by some insurers about their apprehensions about the newnorms. He, however, said that there are bank-promoted insurers also in theindustry, whose 70 per cent business come from bank customers and theyface little problem on this front.

The official, however, admitted that market share and reach of suchinsurers are limited compared to behemoth like LIC and some other privateinsurers. “Companies like LIC that have a huge footprint, and are present inareas where banking has not reached, would face a larger problem,” anofficial at the state-run insurer said. As per the new norms, insurers havebeen asked to remit proceeds of all claims, maturity payments and anyother sum due to policyholders or nominees only through electronic transferof funds to their bank accounts.

ITC Q4 net profit up 18 per cent, sales volumes fallITC Ltd, India’s biggest cigarette maker, has said its

fourth-quarter net profit grew 18 per cent, beating estimates,as price hikes and a pick-up in low-cost cigarette consump-tion boosted margins, even as sales volumes fell.

Prime MinisterNarendra Modi has takenalong with him all histrusted lieutenants fromGujarat, including hisPublic Relations officer(PRO) Jagdish Thakker, who was by his side like ashadow for the last 12years and handled all his appointments.

The team that has fi-nally gone to the PMOfrom the Gujarat ChiefMinister’s office includesIAS officer (1988 batch)Arvind K Sharma, whoseformal orders are yet tobe issued, and all of Modi’spersonal assistants (PAs)—Om Prakash Singh, DineshThakur and Tanmay Mehta, who willbe at PMO in Delhi with him. All hisPAs have their roots in the RSS.

Seventy-year old Thakker, whohas been the PRO to Gujarat chiefministers from the time of AmarsinhChaudhary of the Congress in 1989

to Modi, was Modi’s point person bothat his office and residence.

Thakker, a Gujarat InformationDepartment Officer, has worked withModi since October 2001 when thelatter took charge as chief minister.

The patient, soft-spokenThakker began his career as a jour-

nalist in a language paperand was retained by Modiin the CMO even after hisretirement in 2004.

For more than a de-cade now, Thakker hasmoved with Modi like hisshadow. Be it crucial meet-ings at CMO or Modi’s for-eign tours to his exhaus-tive Lok Sabha 2014 cam-paign, Thakker was Modi’sconstant companion.

Sources in the CMOtold this paper, “On May22, when Modi was aboutto take the flight for Delhi,he took Thakker by sur-prise by asking him topack his bags. Thakker

was not prepared to move yet. ButModi was keen on taking him along.”According to sources, Thakker, whose family is settled in Gujarat, may prefer to come back once Modihas settled in his new office.

All the personal assistants whomModi has retained have, like Thakker, worked with him since day one.Singh, Thakur and Mehta are fromthe RSS. Mehta was brought fromthe RSS by Modi to work with him in1987 when Modi was general-sec-retary in charge of Gujarat. He usedto spend most of his time inthe Ahmedabad Municipal Corpora-tion as the “eyes and ears” of Modi .

Tanmay, believed to be fromVadnagar, is married and lives inAhmedabad. When Modi becameGujarat’s chief minister, Mehta founda place in the CMO. Modi intends toput him in charge of the Varanasi con-stituency for which the PM has al-ready announced plans and funds.

At the Swarnim Sankul-1 inGandhinagar, which houses theCMO on the third floor, Singh, Thakurand Mehta’s name plates have al-ready been removed to make wayfor the new CM Anandi Patel’s per-sonal secretaries. They includeJignesh Desai and Keyur Sampat, who have moved from the revenueand urban development departmenton the second floor of the samebuilding.

While Singh hails from Rajasthan,Thakur comes from Uttar Pradesh. Both have managed Modi’s meetingsand schedules and functioned aslinks with other leaders and officialsfor Modi.
