Eritrea’s resident Ambassador to France, Ms. Hanna Simon, is participating at the 21st UN Summit on Climate Change convened in Paris on the 30th of November and that will wind up on 11 December this week.

Excellencies Heads of State and Government,

Allow me to express, on behalf of the people and government of Eritrea, our profound appreciation and gratitude to our co-hosts for organizing this political, economic, business and cultural gathering of the first order.

It is only fifteen years since the first meeting of the Forum for China-Africa Cooperation (FOCAC). Since that time, and despite complex challenges and continued difficulties, China has continued to march forwards and upwards, taking its rightful place in the community of nations.

This past fifteen years has also seen unprecedented growth in the scale and scope of Africa-China relations. It is a tribute to the vision of China’s leadership and the affinity and complementarity between Africa and China that today China is Africa’s number one development and trade partner.

As we meet in this Second FOCAC Summit, it is indisputable that both Africa and China have benefitted from this booming partnership. And yet, we all agree that much more needs to be done and done better. We all recognize that going forward the partnership

needs to respond to the complex changes taking place in the situation, challenges and priorities of both China and Africa.

China is entering a new stage in its modernization; while Africa needs to break the cycle of being a mere provider of raw materials, a continent saddled with weak infrastructure, limited skills and low technology.

To date China-Africa partnership has rightly prioritized economic and trade ties, without neglecting mutual support and solidarity in the political and diplomatic fields. Africa has supported China’s legitimate core interests, while China has championed African causes and interests.

Here too much more needs to be done, given China’s increasing diplomatic weight, influence and responsibilities and the gross injustice and humiliation that Africa continues to face in the United Nations Security Council, other UN bodies and international financial institutions.

for China-Africa Cooperation

yesterday, President Xi Jing Ping, made a profound observation. He said, “China and Africa have a rare historical opportunity” for a win-win partnership and common development.

Eritrea, along with all Africa, could not agree more. We, of course, realize that we bear primary responsibility for the development of our continent and our countries and that external support, even the most generous, cannot be a substitute for our own efforts.

But China’s offer well utilized can provide a powerful boost to our own endeavours. Let’s then seize this opportunity to provide a good quality of life to our citizens, end the dependency and marginalization of Africa, contribute to China’s growth and a safer, better and more equitable world.

The Summit was held under the theme: “China-Africa •Progressing Together: Win-Win Cooperation for Common Development”.

The Summit endorsed the Johannesburg •Declaration and the Johannesburg Plan of Action 2016-2018.

Africa-China partnership has been elevated to a •“Comprehensive Strategic and Cooperative Partnership”.

Ten cooperative plans or “new measures” were announced. •These include a China-Africa Industrialisation Plan, an Agricultural Modernisation Plan, a Mutual Cooperation on Infrastructure Plan, a Financial Cooperation Plan, a China-Africa Green Development Plan, a China-Africa Trade and Investment Facilitation Plan, a Poverty Reduction Plan, a China-Africa Public Health Cooperation Plan, a China-Africa Cultural and People-to People Cooperation Plan and a China-Africa Peace and Security Cooperation Plan.

China has pledged USD 60 billion of support over •the next three years in the form of grants, zero-interest loans, favourable concessional loans, export credit lines, a China-Africa Fund for Production Capacity Cooperation, debt relief, a Special Loan for the Development of African SMEs, and an additional USD 5 billion contribution to the China Africa Development Fund.

Increased training programmes particularly in public health •and agricultural modernisation, vocational training opportunities and scholarships have been included in the package of cooperation.

In the past couple of months, several trade unions in the country have held their respective congresses to assess past performances, gauge structural problems they face and chart out future programmes of action. Some of the major unions that held their congresses in the past three months include the Federation of Service Rendering Trade Unions, the Eritrean Chemical Association, the Transport and Communications Workers Federation, as well as the Central Council of the National

Confederation of Eritrean Workers (NCEW).

The Trade Unions are aware of their organizational clout and the vital contributions they make to national economic growth while catering to the well-being of their members and safeguarding their rights. The unions are all members of the NCEW, the parent organization, which mainly focuses on the coordination of all activities of the existing five national federations of workers, and, in providing training to workers in different

professional occupations as well as fostering bilateral ties with regional and international workers and trade unions. The web of stakeholder ties and relations finds expression in the Tri-Partite framework that brings together the workers/NCEW, the employers, and the Government. This framework of cooperation is vital for collaborative work and constitutes an indispensable pillar for mutual consultation and negotiations.

Strong organizational work for effective work accomplishment was the primary aim of the meetings

which all federations of Eritrean workers extensively discussed. Timely assessment of the past lays the ground for better work accomplishment and reinforcement of workers associations, which will invariably create a conducive climate for better living standards of their members.

Mr. Kibreab Kidane, Head of Labour Cooperation Office in the National Confederation of Eritrean Workers (NCEW) states that tangible progress has been achieved in the past years in fostering a healthy work-ethic among members of the Workers Federation as well

Mr. President,

Please allow me to extend my deepest condolences to the people and the

government of France and to all families of the victims of the recent terrorist

attacks in Paris and its surroundings.

Since climate change constitutes one of the major challenges of our century,

expectations are high from the Paris Climate Summit.

Eritrea fully aligns itself with the statements made on behalf of the African Group,

LDCs, as well as G-77 and China.

Eritrea is convinced that a great deal of our Planet’s climate problems derive from

human activities, and it supports the ultimate objective of the

concentration in the atmosphere at science

recommended level. This should be the highest global priority in order to prevent

dangerous anthropogeniê interference with the global climate system.

The current critical stage of the threat of climate change is a reminder to all nations

that we should drastically modify our unsustainable patterns of consumption and

production. The reduction of GHG emission is essential to limit global warming to

less than 1.5°C, and eventually achieve the UNFCCC zero emission goal.

While mitigation of global warming and initiatives for

substantial reduction ofemissions are mostly the

responsibility of the main polluters, developing countries

should also assume responsibility commensurate with their capacity in the

betterment and preservation of the environment.

Eritrea supports the basic principles of the Convention that require all parties to

contribute to the protection of the global climate system on the basis of equity and

in accordance with their common but differentiated responsibilities and respective

capabilities.

Mr. President,

Today, Eritrea’s GHG emission is negligible. However, the Government remains

committed to international efforts to mitigate global warming and climate change.

Environmental protection constitutes an essential component of Eritrea’s national

development strategy. It has been giving prominent attention to adaptation and

resilience enhancing measures and has already submitted its INDC with the full

conviction that the threat of climate change requires urgent global action.

Mr. President,

I would like to close my brief remarks by expressing my sincere hope that the Paris

Climate Summit would conclude by producing a legally binding climate regime

that enjoys the support of all stakeholders in order to ensure the

survival of thesucceeding generations.

The mist that had covered the city about a week ago was quite a scene. This was neither Florence, Paris, New York, Barcelona nor was it London, Rome or Venice. This was Asmara.

Asmara is the capital city of Eritrea, a country found in the horn of Africa. Asmara simply means beautiful. It was designed in the 1930s by the best Italian architects during Mussolini’s push to dominate Africa. It’s a wonderful mix of pan tile roofs, and palm trees. It appears as if southern Italian culture has been transplanted in Africa.

However, so much has been said about Eritrea over the last sixteen years, that most of us have forgotten the little beautiful things that the country has to offer. Tarnishing views dissipated by the western countries simply ruined Eritrea’s image. It has even been compared to North Korea. The North Korea that basically brainwashes its population in believing that its leaders are the sole creators of life itself. A country which simply threatens to destroy the entire world with its nuclear weapons. Now when I see Eritrea being compared to that of North Korea, I can only say that it is all nonsense.

Here is how I see Eritrea and most of all Asmara.

It is unquestionably the most beautiful African capital city. It’s

truly pleasant to stroll around on foot, with wide sidewalks, towering palm trees, and minimal traffic. The streets are immaculate; street sweepers descend upon the city every morning at 5am and attack the litter. Cafés dot the sidewalks.

The gelato rivals that of Rome, cappuccino is considered a national addiction and pastry that any bakery in Florence would be proud of. The national cuisines are exquisite, but Italian dishes almost outnumber Eritrean ones. Immaculately preserved cathedrals and mosques line the main squares. Christian and Moslem houses of worship stand in close proximity. The population is split between the two religions, but no one can tell a person’s religion unless they ask. Everyone attends each other’s weddings or celebrations, eat and dance together regardless of their religion beliefs.

In most of African big cities, you would expect people to crowd and hassle a foreigner at each corner he turns, but in Asmara People don’t bother you, they are merely friendly and gently welcoming. So you are free to roam up streets filled with Modern buildings painted in soft peach, blue and cream colors.

Asmara’s most famous buildings are - the Fiat Tagliero - now fully restored. Built as a garage in 1938 by architect Giuseppe Pettazzi. The Tagliero once pumped petrol in the most dramatic of settings:

beneath two vast concrete wings, each nearly 30 metres (96ft) long, jutting out from the garage’s central building. Legend has it that at the time no one believed they would stay up unsupported; Pettazzi put removable pillars under the wings and then used a gun to force one of his workers to knock them away. The wings stood still, and are still standing on a building that looks more like a fighter plane than a petrol station. Visit the Tagliero at six in the evening as it turns a golden color against the deep blue evening sky and, possibly for the only time in your life, a garage will leave you breathless.

Cinema Impero, a rather extraordinary cinema hall on Harnet Avenue. It is painted in a rich earthy red; the front is decorated with what looks like huge wireless buttons. In the 1930s, cinema goers must have felt they were not only entering a palace of entertainment, but an actual entertainment machine.

Asmarinos have not just inherited architecture from their former colonial power; but they have taken Italian bar life to their hearts as well. A great place to experience this is the Bar Crispi. Named after Francesco Crispi, the Italian Foreign Minister in charge of the original colony of Eritrea. It’s not much from the outside, but inside, once your eyes have adjusted to the drawn-curtained darkness, you discover one of the most intact Modern interiors in the city. A rounded chrome top bar serves cold, Asmara beer (once brewed by Italian beer magnate, Signor Melotti), more incendiary or Asmara gin. Nonchalant locals sit on chairs made with a simple flexible loop of steel that would not look out of place in the Design Museum.

For less of a speakeasy experience, head back into town to the Bar Vittoria, reputedly Asmara’s oldest bar. Here the elderly gentlemen of the city gather for an evening coffee or vermouth.

Royal, Asmara Sweet café & other modern cafe’s and indulge the best morning drinks of Macchiato, while the guys have a go at each other’s football teams they support. And the girls entertain each other with the simplest of girl talks.

After an aperitif, you could join the passeggiata, when Asmarinos promenade up and down Harnet Avenue. It’s a time to marvel at the sheer incongruity of this relaxed Mediterranean custom in the middle of Africa, and try not to stare at so many beautiful women gathered in one place - most wearing the latest European fashions. You have beautiful ladies, who are feast to your eyes, around the Cathedral Road. What is really true about the ladies of Asmara is that they attract any body regardless of their age group. Thus, the ladies who walk in the main streets of Asmara are perfect matches to mingle with scenery that is worth watching. If someone is lucky enough, he would not hesitate to have an Asmarino lady to be his lifetime partner.

Security wise, crime in basic terms, is very minimal and seldom. A certain Robert Kaplan once wrote in The Atlantic’ “Security, which consumes the Western diplomatic and aid communities in Sana’a (and everywhere else in the Middle East), is barely an

World AIDS Day was commemorated on December 1st in the town of Adi Keih, located in the south of Eritrea. Commemorated annually on December 1st, World AIDS Day is on of several public health days recognized by the World Health Organization (WHO). Part of the significance of World Aids Day is that it represents an opportunity for people worldwide to unite in the fight against HIV/AIDS, show their support for people living with HIV/AIDS, and to commemorate those who have died. The recent program in Adi Keih, organized by the Department of Sociology and Social Work at the College of Arts and Social Sciences (CASS), began early in the morning, as students of the College and local secondary schools came together to march throughout the town. Banners were made, posters were held aloft, solidarity was promoted, and loud, enthusiastic chants of “getting to zero” filled the air.

After the procession throughout the town, events shifted to the CASS campus for a series of important statements and presentations. Mr. Ghirmay began the event with a warm welcome and he reminded the audience of the significance

of World AIDS Day, for local neighbourhoods, the country, Africa, and the world in general. Subsequently, brief presentations on HIV/AIDS were conducted by Dr. Fikrejesus Amahazion, Mr. Erimias Biniam, and Dr. Bimal Kanta Nayak. The presentations, incorporating graphs, figures, and maps, and conducted in both English and Tigrinya, covered various aspects related to HIV/AIDS, including primary risk factors, general history, broad global, regional, and local trends, important interventions and precautions, and the steps for moving forward.

At the conclusion of the presentations, staff, students, and members of the general public congregated at the center of the college for a tree planting ceremony. Several trees were planted – as sign of reverence and in commemoration of people who have passed due to HIV/AIDS, as well as a reminder of the need to maintain utmost vigilance in combating the epidemic.

Generally, the program was well-received – from staff and students of CASS to people from the surrounding community. Dr.

Nayak, Head of the Department of Sociology and Social Work, and one of the main organizers of the event, underscored that HIV/AIDS is a global issue, and “it is only through all people coming together and contributing – in whatever ways they can – that we can defeat this epidemic.” Moreover, Dr. Nayak noted that, “this [event] is just the beginning...we want to continue moving forward and supporting ongoing tangible efforts.”

A notable feature of the program was that it was led and primarily implemented by youth. Ms. Yowhana Yemane, a fourth-year student at the college, and a key facilitator and organizer of the successful event, expressed her appreciation and positive sentiments towards the efforts of so many; “it feels great to see so much of our efforts come together so nicely...I feel so proud to be a part of this, and I look forward to staying involved and contributing to the positive changes we are witnessing,” she noted.

Mr. Kibrom Tadese, a third-year student at CASS, was also actively involved, helping to lead the procession and chant slogans.

Recap: World AIDS Day Commemoration at CASS and in Adi Keih

The Ministry of Labor and Human Welfare, Gash Barka Branch, has extended educational materials and financial support to 40 students in Molqi sub-zone. The branch office also extended 12,000 Nkfa each to three disabled students for the purchase of wheelchairs.

The aim of the assistance is to encourage the students to pursue their education in order to secure a better future, according to Mr. Fikresilasie Yemane, Branch Head of the Ministry of Labour and Human Welfare, Gash Barka Region.

The Police Department in Anseba Region has launched public awareness campaigns in the recent weeks. The aim of these sensitization programmes is to foster networking and collaboration between the Police and communities in the areas in order to reduce and eliminate the incidence and scope of petty crimes and offenses.

These periodic meetings bring together high school students, parents and other stakeholders. The Police Department, who routinely launch similar programmes in many parts of the country, assert that these meetings are vital and yield concrete results in much reduced crime rates.

The Administration of Lailai-Gash sub-zone has launched a public awareness campaign for the preservation of indigenous trees and wildlife along the National Elephant Enclosure.

Mr. Ghide Estifanos, Administrator of the Laelai-Gash sub-zone explained that a growing number of elephants migrate to these areas during this season. Preservation of the natural habitat and avoidance of cutting trees is thus essential to provide shelter for wildlife.

Mr. Atobrhan Yosief from Laelai-Gash sub-zone said the fact that the endangered species of the Wild life is in a better condition in the country is an asset, and that the habitat is generally in a good shape thanks to the prevalence of peace. In this connection, he advised nationals to resort to diligent mobility so as to avoid attack by wild animals, especially in the areas that are populated by elephants and particularly in the National Enclosure.

According to Kibrom, part of the importance of event was “the need to share empathy and extend consideration for those suffering with HIV.” Moreover, he reiterated that this event was only the beginning, “this is just a start...there is so much that can be done, particularly to increase awareness and understanding. I’m happy to have participated, but I think we all have a duty and responsibility to get involved...for our friends, our community, our nation, and as global citizens.”

Mr. Sertseyonas Negash, Head

of the Department of Journalism and Mass Communications, participated in the tree planting ceremony. According to Negash, both the day and the planting of trees are significant, “because they remind us all that HIV/AIDS has not gone away – there is still a vital need to raise money for research, increase awareness, fight prejudice, and improve education.” Negash also added that “although [World AIDS Day] is a wonderful chance to talk about HIV, it is vital to maintain our efforts throughout the year...HIV doesn’t rest, so neither can we.”

Her first thoughts of coming to work in Eritrea

I first came here do some researches for my Master’s paper work. I went back to UK collecting vast amount of information relevant to my studies. That was the time in which I reminded myself the need of contributing in Eritrea and serve my country. And so after graduating I came here to learn and share knowledge with my compatriots. This for me is a dream coming true.

My paper received wide acceptance by the university. Nobody from my school expected me to trace back to my country. So many were surprised.

Anthropology is the study of life and culture of people. It studies on how people live, think and how they come into terms with their surroundings. So it was an experience of great pleasure for me.

On her educational background

Initially I was not good well at school. I was rather shy and quite.

The ways of life over there do not encourage you to easily mix with people. On the contrary the Eritrean community is well known for its kindhearted and loving traditions. In the Diaspora we do our best to keep in touch with the Eritrean traditions, yet again there is always something missing. So as a student I held in reserve but soon after I joined university I stopped being shy and started interacting and that is technically how my school performances started to get better by the day.

Also because anthropology is a discipline that pushes you mix with people and share thoughts.

As to what she intends to do here

It is first and foremost to share knowledge with my compatriots; secondly I want to visit every part of the country and study about the culture of the people. And lastly what I secure the most is a deep understanding about the ancient and historical places in Eritrea.

The tenderness of belongingness is more felt at home. Often times young Eritrean students in the Diaspora come across adversities. Today’s Q&A will look back on an interview that Shabait previously conducted with Miss Shanet Zeru’u, and see how she explains such matter.

Miss Shanet Zeru’u was born in Addis Ababa, Ethiopia in 1981 and raised since the age of three in the UK, Shanet believes only hard work can prevail over the hardships of living in a foreign country.

She got her first degree in Anthropology from the Roehampton University and her MA degree from Sussex University.

was even more pleased because I did not expect to find buildings of outstanding quality far from the capital city. It is just nice to see how strategic the location of Eritrean colleges is; the college of Adi-Keih for example is situated in an area filled with anthropological and historical remains.

What about the college community?

Both the student and instructor’s body along with the staff are jus all very lovely! Everybody is encouraging accordingly to one another. And the students have a strong will to learn and to gain more knowledge. They are very respectful. Compared to other countries what we have here, especially on education grounds is just amazing.

How is it in other countries?

For example in London the relationship between teachers and students is like that of master and slave. Often times you can see very little respect to each other; without cooperation of the stakeholders’ success it is not a guarantee, on the other hand, here, such aspects are very well cherished.

And at the end

I want to pass a bit of message to Eritreans in the Diaspora. I want to tell them to come to their country and share knowledge

with the youth here. And I want to remind to our very dedicated students here to keep on their hard work, because only then success would inevitable.

The need for active participation of professional youths in all activities of national federations of workers was also appraised as an effective tool of empowerment of different work programs. The importance of this dimension does not need overemphasis in view of the paucity of vigorous youth interest in trade union activities. The need for extensive and continuous training programmes in all technical fields was stressed in all the congresses both in order to contribute to greater economic growth and to secure higher income to the workers.

NCEW’s general election is expected to be held in the first quarter of 2016. All the constituent federations have in fact already elected their representatives to the forthcoming 7th Congress of NCEW.

The NCEW has recently established a well-equipped training centre in Massawa. A recurring demand in all the congresses was the need to expand the frequency and outreach of the training programmes that will be given in the new centre. The 7th NCEW congress is expected to reinvigorate trade union work and bolster the implementation capabilities of the parent organization and its constituent parts. In this regard, Mr. Tekeste Baire, the Secretary General of the Confederation, stressed at the meeting of Central Council of the National Confederation of Eritrean Workers that the challenge for the NCEW and the trade union federations will remain enhancement of overall performance on the basis of realistic plans and continuous appraisal sessions.
