The day Michael Brown was killed by a Ferguson, Missouri police officer I was driving to Hollywood to see another

performance of Dreamscape, the play my husband Rickerby wrote over nine years ago inspired by the 1998 shooting of teenager Tyisha Miller by Riverside police officers. The performance is part of a two-weekend run at LACE, the Los Angeles Contemporary Exhibitions, a gallery space dedicated to presenting ground-breaking contemporary art. As I watched the reaction of the audience and listened to their emotional comments after the production, I asked myself why the story still resonates. I even asked John “Faahz” Merchant, Dreamscape’s co-star, how the Polish audience reacted to the play during its recent tour of four universities in Poland. His response: the story resonated with them because of the power struggle between a powerful government and the people who feel completely powerless. We had no idea that earlier that day thousands of miles away another unarmed 18-year old African-American teenager had been fatally shot by a police officer after simply walking down the street. And we had no idea that the shooting would be a tipping point for the Black community in that town after years of unfair treatment by the law enforcement whose motto seems to be “stop and shoot” instead of “protect and serve.” But we should have known. After learning a little more about Ferguson and what one critic calls the “toxic interaction” between law enforcement and Black males, I was reminded of what happened in Cincinnati, Ohio in 2001. When I arrived in 1998 – the same year Tyisha Miller was shot in Riverside - I was shocked by the silence surrounding what I later learned was a long string of fatal confrontations between Black males and the police. Between 1995-2001, 15 African-American males had been killed by Cincinnati Police during confrontations or while in custody. One of those young men was fatally shot not far from my office right there in the middle of the University of Cincinnati campus. What I took for apathy as incident after incident was reported with seemingly no community outrage, was really a slow simmering anger and resentment. And the simmering pot reached a full boil when 19-year old Timothy Thomas was shot in his Over-the-Rhine neighborhood by a Cincinnati police officer. In fact, just three weeks before the 2001 riot, considered the largest disturbance since the 1992 Los Angeles uprising, local organizations had joined the ACLU in filing a civil lawsuit against the Cincinnati Police Department alleging 30 years of racial profiling and police brutality. Independent studies later showed that for decades Blacks were twice as likely to be stopped and four times as likely to be cited for minor traffic offenses as Whites in the city. According to an annual report released by the Missouri Attorney General’s Office, Ferguson, as recent as last year had a racial profiling problem, much like Cincinnati of 2001. Despite the fact that Black drivers were found to have less contraband than Whites, they were twice as likely to be stopped and arrested. Michael Brown’s shooting, while still unclear why and how it happened, is yet another example of racial profiling, especially of young Black males. According

number of Inland Empire residents recently celebrated at Western Municipal Water District to attest to it. This was the scene at 6 p.m. Thursday, July 31, when a group of Inland Empire water agencies recognized finalists at their 2014 Western Water-wise Landscape Contest. From an entry pool of nearly 50 that included residents from Riverside and San Bernardino counties, landscapes were judged to the theme, “Less Water Can be Beautiful.” The grand prize winners were chosen to best reflect the theme through design, overall neatness and influential beauty. has been appointed director of academic labor relations for California State University, San Bernardino. Byman said she is looking forward to beginning her new position on Aug. 4, particularly because of the important, enjoyable and very challenging nature of labor relations work. Her hands-on experience is extensive and will help in faculty labor relations and academic personnel matters. “She will play a vital role in working collaboratively with our faculty, union and staff,” said Andrew Bodman, university provost and vice president for academic affairs. Byman graduated magna cum laude from Carleton College in Minnesota, and later went on to receive her juris doctorate from the University of Denver College of Law. After furthering her education, she practiced in the office of general counsel at both Loyola University of Chicago and the University of Scranton for a combined 32 years. In 2010, Byman started Higher Education Legal Solutions, Inc., a consulting and legal services firm in Pennsylvania. As president, she provided in-house style services to colleges and universities, including policy work, training and document review. Byman said she believes there is no better employer than a university. About the personnel at CSUSB she said, “I have been made to feel very comfortable by the staff I have already met, and I’m looking forward to meeting more of the faculty.” In regard to the city itself, “And, of course, the location can’t be beat.”

Disease Outbreaks Still Happen It’s true that some vaccine-preventable diseases have become very rare thanks to vaccines. However, outbreaks still happen. For example, data from 2012 show that more than 48,000 cases of whooping cough (pertussis) were

T his past week the San Bernardino City

Council moved by a 4-3 vote to place on the November ballot an item for voters to decide on repealing Section 186 and parts of the civil service code out of the charter. I watched the meeting

over public television and was impressed by several members from the public who made presentations before the council to persuade them to take this action. I want to offer Dennis Baxter as an example of how one should present before any government body. Others who made great presentations and are proponents for change were Dr. Thomas Pierce and Gloria Macias Harrison and over the course of the next few weeks, I will publish their remarks. Baxter served on the Charter Reform Committee that offered five suggestions to the council for consideration. These are his prepared remarks: I’m Dennis Baxter. I live in the City of San Bernardino. sLet’s Vote on Charter Amendments Separately

For those of you who may have attended or saw our Committee in action, I must say we had much thought-provoking discussion as well as testimony from citizens, community activists, and members of public employee bargaining units. With long term background in Broadcasting and the Advertising Industry, I am very aware of positioning a proposal for public consumption. At the Committee level, I advocated for three or fewer items to be put to the voters. Why Three? An entire Doctoral Thesis could be written on the perception of people and how much information they can digest before they reach a point of inability to reach a decision, also known as voter fatigue. In fact opponents of any of the proposed ballot items would, I believe prefer to see more items, in order to confuse the electorate with dissemination of misleading information, or non-facts. As a Committee member I stand here tonight to say congratulations on eating this elephant one bite at a time. You now have the choice of combining the language of Charter amendment 186 and 254 as one ballot item…or bifurcating them into two items. I urge you to place them on the ballot as two separate items so the voters will have a real opportunity to digest and understand each item separately and independently. Both of these items deal

with equality and fairness. As a long-time advocate of racial and gender equality, I also support employment equality. Both Charter amendments in San Bernardino that are before you tonight correct outdated notions that a class of employee should be treated differently than another. Collective bargaining at the Union level is THE great leveler for all San Bernardino City employees and the true message voters want to know, and have a right to know! Support our Police, Fire, Refuse, Operating Engineers and ALL employees in the City. Putting these two items on the ballot as separate measures give our voters in the City their right to choose and make a determination as to the future of our City. I urge you to put these two items on the ballot, individually, and the Charter Committee can move forward with the duties we have before us. This City has a great heart, but like any healthy heart, the plaque and bad cholesterol in the arteries needs to be stripped away. Bankruptcy may not be a heart attack, but it’s a real and certain wake-up call, and some of the advertising you will be presented is nothing more than a big juicy load of trans fats that we learned a long time ago, may look real good, and may taste real good, but can surely kill you in the end! Thank you all very much!


In her July Haley Farm sermon, Bishop Carcaño said: “If our children see us ignoring the plight of the immigrant child, what do we teach them? Do we not teach them that immigrant children are worthless, not worth our attention or our care? And what do we teach the immigrant children if they never see anyone extend a hand, a caring hand to them? Do we not confirm that lesson of worthlessness, and do we not teach them that the world is indeed cruel and unjust? And will either lesson bring them and us any justice, any equity, any peace, any joy?” Bishop Carcaño’s words are a reminder that those of us who follow Jesus’ teachings and the call in every major faith tradition to care for children must act on our faith. We must see these thousands of children in need of help right now, not as a political dilemma, but as an urgent humanitarian crisis. As Bishop Carcaño says: “We must be the strongest witness for justice in God’s reign that we can muster, a witness for the children . . . not just for some children, but for all of God’s children.” As such witnesses, we must help ensure sufficient resources are provided by the government and faith and other community organizations so these vulnerable children will be treated humanely, find safe families and warm food to eat, and receive the counsel and due process hearings guaranteed them in law before any are returned to their dangerous homelands and possible deaths. It is deplorable that Members of Congress left town for their own summer vacations with the humanitarian crisis continuing and without providing the resources the government needs to ensure safety and justice for these innocent children.

B ishop Minerva Carcaño, the Los Angeles Area Resident Bishop of the United Methodist Church, is acting with

urgency. Along with more than 100 other religious leaders and activists, she was arrested for civil disobedience at the White House for protesting the deportation of the unaccompanied children crossing our border after fleeing from the brutal violence and poverty of El Salvador, Guatemala, and Honduras. A few days earlier she visited Port Hueneme Naval Base in Oxnard, California for the second time and met some of the hundreds of migrant children temporarily housed there. Joining her this time were Bishop J. Jon Bruno of the Episcopal Diocese of Los Angeles, Dr. Robert Ross of the California Endowment, and Fred Ali of the Weingart Foundation. About her first visit to Port Hueneme she said, “The naval base has been turned into a holding site for these children, and it was to capacity with 575 children and young people between the ages of 13 and 17, and they’ve all been through horrific experiences. Many of the girls have experienced sexual assaults, and some of them have been raped . . . If you ask them what the prayer in their heart is, they’ll tell you immediately, with a sense of faith, that indeed it’s going to happen—and their prayer is that God will give them life.” Bishop Carcaño spoke to a rapt congregation at the Children’s Defense Fund (CDF)’s Samuel DeWitt Proctor Institute for Child Advocacy Ministry at CDF Haley Farm in mid-July about the humanitarian crisis of thousands of desperate children crossing our border. The details are haunting: An unaccompanied toddler being cared for by little girls sitting in a locked cell for 12 days. A grandmother with three little granddaughters who a gang had threatened to take if she didn’t pay over $20,000. These are stories from one point of the border at McAllen, Texas—just a few of the tens of thousands of children who have crossed the desert in this current migration wave, including nearly 60,000 unaccompanied children

Children in the Deserttraveling alone. These children are in many ways the latest innocent victims of the U.S. war on drugs. Even as the U.S. worked with Mexico and Colombia to close down the drug cartels and gangs there, the massive market for illegal drugs here in our nation has remained. To feed our illegal drug habit, the drug lords and vicious gangs have moved operations and created unprecedented levels of violence in El Salvador, Guatemala, and Honduras. Now these essentially lawless countries have become some of the most dangerous places on the planet. My friend Kent Wong, the director of the University of California, Los Angeles (UCLA) Labor Center, recently returned from Honduras and wrote: “I had a series of meetings with courageous union, community, and women leaders who are organizing in the face of tremendous obstacles. We met in San Pedro Sula, the murder capital of the world. Many of the leaders we met with have had family members and friends who have been killed. The northward migration to flee the violence and extreme poverty is an act of desperation. Deportations are not the answer.” Part of the solution may rest with the faith community here and abroad. I am encouraged to see the coming together of many faiths in McAllen, Texas to respond to the crisis in their city. But this crisis needs a compassionate response from every city and our entire nation. I shudder when I see the angry outbursts about these helpless children coming from some communities. The best solution, as always for children, is to reunite them with their families whenever and as soon as possible. Of the nearly 60,000 unaccompanied children who have crossed the border since October, it is reported that nearly 50,000 of them have been released to sponsors or family members, sometimes even to a parent already living in the U.S. The continuing horror is for those children being kept in detention, like those Bishop Carcaño keeps visiting.

I t may seem like an anomaly. Virtually every other week new stories of alleged civil rights violations by police officers sprung to life all over the U.S. this summer. The temperature in black communities are hotter now

than any other point this year as witnessed this weekend with the fallout after Michael Brown, an unarmed black teenager in Missouri, was shot by a police officer. Despite the violence and looting that has overshadowed the otherwise modest demonstrations, peace keepers and community leaders fatigued by strained relations with the police are searching for long-term solutions. On Saturday, buried within the crowd of demonstrators who took to the streets before violence erupted, some protesters carried signs calling for cameras on police officers. Experts say cameras accompanying police officers isn’t a farfetched potential solution. Last year, Rialto Police Department adopted the department-wide use of body cameras on its police officers. Rialto Police Department was the first police organization in the U.S. to deploy the cameras as a part of a randomized control trial experiment. The experiment began in February 2012 following Police Chief Tony Farrar’s attendance at University of Cambridge, where he was exposed to an array of technological studies and concepts that analyze the impact of technology on efficient public safety. Farrar was presented with the idea of body cameras by Barak Ariel, PhD, an analyst and lecturer at University of Cambridge. Farrar returned to Rialto and deployed the cameras on police officers, rotating them on select shifts and compiling data every week. After the trial experiment concluded in February of last year, the data collected indicated dramatic drops in police incidents and complaints. Rialto Police

Department reported an 88 percent drop in complaints filed against its officers and a 60 percent drop in use-of-force incidents. “There is some evidence that the camera is having an impact, whether on the officer or the citizen,” said Farrar. However, Farrar emphasized that the assumption officers will be less likely to actively respond to crime because they’re under surveillance is false. The experiment indicated that officers are more likely to respond and also be proactive in pursuing crime. Only one week after the trial experiment concluded last year, with the support of the City Council, city administrators, and Mayor Deborah Robertson, Rialto Police Department employed the cameras full time. This year, reports showed similar results as the previous year, with an 83 percent decrease in complaints filed and 46 percent decrease in use-of-force incidents, compared to the year before the cameras were used. “I think at some point in your career [as a police chief], you have to look at your organization and say ‘are we doing the best we can, not just for the department, but for the community’,” he said. According to Farrar, the financial liabilities a city faces in civil rights and misconduct-related lawsuits is a compelling reason why more police departments should invest in body camera technology.

On July 31, high-ranking officials from New York City Police Department met with Farrar and staff to examine how the body camera experiment has worked for Rialto Police Department, he said.“They are in the process of moving in that direction,” said Farrar. “There are some costs to get it up and going, depending on your department size. ... To outfit police in New York would cost more than Rialto.”

A Strong Proposition NYPD is still embroiled in controversy over the death of Eric Garner, a 43-year-old father of six children who died last month after a police officer applied an illegal chokehold, surrounded by several additional police officers. The ordeal was recorded by a cellphone and the video went viral. Garner could be heard on the video telling the officer he could not breathe. The incident prompted an outcry from the family of the victim and civil rights activists who called for a full investigation and reform. NYPD was again criticized late last month after one of its police officers allegedly placed a pregnant black woman in a chokehold. The incident, which was also recorded on a cellphone, is currently under investigation. Similar headlines gripped the nation in June when cellphone video footage captured a California Highway Patrol (CHP) officer beating a black woman, allegedly evading arrest. In the

video, the woman did not appear to be combative or resisting arrest. CHP officials pledged to investigate the complaint, but civil rights activists have urged for a federal investigation. From California to New York, activists say the backdrop of recent cases with black civilians appearing to be victimized by white police officers could have led to the fever pitch that sparked anger and outrage in Ferguson, Mo. According to St. Louis NAACP President Adolphus Pruitt, the black community in Missouri has is far from exempt from tension that comes from police officers constantly patrolling black communities. “There is a lot of frustration with the police department. And according to racial profiling data in a report last year, black drivers accounted for about

85 percent of traffic stops in Ferguson. Pruitt said body cameras such as those used by Rialto Police Department could have a positive impact if they were more used by more police officers. Pruitt believes there is a culture with local

police that demonstrates a lack of sympathy for blacks, compounding the tensions there. Pruitt says the socio-economic factors that many blacks live with daily are not considered enough by law enforcement officials. “...Geographically, because of where my situation has placed me, and regardless of if I am a criminal or not, I am subject to the exact same amount of scrutiny of law enforcement that they would give Al Capone,” said Pruitt, describing a common scenario for black citizens. In Ferguson, protestors and police alike have been criticized for their handling of the Michael Brown shooting. During protests this week, an officer was purported to be heard on video calling oncoming protestors “animals”, possibly highlighting the dissension between the black community and some officers in Ferguson. Pruitt, who is close to some of the activists that have been involved in the demonstrations in Ferguson, refuted claims that the unrest initially began without merit. According to Pruitt, it was purported to him that officers allegedly fired two flares as oncoming protestors approached their position. One flare was fired into the air, and another fired directly at the ground, before the situation began to unravel. Those details, Pruitt said, have been widely unreported. “That is what I have been told by some credible witnesses,” he said. According to Olu K. Orange, a civil rights

attorney and Adjunct Professor at University of Southern California (USC), the number of incidents involving police misconduct allegations are likely not higher than in the past, they are just more visible because they increasingly reported and recorded by cellphones, adding substance to complaints. “I know tons of police misconduct cases. People strangled to death, shot to death ... a lot of them have not been reported. ... Hundreds happen in L.A.,” said Orange. Orange, who advocates for the use of body cameras on officers, said the enormity of alleged police misconduct cases in Los Angeles has buoyed his case load. “The cost [of implementing cameras] is totally eclipsed by the saving with liability judgments for example,” said Orange. Orange also argued it’s in the best interest of any officer who feels innocent of any wrongdoing to advocate for body cameras since they are not protected from being sued for punitive damages. Orange said body cameras might not lead to instantly improving better ties between law enforcement and the black community if immediately implemented. However, if more police departments adopted the technology and it generated better training, more police oversight, and deterred potential improper police practices, it could help jump start establishing trust between both sides.

O mnitrans will raise fares for the first time in five years on September 2, 2014. The same day, the transit agency

will implement changes designed to improve connectivity and maximize productivity, including realignment of several bus routes, discontinuance of OmniLink service and increased weekend service on the Route 215 freeway express route. A one-way bus trip will increase from $1.50 to $1.75 while the 1-day pass rate will rise from $4 to $5. A 31-day pass goes from $47 to $55 and a 7-day pass is $18, up from $15. Discounted fares apply to persons with disabilities, seniors age 62 and up, and youth age 18 and under. Fare increases also affect Access service which transports persons with disabilities who qualify under Americans with Disability Act (ADA) guidelines. The new Access base fare will be $3.25. (See fare table for details.) With the sbX rapid transit line now in operation, Omnitrans is realigning several local routes to improve connections and streamline service. Route 9, which now serves Yucaipa, Redlands, Loma Linda and San Bernardino, is being eliminated; however realigned Routes 5, 8 and 19 will cover the majority of Route 9’s path and provide increased service frequency on weekdays. “In many cases, customers can travel faster by connecting with sbX,” explained spokesperson Wendy Williams. “For example, taking new Route 19 and transferring to sbX to get from Yucaipa to San Bernardino will be faster than taking current Route 9.”

Omnitrans Fare Hike, Service Changes Set for September

To keep up with growing demand, Route 215 freeway express service between downtown San Bernardino and Riverside will offer 30- minute frequency on weekends, up from hourly. Meanwhile, frequency on Route 20 in Fontana will change to hourly from 30 minutes due to low ridership demand. OmniLink demand response transportation in Chino Hills and Yucaipa will end after August 29. Ridership on the general public dial-a-ride service

has declined by 61 percent in the past four years as customers have shifted to OmniGo community shuttle routes launched in 2010. The Omnitrans Board of Directors approved fare and service changes in May, following public hearings held in March. Brittany Evans, A Young Inventor Making a Difference

W hile teens are surrounded by a world of social media, selfies and hashtags, one teen in Fontana is

making a difference by breaking the mold of conformity. Her name is Brittany Evans. Unlike most teens, at 18 Evans would rather be about business than taking tons of pictures to show off to her friends. Her invention is called Sparkbudz (patent pending) it is an all-new earphone in which one can magnetically attach and detach when they are alone or with a friend. Evans states that she came up with the concept for Sparkbudz while s i t t i n g at the kitchen dinner table discussing starting a t u t o r i n g b u s i n e s s w i t h

her father. After putting everything down on paper and doing the numbers, she realized that the idea may not be a viable one at the moment. However, she states that her father suggested she invent something like her mother had previously done and while her father was speaking, she states that she began conceptualizing the idea. “It’s a cool concept, I love it!” says Evans. “Every day I wake up and thank God for such an amazing, witty invention.” Evans is not only working on Sparkbudz but she is also balancing school as well. She is a college student currently attending RCC, majoring in communications. Evans plans to become a motivational speaker and mentor and currently speaks at her church meetings sharing her testimony.

“I myself have been bullied, threatened and been backstabbed. I never want to see anyone go through what I have encountered.” She has since forgiven her enemies and works hard to fight against bullying. “You don’t have to start a big campaign to fight against bullying, you can start off small by giving advice

to both accounts of the incident, Michael and his friend were not suspected of any crime. They were walking in the middle of the street. And they were Black…and young... and Black. Like Cincinnati post 2001 and like Riverside after the shooting of Tyisha Miller, there will be a review of protocols, a series of reforms suggested and adopted, and the proposed modification of negative behaviors that have led to such a toxic environment. It is clear that both cities have benefitted from those changes and haven’t repeated the sins of the past. It is imperative that a national standard be developed and adopted to prevent these types of incidents in the future. Who knows, if all communities learned the lessons from Tyisha in 1998, Timothy in 2001, and the countless other fatal encounters between law enforcement and Black teenagers, we would be reporting on Michael’s first day of college instead of his funeral.
