A brief summary of the contents for each section is listed below for the convenience of the reader. A complete table of contents is shown at the beginning of each section and is identified by a narrow black edge which can be located easily by fanning the pages. Each section is paged independently, using the section number-as the identifying prefix.

Section 1. Marriages

For the United States: National trend data. Marriage totals and rates for each State, division, and region. Marriage totals for each county or county equivalent. Monthly marriage totals for each State, division, and region.

For the marriage-registration area:. Marriages classified by major demographic characteristics of bride and groom and by characteristics of marriages performed in each partici- pating State; marriage rates specific for sex, age; and marital status.

Section 2. Divorces

For the United States: National trend data. Divorce totals and rates for each State, division, and region. Divorce totals for each county or county equivalent. Trend of national totals of children involved in divorce.

For the divorce-registration area: Divorces classified for each participating State by major demographic characteristics of husband and wife, characteristics of their marriage, and number of children.

Section 3. Technical Appendix

Historical and contemporary sources of marriage and divorce statistics, de- sign of the samples of marriages and divorces and annulments, variability of sample estimates, and uniformity and completeness of the reporting forms and the collected data. Tables of population estimates used as bases for rates. ’

Sampling Variability of the Marriage Statistics

In the tables which present statistics based ondata from probability samples of marriage records, small frequencies have high samplhrgvariability, which limiti their usefulness. The sampling errors are shown in table 3-6 in the Technical Appendix. It is suggested that any number smaller than those shown below be interpreted simply as “small” rather than as any more pre- cise value. The true number would very probably be within 60 percent of the figure shown below. Figures for States shown as “zero” indicate that all records ‘were tabulated and thus data are not subject to sampling variability.

Sampling Variability of the Divorce Statistics

In the tables ‘which present statistics based ondata from probability samples of divorce records, small frequencies have high sampling variability, which limits their usefulness. The sampling errors are shown in table 3-8 in the Technical Appendix.. It is suggested that any number smaller than those shown below be interpreted simply as “small” rather than as any more pre- cise value. The true number would very probably be within 60 percent of the figure shown below. Figures for States shown as %ero” indicate that all records were tabulated and thus data are not subject to sampling variability.

SOURCES dF DATA

Marriage and divorce statistics currently are basedon information from two sources: (1) complete counts of events obtained from all States and (2) samples of marriage and divorce certificates from States meeting certain reporting

.I criteria.

Complete counts of marriages and divorces are pro- vided annually by State and local officials by county; mar- riages are also reported by month of occurrence. From these counts, totals are derived and rates computed for publication for each State, geographic division, region, the United States, and the marriage-registration area (MRA).

Sample record@ are selaq$ed from microfilm copies of the original certificates received from .tbe registration of- flees of States and areas comprising the marriage-regls- tration area and the divorce-registration area. The statis- tical information on these records, including data ou the characteristics of marriages and divorces and the persons involved in them, is edited, classified, transferred to tape for computer processing, and tahu&tted in the National Center for Health Statistics (NCHS). The totals for .me MRA derived from sample data differ slightly from those ob- tained from the complete count described above. All totals published for the divorce-registration area (DRA) are based on sample data.

Marriage and divorce statistics for the United States and for the registration areas are limited to events occur- ring during the year and registered within the specified area. Tabulations for States and other areas are by place of occurrence. Events occurring to nonresidents are in- cluded; marriages or divorces of ‘members of the Armed Forces or other U.S. nationals that occur outside the United States are excluded. I&ed states refers to the 50 States and the District of Columbia. Alaska has been included in the U.S. tabulations since 1959 and Hawaii since 1960:Data for Puerto Rico and the Virgin Islands for 1969 were not processed and do not appear in this volume.

Registration areas

Registration areas for the collection of marriage and divorce statistics were established in 1957 and 1958, re- spectively. Similar in concept to the regls,tration areas de- veloped earlier to promote national natality and mortality

I statistics, they included States with adequate programs for

collecting marriage and divorce statistics. Criteria for participation in the registration areas are

A statistical report form conforming closely in content to the Standard Certificate of Marriage (fig. 3-l) or Standard Certificate of Absolute Divorce or Annulment (fig. 3-Z).

Tests for completeness and accuracy of marriage or divorce registration to be carried out in cooperation with NCHS.

Wh& established, the MRA included 28 States and, in addition. all of New York except New York City, Alaska, Hawaii, Puerto Rico, and the Virgin Islands. Although not a charter member, Nebraska was admitted to theMRA soon after it was established, raising the MRA membership in 1957 to 29 States and New York except for New York City. The DRA included 14 States, Alaska, Hawaii, and the Virgin Islands. Table 3-2 shows when States and independentareas established central files and when they began participating in the MRA and DRA.

In 1968 Missouri entered the MRA,raisingthenumber of participants to 39 States, the District ofColumbia, Puerto, Rico, and the Virgin Islands (fig. 3-3); no States were added in 1969. (Two independent registration areas, New Orleans and New York City, were part of the MRA in 1969. New Orleans and the rest of the State’of Louisiana’ have partici- pated in the MRA since it was established; New York State was a charter member, but the city of New York did not participate until 1965.) The DRA (fig. 3-4), unchanged since 1963, added four States in 1968 (CaIifornia, Connecticut, Illinois, and Vermont) and two States in 1969 (Kentucky and New York), bringing the total to 28 States and the Virgin Islands. In the statistical tabulations ma$yiuge-registration area refers only to the 39 States, the two cities with inde- pendent registration, and the District of Columbia; diumce- ~egL#mtion area refers to the 28 States.

Marriages in the MRA accounted for 77 percent of ail marriages in the United States in 1969 and divorces in the DRA for 59 percent of all divorces.

Health Service, served as the principal means of attaining uniformity in content of documents used to collect infor- mation on marriages and divorces in the United States. These model reporting forms, prepared in close collabo- ration with the Public Health Conference on Records and Statistics, were first recommended to the States in 1954 for adoption January 1, 1955, and stood without revision through 1967.

Revised stsndard certificates were recommended to the States ‘for use beginning January 1, 1968. New items on the Standard Certificate of Marriage are education of bride and of groom, a question on “date last marriage ended” for second or higher order marriages, and identification of the officiant as religious or civil. New items on the divorce certificate are a question on “approximate date couple separated,” education, the name of “attorney for plaintiff,”

a question on the Wunberof prevfous marriages ended by .death or by divorce or annulment,” and an irem giving the “total number of living children” in addition to the number under 18 years of age.

Each State and independent registration area deter- mines the form and content of its vital records. Conse- quently the records vary in certain .details. Although modified in each State as required by particular needs or by special provisions of the State vital statistics law, the marriage and divorce certificates of most States in the MRA and DRA conform closely to the standard certificates.

Table 3-3 lists items on the Standard Certificate of Marriage and shows which States had the items on their forms in 1969. Table 3-4 shows the same information for the Standard Certificate of Absolute Divorce or Annulment.

In 1969 the total counts of marriages by State and county were furnished from central files of marriage records for tbe 47 States maintaining them and for tbe District of Columbia. Counta for the five boroughs of the city of New York were supplied by tbe city clerk of Man- hattan. In the areas without central files the counts were obtained from surveys conducted by registration offidals. State officials reported for Arizona and Oklahoma and for some counties in New Mexico. Marriage totals for one county in New Mexico could not be obtained from State or local officials. In ad- dition, divorces and annuhnents were not reported for one county or more in the following States: Arkansas (2). Louisiana (25 parishes), Missouri (1). and New Mexico (6).

The national total of divorces and annulments includes estimates for 24 parishes of Louisiaua that did not report. Estimates of county divorce totals for Indianaweremade by State officials. Estimates prepared by NCHSassumethatthe rate in nonreporting areas of the State was the same as that observed for the reporting areas.

Characteriktics of marriages and divorces

Statistical information on characteristics of marriages and divorces is provided by the States participating in the

registration areas. Items that are adequately reporred are processed from the sample records of each State.

For marriages in 1969 these items include place (State) of marriage, month and day of week of marriage, and the fol- lowing items relating to characteristics of brideandgroom: place (State) of residence, date of birth or age, race, num- ber of this marriage, and marital status prior to this marriage.

For divorce&the items include place (State) of divorce, number of children, month andyear of marriage (from which duration of marriage is obtained), and the following items relating to husband and wife: date of birth or age, race, and number of this marriage.

Certain items previously coded and tabulated were dropped from the 1966-69 processing as a result of prw- reduction. For 1969 the item on type of ceremony was deleted for marriages. For divorces State of residence of husband and wife. State of

marriage, to whom decree was granted, legal grounds for decree, and identity of plaintiff were deleted.

Most of the items tabulated for marriages in 1969 were well reported by nearly all the Statesin the MRA. The marriage forms of all participating States containedanitem for either age at marriage or date of birth or both items. The race or color item was on the certificates of ail States except California, Michigan, New York, and Ohio. The item appeared on the lllinois form but was optional and was stated on less than one-half of their records. Forms for three States (Idaho, Maryland, and Oregon) did not ask for the number of this marriage hut did include an item on previous marital status. Forms for two States (Ohio and Michigan) included information about thenumber of previous marriages of each person but not about the marital status of the previously married.

Race or color was stated on about two-thirds of the marriages performed in the MRA during 1969.

For the District of Columbia and the 34 States that re- quested both “previous marital status” and “number of this marriage” on their marriage certificates, first marriages and remarriages (referred to in the tables as “marriage order”) could be identified if either item was stated. Simi- larly first marriages and remarriages could be identified for the five States that had only one of the two items on their certificates.

Idaho, Maryland, and Oregon requested only “previous marital status.” For these States the number of not stated cases for the missing item (numher’of this marriage) was reduced by the number .of cases assumed to be first mar- riages because previous marital status was stated. as single.

Michigan and Ohio requested only “number of times previously married.” Not stated cases for the missing item (previous marital status) were reduced by the number of

persons assumed to be single because .they were said to have been previously married ‘“0” times.

Of the items processed for divorces in 1969, date and place (State) where the decree was granted, number of children involved, date of marriage, and date of birth or age at time of decree were on the forms of all DRA States. However, Michigan and Ohio excluded the race item and Nebraska did not have. number of this marriage. Also, several of these items were very poorly reported for at le.&t half of the States. Date of birth, or age at divorce (needed to compute age at marriage), and number of this marriage were entered on less than 50 per- cent of the records fiorn five States. Race, too, was poorly reported: it was stated on less than half the records for three States.

Tables 3-3, 3-4; 3-9, and 3-10 show which of these and other selected items appear on the records of the regis- tration States and how well they are reported by each State.

Tahnlation of the new items on the revised standard certificates began with 1968 data. When enough of the States in the registration areas have adopted an item and report it with a level of completeness that permits publication of the data for a group of States, tables will be added to the annual presentation. ,

SAMPLE DESIGN

Obtaining the records

Each year the States participating in the MRA and the DRA prepare microfilm copies of their records, which are purchased by NCHS. Further processing, including sample selection, code punching, verification, and tabulation, is carried out by NCHS.

For marriages the records refer to all marriagesper- formed in 1969 within the 39 MRA States and the District of Columbia. For divorces the records refer to all decrees of absolute divorce and annulment that were granted during 1969 within the 28 DRA States.

Interlocutory divorce decree8 for States that grantthem are included among the~ecords$Isuallyforyfor the year in which they were granted. Sampling marriage and divorce records for States in the registration areas was initiated in 1960. For earlier years data on characteristics had been com- piled from predeeigned tables submitted by the States.

Sampling procedures

The marriage sample was designed to yield estimates of State totals as well as frequency distributions. These estimates were made for the MRA and for each State in the registration area. A sampling rate was designated for each MRA State so. that&e selected sample for it would consist of at least 2,500 records, Five different sampling rates were used: all records, l/2, l/5. l/10. andl/ZO. The over- all ratio for the MRA fn 1969 was l/9.

Sampling procedures for the divorce sample parallel those for the marriage sample. A sampling rate’.was ee- lected so that the sample for each DRA State would contain at least 1,000 records. Four different sampling rates were

used: all records, l/2, l/5, and l/10. OveraIl about l/S of the records were selected for the DRA sample in 1969.

Although each State’s records were sampled independ- ently, each group of States with the samesampling rate was treated as a St&Um for the computing of sampling errors for the MRA and DRA. Estimated sampling errors are likely to be somewhat larger than those that might have been com- puted using each State as a stratum.

The sampling rates, number of events, and sample cases by State for 1969 are shown intables 3-5 (marriages) and 3-7 (divorces).

Area totals

The figures obtained from complete counts of events furnished by the State and local offices differ slightly from the estimated totals based on sample data. When possible, major differences between the sample totals and the inde- pendent counts for each reporting State are reconciled be- ‘fore the sample data are weighted and tahnlated.

For marriages, the 1969 complete count and the sample estimate differed by less than one-tenth of 1 percent in the MRA and in the majority of the States; in no State did this difference reach 3.0 percent.

For the DRA, this difference was less than 1 percent and for all States, except two, it was below 2 percent. The sample for Utah was 22 percent below the expected n-her of records. For this State the missing records appear as “not stated” in the tabulation of divorces by detailed characteristics.

Frequencies

Procedures for estimating frequency distributions for various characteristics were similar for the marriage and divorce samples.. Frequencies were estimated in two steps.

1. Each sample case was assigned a weight which was the reciprocal of the sampling ratio used to select the case. If a marriage record was selected horn a State with a sampbng ratio of’ l/10, that record was assigned a weight of 10;if IOOpercentoftherecords were processed from a State, each such record was assigned a weight of 1.

2. Tabulated counts consisted of summing the weights of the records. Thus each frequency distribution such as age at marriage of 5rst-married brides is a sum of the weighted sample cases included.

The weights for alI sample records are identical within each State. However, as’ shown in tables 3-5 and 3-7. the weights for marriage records vary from 1 to 20 and those for divorce records from 1 to 10 among the registration States. Therefore, for the MRA and DRA, any two approxi- mately equal frequencies may have different sampling ekrors,. varying with the proportion of cases from each stratum included in the estimate.

Percents and rates

Percents shown in the tables appearing in Sections’ 1 and 2 were computed from data excluding numbers of not stated cases. Rates appearing in these tables were based on population estimates developed by the U.S. Bureau of the Census.(tables 3-11 through 3-14). Thepopulationestimates refer to July 1, 1969, and include Armed Forces stationed in the United States but exclude the Armed Forces abroad.

Allocation

Because States in the DRA vary radically in the extent to which items are reported on the divorce. records, no allocations were made prior to tabulation of the divorce data. On the marriage records, values were allocated for ages of bride and groom and date of marriage. These items have been reported with 99 percent or more completeness since 1960.

Children involved in divorces

Procedures for estimating the number of children re- ported in divorce suits presented a special problem. The number of children was estimated for each registration State, the DRA, and the United States. In order to obtain a State total, the category “children not stated” was first distributed to reflectthe distribution of divorces bynumber of children reported. Then the estimatednumberof divorces with a given number of children was multiplied by the num- ber of children per divorce (that is, the number of divorces involving one child was multiplied by 1, the number in- volving two children was multiplied by 2, and so forth,. The sum of the products is the estimated number of chil&en of divorced parents in a given registration State. The sum of State estimates for participating States is the estimate for the DRA.

In order to obtain national estimates for 1969, the average number of children per decree was computed for the 16 States that have reported children witha satisfactory degree of completeness (Alaska, Hawaii, Idaho, Iowa, Kansas, Michigan, Missouri, Montana, Nebraska, Ohio, Oregon, South Dakota, Tennessee, Virginia, Wisconsin, and Wyoming) andthenationaldivorce total was multiplied by this average. This method was also used for 1965-68 and to revise fig- ures for the years 1961-64 originally estimated by using a different method. Consequently data for these years shown in table 2-9 differ from figures appearing in Volume Ill, Vilal StafzSfics of the United states prior to the 1965issue.

SAMPLING ERRORS

Statistics for States where all records were used have no sampling error; the sampling error of each estimate based on sample data can be computed since all cases were selected with known probabilities. The sampling errors shown in tables 3-6 and 3-8 are the amounts which, when added to and subtracted from the estimated frequency, give

tbe interval witbin which the actual quantity beingestimated would lie in approximately two out of three samples of equal size. For example, if the sample estimate of the number of wives under 20 years of age at the time of divorce in 1969 is 12,553, and if the sampling error for this estimate is 181, the probability is about 2/3.that this sample estimate is plus or minus 181 of the truetotal and about 95/100 that this estimate is plus or minus two sampling errors (362) of the true total. Each estimate based on a sample has a sampling error (0):

To permit comparisons of sampling errors between registration States with widely varying totals of marriages or divorces, the frequencies for which sampling errors are shown are expressed as percents of State or registration area totals. The sampling error for an estimated percent based on the total number of events can be computed by dividing the sampling error shown for the frequency by the total number of events reported for the area. As an example of the procedure, the number of alINegrobrides in Alabama is 9,160, or 20 percent of the total for the State. The sam- pling error shown in table 3-6 for this frequency is 259. By adding and subtracting 259 from 9,160, we obtain the interval 8.901 to 9,419; tbe chances are about 68 out of 100 that the actual number of Negro brides is in this interval. In order to obtain the sampling error for 20 percent itself, we divide 259 by the State total, 46,410, with a resulting sampling error of 0.5 percent. Thus the chances are about 68 out of 100 that the actual percent of alI other brides in Alabama falls between 19.4 and 20.6.

The standard error of a proportion which is based on a subgroup in a State may be represented by the following formula

where: TV is the proportion the denominator is of the total marriages of the State; P; is the proportion the numerator is of the State total, S, is the standard error of the denom- inator; ‘X, is the standard error of the numerator; andN is the total number of marriages for the State. Use of this equation can best be described by an example. Suppose that in Alabama 20 percent of Negro brides were previously married, and that we want to approximate the standard error of this proportion. Suppose also that the estimated number of Negro brides in the State was 9,160 and that 1,640 of these brides were previously *married. The total Negro brides represents 20 percent ( PY) and 1,640 is 4 per- cent (~~‘3 of the 46,410 marriages performed in Alabama during 1969. From table 3-6 we find that, for Alabama, the standard error of 9,160 is 259 (&) and that of 1,640 is 126 (& ). Substituting these values into the formula we obtain

Therefore chances are about 68 out of 100 that the true proportion is between .188 and .212, or between 18.8 and 21.2 perc~ent.

To determine if two proportions are significantly dif- ferent, we divide the difference by the square root of the sum of the squares of their standard errors. If the quotient of this division is greater than 2, the probability that the difference between the two figures is due to chance is less than 1 in 20. To illustrate, suppose we wish to compare the proportion of previously married Negro brides for Alabama and Louisiana. Assume that the proportions were 0.20 with standard error .012 for Alabama and 0.29 with standard error .007 for Louisiana. Division of the differences by the square root of the sum of the squares of the standard errors gives us

NONSAMPLING ERRORS

In addition to the sampling errors described above, there are several other sources of variation that are little affected by the size or design of the sample. For example, items may be missing from reporting forms and therefore not reportable; items that do appear onaform may be vague and ambiguous; responses may be incorrect, unreadable, or missing; data may be submitted on outdated record forms; records may be erroneously included or excluded in the microfilm files sent to NCHS; or the editing or coding instructions may be inadequate to cover all cases.

However, for most of the data available from 1960 onward, the completeness and year-to-year consistency are evidence of the basic reliability and coverage of the marriage- and divorce-registration systems.

Obtaining the complete files of marriage and divorce records for processing by NCHS, a procedure initiated in 1963, permits special investigation into various types of nonsampling errors for specified areas. Such studies were undertaken in 1963 by examination of the microfilm ffles. A report of this research is included in Section 4, Volume III, Vital S&ztistics of the’ United Sbte& 1963.

Incomplete reporting

Nonresponse errors in marriage and divorcedataarise from two sources: (1) An item may not be included on the reporting form (not reportable); or (2) although the item may be on the form, there may be no response or the re- sponse may be illegible (not completed). Regarding the second source of nonresponse, some reporting forms’& elude items that arebadlywordedsnddonot elicit responses

sufficiently precise to be classified. Sometimes when a State revises its form to include additional items, copies of the old form are still extensively used by registration offices until a supply of the new version is received. The items not included on the old forms are tabulated as “not completed.”

Data presented in tables 3-9 and 3-10 show the pro- portions of not stated cases for specified characteristics of marriages and divorces for 1969. The proportions “not reportable” and “not completed” are shown separately for both the MRA and the DRA. Footnotes to entries under the characteristics identify the specific reporting areas for which an item was not reportable. Not completed cases were estimated by subtracting the not reportable responses from all nonresponses. Not completed cases were typically blank, but illegible responses and cases of records not received were also included in this category as well as some responses that were inappropriate. For example, numbers were written on some sample records instead of the specific previous marital StaNS of the brideand groom. Checks of problems as they arose yielded evidence of only scattered instances of such responses. A major proportion of the notstatedcasesfor marriagesweredue to the absence of items on some of the reporting forms. In contrast, the majority of not stated items on records of divorce or annul- ment arose from lack of response to some of the items re- quested on tbe reporting forms.

For divorces, items of personal information typically have been less complete than legal items and information about the marriage. One possible explanation of the incom- pleteness of personal items is that in several States the local court officials responsible for filing the form are not empowered to require completion of the reporting form but can only secure information from transcripts of court pro- ceedings on the case.

Other sources of error

Inconsistent responses.-Inconsistency between entries for related items on the certificates occurs occasionally for both marriages and divorces. When age and date of birth are bothreported, they donor always agree. Previous marital status is sometimes not consistent with number of times married or number of this marriage. These differences are arbitrarily reconciled before tabulation.

Some briefly worded items acmally require additional questions on the part of the local recorder in order to obtain the detailed information sought. Items where this type of error occurs mostfrequently were those requesting geographic place names (residence, place of marriage, and place of birth) and those requesting data about previous marriages.

lkiicrofikm errors.-Errors in the arrangement of the records received on microfilm in NCHS sometimes occur when numbers on the records are out of sequence, missing, or duplicated or when records that are not part of the uni- verse being sampled are erroneously included in the file.

Special arrangements to locate and birth and death records has not yet been developed for microfilm these records are made each year by NCHS., microfilming tbe marriage and divorce records.
