PREFACE
Birth and Deaths are the two most important vital events that define life of an individual. Not
only do they describe the legal existence of an individual, registration of these events is a primary
source of vital data of the population to which they belong. Civil Registration is a continuous,
permanent, compulsory recording of the occurrence and characteristics of vital events, like births,
deaths and still births. These vital statistics are invaluable for planning, monitoring and evaluating
various programmes related to primary health care, family planning, maternal and child health,
education etc. Nevertheless, information collected through registration process about vital events
provides useful and important statistics.
2. This issue of the Report on ‘Vital Statistics of India based on the Civil Registration System’
for the year 2019 provides an overview of the working of the Civil Registration System (CRS) in the
country and presents a compilation of data on registered births, deaths, infant deaths and still
births with rural-urban & sex-wise break-up and sex ratio at birth based on Civil Registration
Records. Ideally, an Annual Report on vital statistics containing more detailed information should
have been brought out. However, due to limited availability of information contained in the Annual
Reports of some of the States, the report for the year 2019 containing key information of events
pertaining to the time period 1st January 2019 to 31st December 2019 has been brought out for the
convenience of users. An attempt has been made to present more detailed analysis as compared to
previous Reports.
3. The publication is divided into two parts. Part I provides a brief review of the Civil
Registration System and contains a summary analysis of data on registered births, deaths, infant
deaths and sex ratio at birth at State level. Apart from this, need was felt to revise the Level of
Registration of Births and Deaths, as new population projections based on Census 2011 has been
released by the National Commission on Population. Accordingly, the revised figures for Level of
Registration of Births & Deaths for the years 2011-2018 for States/Union territories and India has
been duly included in the report. Part II consist of the main tables which provide State and District-
wise data on registered births, deaths, infant deaths and still births with rural-urban & sex-wise
break-up.
4. The data source for the report is the statutory Annual Statistical Report prepared by the
Chief Registrars of Births & Deaths of States/UTs. I take this opportunity to express my sincere
gratitude to all the Chief Registrars of Births & Deaths of various States/UTs for their kind co-
operation in providing the requisite information in short time. I am thankful to each one of them for
their invaluable cooperation. I am hopeful for the similar response from the states/UTs in future
also. I am very positive that, more dynamic implementation of the provisions the RBD Act-1969
shall help reduce the time gap and establish this as a reliable source of information on the Birth and
Death registration in country.

The information published in this report has been obtained from Offices of Chief Registrar of Births &
Deaths of States/UTs or their sub-ordinate offices. The Office of Registrar General, India (ORGI) has
only compiled and collated the data and presented it in the form of this report. As data is being
furnished by States/UTs, ORGI is not responsible for authenticity of the information. All efforts have
been made to make this report fool proof. However, any discrepancy observed in this report may be
brought to the notice of this Office.
Limitations
1. Level of Registration of States/UTs and India level presented in the report are arrived at using the
Mid-Year Projected Population of respective States/UTs of from 2011-2019 based on 2011 census
(Report of the Technical Group on Population Projections, July. 2020, National Commission on
Population, Ministry of Health & Family Welfare) and therefore not comparable with rates
presented in previous reports.
2. Level of Registration has been arrived at using SRS Rates for the year 2018 as the survey for the year
2019 which was scheduled for 2020 could not be completed as was affected by spread of COVID-19
pandemic.
3. The Jammu and Kashmir Reorganisation Act re-constituted the former state of Jammu and Kashmir
into two union territories, 'Jammu and Kashmir' and 'Ladakh', with effect from 31 October 2019 but
the erstwhile State of Jammu and Kashmir submitted the complete report for calendar year without
segregation at the level of Two Union Territories.
4. Maps presented in the report are shown with, 'Jammu and Kashmir' and 'Ladakh' as separate entity.
Here the data supplied by the erstwhile Jammu & Kashmir State for complete area covering both
the newly formed Union territories is used.
5. Some States/UTs have submitted Incomplete or partial data which has not been included.

Overview of Civil Registration System (CRS)
1. Registration of birth is a right of every child and is the first step towards establishing
her/his legal identity.
2. It is compulsory to report births and deaths to the Registrar of Births and Deaths under the Registration of Births and Deaths Act, 1969 (Act No. 18 of 1969).
3. Births and deaths are registered only at the place of their occurrence. 4. Head of the household is responsible to report births and deaths that occurred in the
house to the Registrar of Births and Deaths of the concerned area.
5. It is the responsibility of the officer in charge or any person authorised by her/him to report the births and deaths that occur in hospitals, nursing homes, health centres etc. to the Registrar of Births and Deaths of the concerned area.
6. Births and deaths are reported in the prescribed forms - Form 1 for live birth; Form 2
for death and Form 3 for still birth. 7. Midwife or any other medical or health attendant who has attended or was present the
birth or death are duty bound to notify the concerned Registrar about the occurrence of the event.
8. Keeper or the owner of a place set apart for the disposal of the dead bodies or any
person required by a local authority to be present at such place are required to notify the concerned Registrar about the occurrence of the death.
9. The Registrar(s) of Births and Deaths have the power under Section 21 of the Act to
obtain information regarding birth or death from any person to furnish any information within her/his knowledge.
10. Births and deaths are to be reported within 21 days of occurrence of the event.
11. The birth/death certificate are issued free of charge by the concerned Registrar for events reported within 21 days.
12. The birth/death reported after 21 days but within 30 days can be registered on
payment of the prescribed fee. 13. The birth/death reported after 30 days but within one year of its occurrence can be
registered with the written permission of the prescribed authority and on production of an affidavit made before a notary public or any other officer authorised by the State Government and on payment of the fee as prescribed.
14. Births and deaths reported after one year of its occurrence shall be registered only on
an order of the Magistrate of the First Class after verifying the correctness and on payment of the prescribed fee.

15. A birth can be registered without the name of the child.
16. Name of the child can be entered in the birth certificate within 12 months without any fee and after one year but within 15 years of registration on payment of prescribed fee and by approaching the concerned Registrar.
17. Error(s), if any, in the particulars of birth or death records can be corrected as per the
prescribed procedure under Section 15 of the Act. 18. Any entry in the birth or death records made fraudulently or improperly, can be
cancelled by the concerned Registrar. 19. Under Section 17 of the RBD Act, 1969, any person can cause a search in the birth or
death registers for any entry and obtain a certified extract. Such extracts shall be admissible as evidence of birth or death to which the entry relates.
20. All Registrars are required to send a monthly return to the concerned Addl. District
Registrar/District Registrar or Chief Registrar. 21. The birth of an Indian Citizen, occurred outside the country, can also be registered in
India within sixty days of return of the parents at the place where they intend to settle. After this period, it could be registered under delayed registration provisions of the Act.
22. There is no provision to register death of an Indian Citizen that has occurred outside the
country. 23. Non-reporting of births and deaths, giving false information for inclusion in the register,
refusing to put signature in the reporting form/register and non-registration of events reported to the Registrar is a punishable offence under the Act.
24. Under the RBD Act, 1969, Registrars and Sub-Registrars are the public servants. 25. Registration of births and deaths made prior to implementation of the RBD Act, 1969is
deemed to have been done under the same Act. 26. On adoption of a child, the name of the adoptive parents and a new name for the child
can be entered in the birth register.

EXECUTIVE SUMMARY
Civil Registration System (CRS) in India is the unified process of continuous, permanent,
compulsory and universal recording of the vital events (births, deaths, still births) and
characteristics thereof. The Registration of Births and Deaths Act, 1969 (Act No. 18 of 1969)
provides for the compulsory registration of births and deaths. Civil Registration records are the
best source of Vital Statistics. For the individual, records emanating from CRS provides her/his
legal identity and access to the rights of a citizen including entitlements (social benefits provided
by the Government). For the country, the requirement of a complete CRS system is a must as it has
important administrative and statistical uses. The data generated through a complete and up to
date CRS is essential for socio-economic planning and to evaluate the effectiveness of various social
sector programs. They also serve as the cornerstone of public health system. The Annual Report on
Vital Statistics of India based on Civil Registration System for 2019 has been brought out on the
basis of reports provided by the Chief Registrar of Births and Deaths of respective States/Union
Territories. The main features of the Annual Report are summarized below:
Birth Registration:
Based on information received from 32 States/UTs, share of institutional births to total
registered births is 81.2 %. (Chart 13)
The level of registration of births has increased to 92.7% in 2019 from 82.4% in 2011
(Statement 20, Chart 15)
14 States/UTs have achieved the cent per cent level of registration of births (Chart 16).
10 out of 20 major States have crossed 90% level of registration of births. These are Assam,
Kerala, Telangana, Uttarakhand, West Bengal, Rajasthan, Haryana, Maharashtra, Karnataka
and Andhra Pradesh. (Statement 22)
The number of registered births has increased to 2.48 Crores in 2019 from 2.33 Crores in
2018. (Statement 7, Chart 1)
Out of the total registered births, the share of male and female are 52.1% and 47.9%
respectively. (Statement 14, Chart 5).
In case of registration of births within the prescribed time period of 21 days, the 15
States/UTs namely Lakshadweep, Puducherry, Chandigarh, Gujarat, Tamil Nadu, D & N
Haveli, Mizoram, Punjab, A & N Islands, Himachal Pradesh, Haryana, Daman & Diu, Odisha,
Goa and West Bengal have achieved more than 90% registration of births to the total births
registered. (Statement 11)

The 3 States i.e. Andhra Pradesh, Madhya Pradesh and Kerala have achieved 80 to 90
percent registration of births within 21 days.
Further, 10 States viz. Rajasthan, Tripura, Telangana, Chhattisgarh, Karnataka, Meghalaya,
Jammu & Kashmir, Uttar Pradesh, Assam and Manipur are in the category of 50 to 80
percent in registering within the stipulated time period of 21 days and remaining 3 States
namely Uttarakhand, Arunachal Pradesh and Nagaland are under the category of less than
50 percent in completing the birth registration within time limit of 21 days.
Highest Sex Ratio at Birth (SRB) based on Registered events has been reported by
Arunachal Pradesh (1024), followed by Nagaland (1001) Mizoram (975) and A & N Islands
(965). (Chart 19)
Lowest SRB has been reported by Gujarat (901), Assam (903), Madhya Pradesh (905)
followed by Jammu & Kashmir (909). (Chart 19)
Death Registration:
The number of registered deaths has increased from 69.5 lakhs in 2018 to 76.4 lakhs in 2019.
(Statement 7, Chart 2)
Out of the total registered deaths, the share of male and female are 59.6% and 40.4%
respectively. (Statement 14, Chart 6).
Based on information provided from 31 States/UTs, the share of Institutional deaths in total
registered deaths is 32.1%. (Chart 14)
In case of registration of deaths within the prescribed time period of 21 days, the 11
States/UTs namely Punjab, Mizoram, Chandigarh, Puducherry, D & N Haveli, Himachal
Pradesh, West Bengal, Andhra Pradesh, Tamil Nadu, Lakshadweep and Daman & Diu have
achieved more than 90% registration of deaths to the total deaths registered. (Statement
11)
The 7 States/UTs i.e. Odisha, Goa, A & N Islands, Meghalaya, Gujarat, Madhya Pradesh and
Telangana have achieved 80 to 90 percent registration of deaths within 21 days.
Delayed Registered Birth events of more than one year have been duly deducted for arriving the sex
ratio of Registered Birth

Statement 2: Estimated events and Level of Registration by India, States 2019
Punjab, Rajasthan, Sikkim, Tamil Nadu, Uttar Pradesh and Chandigarh. Such Coordination Committees
have also been set up at District and below district level (i.e. at Mandal and Taluka level in many States.
However, the information on convening the regular meeting of District Level Coordination Committees
(DLCCs) meetings and below district level meetings has not been received from all the States/UTs. The
following information regarding district level and below district level meetings during 2019 has been
provided by the Chief Registrars in the respective annual report of State/UT:-
Andhra Pradesh: During the year 2019, the registration of birth and death in the state was also reviewed in the State level meetings conducted with DM&HOs and other departmental officials.

Assam: No DLCC meeting was convened at district and block level in 2019. However, DDC meeting in districts were held for discussion on improvement of Civil Registration System.
Arunachal Pradesh: Two DLCC meeting were conducted during the year 2019 in Anjaw and Roing district Headquarter of Lower Dibang Valley district of the State.
Bihar: DLCC meeting are conducted regularly at district and block level. Various meetings at State, district and block level were held to review the progress of vital Statistics and to discuss the difficulties encountered during online registration of birth and death.
Chhattisgarh: Nine District level meetings were conducted during the year 2019. Goa: Regular interactions were held during the year on issues related to registration of birth and
death with Departments such as Collectorate, Health & Family Welfare & NIC.
Gujarat: During 2019, a proposal to form DLCCs has been sent to Health and Family Welfare Department, Government of Gujarat. However, monthly meeting of registration officials were organized at the Taluka level, in the first week of every month by Taluka registrar. Meeting of Taluka Statistical Assistants were also organized at district HQ every month for collecting the compiled information of monthly returns. Person from state HQ is also remain present turn by turn in such meeting.
Haryana: Monthly meetings of registration officials were organized at district level in the first week of every month. Also, ten (10) monthly meetings of Statistical Assistants were organized at State HQ level, Panchkula.
Himachal Pradesh: DLCC meeting was conducted in four (4) districts namely Shimla, Mandi, Solan and Hamirpur.
Jammu & Kashmir: Coordination Committee meetings at district, block level was not held during the year 2019.
Jharkhand: DLCC meetings were not conducted in the year 2019.
Karnataka: 35 District level and 379 Taluk level Coordination Committee meetings were convened during the year.
Madhya Pradesh: District level coordination Committee meetings were held in 17 districts.
Maharashtra: Three (3) meetings of district statistical officers were held to review birth and death registration during the year. The various factors responsible for under registration in the state were reviewed through periodical meetings at regular intervals at district and state level. For active involvement of various departments, a review meeting was conducted by Chief Registrar during the meeting of all Bureau Chiefs and Program officers.
Meghalaya: DLCC meetings were not conducted in the year 2019.
Mizoram: Six (6) DLCC meetings were held during the year 2019 in the districts namely Kolasib, Serchhip, Saiha, Mamit, Lunglei and Lawngtlai. Block Level Coordination Committee is not yet constituted.
Rajasthan: 61 District Level Coordination Committee (DLCC) meetings were held during the year.
Sikkim: District Level Coordination Committee (DLCC) meeting was not held during the year 2019.
Tamil Nadu: The District Level Coordination Committee meetings were conducted in all 32 Districts under the Chairmanship of District Collectors regularly to strengthen Civil Registration System involving connected departments and towards the implementation of new Common CRS software by all connected departments. To strengthen the system, review meetings at Taluk level and Block level were also conducted during the year to highlight the defects noticed in registration of Births and Deaths.
Tripura: Monthly meetings with the registration authority of different medical Institutions were held during the year.
Uttarakhand: 11 District Level Coordination Committee (DLCC) meetings were held during the year 2019.

Andaman& Nicobar Islands: Need of IDCC meeting does not arise because the registration of births and deaths in the Island is solely carried out by the Health Department.
2.5. Computerization of Civil registration record/ work: The detail of information furnished by States/ UTs on computerization of civil registration record and online registration is given below:-
Andhra Pradesh: Uniform software developed by Office of Registrar General India (ORGI), New Delhi (www.crsorgi.gov.in) is being implemented in all the Birth and Death registration units in the state i.e Gram Panchayats, Govt. Health Facilities and Municipalities from 01.11.2015, 01.05.2016 & 01.12.2016 respectively except the district of West Godavari due to pending of security protocols and other technical requirements. The digitalization of old records from 2005 to 2014 of municipal Corporations of Visakhapatnam and Vijayawada has been completed.
Arunachal Pradesh: All district headquarters have been equipped with computers and initiated the procedure of computerization for record of births and deaths. In the State online registration facility is available in 19th District Headquarters namely Bomdila, Yupia, Ziro, Aalo, Koloriang, Yingkiong, Pasighat, Boleng, Tezu, Roing, Hawai, Seppa, Daporijo, Changlang, Longding, Tawang, Palin, Khonsa and Namsai registration units. Provision for registration facilities in other registration units are offline.
Assam: 120 numbers of registration units had been covered with CRS online application. Out of this major Registration Units are Medical colleges and Hospitals, District Hospitals, Municipal Corporations. The birth and death registration has also been included under the project “Assam Citizen Centric Service Delivery Project” launched under ‘Assam Right to Public Services Act, 2012’ with a view to access the services to the public within time limit through Public facilitation Centre.
Bihar: The registration of birth and death is being done through ORGI uniform CRS software (www.crsorgi.gov.in). 28,09,167 births and 3,59,349 deaths were registered online during 2019 in the State.
Chhattisgarh: In the State, out of total (17408) Registration Units, only 1.49% (261) Registration units are registering events online through ORGI uniform CRS portal (www.crsorgi.gov.in)covering only 35% of total registered events. Remaining Registration units are registering events manually and the Statistical parts are entered on software at district level to prepare analytical reports. Records prior to year 2015 are yet to be computerized.
Gujarat: A web-based application namely “e-Olakh” developed by State NIC is being used in the State for the purpose of registration of birth and death. The reporting forms (1, 2 and 3) have been computerized at village/Taluka/district level in e-Olakh. At state level summary reports are being compiled through form No. 11, 12 and 13 for validation of data entry of births and deaths registered at local bodies / registration units. All tables are being generated through said web based application. All Gram Panchayats, municipalities and 3 municipal corporations have been covered under “e-Olakh” (GCRS). All the rural local bodies, urban bodies like municipalities and 3 municipal corporations have initiated issuance of computerized birth and death certificate using “e-Olakh”. Five (5) municipal corporations have not been covered under e-Olakh as they have been using their own software. The digitization of records of birth and death from 2015 onwards has been completed in all rural and urban local bodies except Ahmedabad, Surat, Rajkot, Vadodara, Jamnagar Municipal Corporation.
Goa: All birth and death records in the State are computerized.
Haryana: In the State, the registration of birth and death is being done online using ORGI uniform CRS portal (www.crsorgi.gov.in) and computerized birth and death certificate are being issued by all the Registration Units. The Aadhaar linkage of new born to the birth registration is also started in the State. For online registration and Aadhaar linkage about 481 Laptop and 540 Tablets are provided to the Registration Units. Efforts have been made to link the birth and death registration to ensure its regular updation.
Himachal Pradesh: The registration of birth and death is being done using ORGI uniform CRS portal (www.crsorgi.gov.in). “94760” birth, “43633” death &“747” Infant Death have been registered through CRS Web Portal during 2019.
Jammu & Kashmir: 89 Registration centers of Rural/Urban areas have reportedly been computerized for Civil Registration. Whereas, no online registration in the State has been started yet.
Jharkhand: The registration of birth and death is being done using ORGI uniform CRS portal (www.crsorgi.gov.in). “179767” birth, “48263” death have been registered online during 2019.
Karnataka: Registration of birth and death events are being carried out online in the state through uniform web based application namely e-JanMa developed by State NIC since 2018.
Kerala:
Civil Registration has been computerized in Corporations, Municipalities and rural registration units, i.e. Gram Panchayat using the ‘Sevana’ Civil Registration Software developed by the Information Kerala Mission (IKM), set up by State Government for computerization of local bodies.
The Civil Registration records prior to the date of computerization have been digitized. The certificates in respect of the registers maintained under the traditional system are also issued using the software in computerized units. The legal parts of the reporting forms are preserved as statutory register in addition to the electronic data.
The project for online registration of birth and death events occurring in hospitals has been implemented in 6 Corporations, 60 Municipalities and 652 Gram Panchayats up to the end of 2019. The process of implementation of the Kiosk project in more registration units is in progress.
Under the Hospital Kiosk Project, the report of births and deaths are sent to the Registration Unit as electronic data through telephone line from the kiosks, which are functioning in the hospital. The electronic report received at the Registration Unit is registered after verification and the certificate under Section 12 is issued through the hospital. Efforts are made to issue the birth certificate before the mother and baby leaves the hospital.
Madhya Pradesh: Online registration of births and deaths has been initiated from 01-01-2015 in the State of Madhya Pradesh using ORGI uniform CRS portal (www.crsorgi.gov.in). During 2019, out of total registered birth (1602043) and death (493328), 95.21% (1525221) births and 97.65% (481719) death are registered online.
Maharashtra: In the urban and rural areas of the State, the ORGI uniform CRS portal (www.crsorgi.gov.in) is being used for registration of birth and death events from 2016 onwards.
Meghalaya: Online registration process has been implemented in four (4) Registration Units namely Ganesh Das Maternal and child health hospital, Shillong, Civil hospital Shillong, Shillong Municipal board and Tura Municipal board. Computerization of old Civil Registration Records has not been possible due to lack of fund.
Mizoram: Digitization of all the Civil Registration Records in Mizoram is completed during 2019. Online Registration is not yet done at the Registration Unit. However, online submission to CRS web portal of all the reports of live Births, still births and deaths are done at the respective ADR Offices. Moreover, all the records are also kept in digitized form in the State specific software 'CRS Mizoram’.
Nagaland: Births & Deaths data is compiled through computerization in every district. Currently the Registration units in the village/block level are functioning manually only. Online registration at district level not functional due to connectivity issues.
Odisha: Online registration is being carried in all the Rural Registration units (314) through ORGI uniform CRS software (www.crsorgi.gov.in ) and out of 105 urban Registration Units, the online Registration of Births and Deaths have been functioning in 44 urban units through web site (www.ulbodisha.gov.in) developed by TCS.
Punjab: The e-Sewa application was introduced by the Department of Governance Reforms (DoGR), Punjab in July, 2019 after revamping the earlier e-District application. The services of issuance of birth and death certificate, addition of name of child, correction in record and delayed registration of
birth and death have been included in the e-Sewa application. All services related to birth and death registration are being provided to the citizens through a single window system via 515 Sewa Kendras catering to all urban and rural areas in Punjab.
Rajasthan: The following initiatives have been taken in respect of computerization: The facility of online registration of births and deaths issuance of computerized certificates with
digital signatures has been introduced in all registration units (urban & rural) of the States through the web portal ‘Pehchan’ developed by state NIC.
Under this web portal, 55000 E-mitra centers and around 1190 private hospitals have been authorized to facilitate the online registration for general public.
The S. M.S. facility on the status of registration has been in initiated and certificates of births and deaths have been provided through E-mail to the concerned person.
The android application of web portal Pehchan’s has been developed for online registration of births and deaths through the mobile.
Using artificial intelligence, NIC Chat Interface (NICCI) chat board has been created for public assistance.
Sikkim: In the State, out of total 33 registration units, 6 units started online registration w.e.f. 01-01-2016 through ORGI uniform CRS portal (www.crsorgi.gov.in), seven new online registration centers extend from 1st January 2019 and rest of 23 registration units are working offline. The monthly returns of registration of birth and death are entered, compiled and computed at State Head quarter using older software (developed in 2000) to generate statistical report of the State. 4,50,000 old registration records of year 1980 to 2015 were digitized.
Tamil Nadu: The common CRS software (www.crstn.org) is implemented uniformly throughout the state from 2018 onwards for registration of birth and death and to issue/download the birth and death certificates.
Telangana: In the State as on date Unified Births and Deaths software (UBD) is being used in urban areas, which is developed by the NIC, and Certificates are issuing on online by E-seva centers.
Tripura: The work of online registration of births & deaths and reporting & monitoring of each event has been started through ORGI uniform CRS software (www.crsorgi.gov.in) in all over the State from 2016 onwards.
Uttarakhand: The online registration of births & deaths is being done in almost all urban units in the state through ORGI uniform CRS software (www.crsorgi.gov.in). The same CRS software is being used in few rural Registration Units also, while e-district portal is used in maximum number of rural RUs.
Uttar Pradesh: During 2019, the work of online registration of births & deaths was done through different software in the State namely e-Nagar Sewa, e-district portal and ORGI uniform CRS software (www.crsorgi.gov.in). In December, 2019, all the registration authorities were directed to register all births and deaths only through ORGI uniform CRS software.
West Bengal: The ORGI uniform CRS software (www.crsorgi.gov.in) has been implemented in the State for registration of birth and death and issuance of birth and death certificates.
Andaman & Nicobar Islands: The ORGI uniform CRS online software (www.crsorgi.gov.in) has been implemented in all the registration units’ w.e.f 01-01-2016 and all the old birth and death records has been uploaded in CRS web portal w.e.f Aug 1982.
Chandigarh: The records of Birth & Death are digitized from 1996 to till now and the earlier records are under process for digitization. From the year 2015, ORGI uniform CRS portal (www.crsorgi.gov.in) was launched in all the Government & Private Hospitals and Nursing Homes for registration of birth and death.
Dadra & Nagar Haveli: All the registration Units (Government Medical Institutions, SMC/Patelads are computerized and all are using ORGI Uniform CRS software (www.crsorgi.gov.in) from 2016 onwards.
Daman & Diu: Civil Registration of births and deaths in all registration centers in rural and urban areas has been computerized and online registration is being done.
Delhi: The status of computerization is as follows:
All local bodies have computerized the birth and death registration system and resulting in improvement in the quality of service rendered to the public.
All major Government / Private hospitals/ Nursing Homes (approx.950) have been provided the facility of online reporting of birth/ death events through Online Institutional Registration (OLIR) system, this has speed up the process of reporting and registration of events.
In New Delhi Municipal Council (NDMC) and Delhi cantonment Board (DCB) almost all hospitals are reporting online.
A citizen charter for registration of births and deaths has been implemented and the issuance of births and deaths certificates has been covered under e-Service Level Agreement (e-SLA) to facilitate the public. All registration centers are displaying the informative boards regarding various provisions under e-SLA pertains to issuance of birth and death certificate to guide the public.
Online facility to take the birth/death certificates directly from website is also being provided by NDMC, North, East and South DMCs.
The Chief Registrar’s Office is operating a website ‘www.delhigovt.nic.in’ giving details of registration procedure, area wise registration center, administrative machinery for redressal of grievances etc.
Lakshadweep: All the registration units of Hospitals/CHC/PHC are computerized from 2008 onwards using the software developed by the NIC Lakshadweep. From 2015 onwards, all the births, deaths and still births are registered by ORGI uniform CRS online software (www.crsorgi.gov.in). Proposal for digitization of old birth and death records from 1950 to 2014 is under process.
Puducherry: All local bodies are issuing computerized birth and death certificates for the event registered under the Act. In order to cater the needs of the public who requires birth and death certificates of their ancestors, computerization of birth and death record has been taken up for the period prior to 1979 in Puducherry and Oulgaret Municipalities. The computerized birth records from 1930 and death records from 1954 are available in Puducherry Municipality. In Oulgaret Municipality birth records from 1920 and death records from 1979 are available.
2.6. Penalties: There is a provision for imposing penalties on defaulting institutions, Registrars and the individuals for non-registration, non-reporting and negligence or refusal to register any birth or death without any reasonable cause under section 23 of the RBD Act, 1969. Despite the aforesaid provision, under the Act and Rule, most of the State Governments are not imposing penalties on the defaulters as a means to improve the functioning of the system. It has been found that very few States have reported the details on imposing the penalties. The details of imposing penalties and prosecutions were not provided by the other States, however few states have initiated several actions in this regard, the details of which are given below:-

Andhra Pradesh: Show cause notices were issued to the Registrars by the District Registrars, where
Birth and Death events were registered fraudulently without proper field verification.All the DM & HOs (District Registrars) and the Municipal Commissioners / Municipal Health Officers (Urban Registrars) were authorized to launch prosecutions and Compounding of offences and they were instructed to exercise their powers of improvement of Registration under section 23 of the Registration of Births and Deaths Act 1969.
Kerala: During 2019, the maximum numbers of prosecutions (303) were launched in Pathanamthitta District. The maximum number of offences (650) compounded in Malappuram district.
Rajasthan: In the year 2019, the District Registrar imposed penalties under section 23 of the RBD Act, 1969 on Registrar for negligence of reporting events.
Tamil Nadu: Directions have been issued under Section 4(4) to the connected heads of departments to instruct the Birth and Death Registrars to ensure that the section 23 of the Registration of Births and Deaths Act are enforced to improve the registration system. During inspection by the Supervisory Officials the above provision were sensitized and guided for registration of the events.
Telangana: All the DM & HOs (District Registrars) and the Municipal Commissioners / Municipal Health Officers (Urban Registrars) were authorized to launch prosecutions and Compounding of offences and they were once again instructed to exercise their powers of improvement of Registration under section 23 of the Registration of Births and Deaths Act 1969.
Chandigarh: In the year 2019, the District Registrar imposed penalties under section 23 of the RBD Act, 1969 on Registrar for negligence of reporting events and on individuals for negligence to report birth or death.
The States of Arunachal Pradesh, Assam, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka Madhya Pradesh, Maharashtra, Meghalaya, Mizoram, Odisha, Sikkim, Telangana, Tripura, Uttarakhand, West Bengal, Delhi, Puducherry, Andaman & Nicobar Islands, Dadra & Nagar Haveli, Daman & Diu and Lakshadweep have not imposed any penalty under section 23 of the RBD Act and sent nil report.
The States of Bihar, Nagaland and Uttar Pradesh have not provided any information in the report on imposing penalties for non-registration, non-reporting and for negligence or refusal to register the event.
2.7. Inspection of Registration units: Section 18 of the RBD Act, 1969 provides the provisions for inspection of registration offices and records in order to improve the registration system in qualitative as well as quantitative terms. For effective civil registration system, reliable inspection of registration units and registration records at regular interval is required. The inspections are required to be done by the office of the Chief Registrar and District Registrars in each State/UT. Such inspections could have been more meaningful, if organized and conducted frequently within a regular time frame, however, as per the information provided by the States, the inspection of registration centers were irregular and extremely deficient in most of the States/UTs during 2019 also. The actual information in respect of number of units inspected is not provided by the majority of the States /UTs, the details of information regarding inspection provided by some of the States/ UTs during the year is given below:

The following States have also furnished the information regarding inspection:-
Arunachal Pradesh: During the year, the registration units were inspected to ensure qualitative and quantitative improvement of registration work. The registration units were inspected in the jurisdiction of 18 districts namely Lower Subansiri, Changlang, Namsai, Lower Dibang Valley, Upper-Siang, Lohit, Tirap, West Siang, East Siang, KurungKumey, Papumpare, KraDaadi , Longding and East Kameng, Siang, Upper Subansiri ,Anjaw and Dibang Valley districts.
Bihar-During 2019, inspections of registration units were made in all 38 districts. Maximum numbers of units were inspected in Gaya (420) and Siwan (298) districts of Bihar.
Chhattisgarh: Inspection of rural and urban Registration Units was performed by officer from Chief Registrar Office and district Registrar Office in year 2019.
Gujarat: In year 2019, approximately 5432 registration units were inspected.
Haryana: The District Registrars and Additional District Registrars were directed to conduct inspection of Registration Units in rural as well as urban areas of their respective district for ensuring both qualitative and quantitative improvement in registration work.
Himachal Pradesh: Out of total 211 inspected Registration Units (RU) in the State, 197 RUs were inspected at district Kullu, 6 RUs at district Shimla, 4 RUs at district Mandi, 1 at district Solan and 3 RUs inspected at district Sirmaur.
Karnataka: Besides all routine inspections by state level as well as by district registrar and additional district registrar, registration centers were inspected by the officials of Revenue department also.1852 inspections of the registration units were done by the District Statistical Officers of the Directorate and Officers/Officials of the Revenue Department for the year 2019.
Kerala: In rural units, the Performance Audit Teams under the control of Assistant Director of Panchayats conducts inspection during every quarter. The schedule is prepared in advance and inspection report is submitted to the District Registrar. The District Registrar will forward the same with specific remarks to the Chief Registrar. The urban units are to be inspected by the Secretary of the Local Self Government Institutions (LSGI) concerned and they also submitted reports to the Chief Registrar. Efforts are made to issue instructions to rectify the defects pointed out in the inspection reports.
Madhya Pradesh: Regular inspections of registration units as per the provisions of RBD Act, 1969 were done during the year. The State Head Quarter and District level officials/officers inspect those registration units on priority basis where registration level is low. During the year 2019, inspections of registration units were done in total 125 Registration Units covering 4 Districts namely Bhopal, Hoshangabad, Jabalpur and Ujjain.
Maharashtra: During the year, State level officers were visited for inspection of registration work in 12 districts namely Aurangabad, Ahmadnagar, Sindhurg, Satara, Barshi, Osmanabad, Latur, Solapur, Kolhapur, Raigad, Sangli and Thane.
Nagaland: The District Registrars and Circle Registrars were instructed to carry out inspection to the Registration Units under their jurisdiction. Due to huge number of units, cent percent inspection could not be undertaken during the year 2019.
Punjab: Five (5) inspections of urban registration units were conducted by the O/o Director Census Operations, Punjab in the year 2019. In addition to that District Registrars have been instructed to ensure the inspection of 4 rural and 2 urban registrations centers in a month, so as to inspect all the registration units of the district at least once in a year.
Rajasthan: In the year 2019, inspections were conducted in the rural and urban registration units by the District Statistical officers/officials and necessary directions and suggestions were given for the improvement of registration work. The Municipalities, Panchayat Samities and Gram Panchayat’s were also inspected by the officers from State Head Quarter.

Sikkim: Routine inspections of registration units and registration records for both qualitative and quantitative improvement of registration were done by the officials from the Headquarter during the year.
Tamil Nadu: All Supervisory officials were directed during the year to take up regular and monthly inspection of the Registration Units to bring qualitative registration and to guide the Registrars. The State official visited the registration units to monitor the registration activity during the year 2019.
Tripura: Inspection was performed by Data Processing Assistant from time to time in year 2019.
Uttarakhand: Regular Inspections of the Registration Units were made by the appointed Registration authorities and suggestions and directions were given to resolve the problem faced by Registrar in registering event. The officer at district level inspected on an average of 10-15 Registration Units monthly. During the year, total 2086 inspections were conducted.
Uttar Pradesh: During 2019, inspections of Registration Units (RU) were made by civil registration functionaries in the district Sahjahpur (3 RU), Sitapur (1RU), Lucknow (18), Bahraich (3), Shrawasti (1), Budaun (6) and Balrampur (1). Inspections of rural and urban RUs were also made in all Districts by officers of O/o Chief Medical officers and Data Processing Assistants.
Chandigarh: Inspection was made in 10 Private Hospitals & Nursing homes.
Dadra & Nagar Haveli: 19 registration units were inspected during year 2019.
Delhi: Time to time inspections of registration units, Zonal Offices and Major hospitals were done by the officials/officers of head quarter of concerned local bodies to examine the working of Registration Units and ascertain the difficulties of public in registration and obtaining birth and death certificates.
Puducherry: All Civil Registration centers in the union territory were inspected during the year 2019.
No inspections of registration Units were made in the States/UTs namely Assam, Goa, Jammu & Kashmir, Meghalaya, Odisha, Telangana, Andaman & Nicobar Islands and Lakshadweep.
The inspections have also been made by the Officers/ officials of the ORGI and DCO offices from time to time. The observations found during the inspections were forwarded to the respective States/UTs for remedial measures.
2.8. Training of Civil Registration Functionaries: Civil registration functionaries involved in registration of births and deaths at various levels in most of the States/UTs are belongs to different departments. Almost all these functionaries perform registration work as an additional work i.e. along with other work assigned to them by the respective department. In addition to that due to frequent transfer of these officials from one department to another, there is a need to impart them training at a regular interval on registration rules, Procedures and practices framed under the provisions of the RBD Act, 1969. As per the information furnished by the States, the details of training programs organized in various States during the year 2019 are given below:
Arunachal Pradesh: During the year 2019, two (2) district level training programs were organized in Lower Dibang Valley and Tirap district.
Bihar: Training programs were imparted at State, district and block level for the Officers and Officials involved in registration work. For the improvement of registration of births and deaths, 1 State level, 37 District level, 534 training programs at block level were organized during the year.
Chhattisgarh: 204 training programs were organized for civil registration functionaries at district and block level.
Gujarat: During 2019, Taluka Statistical Assistants were trained on day to day functioning of the system in the monthly meetings organized at District HQ wherein approximately more than one thousand officials were imparted training. At state level, training had been imparted using Sat-Com technology to the Registrars, Sub-registrars and Statistical Assistants etc. during the year 2019. In addition to this, training had also been imparted to Statistical Assistants and Programme Assistants (CRS) in regular review meetings conducted at state level.

Haryana: The Statistical Assistants were trained on day to day functioning of the Civil Registration System during the monthly meetings organized at State HQ.
Jharkhand: 10 District level, 1 sub division level and 109 block level training programs were organized during the year, which were attended by 208, 28 and 807 participants respectively from District, sub division and block level.
Karnataka: During the year 2019, District Statistical Officers conducted 179 training programs to the district staff to improve the Civil Registration System. Detailed procedures of RBD Act and State Rules, Clarifications and discrepancies in filling up of reporting forms were also discussed in these trainings.
Madhya Pradesh: To review the efforts made for quantitative and qualitative improvement in registration work and for getting suggestions, regular training programs/workshops were organized on Civil Registration System during the year. In all, 20 training programs were organized during the year which was attended by 1200 participants.
Maharashtra: Two trainings of trainers were conducted by State during the year. District level trainings were also conducted by District Registrars.
Mizoram: The training programmes were held during the months of October and November 2019 at ten centers namely, Aizawl, Kolasib, Champhai, Mamit, Serchhip, Lunglei, Tlabung, Chawngte, Lawngtlai and Saiha. Participation on the part of local Registrars in these training is up to the mark with around 95% attendance in ever y training.
Rajasthan: 1 state level, 11 district level and 67 block level training programs were organized for civil registration functionaries at State, district level and block level.
Tamil Nadu: During the field visit in 2019, the CRS functionaries were given training on the updated instructions to carry out the registration in State CRS software.
Uttar Pradesh: Training was imparted at State level to 150 participants of the 8 aspirational districts of the State under Aadhaar linked birth registration system in two sessions. District level training on Civil Registration System was also organized in 3 & 2 sessions for the newly recruited Registrars of 67 districts and in 8 aspirational districts respectively. In total, 219 training sessions were organized during 2019 in the State.
Uttarakhand: Regular training programs on Civil Registration System were organized in the State at all district level. During the year, 148 training programs were organized for the Registrar’s, Notifiers/Informants on online registration and issuance of certificate through CRS web portal, which was attended by 3978 participants.
West Bengal: During 2019, sub-district level trainings regarding provisions of RBD Act and Rules along with online training on ORGI uniform CRS software were conducted wherever necessary. All the health workers at the grass root level are being trained up to collect information on births and deaths occurring in a house, from the household concerned in statutory forms and to make them aware of their legal responsibilities.
Chandigarh: Training in 10 private nursing homes was organized on Civil Registration System.
Daman & Diu: Trainings were conducted in 02 centers in rural area. Regular visits and hands-on training to the registration functionaries were also carried out during the year.
Delhi: Fourteen (14) training programs were organized for civil registration functionaries during the year.
Training programs were not organized on Civil Registration System in 17 States/UTs namely Andhra Pradesh, Assam, Himachal Pradesh, Jammu & Kashmir, Kerala, Meghalaya, Nagaland, Odisha, Punjab, Sikkim, Tripura, Telangana, Andaman & Nicobar Islands, Dadra & Nagar Haveli, Goa, Lakshadweep, Puducherry during the year 2019.

2.9. Publicity efforts for improving Registration of Births and Deaths: Lack of awareness about the need and importance of registration among the general public and lack of procedural knowledge among the registration functionaries is one of the reasons for low levels of registration in the country. In order to make the public aware about the need and importance of registration, the State governments had undertaken various publicity measures through various means with their own funds by printing of posters, cloth banners, pamphlets, leaflets on the importance of registration of births and deaths. Radio talks were also arranged on the importance of registration of births and deaths, advertisements were published in leading newspapers. As per the details given by the States, following publicity measures have been taken by the States during the year:-
Andhra Pradesh: Publicity on Civil Registration system has not been taken up in the State due to lack of fund. However, the following steps were taken to create awareness on registration of birth and death during 2019:-
District Collectors have been requested to instruct Tahsildars / Municipal Commissioners to ensure display of posters in all public places and to instruct the Panchayat Secretaries/VROs to give publicity through “TOM – TOM” on Reporting of Births and Deaths at the village level frequently.
Commissioner, Women & Child Department, Andhra Pradesh, Vijayawada was requested to issue instructions to Project Directors to arrange for distribution and display of posters at Anganwadi Centers and to ensure Anganwadi workers notify Births / Deaths regularly to village Secretaries.
Arunachal Pradesh: Publicity Measures were taken to create awareness among the general public about the need, importance and benefits of births and deaths registration through distribution of pamphlets during the programme of ‘’SARKAR AAPKE DEWAR’’ in different districts of Arunachal Pradesh viz; Lohit, Papumpare, East Siang, Tawang, Lower Dibang Valley, West Siang, Upper Siang, Kra-Daadi, Upper Subansiri, Lower Subansiri, Tirap, Longding and East Kameng.
Bihar: The State Government carried out publicity on the importance of registration of births and deaths by putting wall hangers, banners and posters etc…in fairs (“Melas”) like Pitarpaksh Mela, Shravani Mela and Harihar Mela and others in various part of the State. At district level, on the occasion of national festivals, the importance of registration of birth and death was spread through tableaux (“Jhakiya”).
Gujarat: The Registrar of births and deaths are sensitized to improve registration to achieve cent percent implementation of online registration of births and deaths. Publicity efforts are made by the State and District authorities, through various meetings for improving registration of births and deaths. The state Government taken publicity of registration of births and deaths through calendar for improving registration system. Permanent Notice Boards are exhibited in front of all registration units.
Haryana: Initiatives have been introduced in the system with the financial assistance under NHM to further strengthen the CRS in the State
Himachal Pradesh: To spread the awareness of online birth & death registration among general public, District Registrar were asked to install the hoardings during the year 2019. Publicity is also made through BMOs in the meeting and through Asha workers to further make aware the general public in some districts.
Jammu & Kashmir: Publicity efforts were made for improving registration of births & deaths by the elected members of the Cantonment board & Housing and Urban Developments departments.
Jharkhand: CRS campaign, Pamphlet, banner, Nukkar Natak , Wall painting, Poster distribution, Flax banner, local TV channel, loud Speaker announcement were arranged in the state for awareness of Registration of Birth & Death. Handbills and calendar were also distributed in order to create awareness among general public.
Karnataka: During 2019, wide publicity regarding importance of registration of births & deaths were made through all publications published by Directorate of Economics and Statistics.

Kerala: In creating awareness among the public regarding the importance and necessity of registration of vital events, various publicity measures were taken such as:-
Arranged publicity measures through Doordarshan and All India radio. Permanent Notice Boards were exhibited in front of all registration units. Cinema Slides on the importance of registration of births and deaths were exhibited throughout
the State in theatres. Banners, posters and display boards on the importance of registration of births and deaths were
provided in public places. The Panchayat Department publication namely “Panchayat Raj” magazine plays a role in the
publicity of civil registration activities. The details of services rendered, name of designated officer, time limit for registering
births/deaths and the duties of the public under Civil Registration System are included in the ‘Citizen’s Charter’ published by the Gram Panchayats and Municipalities under the Kerala Panchayat Raj Act 1994 and Kerala Municipality Act 1994.
Mizoram: Adequate publicity has been made on the importance of Civil Registration. Advertisements were often displayed in the daily newspapers and periodicals in local language. In localities where village criers are not available, a NGO namely Young Mizo Association (YMA) and local council/village council took up the responsibility of informing the public about the importance reporting vital events to the Registrar of births and deaths.
Nagaland: Various steps were taken for publicizing the importance of registration of births and deaths, which were exhibited to the public in the form of posters, pamphlets, wall hangers, bill boards etc. with the message of birth and death.
Odisha: Adequate publicity through Electronic media, All India Radio, Display of Posters, Distribution of leaflets, screening of the films etc., have done in the state during the year on registration of birth and death to popularize the civil registration within community.
Punjab: The following publicity measures were taken by the State:-
The District Registrar and Local Registrars have been instructed to display boards or wall painting on the various provisions of the Act and procedure at important places in their offices for public awareness.
Instructions issued to display publicity material in the various Exhibitions organized by the department at block /village level.
Regular announcements on the importance of registration of births and deaths have been made through public address system of Village Gurudwaras. Paramedical staff also spread awareness in immunization camps during their routine visits.
Instructions were issued to District and Local Registrars to use CRS logo and message of birth and death registration in regular correspondence.
A slogan on timely registration of birth has been incorporated in the immunization cards printed by the Health Department.
Rajasthan: The following publicity measures were taken by the State:-
A toll free no. 1800 180 6785 has been started for providing information on birth and death registration and to resolve the grievances.
An appeal on the importance of registration of births and deaths were released in local Newspapers by all District Collectors.
The registrations of births and deaths activities have been included in the Bhamashah camps organized in the rural and urban areas of the State.
An agenda item on birth and death registration have been included in the meetings of Panchayati Raj and Urban Development Department.
In order to achieve cent percent registration of births and deaths, necessary instructions were given to civil registration functionaries through video conferencing from State HQ through Chief Registrar.

The information on the procedure of registration of births and deaths were given through ‘Chopal’ programme of Doordarshan. For the improvement of registration system in the State, workshops were organized at State, District and block level.
Publicity on registration of birth and death were made through major newspapers of state, Radio channels, F.M band through jingles and by placing boards in all registration units throughout the state.
Tamil Nadu: The following publicity measures were taken by the State:
A video clipping on CRS was prepared and circulated to all registration functionaries to create awareness on the importance of getting RCH ID by every eligible couple and it is being captured in State CRS software to create a linkage between CRS and PICME software to track the MCH services and Immunization of the child is properly provided to the mother and infant.
IEC martial (Pamphlet) containing the message on CRS and its linkage with the PICME software was displayed in all e-sevai centers.
A name board containing the name of the Registrar and the working time of the Registrar in all Government Institutions were displayed to create awareness on the availability of the Registrar inside the hospital premises.
Tripura: During 2019, wide publicity regarding importance of registration of births & deaths were made in local newspaper after every 3 months regular interval.
Uttarakhand: Publicity measures focused on importance and mandatory registration of births and deaths were taken in the State. Publicity for cent percent registration of vital events was made through ANM/Aganwadi/ ASHA worker.
Andaman & Nicobar Islands: Intensive efforts were made by the Health department for strengthening the effective internal mechanism of CRS in the Island.
Chandigarh: For the improvement of registration of birth and death in the UT, hoarding boards have been installed in 6 Government hospitals, all private hospitals & Nursing Homes (23) and in cremation ground.
Daman & Diu: Wide Publicity and awareness are being carried out through All India Radio throughout the year for improving registration of births and deaths in the UT.
Delhi: In the year 2019, Sun Pack Sheets, big display boards, banners and hand bills were distributed/ installed for awareness of public in all zonal offices, all major hospitals and several main chowks of Delhi by the local bodies.
Lakshadweep: 100 percent registration is being done in all 10 Registration Units of the UT. Simultaneously public awareness campaigns were also conducted during the year. People of the UT are fully aware of the importance of registration.
Puducherry: Adequate publicity was made on the importance of Civil Registration System in the year 2019.
No publicity efforts have been made during the year 2019 in the States/UTs of Assam, Chhattisgarh, Goa, Madhya Pradesh, Maharashtra, Meghalaya, Sikkim, Telangana, Uttar Pradesh and Dadra & Nagar Haveli.
2.10. Issuance of birth and death extracts / certificates: The Registrar under the provision of Section 12 of the RBD Act, 1969 are required to give an extract of prescribed particulars from the register relating to birth or death, free of charge to the person who gives the information under Section 8 and 9 of the said Act. In addition to that, under Section 17 of the RBD Act, the extract relating to birth or death (any number of copies) has also been issued on the payment of prescribed fee to the person asking for it. All of the States / UTs are not furnishing the desired information on issuance of extract/ certificate under Section 12 and 17 of the Act. For the year 2019, 29 States/ UTs namely Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Goa, Haryana, Himachal Pradesh, Jharkhand, Karnataka,

Kerala, Madhya Pradesh, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Uttarakhand, Uttar Pradesh and UT of Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, Delhi, Lakshadweep and Puducherry have furnished the requisite information. The State of Andhra Pradesh has not furnished the breakup of birth & death certificate issued under Section 12 & 17 of the Act and the State of Bihar, Kerala and UT of Chandigarh have not furnished the breakup of birth & death certificate issued under Section 12 of the Act. Also, the State of Punjab, UT of Andaman & Nicobar Islands and Lakshadweep have not furnished the breakup of birth & death certificate issued under Section 17 of the Act. The State of Arunachal Pradesh, Bihar, Nagaland and Uttarakhand and UT of Chandigarh have not furnished the details of birth & death certificate issued under Section 17 of the Act, although such details are given under Section 12 of the Act. The information in respect of issuance of extract/certificate is given below:-

2.11. Difficulties encounter in implementation of the Act: Some of the States have furnished the details of problems facing in implementing the provision of RBD Act and State Rules in the State/UT. The brief points given by the State Governments in their annual report is summarized below:-
Andhra Pradesh: Large number of vacant posts of Panchayats Secretary/ Village Secretary at rural level. Sub Registrars posts are also vacant in many municipalities. Inspection of registration centers

affected due to lack of travelling allowance budget for statistical personnel adversely affected the inspection programs.
Arunachal Pradesh: Inadequate infrastructure is the major problem for implementation of the Act. Further, due to shortage of vital statistics staff, lack of proper communication, illiteracy among the villagers, villages being scattered in far flung areas, etc. caused the issue of under reporting.
Assam: Non availability of CRS fund in state budget for implementation of RBD Act, 1969. There is shortage of computer and other accessories and skilled personnel in registration units.
Bihar: Vacant posts of DSO’s, ASO’s and Block statistical Supervisors at district and block level and Registrars post at local level. Involvement of Statistical Officers in other non-departmental activities.
Goa: No difficulties encountered in implementing RBD Act 1969.
Gujarat: Most of the posts of Taluka/District Statistical Assistants are vacant out of total sanctioned posts. Registrars are not utilizing the powers vested under the section 15 of the RBD Act, 1969 regarding corrections and cancellation of entries in birth and death record. Lack of awareness about the need and importance of registration of births and deaths and lack of registration procedure knowledge among the public.
Himachal Pradesh: Local Registrars cum Panchayats Secretaries in concerned Panchayats are not posting vital events online regularly. There is shortage of manpower in some of the registration units across the State. There have been no financial assistances from Center & State Govt. to meet out the expenditure towards Information, Education & Communication (IEC) and other CRS related activities during the year 2019.
Jammu & Kashmir: Non availability of funds from ORGI/state for inspection of registration units in urban/rural units, organizing training programs for CRS, publicity at State/Districts/Block levels etc.
Jharkhand: Some difficulties are encounter in implementing the provisions of RBD Act and Rules in respect of delayed registration provisions. Difficulties in updating master data in ORGI uniform CRS software at district and block level.
Karnataka: Inadequacy of staff at all levels. Lack of administrative authority to the Chief Registrar over registration functionaries.
Kerala: Pre occupation of Registrars and other functionaries with other duties. Damage caused to very old registration record. Non registration of large chunk of infant and child deaths particularly in rural areas.
Madhya Pradesh: Vacant posts of Assistant Statistical Officer, Statistical Clerks and Clerks in various Municipal Corporations and Municipalities. Lack of control over Notifies in the rural areas.
Maharashtra: In rural area due to illiteracy, lack of transportation in hilly areas, and public unawareness are the hurdles in achieving the goal of 100% registration. The Gram Sevaks who is Ex-officio Registrar of births and deaths, has to cover many villages due to vacant posts.
Mizoram: The geographic location of the State has affected the registration process.
Nagaland: Inadequate postal, transportation and communication facilities. Lack of remuneration for CRS functionaries and low level of awareness are major difficulties in the State.
Odisha: There is shortage of staff in the State.
Punjab: There is a shortage of Staff at every level in the State and associated departments are facing difficulty in managing various affairs of registration of births and deaths.
Sikkim: Poor Internet connectivity, shortage of computer system and trained manpower.
Telangana: Lack of Sub registrars in Municipalities. Large number of vacant posts of Panchayats Secretaries. Lack of Travelling allowance budget for Statistical personnel working at District level.
Tripura: Difficulties encountered in implementing the RBD Act and Rules made thereunder particularly in case of delayed registration. Issues have been arising related to online registration of

births and deaths. There is shortage of Staff at every level in the State, shortage of machinery and network also.
Uttarakhand: Due to lack of manpower and training, difficulties encounter in implementation of RBD Act, 1969. Vacant post in birth-death registration cadre of Health department.
Uttar Pradesh: Vacant post of Assistant Statistical officer. Additional Statistical officer etc.
West Bengal: Lack of manpower, lack of funds for publicity and for monitoring of all centers is the main concern of the State during 2019.
Andaman & Nicobar Islands: Shortage of Junior Investigator and poor net connectivity.
Puducherry: No difficulties encountered in implementing RBD Act 1969, since compulsory Registration of vital events was prevalent during the French Rule.
2.12. Circulars/Guidelines issued by the Office of Registrar General India: In the year 2019, a circular on the subject “Use of Aadhaar number as an Identity proof in the registration of births and deaths - regarding” was issued in respect of the judgment dated 26-09-2018 of the Hon’ble Supreme Court of India made in Writ Petition (Civil) No. 494 of 2012 titled Justice K.S. Puttaswamy (Retd.) & Anr vs Union of India and Others. There is no provision in the RBD Act which permits the use of Aadhaar for establishing the identity of an individual for the purpose of registration of birth and death. In this respect, in order to avoid any inconvenience to the general public, the Chief Registrars of all States/UTs were clarified that the use of Aadhaar number for the purpose of registration of birth and death need not be considered as mandatory requirement vide said Circular no. 1/12/2018 VS (CRS) dated 03-04-2019.

The number of registered births has increased to 2.48 Crores in 2019 from 2.33 crores in 2018 – an
increase of about 6.7%. In case of registered births, there has been fall in the year 2019 in respect of
- Data in respect of Maharashtra & Tamil Nadu is Provisional.

3.9 Registration of Birth & Death within prescribed time limit of 21 days
3.9.1 The registered births and deaths have been classified in four categories depending upon their period of registration. The four time periods considered for the purpose are: i) within prescribed time limit (up to 21 days), ii) After 21 days but within 30 days, iii) After 30 days but within 1 year, iv) More than 1 year. For 2019, Thirty-One (31) States/UTs have provided data on Birth Registration within prescribed time period (i.e within 21 days). While Thirty (30) States/UTs have provided information on Death registration with respects to prescribed time-period (i.e within 21 days). In respect of both Time Gap Birth and Death, partial information has been submitted by 5 States /UTs namely, Bihar, Jharkhand Maharashtra Sikkim and Delhi and therefore have not been taken into account while consolidating the data for Time gap tables. While Haryana State has not submitted the time Gap Death.
3.9.2 On the basis of data received from States/UTs the percentage of registration achieved out of total registration undertaken in 2019 within prescribed time limit (21 days) is as under:

3.9.3 The above Statement 11 shows the percentage of births registered within the prescribed time-period of 21 days to the total births registered in the state/UT. 15 States/UTs have achieved more than 90% registration of births within the prescribed time limit of 21 days. Further, 3 States/UTs are in the category of more than 80 to less than or equal to 90 percent, 10 States are in the category of more than 50 to less than or equal to 80 percent and remaining 3 States are under the category of less than or equal to 50 percent in completing the birth registration within time limit of 21 days. In Statement 12, the State-wise percentage of birth registered within prescribed time-period has been arranged in descending order.
3.9.4 The Statement 11 also shows the percentage of deaths registered within the prescribed time-period of 21 days to the total deaths registered in the state and arranged in descending order. 11 States/UTs have achieved more than 90% registration of death within prescribed time limit of 21 days. 7 States/UTs are in the category of more than 80 to less than or equal to 90 percent, 10 States are in the category of more than 50 to less than or equal to 80 percent and remaining 2 States are under the category of less than or equal to 50 percent in death registration within prescribed time limit of 21 days. In Statement 13, the State-wise percentage of death registered within prescribed time-period has been arranged in descending order. 3.10.1 Chart 5 on sex wise distribution of registered births reveal that share of registered female
births is about 4.2 per cent short of registered male births.
3.10.2 On the other hand, in case of death registration, the share of male registration is about 19.2 per
cent more than female. (Statement 14). Sex wise distribution of registered deaths is presented in Chart
6.
3.11. Sex-wise Distribution of Registered Births and Deaths of Major States
3.11.1 Chart 7 and 8 respectively shows the sex-wise distribution of registered births and deaths for
the major States (population of more than 1 Crore as per Census 2011). The data on birth registration
reveals that the share of male registration is more than the female in almost all these major States.
This gap is much wider for Rajasthan, Jharkhand, Madhya Pradesh, Gujarat, Jammu & Kashmir, Punjab
and Assam. In case of Death Registration, the gap is wider almost in all major States viz. Haryana,

3.12 Distribution of registered births and deaths vis-à-vis estimated births and
deaths for the period 2010-2019
3.12.1 The time series data on registered births and deaths for the years 2010 to 2019 reveals a
significant growth in coverage of registration. Share of birth registration has crossed the level of 90
percent and has reached to 92.7% during 2019. In case of death registration, it has reached 92.0% in
2019 from 84.6% in 2018. Chart 9 and 10 shows estimated & registered births and deaths
respectively.

3.17. 9 Kerala, West Bengal, Rajasthan, Haryana, Maharashtra, Karnataka and Andhra Pradesh the
only 7 major States recording more than 90 percent of registered births as well as deaths both in 2018
and 2019. Two States namely Jharkhand and Bihar which were placed in category 50-80% for Level of
Birth Registration, moved up by 1 category. Bihar the only State which was placed in the 25 - 50 %
category in terms of death registration in 2018, moved up 1 category in 2019. No State is under the
category of less than 25 percent of registration of births & deaths during 2018 as well as 2019. 1 State
namely Punjab has come to lower level of 80-90 % during 2019 in terms of Level of Birth Registration.
While in terms of level of Death registration, 2 States namely Telangana and Uttarakhand improved
from 50-80 % in 2018 to highest category i.e above 90% in 2019. During 2019, Madhya Pradesh and
Chhattisgarh improved their position by 1 category up and moved to 80-90 % from 50-80% in 2018 in
terms of level of registration of Deaths.
3.17.10 The level of registration of births and deaths for the year 2019 for India and
States/UTs has together been mapped in the Chart 18. The rectangle on the top right corner is the
expected target towards achieving the cent percent registration and status of each States is depicted in
the Chart 18.

3.18 Sex Ratio at Birth
3.18.1 The Sex Ratio (Number of females per thousand males) at birth of registered events is an important indicator to map the sex differential of the population at the beginning of their life. The sex ratio at birth has been calculated after deducting the delayed registration of more than 1 year for the year 2019 and shown in the Statement 23.

3.18.2 The requisite information from 6 States namely Bihar, Jharkhand, Maharashtra, Sikkim, Uttar
Pradesh, Delhi is not available. The sex ratio at birth based on registered births have been worked out

after deducting the respective time delay in birth registration of more than 1 year. These figures of Sex
Ratio at Birth (SRB) based on Registered events from only 30 States/UTs are presented in the
Statement 23. The figure varies from State to State. Arunachal Pradesh and Nagaland registered top two
slots respectively followed by Mizoram and A& N Islands. None of the State/UT have recorded Sex ratio
at birth below 901. Status of States according to Sex Ratio at birth in respect of registered births is
shown in chart 19.
3.19 Time Gap in Registration of Birth & Death
3.19.1 On the basis of data made available by States/UTs, the national data table on time gap of birth
and death registrations i.e. within time limit (<21 days), 21-30 days, 30 days to less than 1 year and
After one year has been prepared and may be seen in Statement 24 and 25. The 5 States namely Bihar,
Jharkhand, Maharashtra, Sikkim and Delhi have provided only partial data on Time Gap Birth
Registration and therefore included. On the other hand, 5 States namely Bihar, Jharkhand, Maharashtra,
