VISUAL INSPEGTION OF THE PRECAST ANDCAST.IN.PLACE CONCRETE COLUMNS, BEAMS, SLABS ANDTEES AT THESERVICE/GARAGE LEVEL Village of Newhaven 100 NewhavenGourt Fripp lsland, South Carolina EXECUTIVE SUMMARY Larkin Engineering, LLCconducted visual inspection of precast andcast-in-place concrete columns, beams, slabs, andtees at the service i garage level of theVillage of Newhaven, Fripp lsland, South Carolina. Theinvestigation wasperformed in July and August of 2008 fortheVillage of Newhaven's regime to determine the present condition of the referenced structure for prioritizing the potential repairs and to provide a general scope andan estimated budget for the proposed repairs. Representatives from the regime provided historic information, a walk through review, andcopies of the original structural drawings. Theproject wasoriginally known as Ocean Point Condominiums and wasdesigned by Wiggins and Associates of Savannah, Georgia. Thedate on the original structural drawings is December 1g7g. Thestructure is located on the ocean front on Fripp lsland andover the last 28 years hasbeen subjected to a salt water environment. No direct hit hurricanes have been recorded during thatperiod of time. Connections between the precast units have oxidized anddegraded, andin limited areas the reinforcement in both the precast and cast-in-p|aceconcretehasbecomeexposedtothee|ements,@ of failure in the concrete units. - Periodic repairs by the regime have mitigated some of the derogation in the concrete systems, but otherproblems have continued and expanded in scopeand nature. _!n_ .general the effects of the salt environment are most evident in areasthat frontthe ocean. lv
