They are entirely funded by a 7% lodg-ing tax in which 5% goes to the Grand Wayne Convention Center and 2% to Visit Fort Wayne (formerly known as the Convention and Tourism Bureau). Visit Fort Wayne is a resource to the community as well. The Visitor Center at 927 S. ANNUAL SWIM PARTY

On Sunday, July 30 at Bob Arnold Northside Park, the Northside Neigh-borhood Association will be hosting its annual swim pool party and picnic, 5-7 p.m.

While spending time paddling, floating, diving, and sliding freely about the pool has its own special joy, the neighborhood association also supplies a picnic of hotdogs, baked beans and potato chips at 4 p.m., prior to going into the pool. The Swim Party will be open only to NNA members and their families, which allows for a special and exclusive event. This is an opportunity to meet your neighbors and cool off in the pool. If you are in-terested, it is possible to join the Association that night by paying the yearly dues of $15.

Weed Program

It’s that time of year! Fort Wayne’s weed program is again active. The code requires weeds and grass be no taller than 9 inches. Neighborhood Code Compliance is responsible for enforcing the program and will respond to com-plaints in addition to staff canvassing in their assigned areas.

Reports of high grass or weeds that exceed nine inches will be accepted from residents who call 311 or 427-8311 to report a possible violation. In addition, complaints may be filed online at www.cityoffortwayne.org/citizen-services. Individuals reporting a violation will need to have the property’s specific street address to register the complaint. Please be aware that inspectors may observe a property only from public areas. If the prop-erty having high weeds/grass is not observable from the street or alley but only from your yard, you can give staff permission to go onto your own property to make his/her inspection. When weed inspectors determine there is a violation, they take date-stamped photos and post a placard on the cited property. As a courtesy, an abate notice is mailed to the owner of record who then has five days to correct the violation. After five days, the city’s mowing contractors will inspect to see if the property is in compliance. If not, they will mow and also take date-stamped

before-and-after photos. The owner will then be charged for the mowing; if the invoice is not paid within 30 days, a lien will be placed on the property.

Neighborhood Pride and Respect

Being a good neighbor doesn’t mean just in times of crisis. You can respect your neighbor daily by: *Keep the volume on your music within a reasonable decibel level. They may not enjoy listening to your heavy metal rock; and on the other hand, if the situation were reversed, you may not appreciate their love of opera. Wait until mid-morning to haul the mower out of the garage and crank it up. The same applies to weed whackers and snow blowers. If your neighbors works night or was partying all night, they are trying to sleep. Or, maybe they would just like to read the newspaper with that first cup of coffee in peace and quiet before an otherwise hectic noisy day begins. If the dog is outside barking, bring the pup inside the house. It wants your attention. Noise pollution can be stressful. Respect your neighbor by being a quiet neighbor. *Realtors will tell you it is important to make a good first impression if you want to sell your home. Pretend every week you are making that first impression to everyone who drives by your home. Take pride in your property by keep-ing the lawn mowed and sweeping the sidewalks to your front door as well as along the street. Your neighbors, not to mention the mailman, will appreciate taking their evening stroll on a sidewalk cleared of debris. You can even go a step further by being a good German (even if you are not) and washing down the street in front of your property. Park that rusted bucket of bolts you bought for your teenager in the alley instead of on the street. It is blocking your neigh-bor’s view of your beautiful lawn. *Respect your neighbor’s children by driving slow on the streets as well as the alleys. Watch for those who enjoy bicy-cling through the neighborhood. *Dogs need exercise and what better way to help keep the weight down than by taking the dog for a walk through the neighborhood. Your dog usually takes the opportunity to perform his bodily functions during these outings. Respect your neighbors by not leaving the dog’s calling card on their property. The Northside neighborhood is a gateway to downtown. Displaying pride in our neighborhood and respect for our neighbors will make a good impression to those who enter the city through our portal.

Tree Grant Successful!

In partnership with the Northside Neighborhood Association, Parks and Recreation was awarded a grant to replace over 500 trees in our area. (For more information on this grant and the project, see the February NNA newsletter.) Although the Parks Department will determine the locations and actually plant the trees, neighborhood people are needed to water and prune these trees during the first two years. The Indiana Department of Natural Resources offers a program three times a year to train volun-teers to work with city officials to help maintain the “urban forest” trees. This is normally a two-day program, but the

Department has agreed to provide two 1/2 day programs for our volunteers working on this grant. Alt-hough you may have missed the first training program help in mid-May, it is not too late! The second, and final, training program is scheduled for Saturday, August 5 at the Lakeside Park pavilion. The program will begin at 8:00 a.m. , conclude at 12:00 noon and you will have the opportunity for hands-on experience. Refreshments will be available!

Changes in Neighborhood Code

City Council recently approved two changes the Neighborhood Code. One changed the unit’s title to Neighbor-hood Code Compliance (from “Enforcement”) and the other added dead trees to items that the city can address. If a citizen has a concern about a large dead tree that could be a danger to property or persons, it can be address by calling 311. Similar to the tall weeds/grass ordinance provisions, Neighborhood Code will send an arborist to inspect the tree and determine whether or not it is covered by the revised ordinance. If covered, the property owner will be given a specified time frame to take it down and, if the owner fails to do so, the city will take it down and charge the owner. Enforcement of the revised ordinance is scheduled to begin June 1. ********************************************************************************** City Council also asked that the Abandoned Vehicle Ordinance be reviewed for possible changes. Neighbor-hood Code is seeking input from citizens. Fort Wayne’s ordinances can be viewed by going to the City Clerk’s website

(https://www.cityoffortwayne.org/citycode.html). This will take you to American Legal Publishing Corporation and ultimately to the city code. For vehicles parked on the lawn or for illegal vehicles in a residential district, look at Chapter 72.2 and for abandoned vehicles, look at Chapter 90. To access Indiana Code for vehicles parked on private property, go to http://www.in.gov.core. Start by enter-ing IC 9-22-1 and click on Article 22. Abandoned, Salvaged and Scrap.

Reminders

Sidewalks & Alley Repairs: Public Works has received a large number of petitions for paving sidewalks and alleys. Although the deadline has passed to ensure work during this year, you can still submit petitions and be in the top for the next construction year. Don’t forget you can get assistance from NNA with your project via the Sidewalk and/or Alley Incentive Award! Tires & TVs: If you have one or more, the Northside Neighborhood Association can help you out (and make a few dollars, too). To arrange for the tires to be picked up, call Board member Miriam Larmore (422-2203). Thefts from vehicles continues to be a problems (it’s probably the most frequent crime reported to the police from the northeast quadrant of the city). Lock your car doors! Smoke Detectors are still available from the Fire Department. If installed by the Department, they are free. If you are interested, check out the Department’s website (www.fortwaynefiredepartment.org) or call the Department’s Admin-istrative Office at 427-1478.

The City of Fort Wayne is seeking volunteers for our first Open Streets event which will be held on Sunday, July 9th, from 11 a.m. to 3 p.m. Open Streets is a government-led, family-oriented movement in which streets are closed to vehicular traffic and transformed into places for people to socialize, play, learn, connect, share cultures and create community. This year's event will be primarily on Calhoun Street, from Headwaters Park West

to Williams Street, along with sections of Berry, Wayne and Ewing Streets. Led by the City of Fort Wayne's Public Works Division, this event is the first of many to be held throughout the City to help residents celebrate Fort Wayne. There will be free music, sports, games, activities and fun for all ages! Local restaurants and businesses will be participating, as well. In order to make this a successful event, the City needs your help! We are in need of more than 120 volunteers to help monitor traffic control, assist at activity hubs, give directions, and share general information. Fire Works

With the fireworks season fast approaching, the public is reminded of the Fort Wayne Ordi-nance governing the use of fireworks (chapter 96.2—Consumer Fireworks) and the state law that gov-erns the sale of fireworks. The state law, which was signed in March, 2006, helps fund public safety programs in Indiana, such as training for firefighters. The collection of a 5-percent safety fee on the sale of all fireworks began June 1, 2006. A portion of the funds are used for the State Disaster Relief Fund, which helps cover the costs of the State's response to emergencies or disasters. The law also includes

requirements regarding where the public can set off fireworks, as well as requirements for structures where fireworks are sold.

The Fort Wayne City Ordinance was signed in June, 2007. Some of the provisions in the ordinance include: Fireworks may be used only on the user’s property, on the property of someone who has consented to the use of

fireworks, or at a special discharge location (designated by the State Fire Marshal). Fireworks can be purchased only by adults 18 years of age or older. Children under 18 may only use the fireworks

when an adult is present. Fireworks may be used only between 5 pm until 2 hours after dusk (approximately 11 pm) from June 29-July 3 and

again from July 5-9. On the day before Memorial Day, Memorial Day, July 4th, the day before Labor Day and Labor Day, the hours are extended from 10 am until midnight.

For New Years’ Eve, fireworks may be used from 10 am, December 31 until 1 am, January 1. Penalties for violating the fireworks law can range from a Class A misdemeanour up to a Class C felony in the case of the reckless or intentional use of fireworks that results in a person’s death. Do you have a position on state or national legislation you would like to communicate to your political representatives? Although the information below is geared primarily to Congressional offices, they work equally well at the state level. Here are some tips: Call the federal legislator’s district office to have a better chance of the phone being answered due to volume. All messages go into a central processing system, so your message will get to your elected official. They prefer personal messages as opposed to form letters and mass produced emails. Use the House or Senate Bill numbers when writing about legislation. You can call as many times as you want. Make clear if you want the legislator to vote yes or no on a piece of legis-

lation. Be respectful and courteous. Most of the work done by the district offices is related to constituents’ issues. So, please contact them if you have

a problem with governmental agencies or need help with governmental agencies. Methods of contact: emails are timely and provide a hard copy; letter provides a hard copy, but at the federal level must go through security, so they are not timely; faxes provide a hard copy and can be timely; phone calls are timely and personal, but do not provide a hard copy; in-person meeting provides an opportunity for dialogue; and social me-dia is timely.
