If you have not received your bill, please contact the Village Office at 604- 921-9333. Please ensure that you complete the questions on Secondary Suites on the tear-off portion of the bill and return this to us with your payment. A review of Secondary Suite declarations, under Bylaw 442, will be undertaken, so please contact the Village Office if you think that the information you have completed needs to be corrected. Boat rentals and dog licenses for 2014 are now due for renewal at the Village Office. Please note that there will be no curbside pickup of branches by the Works Crew this year. The bi-weekly yard trimming pickup will begin on Fridays from March 14 and will continue through to November 21. The Smithrite schedule is on page 5 of this update and can also be downloaded from the Homeowner Resources page of the Village website. Land Use Master Plan A big thank you to those residents who attended Workshop #1 on February 6th and also to those who were unable to attend but provided written feedback. The summary docu- ment form Workshop #1 is now available on the Land Use Master Planning page of the Village website. Workshop #2 occurred on February 26th with a small, focused working group comprised of a variety of residents representing the diverse inter- ests and different neighbourhoods of the Village. The goal of this work- shop was to identify development ideas for conceptual site plans, consid- erations for development permits and guidelines, infrastructure and ser- vicing, zoning updates and implementation. From the work accomplished in Workshop #2, a “Land Use and Develop- ment Options Memo” will be created to submitted to Village Council for review and consideration of potential next steps.

The Village of Lions Bay
Village of Lions Bay Council Community Centre Update:
Council is pleased to announce that, at its Regular Council Meeting March 4th, 2014, Council
determined to move forward with the upgrading and renovation of our Community Hall, Library,
and Village Office. Since the November 5th, 2013 Council resolution, staff have been working
with Gerry Longson and Associates to create a Project Scope Ladder which Council believes in-
cludes the “necessary renovations” that will improve the safety, usage, and accessibility of our
Community Hall, Library and Village Office within a fiscally prudent budget.
The Project Scope Ladder identifies both what Council believes are the “must do” upgrades and
the “nice to have” renovations. If both the remaining $139,000 Federal CIIF and $443,000
Provincial CRP grants are able to be utilized, the total of all project works are estimated to cost
$950,000. The upgrades and the extent of the renovations will depend on the actual grant
funding the Village is approved for.
We want to thank both our MP John Weston and our MLA Jordan Study for their continued sup-
port and continued involvement in assisting the Village in obtaining the full amount of the
grants.
The Village will begin immediately to replace the roofs and then move to improving the seismic
integrity of both buildings. Included in the $950,000, and additional to the roof replacement,
will be seismic upgrades to the south, west and north walls of the community center as well as
the reinforcement of the east wall of both buildings. There will be the installation of a handi-
capped washroom, improvements to the existing washrooms, improvements to the community
kitchen, improvements to the HVAC, and to the plumbing. The existing shed south of the Com-
munity Centre will be removed, the existing oil tank relocated & new pavers installed and land-
scaping work undertaken. Additional room will be provided within the Community Centre,
through the purchase of two Britco trailers to house the Village’s archives. The work to the Vil-
lage Office will necessitate the moving of the Village staff and Council Chamber for a short peri-
od and plans are being crafted to move the Village Office temporarily to the Klatt Building.
We all know that the Community Centre is the heart of our community and we understand that
our investment will add another 25 plus years to the life expectancy of these buildings, provided
of course we ensure these assets are maintained on an annual basis.
We also want to thank you, our residents, for being so patient. We are pleased to be moving
forward and we look to our community coming together and are hopeful that we can re-open our
newly renovated Community Centre, Library and Village Hall in early summer of this year.

2014 Water User Rate, Solid Waste Fee (Garbage, Recycling, and Green Yard Waste) and Secondary Suite Surcharge
Please Note: In order to receive the ‘Prompt Payment Discount’ the Utilities and Secondary Suite Sur-
charge Notice must be paid by 4 pm on Monday March 31, 2014 Water User rates for 2014 reflect an increase of 10% over the 2013 rates to pay for the cost of operating our water system. For example, a single family residence rate will increase by $62 per year, from $617 in 2013 to $679 in 2014. For 2014, Council chose to begin addressing a historical anomaly in the water utility. This in-crease partially pays for the water utility budget deficit as the revenues have been historically inadequate to cover the operating expenditures (including the amortization costs of water infrastructure assets) as well as the need to create capital reserves. Council has also decided to conduct a review of the water user rate and parcel tax structures for 2015 and onwards, for the whole Village of Lions Bay to determine the annual rate increase required to self-fund water utility. This review will most likely see the rationalization of rates for all areas including Brunswick. A self-funded water utility pays for its operating costs and builds up capital re-serves for infrastructure replacement in the future.
The Solid Waste fee, (garbage, recycling, and green yard waste) will also reflect an increase of 2.6% over the 2013 rates. For example, the rate for a single family residence will increase by $9 per year, from $352 to $361.
At the bottom of the Utilities and Secondary Suite Surcharge Notice is a tear-off portion for all property owners to include with their 2014 payment. For property owners with Secondary Suites, please answer the questions on the tear-off to determine if your payment should include the Secondary Suite surcharge.
Bi-Weekly yard trimmings pickup will begin on Fridays from March 14th and will continue through to No-vember 21st. Yard trimmings must be placed in Kraft paper bags, or designated garbage cans for pickup. Smithrite Customer Service can be reached at 604-529-4030 if you have a missed pickup or questions re-garding their service.
Get rid of your old fridge and receive $30 If you have a fridge that measures between 10-24 cubic feet and is still in working condition, BC Hydro will pick it up at no charge, recycle it, and give you $30 for it. To find out more call 604-881-4357 or visit www.BCHydro.com.
Garbage and Bears Do Not Mix! The Lions Bay Bear Smart Committee reminds all residents that it is essential to store garbage so that it is completely inaccessible to bears - this is the biggest problem facing our wild bears. It is important to keep the bears moving through the Village, eating only natural food sources and not becoming habituated to gar-bage. The Bear Smart Committee recommends freezing particularly smelly (attractive!) items before adding them to the garbage (e.g. prawn shells): ‘a fed bear is a dead bear!’ Please put garbage and recycling out after 5 am on Fridays.
