E. Residential structures. (1) Elevation. The following standards apply to new and substantially improved residential structures located in areas of special flood hazard, in addition to the requirements in §§ 87-15B and C and 87-16. (a) Within Zones Al-A30, AE, AH, and also Zone A, if base flood elevation data are available, new construction and substantial improvements shall have the lowest floor (including basement) elevated to a minimum of four feet above the base flood elevation or two feet above the New York State freeboard requirement, whichever is greater.[Amended 7-8-2013 by L.L. No. 3-2013]
