Reports of such analysis are sent to this HQrs office periodically, which are being placed on NPS Website (on CGDA WAN) for viewing by the Pr.AOs/PAOs by accessing the same at the address already intimated in Instruction No.8/2009. 2. The recent analysis of CRA highlights the following important issues: (a)The number of SCFs uploaded along with the number of files matched & booked are showing an increasing trend. Further, CRA has provided a new facility for the PAOs to provide the funds details of the SCFs in match pending status. This facility is available in the NPSCAN site under the menu “Contribution details \Contribution Fund Transfer Details”. NSDL has provided an aging report dated 01-08-2009, in this regard copy of the same is enclosed. (b) The above issue has already been brought to the notice of all the Pr.AOs for providing requisite information to NSDL and clearance of ‘match pending status of SCF’ vide this HQrs office (i) NPS Circular No.1/2009 dated 23-01-2009 (ii) Circular No.8/2009 dated 22-05-2009 and (iii) letter No. AT-I/NPS/CORR dated 25-06-2009

(a) A few area of concern which require immediate attention of Pr.AOs are alsolisted below:i) First tranche data not providedii) Non upload of contributions files by some PAOsiii) Regular monthly credits not posted in the IRAiv) Second tranche details still awaitedv) Rectification of cases where the same PPAN is associated withdifferent subscribers(b) (i) The first tranche data is to be provided to NSDL by Nodal offices (Pr.AOs) oflegacy period. Some of the Nodal offices have not sent the data to NSDL till date, in spiteof instructions issued vide NPS circular No.8/2009 dated 22-05-2009 and subsequentreminders. Nodal offices, who have not furnished confirmation to this HQrs so far, mayfurnish the same immediately.(ii) A list of PAOs who have not uploaded SCFs so far is enclosed. PrAOs arerequested to look into the matter and intimate reasons of the same by return fax, e-mail.(Action by-PCDA(WC) Chandigarh, CDA(IDS) New Delhi, CDA (R&D) Hyderabad, CDA (PD) Meerut, CDA (R&D), Bangalore, CDA (Funds), Meerut and PCDA(AF)Dehradun )(iii) Pr.AOs may liaison with NSDL and ascertain why regular monthly creditshave not been posted in the IRAs. Information, if any, required may be furnished toNSDL.(iv) Nodal offices or other offices authorized to furnish the second tranchedata to NSDL had to send second tranche data to NSDL by 15-6-2009 vide NPS CircularNo.8/2009 dated 22-05-2009. Confirmation is awaited from some of the Nodal offices.The data may therefore be sent to NSDL immediately and confirmation be furnished to
this HQrs by return fax /e-mail.(v) Rectification of cases where the same PPAN is associated with differentsubscribers. NSDL had sent a list of 75 cases of PRAN generation request received for asingle PPAN on 16-02-2009. All the concerned Pr.AOs have intimated that action hasbeen taken. NSDL has on 17-07-09 sent a list of 137 cases of ‘Multiple PRAN generationrequests with different names against one PPAN’. Concerned Pr.AO may takerectification action immediately and furnish a confirmation in this regard by 13-08-2009to this HQrs through fax/e-mail.4. (a) Some important facts related to records uploaded are as follows:(i) Around 2200 subscribers out of estimated 35 thousand subscribers (who wereregistered through the first tranche legacy data) have more than ten credits3uploaded. However there should be at least 14 regular credits for suchsubscribers in addition to the legacy contribution till date.(ii) There is at least one credit in 42,426 PRANs out of the total 48 thousandsubscribers registered so far.(iii) The legacy credits have not been credited in the subscribers account since thelegacy data is not yet processed.(i v) Regular records uploaded for more than 43000 subscribers and arrear recordsuploaded for 15000 subscribers ( these figures are not mutually exclusive).(v) Out of the above subscribers, 5 and more contributions have been uploadedas ‘ Regular’ for 32853 subscribers.(vi) 5 and more contribution have been credited in 24237 PRANs.(vii) There should not be more than 14 credits in a particular PRAN ( startingfrom April 2008 to May 2009) . However, there are more than 14 credits in 387PRANs. In most of such cases, PAOs have uploaded the amount of 6th PayCommission, DA arrears etc. as regular contribution for the month prior to April2008. Further, it may be possible that the subscribers received multiple creditsfrom more than one PAO.(b) In view of above , Pr.AOs may instruct PAOs to ensure that uploads against eachPRAN is (i) regular (ii) upload of any month not missing (iii) DA arrear uploaded (iv) 6th
CPC first installment arrear uploaded.(v) there are at least 14 regular credits forsubscribers registered through first tranche data in addition to the legacycontribution till date.5. Additional reports have been generated by CRA to facilitate Pr.AOs in their functionsas over-sight mechanism and these are available from 1-7-2009.i) Report showing missing credits- List of Subscribers under particular Pr.AOfor which there is a missing credit for a particular month.ii) Report showing contribution files in match pending status. – List of allthe files uploaded by the PAOs belonging to that Pr.AO which are pending formatching in the CRA system.iii) Report showing difference in two regular contributions – List ofSubscribers where there is significant difference in last two regular transactions.6. Pr.AOs are requested to ensure that they access these reports periodically and theytake corrective actions without waiting for any further directions from this office.
