Section 1 - Introduction on the project

I . Target of the project and project location

Hai Duong - Lai Khe 1 1 OkV Transmission Line project is under TD3 project of Hai Duong. proposed to invest capital in newly building a 1 10 kV Transn~ission Line go through nine communes of Hai Duong City and two districs of Naln Sach and Kim Thanh.

Currently. Dong Nien 1 1 OkV substation is supply power from Pha Lai - Dong Nien I 1 OkV double line. However, this line is o\,erload, especially in fault situation or repairing one line. so remain line has not capacity for load. Therefore, i t is necessary to build more one 1 1OkV TIL to supply Dong Nien 11 OkV substation and neighbor regional with power. In other side, in 2008, there is a new 11 OkV substation of Tien Trung, Nam Sach district will be built and this substation will connect with Lai Khe 11 ClkV substation and Dong Nien 11 OkV substation. So. lo solve the problen~ of safe power and enhance reliability of supplying power to neighbor region and issue power to TienTrung 1 1 OkV substation in 2009 and Thanh Hal I 1 Okv substation in 201 3, there need to build Hai Duong - Lai Khe 1 1 OkV TIL.

By the completion of the project, Hai Duong - Lai khe 1 1 OkV TIL will solve following problen~s:

-Satisfy the increasing power demand of Hai Duong province

-Enhance power supply reliability of region

-Prepare for connecting Tien Trung 1 1 Okv substation in 2009 and Than11 Ha 1 I OkV substation in 201 3.

-Satisfy purpose of socio-economic development of Hai Duong province.

Single line : 9.518km Double lines : 6.580 km (firstly, built single line) Total length : 16.098km

Wire : AC-1 85129 and AC-185143 for crossing rivers. Arrestor wire combining with optical cable: OPGW-50 *Telecommunication system Install synchronous optical telecommunication equipment SDHISTM-1 and connecting channel equipment PCM-30 at Lai Khe 1 1 OkV substation. Information system at Hai Duong substation is installed as project of Hai Duong - Pho Cao 1lOkV TIL, so in this project. there only need to add non-metallic cable connecting signals from TIL to control room. * Establish network Hai Duong - Lai Khe 1 I OkV TIL is built \vit11 target of establishing 1 IOkV ring circuit fi-om Pha Lai them~o-electric go through Lai Khe 1 10kI' substation and Hai Duong I 1 OkV substation.

l'liere are solne I 10 k\' feeders at Hai Duong 1 10 kV substation and Lai Klie 1 10 kV substation is enlarged to connect transmission lines.

The route from G1 to G2: this section of TIL goes through leveling land area of Viet Hoa Con~n~une . The route from G2 to G2b: this section of TIL goes tl~ough NR5, canals, local road. Vegetation cover under this section o fTJL is paddy field. The route from G2b to G3: this section goes through dike, brick-kiln, Thai Binh river. ponds and canals. The route from G3 to G4: this section go through paddy field, canals belongs to Mac Xa Hamlet of Minh Tan Commune Nan1 Sach district. The route from G4 to G3: this section goes through paddy field, local roads and canals. The route from G5 to G6: this section goes through paddy fields, local road and canals of An Chau Commune. 5. Natural condition and socio-economic status of the project area

Hai Duong provi.nce is located in NOIIII-East Vietnam, about mid-distance from Hanoi to Haiphong. The pro\rince is kno\vn for its famous lychees and for the traditional sweet 'ban11 dau xanh' (green bean paste).

Hai Duong City is a center of politic. economy, culture, science and technology of Hai Duong province. Hai Duong City located on Highway 5 . It is 70km far from Hai Phong to the east, 57km far from Hanoi to the west and 80 km far from Ha Long. There are 20 km of high\vay I8 in the north of province. It connects Noibai International Airport to Cai la11 port of Quang Ninh province.

Nan1 Sac11 district is located in northern of Hai Duong. + The northern of Nam Sach borders on Chi Linh district + The n.estern of Nan1 Sach borders on Cam Giang district and Bac lUinh province + The southern of Nam Sach borders on Thanh Ha district and Hai Du~ong City. + The eastenl of Nam Sac11 borders on Kinh Mon district, Kim Thanh district and

Thanh Ha district

Kim Than11 district is located in eastem of Hai Duong province + The northern of Kim Than11 borders on Kin11 Mon district and Nain Sach district + The western of Kim Than11 borders on Nam Sach district + The southern of Kim Thanh borders on Than11 Ha district. + The eastenl of Kim Than11 borders on Hai Phong province and Kin11 Mon district

Nam Sach and Kim Than11 district have potential development of ecor~oniy: good soil, plentifi~lly young labor source, traditional crafts, good traffic line and favorable geography position. Hai Duong province located in monsoon tropical climate, which divided in to four private, seasons (spring, summer, autumn and winter). Average annual rainfall is from 1,300 to 1,700 mm. A ~ ~ e r a g e temperature is 23.3"C. Climate is good for agricultural production including food-tree, fruit-tree especially vegetable harvest in winter season.

Accordi~ig to the data of 2006'" year. there are 1.722.193 people a.it11 living density is 1,043 people per one square kilometel- in Hai Duong p~.o\~iiice. In \vI~icl~: rural people account for 86%. Anticipation of 201 0"' year, there are 1,830 million people with 1 .1 million employees.

Hai Duolig people are hospitable, diligent, cultured, Self-niotivated.

Administratively, Hai Duong province has I 1 districts and Hai Duong city.

Than11 Ha district has 126,344 people with 61,744 are male and 64,570 are female. Nam Sach district has 140,882 people with 67,409 are male and 73,473 are feniale.

e, Land Natural area of Hai Duong pro\lince is 1,662 square of kilometer, divided into 2 regions: mountain and delta. Mountain region located in northern pro\.ince which hold 1 1 % of natural area including 13 communes of Chi Linh district and 18 communes of Kin11 Mon district. It is low mountain region, so it good for fruit-tree, 1.imber and short-day industrial crops. Delta region hold 89% of natural area. This region is raised by the Thai Binh river silt. It is good for many kinds of trees and it produce many crops in year.

Hai Duong has newly built many classrooms, upgrading and investiing the education infrastructure to meet the needs of education quality.

I . Target: The Safeguard lndependent Monitoring Consultant (hereafter referred ,as the Consultant) is required to provide assessment of the EMP performance. The Consultant will carry out monitoring of mitigation measures by the contractors and impacts of the project on environment and project affected household verify the effectiveness of reporting procedures, and suggest corrective actions andlor measures for Improvement to en~vironmental performance compliance.. 2. Transmission line with electricity - Prevention and control measures: - It is only allowed trained u.orkers to erect. maintain or repair electricity equipments; - Cut off power before doing any work within the area or in location nearby the area which has

been power cut: - Ensuring that only trained operator and worker who know well how to do job on TL shall be

used. they shall obey safety condition and power insulation. Trained.worker and operation working in distribution line and TL have to assure that:
