Section 1 - Introduction on the project
I . Target of the project and project location
Hai Duong - Lai Khe 1 1 OkV Transmission Line project is under TD3 project of Hai Duong. proposed to invest capital in newly building a 1 10 kV Transn~ission Line go through nine communes of Hai Duong City and two districs of Naln Sach and Kim Thanh.
Currently. Dong Nien 1 1 OkV substation is supply power from Pha Lai - Dong Nien I 1 OkV double line. However, this line is o\,erload, especially in fault situation or repairing one line. so remain line has not capacity for load. Therefore, i t is necessary to build more one 1 1OkV TIL to supply Dong Nien 11 OkV substation and neighbor regional with power. In other side, in 2008, there is a new 11 OkV substation of Tien Trung, Nam Sach district will be built and this substation will connect with Lai Khe 11 ClkV substation and Dong Nien 11 OkV substation. So. lo solve the problen~ of safe power and enhance reliability of supplying power to neighbor region and issue power to TienTrung 1 1 OkV substation in 2009 and Thanh Hal I 1 Okv substation in 201 3, there need to build Hai Duong - Lai Khe 1 1 OkV TIL.
By the completion of the project, Hai Duong - Lai khe 1 1 OkV TIL will solve following problen~s:
-Satisfy the increasing power demand of Hai Duong province
-Enhance power supply reliability of region
-Prepare for connecting Tien Trung 1 1 Okv substation in 2009 and Than11 Ha 1 I OkV substation in 201 3.
-Satisfy purpose of socio-economic development of Hai Duong province.

It is 70km far from Hai Phong to the east, 57km far from Hanoi to the west and 80 km far from Ha Long. There are 20 km of high\vay I8 in the north of province. Than11 Ha district has 126,344 people with 61,744 are male and 64,570 are female. Nam Sach district has 140,882 people with 67,409 are male and 73,473 are feniale.
e, Land Natural area of Hai Duong pro\lince is 1,662 square of kilometer, divided into 2 regions: mountain and delta. Mountain region located in northern pro\.ince which hold 1 1 % of natural area including 13 communes of Chi Linh district and 18 communes of Kin11 Mon district. It is low mountain region, so it good for fruit-tree, 1.imber and short-day industrial crops. Delta region hold 89% of natural area. This region is raised by the Thai Binh river silt. It is good for many kinds of trees and it produce many crops in year.

I . Target: The Safeguard lndependent Monitoring Consultant (hereafter referred ,as the Consultant) is required to provide assessment of the EMP performance. The Consultant will carry out monitoring of mitigation measures by the contractors and impacts of the project on environment and project affected household verify the effectiveness of reporting procedures, and suggest corrective actions andlor measures for Improvement to en~vironmental performance compliance.. 2. Contacting with electric and magnetic field shall be prevented and or limited by mean of construction and implementation of safety program. including:

- Personal monitoring devices shall be furnished to give warning about the contacting under the allowable limit (e.g. 50%). Action plan shall be furnished to limit the contact which can be limited including limiting contacting duration by tuming the round, increasing; distance between \vorker and power sources if applicable and using protective items.
