SECTION 1: INTRODUCTION ON THE PROJECT

1. Target of the project

"Tra Vinh 220kV substation" project is proposed to be built to enhance reliability and improve power supply source in order to meet socio-economic development demand of the region. The Tra Vinh 220kV substation will mainly supply power with 1 lOkV in capacity for additional charge in Tra Vinh township and districts such as Chau Thanh, Cang Long, Duyen Hai, Cau Ke, Cau Ngang, Tieu Can and Tra Cu, Tra Vinh province.

2. Location of the substation

Tra Vinh 220kV substation proposed to be built on paddy field belongs to Ba Se A hamlet, Luong Hoa commune, Chau Thanh district, Tra Vinh province. This area is on the right of National road No.60 from Tra Vinh township to Tieu Can district.

Tra Vinh is a coastal province located between the lower section of Tien and Hau rivers and bordered on by East Sea.

Tra Vinh 's geographical position limited by 9'3 1'46" to 10'04'5" northern latitude and 105'57' 16" to 106'36'04'' longitude.

Tra Vinh province has a total natural area of 2,225 square kilometers, making up 5.63% of the Mekong Delta's area and 0.67% of the country's area. It has a population as more than 1 million.

Tra Vinh province is situated in the Mekong Delta and has the common favourable meteorological conditions of the Delta such as rich solar radiation, stable, high temperature. But because of coastal climate there is strong south easterly monsoon, high evaporation and small rainfall.

The mean temperature is 26 .6 '~ ; the difference between day and night is 6 . 4 ' ~ . Temperature in Tra Vinh province is relatively equable. There is no obvious division of four seasons in the year, but that of two seasons, dry season and rainy season, is clear cut.

The whole province has a high proportion of sunny hours: 7.7 hours per day, and there is rich photosynthesis radiation: 82,800 callyear, and this helps plants grow fast all the year round.

b.3 Humidity

The yearly average humidity ranges from 80% to 85%. The change tends to take place according to that of seasons namely in dry season: 79% and in rainy season: 88%. The monthly average humidity in the year reaches 90%.

b.4 Wind

There are two main directions of wind in the whole province:

- South western monsoon coming from the sea bearing a lot of water vapour thus causing a lot of rain during the period from May to October.

- North-eastern or south-eastern monsoon normally comes during the period from November this year to March next year.

b.5 Hoarfrost

Hoarfrost often takes place during the period from December to February just because of the effect of the following factors: the high humidity at the end of the rainy season combined with the lowest temperature of the year, and the north- eastern or south-eastern monsoon.

b.6 Evaporation

The amount of evaporation in the whole province is high, with an average of 1293 mm/year. In the dry season the evaporation is high, especially in sand dune and coastal areas and, about 130- 150 mm/north, often causing drought in this regions.

b.7 Rain

The average rainfall is low (1588 - 1227 rnm) unstably and eason proportionally distributed. The rainfall tends to discrease gradually from north to south, with the maximum in Cang Long district and Tra Vinh township, and the minimum in Cau Ngang and Duyen Hai districts.

c. Economy

The economy of Tra Vinh province has grown quite fast. The GDP during the period of 2001-2005 increased 11.63% annually on average. It was estimated that such increase would grow by/in 2006.

In the period of 1997-2004, the industrial production increased 18.56%, services increased 14.5 1% and agriculture increased 7.91%; the two former ones proved to have had high increase rates compared to those in rest of the country and an average increase rate for the latter.

As to the economic structure in 2005: agriculture increased 55.82%, trade-service 26.54% and industry 17.64%. Thus, the econoinic structure of Tra Vinh province has been developing in both agriculture and trade-service but has not in industry over the last few years.

d Population

- Population of Tra Vinh province in 2006: 1,036.8 thousand persons. In which there is 504.7 thousand male.

- Population density in 2006: 452 persons/kin2.

e. Cultural and social status

Data on cultural and social status in 2006 as follows:

- 65.63% communes have the doctor.

- The province has 390 education-training units, in which:

+ 43 kindergartens including 02 private schools

+ 09 infant schools.

+ 2 17 primary schools of which 10 schools are of national standard.

+ 79 secondary schools.

+ 23 high schools including 01 special school and 01 ethnic minority boarding school.

+ 0 1 Foreign Languages and Informatics Center.

+ 04 Permanent Education Center.

- Total number of pupils/students in 2006: 215,190 (including 64,153 Khmer people)

- Total number of teachers and supporting staffs: 11,887 people

- Rate of poor household: 17.49% (37,156 households).

1. Law and current stipulations of Vietnam - Law on Environmental Protection dated November 29', 2005 of the Socialist

Republic of Vietnam.

- Government Decree No.8OMD-CP dated August 9", 2006 on guidance on implementing some items stipulated in the Law on Environmental Protection.

- Government Decree No.8l/ND-CP dated August gth, 2006 on administrative penalty concerning environmental protection issues.

- Government Decree No.21/2008/ND-CP dated February 28th, 2008 on adjustment and supplementation some articles of the Government Decree N0.80/2006/ND-CP.

- Circular No.O8/20061TT-BTNMT dated September 08", 2006 of Ministry of Natural Resource and Environment on guidance on setting up strategic environment assessment, environmental impact assessment and environmental protection commitment reports.

- Government Decree No. 106/2005/ND-CP dated August 17'~, 2005 on implementation guidelines for some items stipulated in the Electricity Law on protection of high voltage electrical networks.

According to survey result, the substation is proposed to locate at paddy field of some households. The project will clear 33,125 m2 in area of paddy field. In the project area, there are no valuable and rare or protected species, so these types of species are not affected by the project.

Vehicles and equipments can cause noise and vibration effecting households along the road and construction sites. However, this impact is at low level because:

Oil leakage from vehicles and construction machines can affect quality of soil and water, especially in rainy season. This leakage oil can affect surrounding area through the overflow rain water.

Discharging of construction waste and domestic waste can make adverse effects to environment quality. During construction stage, construction waste will be collected, sold and discharged appropriately (backfilling). Domestic waste will be collected or treated in on-site treatment system. However, it is necessary to implement a efficient management plan to ensure all of wastes are collected and treated obey the regulation.

Some storehouses and grounds need to be built temporary in order to contain materials and equipments. Construction camp will be built for workers.

I No X m p a c t Based on existing 220kV substations, the EMF level is under the standard. The No impact Tra Vinh 220kV substation is designed to conform to safety standard. Safety regulations will also be applied strictly by workers when operating substation.

Workers will be from the locality; the construction camp will include rest room; all of construction equipments and materials will be placed in appropriate places which are fenced around. Therefore, the conflict between workers and local inhabitants and impacts on public health and safety are at low level.

The large number of construction workers (50 persons in maximum) in the construction sites will cause a risk in conflict with the local people due to different life style and cultural or disturbing or dissatisfied compensation. Rut, construction contractors will mainly use local workers for appropriate jobs, so this impact is at low level and possible to mitigate.

The project site is on the right of National road No.60 from Tra Vinh township to Tieu Can district, it is very advantageous in construction materials transportation. This road is well-processed foundation and be covered by thick layer of bitumen. In addition, level of transportation activities is not high, transporting oversize and overload equipments should be followed existing regulation and responsible authorities to ensure safety for people and existing infrastructure system. Hence, thc impact of local road degradation is insignificant.

Impact description However, voltage hazard and effects on safety of local inhabitants and operation workers can occur in case of no conform to safety regulations.

Fire hazard can be caused from cooling oil leakage or transformer problems. However, this effect is minimized since the substation has oil-collected pit and fire safety equipments.

Leakage oil from transformers can impact adversely on environmental quality. In order to prevent the impact on the environment quality due to leakage oil, oil- collected pit will be installed. Oil-collected pit is 70m3 in capacity, prevented from leaking, has concreted cover and also be equipped with a automatic water pump. However, risk of oil leakage from the pit still can happen though it is at low level.

The project does not use cooling oil that contains PCBs and hazardous materials

The transformer will be manufactured according to regulations with noise level under 80dB at under 10m of distance. It will also be installed complying technical requirements to reduce the noise due to operation. Besides, the substation site is paddy field. Thus, impact of the noise is insignificant.
