• Electronic application that allows jurisdictional access to the US Citizenship and Immigration Services’ Systematic Alien Verification for Entitlements (SAVE) program via the AAMVAnetnetwork

• Developed in 2008 with funding from DHS to support REAL ID

• Four different options to access SAVE –Web 3 DHS VIS Web Services VLS-AMIE VLS – Web Services

• States may use more than one of the options: Use VLS-AMIE for Step 1, use Web3 for steps 2 and 3.

• VLS - AMIE• Easy to implement in the jurisdictions mainframe

environment • Integrate using UNI, a familiar interface with

message management tools like logging

• VLS – Web Services • Easy to implement in the jurisdictions UNIX or

Windows environment • Better support for digital files (photos & G-845) • Electronic upload of G-845 and source documents

• Starting October 1, 2015, jurisdictions pay for use of the VLS service since the grant implementation funds ended on September 30, 2015.

• AAMVA’s new fee structure is to cover on-going AAMVA O&M costs, future enhancements and technology refresh of the VLS platform

• This fee is in addition to the SAVE fees charged by USCIS to jurisdictions

• VLS fee has been set at 30 cents per successful Step 1 Transaction• This fee was derived based on the 12 months of

user activity (June 2014 – July 2015)• As more jurisdictions come on board and as

Volume increases, the fee per successful Step 1 Transaction will go down

• Step 2 and Step 3 transactions are free of charge

• VLS 3.0 is the most recent version available in production

• VLS 3.0 provides enhancements to be compliant with DHS’s VIS 13.0

• VLS 3.0 Benefits to the Jurisdictions -Brings VLS closer into alignment with Web3States currently submit images of supporting

documentation by mail. In 3.0 images of documents can be sent in the message, this will reduce the wait time and improve security

Provides MDPS investigative division visibility into the issuance practices of field examiners

Reduce reliance on authenticity of customer provided breeder documents

SAVE provides frequent training opportunities and notices of situations to be aware of.

Looking forward to all three inquiry levels integrated into the new MS issuance processes
