MACKENZIE VAUGHAN HOSPITAL FORGING AHEADArticle courtesy of Mackenzie Health

During the past year, the Mackenzie Vaughan Hospital project has been moving

forward at full speed to advance the world-class design as well as construction on the

site. As part of Mackenzie Health’s two-site hospital model, it will provide increased

access to state-of-the-art health care closer to home for the residents of Vaughan.

The detailed design of the new Mackenzie Vaughan Hospital advanced significantly

in 2017. During this process, the Mackenzie Health team, working with patient

and family advisors, tested and refined mocked-up patient care rooms in key

clinical areas, such as emergency, medicine, surgery, critical care, mental health

and obstetrics. In November 2017, Vaughan and area residents, as well as hospital

staff, physicians and volunteers, were able to experience the “built-to-scale”

patient rooms and understand how the spaces and room designs will support a

world-class health experience at the new Mackenzie Vaughan Hospital.

In February 2017, Canada’s largest municipally-owned electric utility was

born, serving Ontario’s Greater Golden Horseshoe area. Four utilities,

including Vaughan’s PowerStream, merged to create Alectra, an entity

whose combined innovation and resources is bolstering the power grid

and already enhancing service for nearly one million customers and

a population of three million people.

Less than a year later, Alectra is growing again. Announced December 14,

2017, the City of Guelph agreed to merge Guelph Hydro with Alectra.

This merger, which is subject to Ontario Energy Board approval, will

create better value for Alectra Utilities’ customers and shareholders alike.

“Alectra and Guelph Hydro are a perfect match and we are looking

forward to taking the next steps on this exciting journey with them,”

said Brian Bentz, President and CEO of Alectra Inc. “We will now work

with the Guelph Hydro team to prepare a merger submission to the

Ontario Energy Board in the first quarter of 2018, and we expect that

a hearing will take place later in the year. This is an exciting opportunity

for Alectra and Guelph Hydro, and most importantly, it will benefit the

customers and communities that we serve.”

Alectra’s focus is to help Vaughan residents and businesses maximize

the value they get from their energy provider. Throughout 2017, energy

conservation programs in Vaughan have realized reductions equivalent to

removing 107,000 homes off the grid. So far, $8.6 million of incentives

have been given to participating residents and businesses, with improvements

by local businesses and industries contributing to more than 80 per cent

of those total savings. Alectra’s plan for further conservation in the coming

years is expected to see greater energy and cost savings for customers.

Currently under construction, Mackenzie Vaughan Hospital will be Canada’s first smart hospital when it opens its doors to the community in 2020.

Community support also continued to be strong in 2017. In addition to community

supporters, who have continued to raise funds for the new hospital, the Ahmadiyya

Muslim Jama’at Canada made a $2 million gift, the De Gasperis and Muzzo

families made the largest single donation to date with a $15 million gift and,

most recently in December 2017, the Carlo and Angela Baldassarra Family pledged

a $5 million donation to support the campaign.

Looking forward to 2018, construction will continue at full speed and the hospital

building will rise upward. Upon completion in 2020, Mackenzie Vaughan Hospital

will be the first in Canada to feature fully integrated “smart” technology systems

and medical devices that can exchange information with each other, patients and

health care providers, and action immediately. The 1.2-million-square-foot hospital

will have 350 beds, with flexibility to increase capacity to 550 beds, and set a new

standard for care and services.

GOOD GOVERNANCEVaughan’s commitment to transparency and accountability continues to advance with the establishment of a Lobbyist Registry: a tool that allows the public access to information about who is meeting with decision makers.

EXPANDED GO TRAIN PARKING

More parking at the Maple and Rutherford GO Stations will make

the daily commute easier for people in Vaughan.

The Province of Ontario will construct new multi-level parking structures

to help meet high parking demands at the Maple and Rutherford GO

stations, providing 1,200 new spots at each station, including facilities

for electric vehicle charging stations.

Metrolinx will also be adding new pedestrian tunnels at both stations

to accommodate increased GO Transit service. Better pedestrian

and cyclist connections, bike storage facilities, an upgraded bus loop

and kiss-and-ride (pick-up and drop-off) lane is also planned.

In addition, three new GO train stations will be built in York Region/

Simcoe County, including Kirby Station in Vaughan. The new station

will be located between the existing Maple and King City stations.

The stations will be on the Barrie GO Transit line as part of the Metrolinx

GO Regional Express Rail (RER) program. The RER network is designed

to provide commuters with more frequent, convenient and faster travel

options across the GTA, and Hamilton/Burlington area by 2024.

CONSTRUCTION BEGINS ON THE HIGHWAY 427 EXPANSION IN VAUGHAN

On May 1, 2018, Mayor and

Members of Council joined

partners from the provincial

and federal government to

announce that construction

has begun on the expansion

of Highway 427 in Vaughan.

The highway will be

extended by 6.6 kilometres

from Highway 7 to Major

Mackenzie Drive, and widened to eight lanes from Finch

Avenue to Highway 7. The expansion will help improve traffic, create

jobs and support economic growth.

2018 BudgetHighlights.

VAUGHAN MAINTAINS ONE OF THE LOWEST TAXES IN THE GTAThe City of Vaughan has a bold vision for the future and is determined to achieve its goals through thoughtful planning, economic leadership and respecting taxpayers’ dollars. For the fourth year in a row, Vaughan Council passed a fiscally responsible budget and kept within the mandate to ensure the property tax rate increase is no more than three per cent.

The budget includes a 2.89-per-cent commercial property tax increase, which represents an additional $7.17 annually for commercial property, and $8.63 annually for industrial property for each $100,000 of property assessment.

The City’s total budget for 2018 is $606.1 million and it includes:

n Operating budget of $298.3 million – funded by property taxes, this budget delivers services, such as: recreation programs, fire rescue and prevention education, waste collection, snow clearing, parks maintenance and community centre operations.

n Water, wastewater and stormwater operating budget of $161.3 million – funded by water program rates, this budget delivers water, wastewater and stormwater services, and provides the resources needed to operate and maintain the City’s infrastructure. The stormwater

charge has funded more than 330 initiatives. For more information,

n Capital budget of $146.5 million – funded by various sources, including development charges, infrastructure reserves and gas tax, this budget funds the construction, and maintenance of City infrastructure, including roads, pipes, parks and buildings.

Mayor’sSmart CityTask Force.

#VaughanDigital

In 2017, Vaughan made a commitment to develop a plan to improve

livability and create opportunities for its citizens by harnessing the power

of technology and data. In this digital age, the government, like the private

sector, needs to enable service across multiple platforms to better serve its

citizens. For this reason, the City launched its digital strategy #VaughanDigital

which defines how the City will interact with citizens, including online

engagement, access to data and content, public connectivity, digital literacy,

e-services and mobile apps.

The City also launched the Mayor’s Smart City Advisor Task Force, comprised

of engaged citizens and subject matter and industry experts. The primary

objective of the Task Force is to provide advice to staff and Council on how

to develop a smart city strategy – considering, for example, the role of

artificial intelligence, Internet of Things (IOT) applications and big data –

that will improve the lives of Vaughan residents and increase the capacity

of local businesses.

The Task Force taps into the local expertise of companies like Identita,

Drone Delivery Canada and Proto3000, which are harnessing the power

of new and improved technologies to drive innovation and strengthen

Vaughan’s burgeoning technology sector. Their informed contributions in

the security, transportation, and advanced manufacturing sectors, together

with their peers, can help shape Vaughan’s smart city vision.

Identita, a boutique security firm specializing in access control solutions,

has just released IDTouch – a patented biometric technology based on the

dynamic electrophysiological (ECG) characteristics of the living body, such

as the unique rhythm of your heart to open a lock. Biometric authentication

characteristics, unlike identification codes or passwords, cannot be lost,

forgotten, or transferred and are always in possession of the individual.

Drone Delivery Canada (DCC), a drone technology company will one day

deliver your packages by autonomous drones. Focused on the design,

development and implementation of its logistics software platform, DCC

just received a Compliant UAV Operator Special Flight Operations Certificate

(SFOC) from Transport Canada. This milestone marks the starting point

for the commercialization of drone delivery services in Canada.

Proto3000 recently introduced metal 3D printing to their business platform.

The company revolutionized the manufacturing landscape by introducing

an affordable metal 3D printing solution designed for engineers with the

Desktop Metal Studio System. It uses the same metal alloys in a process

similar to the most widely used 3D printing processes (FDM). Coming up

on the horizon, Proto3000 will be introducing a mass production machine,

capable of printing 100x faster and at 20x lower costs.

More than just technology, Vaughan’s Digital Strategy and the Mayor’s

Smart City Advisory Task Force concentrate on how technology can be

leveraged to create convenience and comfort for our citizens, promote

democratic participation, provide opportunities for societal transformation,

improve business productivity, and facilitate investment.

DELIVERING SERVICE EXCELLENCE WITH INNOVATION

The Vaughan Public Libraries (VPL) not only provides a variety of

information and resources to the community, but they also provide training

resources for entrepreneurs, investors, business owners and their employees.

Adidas Canada, in Woodbridge, recently partnered with VPL to provide

its employees with library cards, enabling them to access free

professional development that they can use at any time from any

computer, tablet or smartphone.

Through VPL, businesses can boost employee engagement and workplace

satisfaction with access to the latest apps and digital resources, such as

Lynda.com and Transparent Language. These self-paced, online courses

and video tutorials taught by industry experts, include such topics as:

Cultural programming profiles Vaughan as a vibrant community with

a creative city centre that attracts tourism and creative industries.

In 2017, Vaughan featured 58 arts and culture partnerships, bringing

in 30,000 participants city-wide.

vitality. In 2017, the URBAN CITIES Art Exhibition Series inspired public

engagement for the Vaughan Metropolitan Centre through four

art exhibitions, attracting almost 138,000 viewer impressions. Vaughan

was gifted 30 original works as capital assets for the City’s permanent

Art Integration Collection and received a significant sponsorship

from Scotiabank for PROJECT 99, the Canada 150 themed exhibition.

This series was featured at the On the Slate Gallery in Vaughan City Hall.

CITY-BUILDING: RECOGNIZING GREAT ARCHITECTURE WITH THE URBAN DESIGN AWARDS

Urban design is about how people connect with places, shaping the way

public areas are experienced and used. As one of the fastest-growing

municipalities in Canada, it is important to recognize the role urban

design plays in establishing our city. It makes a significant difference

in city-building, positioning Vaughan as an attractive and thriving place

to live, work and play. The City hosted its 2017 Urban Design Awards on

November 15, 2017. Sponsored by the Carpenters and Allied Workers Local

27, the 2017 Awards recognized five projects: KPMG Tower, Vaughan Civic

Centre Resource Library, Minto Water Garden, Highway 7 West Rapidway

and Woodbridge Fairground Lofts.

MARKETING VAUGHAN TO THE WORLD FOR OPPORTUNITY AND INVESTMENT

CELEBRATING MILESTONE ANNIVERSARIES WITH SORA AND BAGUIO: Last year was significant, marking the City’s 25th and 20th anniversaries

of its twinning with Sora, Italy and Baguio City, Philippines, respectively.

The City proudly hosted official delegations from both cities in 2017.

Delegations from Zichuan District of Zibo, Shanghai Changning and

Yangzhou also visited the City to discuss business alliance opportunities.

BUSINESS MISSION TO CHINA AND VIETNAM: Vaughan completed

a business mission to China and Vietnam in November 2017. During the

mission, the City signed a Memorandum of Understanding with the Beijing

International Film Academy to facilitate their search for a North American

business location.

As the Councillor of Ward 1, Maple/Kleinburg,

I proudly advocate for my community which has

resulted in many opportunities and successes.

The future Mackenzie Vaughan Hospital will

provide a variety of health services as well as

creating over 2000 new jobs. Construction is

ongoing and is expected to be completed in 2020.

The newly built Civic Centre Library, has won many

awards for design and innovation and is a hub

for community learning and gathering. The North

Maple Regional Park is coming to life. This 200-

acre site will be Vaughan’s flagship park and the

first phase consisting of two artificial turf soccer

fields, parking and trail system will open this year.

Restoration work for the Pierre Berton Heritage

Centre in Kleinburg will be completed by the

summer. These successes play an important

part of our vibrant City of Vaughan.

We continue to renew our infrastructure – with

projects planned, underway, or already completed

this year at: Legion Court (road and watermain),

McKenzie Street (road), Willis Road (bridge),

Dorengate Drive (stairway to Islington), Clarence

Street (gabions and culvert), Kipling Avenue

(watermain), Father Bulfon Community Centre

(outdoor ice rink), Sonoma Heights (repaving

nine streets). Most exciting is the latest step in the

Woodbridge Avenue streetscape renewal project,

with proposed funding to flow on the approval

of our updated development charges by-law.

I am proud to share that there have been many

improvements to Ward 3. Among the many,

Chancellor Park will see a replaced junior and

senior play facilities and swing set with highly

accessible play components, along with new

rubber surface titles for the area. The Chancellor

Community Centre also plays host to the

Innovative Path System for the visually impaired.

In addition, construction of the Vellore Village

Library continues and is set to open to the public

in September 2018. Our tree canopy has also

grown with an additional 250 new trees in Ward 3

local parks.

Vaughan is booming, as is Ward 5 – Thornhill.

We are seeing dynamic and positive change

everywhere – rapid transit development is underway

and our parks and community centres are being

modernized. In the last few years I have worked

with ratepayer associations to preserve existing

neighbourhoods, while ensuring that development

is as positive and beneficial as possible for our

residents. A prime example is transforming a

proposed 20-storey residential building at Spring

Farm Marketplace to a commercial addition.

I have also been working with the new owners

of the Promenade Mall to undergo their major

transformation, including a “grand” avenue,

an office building and a hotel.

This term has seen immense growth and progress

in Ward 4, including the opening of the VMC

subway station and the ongoing development

of numerous VMC projects. I have been working

closely with the Province through the years

to improve transit opportunities for residents,

and I am happy to see the proposed expansion

of the Maple Go and Rutherford Go stations

parking capacity.

In 2018, I have encouraged staff to move forward

with the planning and design for the Carville

Community Centre, District Park and Library,

and Block 18 District Park.

As always, I will continue to serve the residents

to the best of my abilities.

As Mayor Bevilacqua says, “Vaughan is rising to its

full potential as a world-class city”. I am delighted

with our employment growth rate of 3.5 per cent

outpacing the GTA, more than 55,000 jobs created

since 2010, a plethora of community and recreational

centres, volunteers that are second to none and

soon a new hospital.

Among these accomplishments, I am most proud

of Council’s ability to find efficiencies and cut costs

while maintaining service levels. In 2014, projected

tax increases for 2015, 2016 and 2017 were 6.7 per

cent, 4.41 per cent and 4.22 per cent. Instead,

Council has kept taxes under 3 per cent. There

is indeed much to be proud of in Vaughan.”

The City of Vaughan continues to build on our

momentum as one of Canada’s best places to

live. In December 2017 we opened the Region’s

first subway in Vaughan’s new downtown that will

be home to several new businesses, residential

developments, entertainment, restaurants and

cultural facilities. The Mackenzie Vaughan Hospital

is expected to be completed in 2020 and will bring

world-class healthcare to our citizens.

The EA’s for Langstaff and Teston crossings

are underway including the construction for

the widening of Major Mackenzie drive west

of Pine Valley. Vaughan will continue to be

one of the most desirable cities to live.
