Businesses and citizens are rallying around the Vaughan Metropolitan Centre and celebrating it as a marvel of urban planning and architectural design. Our downtown will be like no other. It will be unique and whether someone is working, living or cycling through one of its many neighbourhoods, people will know they are in a place that is distinct. They will know they are in Vaughan. We remain the first and only municipality outside Toronto to be connected by the TTC subway service and we are an essential part of a regionally-integrated transit network that breaks down barriers and moves people further, faster and where they need to be. Improved public transit connections means businesses can better extend their reach to recruit and hire the best and the brightest minds. The opening of the subway to Vaughan and the ongoing construction of the Mackenzie Vaughan Hospital are examples of what we can do when we work together. Cranes continue to tower over the site of the future hospital – a $1.6 billion initiative. It will employ more than 1,800 full-time staff and be the first hospital in Canada to feature fully integrated smart technology systems and medical devices that can speak directly to one another to maximize patient care. Vaughan continues to do its part with a special levy of $80 million to bring modern, accessible, front-line healthcare to our residents. Investing in healthcare is city-building. MACKENZIE VAUGHAN HOSPITAL FORGING AHEADArticle courtesy of Mackenzie Health
During the past year, the Mackenzie Vaughan Hospital project has been moving
forward at full speed to advance the world-class design as well as construction on the
site. As part of Mackenzie Health’s two-site hospital model, it will provide increased
access to state-of-the-art health care closer to home for the residents of Vaughan.
The detailed design of the new Mackenzie Vaughan Hospital advanced significantly
in 2017. During this process, the Mackenzie Health team, working with patient
and family advisors, tested and refined mocked-up patient care rooms in key
clinical areas, such as emergency, medicine, surgery, critical care, mental health
and obstetrics. In November 2017, Vaughan and area residents, as well as hospital
staff, physicians and volunteers, were able to experience the “built-to-scale”
patient rooms and understand how the spaces and room designs will support a
world-class health experience at the new Mackenzie Vaughan Hospital.
In February 2017, Canada’s largest municipally-owned electric utility was
born, serving Ontario’s Greater Golden Horseshoe area. Four utilities,
including Vaughan’s PowerStream, merged to create Alectra, an entity
whose combined innovation and resources is bolstering the power grid
and already enhancing service for nearly one million customers and
a population of three million people.
Less than a year later, Alectra is growing again. Announced December 14,
2017, the City of Guelph agreed to merge Guelph Hydro with Alectra.
This merger, which is subject to Ontario Energy Board approval, will
create better value for Alectra Utilities’ customers and shareholders alike.
“Alectra and Guelph Hydro are a perfect match and we are looking
forward to taking the next steps on this exciting journey with them,”
said Brian Bentz, President and CEO of Alectra Inc. “We will now work
with the Guelph Hydro team to prepare a merger submission to the
Ontario Energy Board in the first quarter of 2018, and we expect that
a hearing will take place later in the year. This is an exciting opportunity
for Alectra and Guelph Hydro, and most importantly, it will benefit the
customers and communities that we serve.”
Alectra’s focus is to help Vaughan residents and businesses maximize
the value they get from their energy provider. Throughout 2017, energy
conservation programs in Vaughan have realized reductions equivalent to
removing 107,000 homes off the grid. So far, $8.6 million of incentives
have been given to participating residents and businesses, with improvements
by local businesses and industries contributing to more than 80 per cent
of those total savings. Alectra’s plan for further conservation in the coming
years is expected to see greater energy and cost savings for customers.

Currently under construction, Mackenzie Vaughan Hospital will be Canada’s first smart hospital when it opens its doors to the community in 2020.
Community support also continued to be strong in 2017. In addition to community
supporters, who have continued to raise funds for the new hospital, the Ahmadiyya
Muslim Jama’at Canada made a $2 million gift, the De Gasperis and Muzzo
families made the largest single donation to date with a $15 million gift and,
most recently in December 2017, the Carlo and Angela Baldassarra Family pledged
a $5 million donation to support the campaign.
Looking forward to 2018, construction will continue at full speed and the hospital
building will rise upward. Upon completion in 2020, Mackenzie Vaughan Hospital
will be the first in Canada to feature fully integrated “smart” technology systems
and medical devices that can exchange information with each other, patients and
health care providers, and action immediately. The 1.2-million-square-foot hospital
will have 350 beds, with flexibility to increase capacity to 550 beds, and set a new
standard for care and services.
GOOD GOVERNANCEVaughan’s commitment to transparency and accountability continues to advance with the establishment of a Lobbyist Registry: a tool that allows the public access to information about who is meeting with decision makers.

EXPANDED GO TRAIN PARKING
More parking at the Maple and Rutherford GO Stations will make
the daily commute easier for people in Vaughan.
The Province of Ontario will construct new multi-level parking structures
to help meet high parking demands at the Maple and Rutherford GO
stations, providing 1,200 new spots at each station, including facilities
for electric vehicle charging stations.
Metrolinx will also be adding new pedestrian tunnels at both stations
to accommodate increased GO Transit service. Better pedestrian
and cyclist connections, bike storage facilities, an upgraded bus loop
and kiss-and-ride (pick-up and drop-off) lane is also planned.
In addition, three new GO train stations will be built in York Region/
Simcoe County, including Kirby Station in Vaughan. The new station
will be located between the existing Maple and King City stations.
The stations will be on the Barrie GO Transit line as part of the Metrolinx
GO Regional Express Rail (RER) program. The RER network is designed
to provide commuters with more frequent, convenient and faster travel
options across the GTA, and Hamilton/Burlington area by 2024.

has begun on the expansion
of Highway 427 in Vaughan.
The highway will be
extended by 6.6 kilometres
from Highway 7 to Major
Mackenzie Drive, and widened to eight lanes from Finch
Avenue to Highway 7. The expansion will help improve traffic, create
jobs and support economic growth.

2018 BudgetHighlights.
VAUGHAN MAINTAINS ONE OF THE LOWEST TAXES IN THE GTAThe City of Vaughan has a bold vision for the future and is determined to achieve its goals through thoughtful planning, economic leadership and respecting taxpayers’ dollars. For the fourth year in a row, Vaughan Council passed a fiscally responsible budget and kept within the mandate to ensure the property tax rate increase is no more than three per cent.
The budget includes a 2.89-per-cent commercial property tax increase, which represents an additional $7.17 annually for commercial property, and $8.63 annually for industrial property for each $100,000 of property assessment.
The City’s total budget for 2018 is $606.1 million and it includes:
n Operating budget of $298.3 million – funded by property taxes, this budget delivers services, such as: recreation programs, fire rescue and prevention education, waste collection, snow clearing, parks maintenance and community centre operations.
n Water, wastewater and stormwater operating budget of $161.3 million – funded by water program rates, this budget delivers water, wastewater and stormwater services, and provides the resources needed to operate and maintain the City’s infrastructure. The stormwater
charge has funded more than 330 initiatives. For more information,

n Capital budget of $146.5 million – funded by various sources, including development charges, infrastructure reserves and gas tax, this budget funds the construction, and maintenance of City infrastructure, including roads, pipes, parks and buildings.

In 2017, Vaughan made a commitment to develop a plan to improve
livability and create opportunities for its citizens by harnessing the power
of technology and data. In this digital age, the government, like the private
sector, needs to enable service across multiple platforms to better serve its
citizens. For this reason, the City launched its digital strategy #VaughanDigital
which defines how the City will interact with citizens, including online
engagement, access to data and content, public connectivity, digital literacy,
e-services and mobile apps.
The City also launched the Mayor’s Smart City Advisor Task Force, comprised
of engaged citizens and subject matter and industry experts. The primary
objective of the Task Force is to provide advice to staff and Council on how
to develop a smart city strategy – considering, for example, the role of
artificial intelligence, Internet of Things (IOT) applications and big data –
that will improve the lives of Vaughan residents and increase the capacity
of local businesses.
The Task Force taps into the local expertise of companies like Identita,
Drone Delivery Canada and Proto3000, which are harnessing the power
of new and improved technologies to drive innovation and strengthen
Vaughan’s burgeoning technology sector. Their informed contributions in
the security, transportation, and advanced manufacturing sectors, together
with their peers, can help shape Vaughan’s smart city vision.
Identita, a boutique security firm specializing in access control solutions,
has just released IDTouch – a patented biometric technology based on the
dynamic electrophysiological (ECG) characteristics of the living body, such
as the unique rhythm of your heart to open a lock. Biometric authentication
characteristics, unlike identification codes or passwords, cannot be lost,
forgotten, or transferred and are always in possession of the individual.
Drone Delivery Canada (DCC), a drone technology company will one day
deliver your packages by autonomous drones. Focused on the design,
development and implementation of its logistics software platform, DCC
just received a Compliant UAV Operator Special Flight Operations Certificate
(SFOC) from Transport Canada. This milestone marks the starting point
for the commercialization of drone delivery services in Canada.
Proto3000 recently introduced metal 3D printing to their business platform.
The company revolutionized the manufacturing landscape by introducing
an affordable metal 3D printing solution designed for engineers with the
Desktop Metal Studio System. It uses the same metal alloys in a process
similar to the most widely used 3D printing processes (FDM). Coming up
on the horizon, Proto3000 will be introducing a mass production machine,
capable of printing 100x faster and at 20x lower costs.
More than just technology, Vaughan’s Digital Strategy and the Mayor’s
Smart City Advisory Task Force concentrate on how technology can be
leveraged to create convenience and comfort for our citizens, promote
democratic participation, provide opportunities for societal transformation,
improve business productivity, and facilitate investment.

DELIVERING SERVICE EXCELLENCE WITH INNOVATION
The Vaughan Public Libraries (VPL) not only provides a variety of
information and resources to the community, but they also provide training
resources for entrepreneurs, investors, business owners and their employees.
Adidas Canada, in Woodbridge, recently partnered with VPL to provide
its employees with library cards, enabling them to access free
professional development that they can use at any time from any
computer, tablet or smartphone.
Through VPL, businesses can boost employee engagement and workplace
satisfaction with access to the latest apps and digital resources, such as
