Wood Environment & Infrastructure Solutions, a Division of Wood Canada Limited (Wood) was
retained by Vale Canada Limited’s (Vale) to operate and maintain the ambient air sampling
stations, to review the data, and to prepare quarterly and annual reports on behalf of Vale. There
are nine stations that were established for monitoring ambient air concentrations for Total
Suspended Particulate (TSP), Inhalable Particulate Matter (PM10) and metals on both the TSP and
PM10 size fractions.
The results of the First Quarter (Q1) 2019 sampling program are detailed in this report.
Vale’s Total Suspended Particulate (TSP) Hi-Vol ambient air monitoring stations operate on a
3-day sampling schedule at the following stations: Dynamic Earth, Norite Street, Venice Street,
Copper Cliff Creek, Union Street, Spruce Street, Delki Dozzi, Power Street and more recently,
Fielding Road. The Fielding Road monitoring station was added to the sampling program on
17 August 2017. All TSP samples (filters) are subsequently analyzed for speciated metals. For the
purposes of this report, TSP is synonymous with Suspended Particulate Matter (SP) with a
particle size of 44 microns or less for which the AAQC is established, and consistent with the
terminology of the MECP Operations Manual for Air Quality Monitoring in Ontario.
The PM10 Hi-Vol ambient air monitors are co-located at the Dynamic Earth, Norite Street,
Venice Street, Copper Cliff Creek and Union Street stations. These monitors operate on a 6-day
sampling schedule. All PM10 samples (filters) are analyzed for speciated metals.
The metals analyzed in both size fractions include arsenic, cadmium, chromium, cobalt, copper,
iron, lead, manganese, nickel, selenium, vanadium and zinc. The analysis also includes sulphur.
Each sample is collected over a 24-hour period (midnight to midnight) that is concurrent to the
National Air Pollution Surveillance (NAPS) schedule.
2.0 SAMPLING RESULTS
The results of the samples at each of the nine (9) monitoring sites are presented in the following
section. Table 1 outlines the data recovery efficiencies of each site (all monitors combined).

During this quarter, a total of 336 valid samples were collected from a possible total of
345 samples, and the overall sample recovery for the quarter was 97%.
A total of 9 samples were invalidated:
• One (1) sample was lost due to invalid flow at Copper Cliff Creek Station;
• Four (4) samples were lost due to operator error, one at each of Power Street,
Union Street, Copper Cliff Creek Station, and Spruce Street;
• Four (4) samples were lost due to equipment failure at Union Street (2), and Venice
Street (2).
The invalid samples are identified in the Appendix A summary tables.
Measured TSP results were compared to their applicable Air Contaminant Benchmarks, which
are the Schedule 3 Standards under O.Reg. 419/05 and Guidelines, as per the Ministry of the
Environment, Conservation and Parks (MECP)1 document entitled Air Contaminants Benchmarks
List: Standards, Guidelines and Screening Levels for Assessing Point of Impingement
Concentrations of Air Contaminants published January 2017. The PM10 size fraction was
compared to the interim ambient air quality criterion (AAQC).

Table 2 outlines the statistics for the collected samples from each site and particulate size
fraction. A full summary of the Q1 results (from all samples) is provided in Appendix A of the
report.

Please note that all iron (total) results have been conservatively expressed as ferric oxide (Fe2O3),
since it is difficult to determine the amount of iron that has been oxidized. Iron is generally not
present as metallic iron, and a portion of the metallic iron is expected to be in the oxidized Fe2O3
form. Therefore, the iron results are conservatively compared to the Fe2O3 Schedule 3 standard
for information purposes only.

Furthermore, as of 1 July 2016 the site-specific standard and Schedule 3 standards for Nickel (Ni)
have changed. The new site-specific standard for Ni is 1.0 µg/m3, which applies to all smelter
related sampling stations (i.e. all stations except Power Street and Fielding Road). The new
Schedule 3 Standard is 0.04 µg/m3 which applies to the Power Street and Fielding Road
monitoring stations that are sited to monitor the Nickel Refinery. Both standards are based on
annual averaging times instead of the 24-hour averaging times.
The collected quarterly 24-hour data is conservatively being compared to the new annual
standards for information purposes only, and the Power Street Ni concentrations are compared
to the 24-hour AAQC of 0.2 µg/m3.

There was one TSP exceedance of the Schedule 3 Standard on 12 January at Dynamic Earth
Station. Vale has determined that this was caused by off-site sources such as roads after reviewing the SEM analysis, wind direction as well as wind speeds. There were no other exceedances of Schedule 3 Standards, Section 20 guidelines, or Schedule 6 URTs listed in
O.Reg.419/05.
Wood staff performed a flow calibration check on the air samplers on 28 March 2019, using a
BGI direct reading Hi-Vol electronic flow calibrator. The calibrator was received from the
manufacturer certified to an overall accuracy of 0.60%. A copy of the calibration certificate is
provided in Appendix B. All samplers were found to operate within acceptable tolerances at the
time of the calibration.
