1 SCOPE
This report describes the technical bid evaluation and recommendation for award of the PIPELINE, PLEM AND SPM EPC PACKAGE. Evaluation of the commercial part of the proposals is outside the scope of this report.
2 WORK
The Inquiry was for the Engineering, Procurement and Construction (EPC) of the following facilities:
a) Two 35km 48” crude oil import pipelines from SPM to shore; (EPC)
b) One fiber optic cable (FOC) from SPM to shore; (EPC)
c) One PLEM; (C)
d) One SPM buoy with anchor chain mooring; (C)
e) Associated floating and under-buoy loading hoses and umbilical (C)
3 BIDDERS TO BE EVALUATED
JGCS issued the Inquiry to the following 3 Bidders:
a) SK Engineering and Construction (SKC)
b) Technip Singapore Pte Ltd/PetroVietnam Technical Services Corporation (TP)
c) Punji Lloyd Ltd (PLL)
JGCS received proposals from the 3 Bidders, and all 3 proposals were evaluated and results are shown in this report.
4 TECHNICAL BID EVALUATION RESULTS
After a careful review of each proposal and succeeding clarifications, a technical evaluation of each proposal was conducted. Detailed technical bid evaluation results are summarized in the following attachment:

5 OVERALL EVALUATION AND RECOMMENDED CONTRACTOR
The PLL initial submission was considered poor and the additional information provided was not adequate to raise the standard of the document and increase confidence in their technical competency. Based on the limited information provided, the proposed laybarge, Kuber, is deemed to have inadequate tensioner capacity for this project.

TP is considered technically acceptable as it met all the key requirements, although the backfilling thickness for the piggyback FOC is to be clarified. The proposed lay barge capacity is sufficient for this project, and the construction plan is well established. No technical deficiencies were observed.
SK Corporation is considered technically acceptable and has demonstrated that the work scope has been understood, and the method statements presented gave confidence that they can reasonably be easily made project-specific. Most method statements fulfilled the project specification requirements. SKC proposed two laybarges, Stingray and HD2500 and both are acceptable, but based on lay tension capacity requirements, HD2500 is recommended.
It must be highlighted that SKC does not own any of the marine equipment, it relies on the support of third parties, as well as for the design engineering. As such, an early commitment from SKC to lock in the preferred subcontractors and equipment is desirable. This is particularly crucial for the laybarge (HD2500) where the availability of a similar capacity vessel is limited in the region. This also applies to TP’s proposed laybarge Global 1201.
A summary of the Technical Evaluation is presented in Attachment 1, based on a traffic light system for each category of scope considered; Green is technically acceptable, Yellow is acceptable with concerns, while Red is not acceptable.
Base on this evaluation, both SKC and TP are technically acceptable. PLL, however, is not technically acceptable, primarily due to insufficient technical details provided and the unsuitability of the proposed laybarge.
