Purpose of the consortium meeting The five V-LED consortium partners -- adelphi, the Institute for Law and Environmental Governance (ILEG), One World Sustainable Investments, Sustainable Energy Africa (SEA) and UN Habitat Regional Office for Asia and the Pacific -- held the first project consortium meeting in Hannover on 30 September 2015, in combination with the International Conference on Climate Action (ICCA). The goal of the meeting was threefold:

(1) to make programmatic decisions to guide our work plan in 2015-16, (2) to establish a standard method to guide our operations, and (3) to deepen the mutual knowledge about the partners’ work and kick off a learning process

among the consortium partners.

1. V-LED programmatic session: country focus

Objectives:

• Re-affirming a strategic vision and the thematic foci

• Exploring interlinkages between the project outputs

• Exploring the strategies used to impact change

• Exploring research interests in each country

During this session the country teams agreed upon the main themes that guide their project and identified how the different V-LED activities can be interwoven by these running threads. By explicitly identifying these main themes, we want to ensure that this project builds up a momentum and becomes more than the sum of its individual activities.

Programmatic session: South Africa

The running threads in South Africa:

Theme 1. City-wide mitigation potential modelling

Effect vertical integration from local to the national and global levels:

• Meeting with experts in Pretoria (Dialogue Event) – 9.11.2015

• Prepare advocacy messages for the South African delegation at COP21

• Meeting with South African delegation going to COP21 – 10.11.2015

• Present preliminary results at the Africities Summit – 29.11 – 3.12.2015

• Prepare advocacy messages for Habitat III – October 2016 in Quito

Flesh out concept for adaptation and mitigation convergence

• Explore the potential of a water –based training module and training tool – Early 2016

• Publish a paper and/or a comparative study between SA and the Philippines? – Mid-2016

Theme 3: How can implementation be “unblocked” at the local level?

• This theme will be developed as project unfolds

• One topic could be mandates and another one vested interests In addition, we take into account the Department of Environmental Affairs’ stated priorities:

• Municipalities that are trained, participate in dialogues & GP-exchanges fit well with DEA’s chosen 40 municipalities.

• We explore the Continuing Professional Development course on climate change.

In South Africa, the vertical Dialogue Event (11.2015), the GP-exchange and training (both planned for 1st quarter 2016) will shape the modes of delivery of the 3 themes for 2016-2018.

Programmatic session: Philippines

V-LED Consortium Meeting, 30th September Hannover, Germany

The running thread: Feeding into the Mainstreaming Guide (MG)

• Further development of the government’s MG taken up as an iterative approach.

• Focus on governance, finance and selected sectors. How can mitigation be integrated for connecting all levels of governance into the discussion.

• Feeding into the MG will be the anchor to link vertically and horizontally throughout other events. Dialog Events and Good-Practice Exchanges directly inform each other and subsequently the development of the MG.

• Dialog Events, planned as Expert Group Meetings ,and Good Practice Exchanges, involving stakeholder from the subnational level, will be carried out back-to-back.

• Research will inform input for activities. Backgrounders > Workshop-Reports > Case Studies will communicate lessons learned and feed into draft chapters of the MG. A pilot training will test the feasibility of the application of the MG chapters.

In the Philippines, the V-LED Project will start in October 2015. The country is holding national and local elections in 2016. The delay in the project start and the political context require to reorder the events planned until 2018.

The running thread:

Kenya’s strategy to ensure the building up of advocacy for equitable low emission development at the local level is to focus on the vertical governance structure of the country. The running themes are:

1. Ensuring a rights based approach in the vertical governance mechanism

2. Finance opportunities are communicated and bankable projects are linked to them

3. Viable and innovative options exist for low emission development

4. Mapping of local innovations for climate resilience

5. Ensuring that local adaptation priorities are included in the county development plans

In Kenya, the project is building on the current country’s devolution process and the implementation of the National Climate Change Response Strategy and the Green Economy Strategy and Implementation Plan. It will explore accountability in the governance system, rights based governance and the development of bankable projects through capacity strengthening in low emission development.

Kenya’s strategy in the sequencing of

the events is to :

- Combine a vertical or horizontal event each time with a training

- From end of 2016, sequence the vertical dialogue with a good practice event (vertical-horizontal-vertical-horizontal, etc.) to build on each other.

- The study tour is either planned in Kenya or South Africa, the regional conference will take place in the other country, to ensure mutual exchange between KE and SA for the two last years of the project.

Programmatic session: Vietnam

The running threads:

The teams strategy to implement the V-LED project in Vietnam is the build on the strong base of existing projects and initiatives. The pink stickers show existing processes and synergies that run through the project at different times:

- 2015, draft Law on Planning (urban and territorial planning) to be passed, this will be a running theme for the vertical dialogues and the institutionalisation of the guidelines and trainings.

- 2015-2018 – synergies with the City Development Plans, lessons learned and information sharing at vertical dialogues, strengthening the case for climate resilient planning

- 2016 - Rapid Planning for local climate action will inform the good practice exchanges and illustrate the guidelines and training materials.

- 2016 - 2018 – the existing network “Vietnam Urban Forum” as a platform for exchange

- 2016, Habitat III paving the road for the New Urban Agenda and implementing it.

2015 2016 2017 2018 Communicating ideas, inspiring people, and institutionalising good practices are key strategies for UN-HABITAT Vietnam. They also have a strong communication culture and regularly uses TV, interviews, documentaries and debates to discuss urban issues: Some further ideas suggested by the team for this project include:

- Using a vertical dialogue for a Youth Dialogue

- Using theatre play in the good practice exchange

- Using and developing a training for media

In Vietnam, the project has still not been “released” by the German Ministry of Environment even though the budget has been approved for the implementation of the outputs. It is with the uncertainty of the start date of the Vietnam component that the UN-HABITAT team designed the work plan for the project illustrated below.

2. V-LED operational session

• Defining how operations can run smoothly by linking up our

Altogether, the 5 V-LED partners will organise 108 meetings (Dialogue Events, Good-Practice Exchanges, trainings), 2 regional conferences and a study tour until end-2018. During this session we proposed a method to interlink the different aspects of what we do (our core business) to ensure we do not try to reinvent the wheel at any given time.

In order to 1) observe and record changes and 2) bring the components of

our core business (implementation, communication and research) together in a way that the sum is bigger than its parts, we would like the country teams to consider filling 3 templates ,: before, during and after an event.

We have the chance to be running a project that can witness and record how multi-level climate governance will be changing after the post 2015 agenda and in particular after the Paris agreement and Habitat III. We should not miss this opportunity! Implementing our 108 events globally will be a remarkable and exciting endeavour for which an established and standardised method can ensure that we record the changes as we go along.

2. Operational session: Closing the loop…making it all work

We acknowledge that it is important to capture the game-changing moments throughout our project, the moments in which we see changes of behaviour, shifts of priorities, key decisions taken by the main stakeholders. These are moments in which we can abstract from our project and generalize from what we just saw into the bigger world.

“Lessons learned” is a summary of knowledge or understanding gained by a positive or negative experience that has relevance for other contexts or is replicable.

When they are the result of our reflection and written in a concise way two pages can serve many purposes: • Generate knowledge of success and challenges • Transfer it across countries, to a wider audience and across time • Monitor for ourselves whether we are helping to produce impact • Communicate progress and report, thus increasing visibility • Connect with our target groups

Learning session: Sharing experiences from the

German Climate Dialogue (KSD)

Change Agents …they are the ones actually driving local climate action.

According to a questionnaire circulated among the existing German municipal climate managers their most urgent need was political support.

The “Change Agent” course therefore focused on capacity building in terms of multi-stakeholder engagement: soft but powerful skills, for example learned through role plays . Nearly 100 climate managers were trained so far in Germany.

The transition is ongoing – Climate action has no end to it, therefore it must be implemented in daily routines

Process matters! – ‘Soft skills’, communication, knowledge exchange and networking become key to successful implementation

Uncertainty and soft targets – Open-ended processes may not yield results in hard, measurable facts. New indicators of success need to be defined

Shared issues – Climate issues are relevant across sectors, so is climate action. Find synergies and use them

Uniqueness – There is no one-size-fits-all solution. Every country, every government, every municipality is different and needs an individual, tailor-made approach, based on local knowledge

ICCA2015. From “Local Governments Driving Transformation” to the methodological setup (anyone noticing the “Fail Forward!” Session?) the idea was to be as respectful, inclusive, dialogical (and bold) as possible. We saw national and international participants, civil groups, local governments and politicians approaching each other meeting on eye-level. Our aim was to talk about transformation, but also to go further and to create the conditions for common ownership to emerge. We tried to pay respect for the important work done by individually designing all workshops, taking good care that the results of each thread were fed into the closing session .

Objective:

Inspire and inform on knowledge existing in each country • Inform each other on the status in each country and find inspiration in the

knowledge existing in each country

Country status - South Africa

Country status - Kenya

• Context in the country: There are major recent reforms with the 2010 constitution and a drive for decentralization

• There are a strong national vision (Vision 2030) and a green economy agenda captured in the National climate change response strategy , the National climate change action plan and the Climate Change Policy and Bill.

• There is considerable activity on green growth agenda – one must determine value addition V-LED activities: • The Inception Workshop on 24 June 2015 was based on prior consultations and offered a

platform for experience sharing and learning. • Participants: Ministry of Environment, Development partners (GIZ, DfID, Danida), UN

(UNEP, Habitat), INGOs (WWF) & NGOs (ILEG) • A key message was that the role of private sector – key driver of innovations – is yet to

be integrated in V-LED initiatives. • The current main focus is on national level policy implementation; communities need

support • Vision 2030 to be cascaded through County Integrated Development Plans (CIDPs)

• Context in the country: There is a comprehensive body of work on climate change in progress and planned in South Africa (LTMS, National Ad Plan, REIPPPP, State of Energy in Cities, INDC, sector plans etc.) = opportunity to build

• Implementation and alignment of policies is the challenge facing South Africa’s integrated responses = opportunity to vertically integrate planning

• Local government is key to implementation and alignment and the climate change agenda is key in service delivery = opportunity to consider local CC planning challenges (e.g. mandate and resources) and how these inform national processes

V-LED activities: • The Inception Workshop on 18 June 2015 facilitated a needs and gaps analysis to identify niches • The workshop was hosted by the Department of Environmental Affairs (DEA) in Pretoria. • Participants: Four ministries (Environmental Affairs, Energy, Finance, and Cooperative

Governance), national authorities (National Energy Regulator, SANEDI) and key subnational stakeholders (SALGA, ICLEI, etc.), and German partners (GIZ and Embassy)

• A V-LED Advisory Group was established with representatives of DEA, SALGA, GIZ and V-LED. • Direction identified for the project:

Country status - Philippines

Country status - Vietnam

Context in the country: 1993-2012: 6th worldwide in terms of impacts of climate-related losses with 420 fatalities a year. • In the country climate change has direct effects on the key urban infrastructure (transportation,

water supply and energy) and exacerbates urbanisation problems. • The main policies are the National Target Program and National Strategy for Climate Change

Response, as well as the National Green Growth Strategy (VGGS). • However, there is little integration of climate change into strategic city planning and a skill and

knowledge gap

UN Habitat efforts thus far: • Cities in Climate Change Initiative: CCCI tools - Vulnerability and Adaptability Assessment

Toolkit applied in Hoi An City, Vietnam Hoi An Eco-city Development Strategy

• Context in the country: The territory of the Philippines is composed of 7,107 islands with a coastline extension of 36,289 km. Urban population is 48.6% distributed in 145 cities.

• The country faces an average 20 typhoons every year. Extreme changes in seasonal rainfall, more frequent extremes and sea level rise to affect millions of people are expected.

Climate change impacts are the entry point to encourage local actions

• A broad spectrum of experience and expertise was shared and became visible.

• Most consortium-members enjoy working directly with the community and stress the importance of a strong and direct connection to this level to effectively implement project.

Conclusions and next steps

1. This consortium is more than the sum of its parts. We recognised that having a face to face meeting is key to creating a learning spirit between us and for exchanging throughout this great time of global shifts in sustainability governance. Action: we will look for opportunities to meet around habitat III, in Quito October 2016.

2. The information shared on the work of all the partners will be kept alive through our website and used throughout the project – the learning is a continuous journey that will be documented in different ways, including videos, interviews and knowledge sharing. Action: write two bullets about the knowledge products your organisation has and can be useful to project partners, and we’ll post it in our website, in the resource page.

3. The first thematic webinar in our series of webinars will be held by ILEG. It will be a follow up of the consortium meeting and focus on sharing lessons between partners in the implementation of this first series of events: Action: consortium webinar will happen the second half of November.

4. The vision, strategies to impact change and running themes will be used as programmatic guides in the decision on activities in each country work plan.

5. The next round of V-LED activities will take place in November and December 2015: • Vertical Dialogue Event and meeting with members of the South African delegation

(planned) on November 9-10. • Vertical Dialogue Event and Steering Committee meeting in Kenya in December. • Inception Workshop, Project Steering Committee (PSC) meeting and Vertical Dialogue

Event in the Philippines on 14-16 December. 6. The applied research will start in 2016 with the 3 templates being a data collection method for

the county studies. The lessons learned will capture the research interests that emanate from the project and ad hoc partnership to author articles are welcome! Our research plan is available upon request. Action: test templates during the November/December events.
