Presentation of Awards

The District Commander of the Year Award and the Newsletter

of the Year Awards will be presented at the Annual Business

Meeting. All other Awards will be presented at the Annual

Convention Banquet.

PLEASE NOTE: John Stanford ([email protected]) is

appointed to the position of National Awards Chairman, for

the purpose of ensuring that the process has been accurately

followed, completed, and appropriately documented so that no

nomination will fail to be considered.

If the Chairman finds any issue that could affect the processing

of the nomination, he will contact the initiator and resolve the

issue in a timely and appropriate manner!

Nominations for all Awards should be sent to the National Awards

Chairman who will review the nominations and forward them to

the appropriate Committees to complete the selection process.

Unless otherwise noted in the Awards description, current

membership in USSVI is required for consideration with this

exception. ( A Member who has died within the last 12 months may

also be considered for a posthumous Award.)

The Nominating Process

Any USSVI Member in good standing may nominate any other

Member in good standing (or entity such as a Base,

Individual, or Group where appropriate and stated in the

Award description).

Submit the nomination using the following guidelines:

All Award nominations shall be type-written, and shall be a

maximum of two pages.

Clearly state the Nominees’ name, title, and home Base

(if applicable) and the specific Award for which nomination is

being made.

Each entry shall be for the nomination of a single Award. Do

not include more than one Base or Nominee on the same

nomination. If a nominee is being considered for more

than one Award, a separate nomination is required. Do not include any photographs or endorsements with the

nomination. Separate endorsements for a nominee, Base

or Group are encouraged.

Joe Negri Award

United States Submarine Veteran of the Year

Joe Negri is considered the Primary Founder of USSVI.

The Joe Negri Award is the highest and most prestigious

Award that is presented to a Member, and reflects his personal

and individual efforts and participation during

the preceding years on a National level, and who has

contributed the most to the advancement and embodiment of

the USSVI Creed and Agenda. By his dedicated service and

support to our USSVI organization and his fellow Submarine

Veteran Brothers he exemplifies the true meaning and spirit of

the word, "Shipmate.”

The Members service at a National level should be an

important consideration in the nomination for this Award.

Eligibility for this Award requires current Membership in United States Submarine Veterans, Inc.

All nominations will be submitted to National Awards Chairman.

The Selection Committee will consist of five previous Joe Negri Award recipients.

Robert Link National Commander’s Award

Robert "Bob" Link was the first National Commander of USSVI.

This is the USSVI version of a “Letter of Commendation” from

the National Commander.

The Nominations can be made for a Member, Group, or a Base.

The selection and presentation of this Award is at the discretion

of the National Commander.

Eligibility for this Award requires Membership in United States

Veterans Inc.

Nominations, with justification, may be sent to National Awards

Chairman, or directly to the National Commander. Nominations

from all Members are encouraged.

District Commander of theYear Award

Awarded to the one District Commander that exemplifies and

demonstrates an outstanding example to his peers, and through

his efforts and performance of duties in service to his Base

Commanders, provides guidance, organization and assistance

within his District and establishes new Bases as needed to serve

the needs of the membership.

This Award requires Membership in the United States Submarine

Veterans, Inc.

This Award will be presented at the Annual Business Meeting.

One District Commander nomination will be submitted by each

Regional Director to the National Awards Chairman.

Meritorious Award

This Award is presented to the Member, Base, or Group that

most exemplifies the Motto, "Pride Runs Deep," who, by the

efforts and involvement of a Member, group or Base in local

veterans affairs, parades, school activities, and presentations

to Civic, legislative, Veterans, patriotic and other organizations.

Some examples may be Library displays, Community Bulletin

Boards, Schools, and items that appear in print and/or

electronic media, Press Releases, Public/Community Service

Announcements, etc, which promote the concept of Honor,

Duty, Pride, and the history and lore of the US Navy Submarine

Force to the general public and community at large.

This Award may be presented to a Base, Group, or an individual.

Membership in United States Submarine Veterans, Inc. is

required for this Award.

Nominations may be made by any Member and submitted to the

National Awards Chairman.

Golden Anchor Award

The Golden Anchor Award may be presented to one Base in

each class that best demonstrated a leading role in developing

and promoting creative membership renewals, and has

developed successful recruiting tools, programs and ideas.

Factors to be considered for this Award will include Base

development, recruitment of new members, and retention of

current Members.

When determining Class, only primary Base Members are

considered.

Class I Large Bases > 125 Members

Class II Intermediate Bases: 81 – 125 Members

Class III Medium Bases 41 - 80 Members

Class IV Small Bases 05 - 40 Members

Nominations are to be submitted by Base, District, or Regional

Commanders to the National Awards Chairman. Membership in

the United States Submarine Veterans, Inc. is required for this

Award.

Silver Anchor Award

The Silver Anchor Award is presented to a Member in

recognition of his efforts to support one of the primary

objectives of our Creed…to provide a way for all submariners

to gather for their mutual benefit and enjoyment.

This Award recognizes the member’s volunteer support for

meetings, projects and events, including work to recruit new

Members and to retain the current membership of the Base.

This Award will be presented to individual Members only.

Nominations may be made by any Member, and submitted

to the National Awards Chairman.

Eligibility for this Award requires Membership in the United

Ben Bastura

Historical Achievement Award

The Ben Bastura Historical Achievement Award is to be

given to the person/s who have demonstrated their under-

standing and commitment to our creed in perpetuating the

memory of submariners and submarines by gathering,

creating, or in other ways preserving a significant amount of

submarine history.

The Award should be given to a person/s in the submarine

community who has shown a broad and encompassing

discipline of gathering submarine history. That person/s

should have demonstrated they are an expert in the many

aspects of gathering and preserving submarine history, its

artifacts and documents.

The Award recognizes that for almost 50 years, Ben Bastura

collected submarine artifacts, papers, and trivia. He also did

much research on all facets of submarines and the people in

them. Ben spent untold amounts of his own money to make

a museum of his home in Waterford, CT. and to share his

love of submarines with the people who came around or

who asked for his help freely. Ben also was an author and

wrote History of U.S. Submarine Veterans World War II. Ben

is gone now; but, thanks to him, we have many valuable

submarine books, papers, plaques, and other objects that

are now irreplaceably located at St. Marys Submarine

Museum in St. Marys, Georgia. In the years to come, we are

going to need more and more people like Ben; people who

have a genuine love of those who have gone before and are

determined to preserve our heritage.

Nominations may be made by any Member, and submitted to

the National Awards Chairman.

The recipient of this Award shall meet the requirements listed

above, and Membership in the United States Submarine

Veterans, Inc. is not a requirement.

NEWSLETTER OF THE YEAR AWARD For the publishing Year 1 May 2012 through 30 April 2013

Three “Newsletter of the Year” Awards will be presented, one

each to the Base in each Region that published the most

outstanding Newsletter in its Class (based on the size of the

Base’s Membership).

One top Award, THE NATIONAL NEWSLETTER of the YEAR

will be presented to the Base/Newsletter which is judged to

to be the most outstanding Newsletter submitted (regardless of

Class).

In order to recognize the value of Base communication and

encourage that process, the Newsletter of the Year Award was

created. It serves as a tool to encourage Bases to first,

develop their own Membership Newsletters and then to

improve them sufficiently to be competitive with their peer

Bases and those of other Veterans' organizations and to

recognize those that were superior to their peers.

In order to level the playing field, and allow Bases to enter their

Newsletter for competition at their peer level, rather than

competing with much larger Bases with more experience and

financial resources, the following three entrant classes, based

upon Base membership size, will be in place for each publishing

year.

The three class sizes are based upon the year ending Base

PRIMARY Members of record, in good standing as on file at the

USSVI National Office, at the close of the first quarter of the

Award Year.

The Class ranges are:

Class I Large Bases > 100 Members

Class II Medium Bases 51-100 Members

Class III Small Bases 5- 50 Members

RULES FOR ENTRY SUBMISSION

The rules for submission are simple, but please read carefully!

1. Any Base, in any of the above classes, may submit their

newsletter for judging in their peer class, with the following

restrictions.

2. The requirement that a Base could not be selected for the top

award in consecutive years has been rescinded. All Bases are

encouraged to submit their Newsletters each year.

3. Only one entry per Base will be accepted for Judging.

4. To be considered, all Base Newsletters must be created and

published by the Base Newsletter editor. The use of outside

printing facilities is permitted. Base attestation to this

requirement must be a part of the Base's cover letter.

5. The Base Newsletter selected for submission must be the

exact same Newsletter in the exact same format and style as was

sent to its members and other interested parties… for example,

an entry will be disqualified if it was sent to the membership in

black and white, but the entry submitted was a single run-off in

full color.

The only exception will be, the Base that has an Internet Edition

in color and a USPS edition in black and white, may, if the only difference between the two editions is color, may submit the

Internet edition in color. An attestation of such exception must

be a part of the Cover Letter.

6. The Base may select and submit any Newsletter that was

published during the period 1 May of the previous year through

30 April of the current year.

7. In order to reduce copying costs, all Newsletter submissions

will be submitted in electronic format, (Microsoft Word or PDF).

If neither of these programs is available, ONE printed copy may

sent by USPS which will be scanned, and forwarded for judging.

DO NOT SEND YOUR NOMINATION BY BOTH METHODS!

SUBJECTIVE JUDGING CRITERIA

Many attempts have been made to make subjective judging fair

by establishing objective criteria. Most were inappropriate as it

still allowed subjective judgment. The following list is a

collection of items that prior judges consider to be appropriate

factors when evaluating a Newsletter, and includes items that

are suitable for measurement consideration.

The list is presented for your evaluation and use in defining and

developing your Newsletter entry. It is not expected that the

winning Base Newsletter will meet all the elements listed below.

It is felt that as many attributes as are possible, and appropriate,

should be provided to permit some level of comparison to the

other entries.

NEWSLETTER AWARDS AND RECOGNITION

Awards:

The Newsletter of the Year Awards will be presented at the

Annual Business Meeting of the National Convention.

The First Place Winners in each Class will receive a Plaque and

Certificate. Second and Third Place Runners-up will receive a

framed Certificate, and all other Bases submitting an entry will

receive a Certificate of Participation.

Recognition:

Winners and the two Runners-up for each Region will be

announced and reported in the next issue of American

Submariner and the POC Broadcast following the Convention.

First Place positions will be recorded on the Roll of Winners.

The 2013 Awards Selection Schedule and Process Timeline

FEBRUARY 1, 2013:

Regional Directors, Base and District Commanders solicit Award

nominations from Membership.

APRIL 30, 2013:

All Award nominations ( with exception of Newsletter Award )

must be received by the National Awards Chairman.

MAY 15, 2013:

The National Awards Chairman submits nominations and Ballots

to Selection Committee Members for voting.

MAY 15, 2013:

Deadline for submission of Newsletters for Newsletter of the

Year Award.

JUNE 15, 2013:

All Selection Committees report selections to Awards Chairman.

AUGUST 31, 2013:

Presentation of Awards at the Convention and Awards Banquet.
