1.1 Welcome, Opening Remarks and Introductions Mr Williams called the meeting to order at 9:00 a.m. He welcomed the TMC membership and guests to Arlington and expressed sincere appreciation to Megan Hayes, Shazia McGeehan and the Consumer Electronics Association for providing

the facilities and hospitality for this meeting. This was followed by self-introductions. Mr Williams announced that the following 17 USNC Experts have been honored with IEC 1906 Awards for 2008 for exceptional technical contributions to IEC. Hopefully as many of these recipients as possible will be able to attend the Council’s 29 October meeting to receive their awards. That process has now evolved to the extent that he will be serving as Secretary for this meeting and for future TMC meetings. In addition, while Mr Zegers will attend the June SMB meeting, between that meeting and the SMB meeting in Sao Paulo, the process will be initiated for him to serve as Alternate SMB Representative at the November IEC General Meeting.

The Chairman called attention to the Consent Agenda (USNC/TMC 518 – REVISED) and asked if any items should be removed for detailed discussion. None were suggested. Section 2 Status of Action Items from Last Meetings (C.T. Zegers, USNC General Secretary)

2.1 Action Item 2007-09-26 #1 Consideration should be given to establishing a cooperative relationship between the USNC/IEC and the related USNC for CIGRE. This action item was approved. Status: Representatives of the USNC/CIGRE have been invited to speak at 29 April TMC meeting and have also been invited to participate in the 10 June USNC UHV Workshop at NEMA. It is felt that this Action Item has been accomplished.

2.2 Action Item 2008-01-16 #1 With respect to coordination of UHV, it was agreed that the General Secretary should communicate with the TAGs for TC 8, TC 14, TC 17, TC 22, TC 36, TC 37, TC 38 and TC 42 to broach the subject of coordination and to help facilitate its implementation. Status: This Action Item is accomplished vis-à-vis the announcement for the USNC UHV Workshop and subsequent announcements that will be made concerning the proposal to establish a new IEC TC on HVDC.

2.3 Action Item 2008-01-16 #2 It was recommended that Mr Zegers develop a draft proposal for the Nominating Committee’s consideration (Re Vice Chairman of the TMC). Status: A draft proposal was discussed by the Nominating Committee at its 12 March 2008 meeting/teleconference and will be presented to the TMC for its consideration during its meeting on 29 April.

2.4 Action Item 2008-01-16 #3 If TMC concurs he and the General Secretary will finalize this document (re Role of Group Managers) and make it available to the USNC’s constituency as a guidance document. There were no objections to this course of action. Status: Pending

2.5 Action Item 2008-01-16 #4 It was agreed that, as an Action Item, Dr Braudaway, Ms Lois Ferson, the Group Manager, and the General Secretary, would schedule a teleconference to discuss the current status of the TAG and what might be done to possibly build its membership and improve its operations. Braudaway, TA, Ms Eliana Beattie, TAG Administrator, Ms Lois Ferson, GM, Mr Alex McEachern, a Member of the TAG, Messrs Lourenco and Zegers. The status of TC 85 was discussed as well as the TAG and an initial plan of action was developed. This Action Item is felt to be accomplished.

Section 3 IEC – CIGRE Coordination Group on UHV Standardization Mr Joe Koepfinger is the USNC’s Representative to Sector Board 1 and was the US

Representative to the IEC – CIGRE UHV Symposium in Beijing in July 2007. Mr Maximo Chau, American Electric Power, is the USNC’s Representative to the Joint IEC – CIGRE Coordination Group, and attended the first meeting of the Group on 28 November 2007 in Zurich, Switzerland. Mr Ron Lai, FCI USA Inc., USNC’s Alternate Member, attended the 2 meeting on 8 April 2008 in Newcastle, England. Mr Koepfinger provided a brief report on SB 1 and also on the last meeting of IEC/TC 8 – Systems Aspects for Electrical Energy Supply. He called particular attention to TC 8’s newly established AHG 5: HVDC.

(ATTACHMENT B) He expressed the belief that, based on the positions of TC 8 and other affected product TCs, the Chinese National Committee has not made a compelling case for the urgency to establish a new IEC TC on HVDC. Mr Chau reported on the 1 meeting of the Joint IEC – CIGRE Coordination Group and highlighted its current status.

(ATTACHMENT C) During this discussion consideration was given to the Chinese National Committee’s Proposal for a New TC on High Voltage Direct Current (HVDC) Transmission (SMB/3713/DV), which has been circulated for vote by National Committees before 20 June 2008. Mr Zegers noted that by that deadline, the USNC will have to complete and return a form which asks if it supports this New Field of Activity being worked on by IEC, does it support or not support the scope of the work proposed, does it agree to participate activity or wish to serve as an observer and does it wish to be assigned as Secretariat of a new TC, if one is established. Mr Zegers reported that currently no interest has been expressed by any organization interested in serving as TAG Administrator, a requirement for the USNC to register as a P Member of a new TC. A Workshop is being planned for 10 June at NEMA HQ in Rosslyn, VA to bring together as many interests as possible to help develop the USNC’s position prior to the 20 June deadline. General Secretary’s Note: As a result of the 10 June Workshop, the USNC voted affirmatively with comments on document SMB/3713/DV.

3.1 What is the USNC/CIGRE? (International Conference on Large High Voltage Electric Systems) The agenda provided brief information on the USNC/CIGRE (USNC/TMC 521) and Mr Lourenco reported that he had been in contact with its representatives in order to extend an invitation to this meeting. Unfortunately, arrangements could not be made but efforts at establishing an effective dialogue will continue particularly for the scheduled USNC UHV Workshop on 10 June.

Section 4 Standardization Management Board (SMB) – 3 June 2008, Geneva, Switzerland

Mr Williams called attention to the official agenda for the 3 June 2008 meeting in Geneva (SMB/3730/DA) and indicated that document USNC/TMC 522 records the USNC’s positions as they evolve. Concentrating on Questions of Principle and other documents where the USNC has yet to vote, the Chairman and General Secretary reviewed each item, the comments received from the membership and a USNC position was developed where needed. The following items were highlighted:

• The Confirmed Summary Report of the SMB meeting No. 131, in Geneva, 12 February 2008, is available as document SMB/3700/RM. • Mr Zegers called attention to TMC 522 and noted that TC/SC Reports are

routinely circulated to the related USNC TAs, DTAs and TAG Administrators. They are asked to confirm that they have read the documents and are invited to comment. Most respond as requested but some do not. On Questions of Principle, where votes are required, the USNC contacts are invited to recommend votes by a specific deadline and if no input is submitted, affirmative votes are posted on the IEC Technical Server.

• Document SMB/3678/R – QP for new scope of TC 11 – Overhead Lines –With no specific input from the USNC constituency, an affirmative vote was submitted by the deadline and the new scope of TC 11 was approved by the SMB.

• Document SMB/3695/R – Report of TC 47 – Semiconductor Devises – This Report provides statistics to indicate a less that perfect record on the part of the USNC in returning TC 47 votes. Dialogue between Mr Jim Wolbert, DTA, and Mr Zegers indicated that a serious effort will be made to improve this record.

• Document SMB/3716/R – 2QPs Report of TC 51 – Magnetic Components and Ferrite Materials – QPs have to do with proposed New Scope and Change to Maintenance Result Date for IEC 60205. Based on TA recommendation

and no comments from TMC, USNC will submit affirmative votes by the deadline.

• SMB/3681/R – QP Report of TC 66 – QP proposed a revised scope for the

TC – The USNC contacts for TC 66 agreed and the USNC contacts for TC 65 disagreed because of a long standing difference of opinion having to do with which TC/SC is responsible for programmable controllers, a system vs device issue. The TA for TC 66 recommended an abstention because consensus could not be reached. However, the TMC Chairman and the General Secretary felt that the USNC could not avoid taking a position on an obvious conflict between two TCs and submitted a negative vote recommending that the SMB work to resolve the differences possibly through AHG 26. The revised scope of TC 66 was approved with 2 negative votes, including the one for the USNC.

• TC 61 Scope – System Approach Section of SPS – At its February 2008

meeting, the SMB approved the Report of TC 61 except for the following statement in its Strategic Policy Statement: “ all components used in appliances must meet safety levels specified for the appliance standard regardless of the safety levels specified in the component standards” Subsequently, the TC Chairman has been working with the Officers of a number of concerned product TCs and it is anticipated that revised working will be proposed for the June SMB meeting. (General Secretary’s Note: The following wording was subsequently approved by the SMB: “all components used in appliances must be such that they do not compromise the ability of the appliance to meet the requirements of the appliance standard when incorporated as specified by the appliance manufacturer” During discussion, it was suggested that revised text will not necessarily solve this problem because it is a liaison problem. What is needed is greater communications among the component and end product TCs, better implementation of the Systems Approach.

• SMB Ad Hoc Group 25 – Reduction of Voting Times – It was reported that

this group, which was initiated at the suggestion of the Council Board, has now become a Joint ISO/IEC Ad Hoc Group and it will address all timeframes mentioned in the ISO/IEC Directives not just voting deadlines.

• Re-engineering of IEC Project Management – A Staff review of the IEC standards development process is underway which may well lead to suggestions for improvements.

• SMB Ad Hoc Group 26 – Review/Restructure of IEC TCs/SC – This AHG is convened by Dr Bernhard Thies of Germany and it too was suggested by the Council Board. Although past efforts to accomplish this goal have not been successful, Dr Thies is attempting to get sector specific industry involved to provide input on how the IEC TCs/SCs might be better organized. The USNC has nominated several contacts for specific sectors. It was reported that, although the bulk of the work is to be accomplished electronically, a meeting has been scheduled for 1 July in Frankfurt, Germany. During discussion, it was discovered that while some of the USNC appointments received the announcement of the 1st meeting, some did not and Mr Zegers agreed to follow-up with Dr Thies.

• SMB Ad Hoc Group 24 – Review of Sales Policy Statements – Mr Zegers

reported that another SMB AHG had been working to improve the value to industry of the SPSs drafted by TCs. The SMB, at the recommendation of the AHG, changed the deliverable to Strategic Business Plan (SBP), to make it consistent with ISO, revised its content and provided guidelines for drafting. A number of TC were asked to complete the new form and the AHG spent some time evaluating the results. Only two of the documents received were felt to meet the new criteria, but the Group is now recommending that the changes be implemented across the board for all TCs. (SMB/3751/R)

• SMB/3732/R – ACEA Report – 4 Recommendation – Will be discussed later

in the meeting when Mr Michael Loch give his report.

• SMB/3738/DC – Joint Guidance Document “International Standards and Public Policies – Mr Matthews reported that this ANSI proposal was submitted to the ISO Council, endorsed and recommended to IEC for the possible joint development of guidelines to help TCs/SCs in the area of public policy. The subject has now been added to the SMB’s agenda and comments have been invited by 22 May. Some US interests have expressed concern that ISO is beginning to encroach into areas that have traditionally been the purview of government and treaty organizations, e.g. social responsibility and bio-fuels. It was suggested that guidelines were needed to help TCs/SCs know where to draw the line. During discussion, it was the consensus that IEC did not have the same concerns as ISO, however, TMC was asked if there are areas where IEC may be moving incorrectly into the public policy arena. Comments were invited.

• SMB/3693/DC – COPOLCO – Batteries and battery chargers – The TA for

SC 21A, as Convener of an SC 21A WG, has recommended to the Officer of the SC that the SMB consider establishing a Joint Working Group with representation from SC 21A, TC 22, SC 22C, SC 22E, TC 35, TC 61, TC 91 and others to pursue this subject.

• ISO/IEC DMT Task Force on Market Relevance – Mr Steven Cornish,

ANSI’s representative on the ISO Technical Management Board (TMB) is serving as Convener of a Joint Task Force on Market Relevance to develop a guidance document for inclusion in the ISO/IEC Directives.

4.1 IEC Elections

At the Sao Paulo General Meeting in November, with respect to elections: - The following 3 SMB Members are eligible for election/re-election: Canada, Republic of Korea, Spain (C/1513/DC) - Mr Don Gray of Australia is term limited and cannot stand for re- election as Chairman of CAB (C/1510/DC). The only candidate that has been mentioned so far is Mr Hiromichi Fujisawa of Hitachi, Ltd., Japan. - The following 4 CAB Members are eligible for election/re-election: Canada, Germany, Japan, and Sweden (C/1514/DC)

4.2 SMB Strategic Groups IEC/SMB Strategic Group #1 – Energy Efficiency and Renewable Resources The Chairman noted that the USNC representatives on SG #1 are as follows: Representative Mr Ben Wiant PG Standards & Regulations Manager Siemens Power Generation Alternate Ms Jean Baronas Director Technology Standards Office Sony Electronics, Inc. (TA – USNC TAG IEC TC 100) Mr Wiant joined the TMC meeting by teleconference and provided a brief report. He called attention to his written report of the 3rd meeting of the Group which took place on 13 February in Geneva. (ATTACHMENT D) SG #1 met for the 1st time in Frankfurt, Germany on 16 May 2007, for the 2nd time in Paris in October 2007, the third time on 13 February 2008 in Geneva and the 4th meeting is planned for 4 June 2008 also in Geneva. Ms Wiant highlighted the following:

• At the February 2008 12 specific Recommendations were drafted with many directed towards specific TCs/SCs for implementation.

• Of high importance is the subject is ISO and IEC coordination. An ISO TMB

Strategic Advisory Group (SAG) on Energy Efficiency and Renewable Energy Sources has been established and is scheduled to meet on 13 – 14 May in Geneva. ANSI has established a “Virtual TAG” to provide advice and counsel to its representatives on this SAG. During discussion it was recommended that the ISO and IEC groups consider meeting together particularly for the purpose of reviewing the matrix document of projects that need development.

• Coordination at the national level was also felt to be important.

• It was noted that SG #1 had been invited to meet in the US in conjunction

with an October2008 visit to this country by the Convenor, Dr Bernhard Thies of Germany. It was suggested that this might be an opportune time for a joint meeting with the ISO SAG.

It was agreed that Mr Zegers should pursue the establishment of a USNC Electronic TAG for the purpose of providing advice and counsel to the USNC Representatives on SMB Strategic Group #1 and for coordination purposes with related ANSI/ISO entities. (ACTION ITEM #1)

4.3 IEC/SMB Strategic Group #2 – Automotive Electronics The Chairman noted that the following have expressed interest in this activity depending on the SMB’s decision on the subject. Representative Ms Valerie Shuman Director, Corporate Strategy Ygomi LLC Alternate Mr Rich Byczek Engineering Manager Intertek ETL Semko SG #2 held its 1st and, apparently last, meeting on 30 – 31 August 2007 at DKE in Frankfurt, Germany. (SMB/3502/INF) At that time a decision was made that the 1990 Agreement between ISO/TC 22 and IEC was still viable and should continue to govern the area of automotive electronics. This was not accepted by the SMB at its meeting in Paris and a survey was sent to over 70 IEC TCs involved on how they could cover new technologies in this field and report on their liaisons with the corresponding ISO TC’s. (SMB/3622/INF) Additional actions are anticipated as a

sult of the June 2008 SMB meeting. re Ms Valerie Shuman provided a brief report on the work of ISO TC 204 – Intelligent

Transport Systems and how it might relate to the IEC’s interest in Automotive Electronics. (ATTACHMENT E) She highlighted the structure, work program and liaisons of the Committee and fielded a number of questions from the members during the discussion period. Consideration of establishing liaisons with CISPR/D and IEC/TC 86 was suggested. Mr Kitzantides reported that as a result of the SMB’s survey of IEC/TCs consideration is being given to scheduling a Workshop on the subject for not only TC/SC experts but also experts from the manufacturing sector which provide electronic components to the automotive industry.

4.4 SMB Standardization Strategy Mr Williams called attention to document SMB/3726/DC, the revised IEC SMB Standardization Strategy – 2008 – 2011. Comments have been invited by 6 May 2008 and it is anticipated that, if approved by the SMB, this document will be submitted to the CB for approval at its 5 June meeting. Mr Williams further noted that, as a member of the SMB Chairman’s Advisory Group, he had been assigned one of the Strategy’s objectives as part of the ongoing effort to develop an implementation plan. He invited input on the objective to “Ensure the Market Relevance of IEC Standards” and asked anyone interested in participating in a brief teleconference on the subject to contact Mr Zegers.

4.5 Any USNC Recommendations for New Technologies for IE C Standardization Mr Williams noted that the SMB is constantly looking for topics or subjects that might be considered for standardization by IEC and he invited suggestions at any time.

4.6 Clause 6.7 of the ISO/IEC Directives, Part 2 Mr Kitzantides noted that the Council Board has asked the Chairmen of CAB and the SMB to again look at a possible revision of Clause 6.7 of Part 2 of the ISO/IEC Directives which has to do with Aspects of Conformity Assessment. This is primarily because some TCs, particularly TC 78 and TC 88, are having some difficulty complying and have asked for reconsideration. A draft revision of the relevant paragraphs has been prepared designed to clarify what can and cannot be included and it is anticipated that this draft will be circulated for consideration at the June meetings of both the SMB and CAB. Mr Kitzantides expressed the belief that TCs such as TC 78 and TC 88 could always do what they wanted to do except for the prevailing misinterpretation of the Directives which this revision is designed to correct. In fact, in ISO the feeling is that TCs are currently free to take this action.

4.7 CB/SMB Task Group to Develop Global Relevance Policy

Mr Williams called attention to document SMB/3704/DC – IEC Global Relevance Policy and noted that this draft has been submitted to SMB for discussion at its 3 June meeting and for subsequent approval by the CB at its meeting on 5 June. The joint CB/SMB Group that developed the draft is chaired by Frank Kitzantides and Jim Matthews is a member. USNC comments were submitted on 18 April. (ATTACHMENT F) Mr Matthews noted that this draft Policy is aligned with the ISO Global Relevance Policy and he expressed the belief that, while it will not solve all related concerns, it does go a long way to focus on global as opposed to regional solutions and to highlight IEC’s commitment to international standardization. This Policy will not necessarily resolve the unique legacy problem affecting TC 23 but it will be a visible reminder of IEC’s global philosophy. Once this policy becomes a reality, Mr Matthews expressed the intent to activate the USNC Study Group on IEC Global Relevance Policy established by the TMC and Council to address specific and unique Global Relevance issues such as TC 23. This Group consists of the following with Mr Matthews as Chair: TMC John Abbott Sonya Bird Ken Gettman Council Howard Wolfman Jack Wells John Goodsell Phil Piqueira

4.8 Status of USNC Proposal on Decimal Markers Mr Zegers indicated that the US was charged to recommend to a Joint ISO TMB/IEC SMB Task Group on the subject of Decimal Markers its suggestion for future actions, if any. Messrs Zegers and Cornish, ANSI’s representative to the ISO/TMB, have suggested that a survey of US industry be conducted in order to determine its position on the decimal marker question. If the answer is strongly in favor of changing the status quo, ISO and IEC will be asked to again make the change. However, if the results of the survey are against changing the status quo or demonstrate a “couldn’t care less” attitude then the US will consider dropping the issue. The first part of this survey took place at the ANSI/ICSCA meetings in Miami Beach, FL on 7 – 10 April 2008. (ATTACHMENT G) A formal presentation was made and participants were asked their position on this subject and a follow-up, written questionnaire will be circulated. The responses will be compiled and assessed and Messrs Zegers and

Cornish will respond to ISO and IEC accordingly.

4.9 Joint IEC SMB and ISO TMB Meeting – June 2008, Geneva Mr Kitzantides reminded the TMC that the 1st joint meeting of representatives of the ISO/TMB and IEC/SMB took place in Geneva in 2006 and the 2nd on 4 June 2007. Mr Steven Cornish, ANSI Member of the ISO/TMB, participated in both, as did Bob.Williams, USNC Member of the IEC/SMB. Arrangements are being made for the 3rd such meeting to take place on 2 June 2008 also in Geneva. Mr Kitzantides reported that the ISO TMB has a new Chairman, Mr Jacob Holmblad, Managing Director of the Danish ISO Member Body. He further highlighted the following possible topics for discussion:

• How do we deal with cross over issues, e.g. Automotive Electronic? • ISO and IEC Deliverables • ISO/IEC JTC 1 Procedures and Management • Conformity Assessment in Directives

The TMC was invited to recommend issues that should be added to the agenda for this event.

Section 5 Management Decisions

5.1 Recommendation from the Nominations Committee for the Appointment of a TMC Vice Chairman Mr Williams reminded the members of the Nominations Committee’s that the TMC again consider the possibility of appointing a Vice Chairman. It was acknowledged that this issued had been discussed by the TMC in the past and there was no clear decision to act. The Nominations Committee, however, still feels that the TMC should re-examine this issue. A Vice Chairman could chair a TMC meeting in the absence of the Chairman and, also, the position could serve as a training ground for future USNC Leaders. At the Bothell TMC meeting, the Nominations Committee was requested to present to the TMC a specific proposal and this is provided in USNC/TMC 522. (ATTACHMENT H) After some discussion, it was moved, seconded and VOTED #3 To approve the Nominations Committee’s Draft Proposal for a TMC Vice Chair (USNC/TMC 523 dated 31 March 2008) (This motion was approved unanimously.) Anyone interested in this position was invited to contact Mr Zegers. Mr Zegers noted that this proposal will now be submitted to the USNC Council for

approval as a change to the Statutes and Rules of Procedure.

5.3 TMC Task Force on Revision of the TAG Model Operating Procedures Mr Zegers reminded the members that the revised TAG Model Operating Procedures developed by Mr Tom Hanson’s Task Force had been circulated for comment and while the comments appear to be mostly editorial, it is recommended that the Task Force be requested to assess these comments and decide their disposition. In addition, it has been suggested that, as an addition, these Procedures include a paragraph on the TAG interface with entities that have Liaison D and Dual Logo relationship with IEC. Currently these programs are not mentioned and it is felt that

they are conspicuous by their absence. Mr Hanson expressed the hope that this effort could be accomplished by teleconference and he asked the General Secretary to make the necessary arrangements.

5.4 TAG Administrators’ Workshop Ms Megan Hayes reported that we have hosted two very successful TAG Administrator Workshops and the 3rd is being planned for 18 September 2008 in the Washington, DC area. Suggestions for agenda topics were invited. During discussion, Mr Matthews confirmed that apparently plans are proceeding for a TC/SC Officers Workshop to be held in Geneva and, for North American based Officers, in the Boston area. A general Administrative Circular (AC/8/2008) has been issues on the subject but details have yet to be announced.

5.5 Group Manager Assignments Mr Zegers noted that due to the withdrawal of Jennifer Moyer we now have several TAGs that are not assigned to Group Managers. Also Mr Brian Simoes has not accepted two of his proposed assignments. Therefore, anyone interested in the following were invited to advise Mr Zegers as soon as possible so this list of GM assignments can be finalized.

5.6 Participation Fees Charged by TAG Administrators Mr Zegers noted that, in accordance with TMC E-Ballot 124, the TMC approved the following motion from the Bothell meeting: “To identify on the USNC Web those TAG Administrators which charge a TAG Administrator Fee over and above the USNC’s TAG Participation Fee along with a contact point for additional information.” Mr Zegers reported that all TAG Administrators have now been asked to provide the above information and, when complete, this information will be noted on the USNC Web. It is anticipated that the list of TAG Administrators will simply be marked with an asterisk for those TAG Administrators which charge an administrative fee and those interested will be invited to communicate with the related Administrator.

In addition, those which charge a fee have been invited to volunteer what the fee is and any rationale for its assessment. This information will be available only to the USNC Officers for information.

5.7 Possible Evaluation Mechanism for TAG Administrators and Administrative Secretariats Chairman Williams reported that according to the USNC’s Statutes and Rules of Procedure when an entity is assigned by the USNC TMC as Administrative Secretariat of an IEC TC or SC or TAG Administrator for a USNC TAG, they must agree, in advance, to carry out the associated responsibilities for these positions for a period of 4-years. Currently, there is no evaluation mechanism in place to assess whether or not these responsibilities are being carried out and, in addition, there is no mechanism for change of assignment when failure to meet these responsibilities is found to exist. Mr Williams invited discussion on the subject of whether or not the TMC should initiate a mechanism for evaluating the performance of Administrative Secretariats and TAG Administrators which might include the possibility of a change in assignment where warranted. A lengthy discussion took place and the following were among the points raised:

• Criteria for TAG Administrator performance may be difficult to establish. • TMC has more critical items on its plate that conducting performance

evaluations. • Subjective criteria could be developed but they may be more appropriately

directed toward the TAG itself rather than the TAG Administrator. • Group Managers should have some type of minimal criteria or guidelines in

order to fulfill their responsibilities. • Perfectly reasonable to require TAs and TAG Administrators to declare their

intent to continue every 4 years and include their continuation as part of the TMC’s Consent Agenda.

• The TMC should have the right to remove a TAG Administrator for cause. You put them in, you can take them out, even if the procedures don’t specifically say so.

• Who would perform the evaluation? • What about an appeals mechanism and confidentiality?

Mr Williams summarized the discussion as follows:

• The development of performance criteria would not be pursued at this time. • TAG Administrators, like TAs and US TC/SC Secretaries, should be required

to reapply every 4 years and approval should be part of the TMC’s Consent Agenda.

• Messrs Williams and Zegers will review the USNC’s Statutes and Rules of Procedures to determine what authority the TMC has to remove a TAG

Administrator for cause. (ACTION ITEM #2) • The Chairman and Secretary will draft a specific proposal for TMC’s

consideration.

Section 6 Technical and/or Policy Issues for Consideration 6.1 Tri-National Initiatives – Canada, Mexico and USA

Mr Williams prompted a discussion of the USNC’s Objective #5 for which he serves as Champion. He reported that the USNC Council is in the process of reevaluating all of its 9 Objectives to make them more effective, attainable and measurable. Tomorrow’s Council meeting is expected to chart a new course in the area. Also, Mr Williams noted that the 3 National Committees of Canada, Mexico and the US have developed and agreed on four Strategic Objectives and are currently in the process of developing related tasks via Task Forces with a Champion and representatives from each Committee. Objective #3 relates directly to the USNC’s Objective #5. #1 – Provide Leadership in IEC Management Activities (J E Matthews) #2 – Develop and maintain an effective communication program to further the objectives of the IEC NCs of Canada, Mexico and US (R Lourenco) #3 – Develop comprehensive standards strategy for the electrotechnical sector (R A Williams) #4 – Develop comprehensive conformity assessment strategy for the IEC sector (S H Salot, Jr) With respect USNC Objective #5 and the Tri-National Objective #3, Mr Williams expressed the belief that the TMC needed to take an interest and he hoped to generate input from the TMC as to whether or not these Objectives should be pursued and, if so, how. He prompted discussion by asking the following questions:

• Should the USNC have a Strategic Objective to Develop a Comprehensive Standards Strategy?

• Should it be generic or generic followed by product sector specific objectives?

Mr Matthews further prompted the discussion by questioning whether or not there are definable items, beyond the routine, that the USNC should be doing in the area of a comprehensive standards strategy. For example:

• Getting resolution of the issue of Conformity Assessment in standards and

issue that a growing number of TCs/SCs must deal with.

• Break the timeframe for voting on product standards and horizontal/safety standards so that we have 3 month CDVs for one and 5 months CDVs for the other.

• Clarify alternative deliverables, e.g. PAS

• Adoption strategy for IEC standards, should we or shouldn’t we?

• Linking TAGs and TCs where technologies are converging. What are we doing to help TAGs work together?

• Facilitating the hosting of IEC TC/SC meetings in the US

The following are among the items that were raised during discussion:

• Cost of hosting a TC/SC meeting is made more difficult by IEC’s rule that the host can’t require a delegate to help financially support the meeting by adding a meeting charge on to a hotel bill.

• Who is going to accomplish all the good things that need to be done?

• You can’t accomplish it all. You have to be serious about selecting the projects that are really needed, prioritize them, set reasonable timeframes and measure your success.

• What do we mean by Strategy, Objective, Action Plan? We should define what we mean by each. In the simplest form, these are things we want to get done, a set of objectives.

• Considering the morning’s discussion about products and components, it was suggested that a survey should be conducted of TCs/SCs to determine who are their customers and who are their suppliers. One member reported that this kind of survey was already conducted by the IEC Central Office.

• Consider surveying the USNC TAGs to determine which countries are the most strategically important to furthering the USNC’s goals.

Mr Williams expressed the belief that a consensus of the TMC existed for continuing this Objective and he will report as such to the USNC Council. As a logical result of this conclusion, he called for volunteers to work with the already existing Task Force to develop a realistic and attainable Action Plan to accomplish the Objective. It was agreed that this group will work as much as possible via electronic means including possibly a USNC collaborative program now be tested by the TAG Administrators. There will be no travel involved. The group will consist of the following:

6.2 Multi-National Activities in COPANT Mr Matthews reported that, as a result of the October 2007 Multi-National meeting among the NCs of Argentina, Brazil, Canada, Mexico and the US in Ottawa, an IEC activity will be sponsored by these five NCs at the next COPANT meeting in Buenos Aires, Argentina, 5 – 8 May. In addition to a timeslot on the agenda of COPANT’s General Assembly to address IEC issues, the five NCs will be hosting a Workshop with presentations and panels addressing a number of issues relevant to IEC and its relationship with COPANT and the countries in the Americas. It should be noted that this Multi-National meeting is now called the Forum of the IEC National Committees of the Americas. The 2008 meeting will be hosted by the USNC on 6 – 7 October in Atlanta, GA

6.3 Dr Bernhard Thies October 2008 Visit to USNC TMC and Council Mr Zegers confirmed that Dr Bernhard Thies of DKE – German Commission for Electrical, Electronic & Information Technologies of DIN and VDE, has accepted the USNC Officers’ invitation and will visit the USNC TMC and Council during their meetings on 28 and 29 October 2008. Dr Thies represents the German National Committee on the SMB and is the Convener of SMB SG #1. Dr Thies will report on the structure and operations of the Germany NC and highlight its process for handling technical issues. TMC members are invited to suggest technical issues that might be recommended to Dr Thies for discussion. In addition, it was reported that Jim Matthews has been invited to address the German National Committee in the Fall.

Section 7 COPANT Technical Committees

Mr Gene Eckhart joined the meeting at this point to report on the two COPANT TCs of particular interest to the USNC, TC 151 – Electrotechnology and TC 152 – Energy Efficiency. (ATTACHMENT I) NEMA is the designated TAG Administrator for both TCs. Mr. Gene Eckhart, NEMA, serves as TAG Administrator and is current Chair of the ANSI Regional Standing Committee – Americas.

Section 8 TMC Task Force on Electronic Communications

Mr Lourenco provided a brief report on the activities of this Task Force. (ATTACHMENT J) He highlighted the following:

• Reviewed the IEC Collaboration Tool as part of its broad-based review of

such tools and the benefits they might bring to the USNC’s operations.

• Reviewed the Canadian Document System as part of this same project.

• Task Force is considering recommending a revision of its Terms of Reference.

A discussion took place on the pros and cons of a number of collaboration tools and document distribution systems currently in use. It was emphasized that we had to be very clear on any problems we are trying to solve before we agree to make substantive changes to the current system.

Section 9 Reports TAs, Secretaries, IEC Advisory Committees and Sector Boards

9.1 Reports TAs, Secretaries in Attendance

• Sonya M Bird – UL, Technical Advisor TC 69 – Electric Road Vehicles and Electrical Industrial Trucks Ms Bird provided an overview of the current activities of TC 69 which had been virtually dormant for some time. There seems to be a resurgence of interest in this TC and new work on capacitors has been announced. (ATTACHMENT K)

• Scott A Neumann – UISOL, Technical Advisor TC 57 – Power Systems Management and Associated Information Exchange Mr Neumann reported briefly on the activities of IEC/TC 57 and indicated that two of the challenges the TAG has to face is the lack of participation from utilities and overlapping work from many different entities.

9.2 Advisory Committee on Electromagnetic Compatibility (ACEC) and US

Coordinating Committee on EMC (USCCEMC) Mr Heirman provided a brief report on ACEC and USCCEMC. (ATTACHMENT L) He provided a status report on the election for ACEC Chairman for which he is a nominee. A run-off election is likely. In addition, he indicated that an effort was currently under way to reorganize the Coordinating Committee to ensure active participation from TCs/SCs that include EMC in their work.

9.3 Advisory Committee on Environmental Aspects (ACEA) and USNC Coordinating Committee on Natural Environmental Aspects (USCCENV) Mr Michael Loch, Motorola, Chairman of ACEA and USCCENV, TA – TC 111,

joined the meeting by teleconference. He called attention to document SMB/3732/R – Report of ACEA, and highlighted the following:

• Suggested USNC support of the 4 Recommendations and provided brief explanations - A1 CENELEC Environmental database project - A2 IEC Environmental Policy - A3 IEC Masterplan 2006 and SMB Strategy Plan - A4 SMB Meeting 130, ACEA Membership

• Mr Loch will be attending the 3 June SMB meeting to provide an oral report on ACEA.

During the discussion, several corrections in the report were suggested to Mr Loch and it was agreed that these should be considered for the SMB meeting. It was noted that while these Recommendations are to be considered for approval at the SMB meeting, comments have been invited by 22 May. With respect to the future of ACEA, the pros and cons were discussed. On the one hand, Mr Loch’s strong support for the retention of ACEA was acknowledged but, on the other, the co-existence of ACEA and TC 111 was hard for some to rationalize. It was suggested that the two entities could possibly co-locate their meetings and also a trial period of some two years might be given after which a decision could be made. It was agreed that the USNC’s SMB representatives would have the flexibility to determine the position base on the prevailing situation at the time of the SMB meeting

9.4 Advisory Committee on Safety (ACOS)/US Coordinating Committee on Safety (USSCC) Mr Brazauski provided a brief report on ACOS and the USSCC. He highlighted the following:

• Next ACOS meeting is scheduled for 5 – 6 June 2008 in Paris • Re-write of Guide 104 proceeding (The Preparation of Safety Publications

and the Use of Basic Safety Publications and Group Safety Publications) (ACOS/491/DC) Comments invited. Dealing with issue of “Reasonably foreseeable misuse”

• Temperature on external surfaces – Comments by 30 May • TC 108 submitting to ACOS request to consider power distribution

equipment used in ITE applications During discussion it was reported that the ACOS Chairman will be making a presentation at the 3 June SMB meeting. Further, it was confirmed that the USNC does not support changing the upper limit of the low voltage range and this should be made know to the ACOS Chairman.

9.6 74th IEC General Meeting in Seattle, WA – October 2010 Mr Matthews provided a brief report on the plans for the IEC General Meeting in 2010. He noted that the Planning Committee is still actively looking for Sponsors, both General and Technical and he encouraged those who have not yet committed their support to consider doing so. The Planning Committee will very shortly be deciding which IEC TCs/SCs to invite to meet in Seattle and this will depend, in large measure, on the level of industry support for each Committee.

Section 11 Summary of Action Items

Action Item 2008-04-29 #1 It was agreed that Mr Zegers should pursue the establishment of a USNC Electronic TAG for the purpose of providing advice and counsel to the USNC Representatives on SMB Strategic Group #1 and for coordination purposes with related ANSI/ISO entities.

Action Item 2008-04-29 #2 Messrs Williams and Zegers will review the USNC’s Statutes and Rules of Procedures to determine what authority the TMC has to remove a TAG Administrator for cause.
