UX-2014 Design Approach and Participation
Inclusive – cross-section of stakeholders

No SHOP – individual Exchange only
Other limitations – wire frames and UI specs only
Eleven states participated in Enroll UX 2014: Alabama, Arkansas, California, Colorado, Illinois, Massachusetts, Rhode Island, Vermont, Minnesota, Missouri, New York, Oregon and Tennessee.

UX-2014
• UX-2014 is a scenario-based Design Reference Prototype and a detailed Design Specifications Manual and Policy Options Guidebook for an online health insurance portal
• Goal is to make it easier for people to understand the coverage they may be eligible for and to support their enrollment decision-making
• It is claimed to be the best-in-class user experience for enrolling in health insurance coverage

• Common Scenarios – user stories and diagrams
• Common Flows – step-by-step illustrations of user pathways
• Screen Patterns – frame the user experience
• Components – buttons, screen layouts
• Visual Themes – font, color, grids, icons, illustrations
• Experience Architecture – logic behind screen flow
• Policy Implementation Considerations – areas for state customization

• COHBE Exchange user interface is being designed for COHBE by COHBE – design activities are just getting started
• The user interface design is guided and informed by UX-2014, Exchange-related studies, other sites, best practices Board and stakeholder input and the unique needs and identity of the state of Colorado
• Exchange related UI studies:
o Choice Architecture: Design Decisions that Affect Consumers’ Health Plan Choices, sponsored by Consumers Union
o Consumer Choice of Health Plan: Decision Support Rules for Health Exchanges, sponsored by Pacific Business Group on Health
