Mansfield Juvenile Treatment Facility is owned by South

Arkansas Youth Services, Inc. It is a private, 501(c)(3) nonprofit

corporation established in 1977 by concerned citizens of Magnolia

to meet the increasing need of emergency services for youth. 

Today, SAYS, Inc. employs 322 staff in similar operations and

serves 600 youth per year in the 13th Judicial District of Arkansas.

We provide emergency shelter, behavioral health and grief

counseling, juvenile probation services, and a therapeutic group

home.

Mansfield Juvenile Treatment Facility

The Program is one of the Division of Youth

Services’ (DYS) contracted offender facilities which

has provided services to Arkansas' youth for over

25 years.  This facility is located at the tip of Poteau

Mountain that covers over 248 acres with a lake set

in the middle.

• Must be in 7th grade to be at the facility

• Group therapy sessions are required 4 days

a week

• Average length of stay 10-12 months

• Only facility in Arkansas that works on a

points based system

• According to the Department of Youth Services 89% of children committed to youth services were male

• The average age for commitment is 16

• 41% of all juveniles committed to DYS in Arkansas are for felony adjudications

This is the aftermath of a violent outburst of a 15 year old girl.

She tore down the shelves that were bolted to the wall with her bare hands and then used part of it to destroy the rest of her room.

When you spend hours with them each and every day its easy to forget why they are there.

They are just kids, but they are kids that have been convicted of violent crimes.

• In the first quarter of 2014 is cost

approximately $2,600,000.00 to keep the

facility operational.

• That’s 2.6 million dollars in the first quarter

alone.

• That figure does not include medical care for the

clients.

• A Bachelors Degree in related fields are required for all case managers.

• Currently there are 3 case managers, 1 of them supervises 16 male clients. The other 2 also supervise 16 clients but the majority of them are female.

• The male and female programs each have a director that oversees all aspects of the treatment and each shift has a manager that deals with the day to day issues that come up with the clients.

• The clients are split up into small groups according to their dorms which are called bungalows and by how well the clients get along.

• Each group is assigned a staff worker which is essentially a corrections officer who is with the clients at all times.

• There are very few requirements for this position. Like all of the rest a background check and drug screening is done.

• There are 2 shifts at the facility and the clients are supervised at all times.

At the end of the day, no matter how beautiful the view is, it’s still a prison and they are still just kids…

•What is your definition of success?

I may not be able to save them but if I can

make a difference in the life of one child, no

matter how small that difference is, then it is a

success and I will keep fighting to

succeed…
