ThisUSAWeightliftingAthleteHandbook&ReferenceGuidefor2015 InternationalCompetitionshasbeenprepared to provide athletes, coaches, and officials details regarding athlete participation in internationalweightlifting competitions during 2015. The content of the Guide is based on the information currentlyavailable as of the date of publication above. As new information becomes available, this Guide will beupdatedaccordingly,and revisededitionsmadeavailable.SeeAppendixF reference listsofadjustments tothedocumentbydateofupdate.
2. NationalClassificationSystem(NCS)
The2015USAWNCSmatrixhasbeenupdatedbyaveragingthebronzemedalwinningperformancesatthefivemostrecentWorldChampionshipsandOlympicGames.Asin2014,thereare10classificationlevels,thehighest having a minimum total equal to 100% of the aforementioned bronze medal winning averages,roundedtoonedecimal,andtermed“MeritedInternationalElite”.Eachsubsequentlowerlevelis5%belowtheoneabove(e.g.,thenextlevelbelowMeritedInternationalEliteisInternationalElite,95%ofthebronzemedalwinningaveragetotal).Themostrecentfive-yearthirdplaceaveragesineachbodyweightcategory,adjustedannually,serveasthe2015NCSmatrix,updatedtoincludethe2014WorldChampionships,canbefoundinAppendixA.
b) Toinsureanopportunityforallwhoqualifyatorabovetheminimumqualificationtotals,andtherebyalsotoassistthelocalorganizeracquireasufficientnumberofathletestooffsetthecostofdrugtesting,entrieswillbeacceptedonafirstcome–firstservedbasis.

c) Iflessthanthefullallotmentoftrialssessionslotsarefilledattheconclusionoftheregistrationperiod,thenexthighestrankedliftersfromamongthoseregisteredinthelocalcompetition,whohaveamadethequalificationtotalinaBoardofDirectors-approveddrug-testedUSAWorIWFcompetitionduringthequalificationperiodspecifiedintheentryform,willbeofferedtheopportunitytocompeteinthetrialssession.
In cases where international competitions are within 30 days of each other, the Board of Directors hasapprovedassignmentofathletestospecificcompetitions.
3.2 InternationalGrandPrixandOtherEmergentInternationalEvents TheBoardofDirectors,recognizingthatindividualathletequalificationfortheOlympicGamesisallocatedforathleteparticipationinGrandPrixEventsthatperiodicallyappearontheIWFcalendarduringthesportsyear,andlikewiseotherinternationaleventsofferinginternationalcompetitionopportunitiesforTeamUSAathletes,aswellasmoneyprizesonoccasion,willconsiderrecommendationsfromtheUSAWperformancestaff for Board approval to add these competitions to the USAW calendar as they occur though directinvitationtoUSAW,orappearonlineasIWForPAWFcalendaredeventsinwhichTeamUSAathletesmaybeentered.The guiding principle in Board consideration to approve such events will be the performance staffrecommendation’s adherence to the relevant current international ranking and selection procedures fortheproposedathleteselection.

4. OtherInternationalCompetitions
Inadditiontotheaboveinternationalcompetitions,organizersoftenhostotherinternationalevents.SomeoftheseeventsareIWFsanctioned,drugtestedcompetitions,andforsuchevents,USAWWeightliftingisinprocessofmakingarrangementswiththeUSAnti-DopingAgency(USADA),toallowforself-fundeddrugtesting of individual US weightlifters who wish to compete in these events, sufficiently in advance of thedeadlineforsubmissionofthefinalentry formfortheeventto insurethatanathlete’s testingresultshavebeen determined, in turn to insure that his or her participation does not result in a drug testing positive,thereby negatively affecting the athlete and USAW. IWF anti-doping policy provides that drug positives ininternationaldrugtestedcompetitionsresult ina fineperpositiveassessedagainst theNationalFederation(NF),inadditiontosuspensionoftheindividualathlete,withthreeormoresuchpositivesinatwelvemonthperiodresultinginaveryhighcostadditionalfineassessedagainsttheNF,andpossiblesuspensionoftheNFfromallinternationalcompetitionforasignificantperiodoftime.
Non-testedcompetitionsofferedtocompetitorsfromothercountriesstillrequirethesendingNFtoapproveforeignathleteentry forparticipation.Consequently,anyathletewhowishes tocompete in these typesofcompetitions inadditiontotheonesnotedabovemustsubmitanapplicationtoUSAWeightliftingnot lessthan60dayspriortothedeadlineforsubmissionofthefinalentryformforsuchcompetition.ExceptionstothisrequirementmaybemadeforathleteswhoarealreadyintheUSADAOOCtestingpool,andwereinvitedto an event, inwhich caseUSAWmust be notified, inwriting, at least 20 days prior to deadline date forsubmissionofthefinalentryformfortheevent.
Participation in any of the above noted types of international competition requireswritten application toUSAWfromindividualathleteseekingapprovaltocompetepriortothedeadlinedateforsubmissionofthefinalentryformforthecompetition.ForminorinternationalcompetitionssanctionedbytheIWForthehostNF,anddrugtested,paymentinadvanceisrequiredfordrugtestingbyeachapplicantforUSAWapprovaltoenter, as theUS Anti-Doping Agency (USADA) determines to administer. Athletes already enrolled in theUSADAOOCtestingprogramareexemptedfromthisrequirement.
Athlete approvals by USA Weightlifting for participation in Cup-type, IWF sanctioned internationalcompetitions, will be handled on an individual case-by-case basis. In many instances, these athletes arealreadysubjecttoregular,out-of-competitiontestingaspartoftheUSADAOOCtestingprogram.
In 2015, the practice of “bumping” – wherein Qualification Event totals are evaluated in the nexthigherbodyweightcategory,ifatotalmovestheathleteontotheteamorkeepstheathleteontheteamwillbeassumedinthecreationofinternationalcompetitionrankinglists.AthletesnotwishingtohavebumpingappliedmustnotifytheUSAWHighPerformanceDirectorinwriting,priortothefinalQualificationEventforeachinternationalcompetition.
5.4. Alternates
Alternates-theeighthandninthrankedwomen,andtheninthandtenthrankedmen-areenteredonthefinalentry formforeach internationalcompetition.Athleteacceptanceofalternatestatusonaninternationalteamrequiresthattheathletemaintainperformance,healthandfitnessthroughoutthepre-competition period at the level consistent with the total that ranked them. This is criticallyimportant for 2015 international competition, particularly the 2015 World Championships/OlympicQualification,thefinalinternationalQualificationEventattheSeniorworldlevel,inwhichslotsfortheOlympicGamesareearned.
Whilealternateswillnotgenerallytraveltotheinternationalcompetitionsite,theymaybecalledupontodoso,ifcircumstancesariserequiringtheirparticipationintheinternationalcompetition.Basedonthe abovenoted special natureof the2015WorldChampionships/OlympicQualificationnoted, it islikely that alternates will travel with Team USA to the 2015 World Championships, and must bepreparedtocompeteifcalledupontodoforpointscoringpurposes.Alternatestatusdoesnotconferontheathleteanyrighttotravelwiththeteamtothecompetitionsite,orentry into thecompetition.However, in thecaseof the2015WorldChampionships/OlympicQualificationcompetition,alternatesmaybebroughttoandpossiblyenteredinthecompetitionbytheassignedheadcoach,inconsultationwiththeNationalTeamCoachandTeamLeader,ifonreviewofthefinalentrylist,shouldonebepublishedpriortotheVerificationofFinalEntries,thealternatehasabetterchanceofhigherpointsscoringduetohisorherbodyweightcategorythanamaleorfemaleTeamUSAmemberforwhomheorshewillsubstitute.

5.5. ChangesInBodyWeightCategoryAfterSelection
AthletesandalternatesselectedforateamandsubmittedonthefinalentryformtothecompetitionorganizersandtheIWF,arerequiredtobepreparedtocompeteinthebodyweightcategoryinwhichthey have been entered.Under certain circumstances,where it benefits the team for an athlete tocompeteinahigherorlowerbodyweightcategoryforthepurposesofteamscoring(abilitytoplaceand score competitions), or if the body weight category changemoves the athlete into potentiallyhigherplacement formedal contention (ability tomedal competitions), the assignedhead coach, inconsultationwith theNational TeamCoachandTeamLeader,may choose tomove theathlete intoanotherbodyweightcategory.In either case, this adjustment is only permissible if a final entry form has been submitted and analternatewhowouldotherwisemoveontotheteambasedonthechange isunavailable,anda finalentry list is available for review due consideration of the options prior to the Verification of FinalEntriesbywhichtomakethedeterminationtochangetheathlete’sbodyweightcategory.
All USADA andWorld Anti-Doping Agency (WADA) drug tested events sanctioned by the IWF or USAWduringthequalifyingperiodasspecifiedaboveforeachofthelistedinternationalcompetitionsapprovedbytheBoardofDirectors,aredesignatedasQualificationEvents.Inaddition,finalqualificationcompetitionsasmaybeapprovedbytheUSAWBoardofDirectorsandscheduledforanyinternationalcompetitioninwhichTeamUSAwill be entered prior to the submission of the final entry form for that competition, are alsodesignated as a Qualification Events, the specifics for these qualification events described in theQualificationProceduressectionbelow.
a. Tieintotal:Forathletesinthesamebodyweightcategory,tiesthatoccurwithinthesameQualificationEvent,thelighterathletewillberankedhigher;incasesofthesamebodyweight,IWF TCRR, Section 6.8.2, provides the followingfactorstodecidetheclassificationofathletesinTotal:
c. Tieinter-bodyweightcategory:Iftwoormoreathletesinmultiplebodyweightcategoriesattainthesameplacementandpercentageofnexthigherplacement,roundedtothreedecimals,withinthebodyweightcategorythatranksthem,indifferentQualificationEvents,whoeverpostedthetotalfirstwillberankedhigher.
Allathletesontheoverallrankinglistfortheinternationalcompetitionattheendofthequalificationperiodwillbeinvitedtocompete,downtoandincludingtheeleventhrankedwomen’steamcandidateandthetwelfthrankedmen’steamcandidate, includingthoseathleteswhosetotalwouldotherwisehavequalifiedthemforteammembership,butwereeliminatedbytworankedteamcandidatesinthesamebodyweightcategorywithhighertotals.Ifteamcandidatesarerankedasprovisionalbasedontheir ranking on conclusion of the final qualifying competition in the qualification period specifiedbelowforthe2015WorldChampionships/OlympicGamesQualificationEvent,theymaybedisplacedbyhigherresultsobtainedatthefinalqualificationcompetitionbyotherprovisionalteamcandidates,ortheathletepreviouslyeliminatedbytworankedteamcandidatesinthesamebodyweightcategorywithhighertotals.FortheWorldTeamFinalQualificationonly,theBoardofDirectorshasapproved:
NotwithstandingtheBoardofDirectors’approvalofafinalqualificationeventforthe2015WorldChampionships/OlympicQualification,USAWeightliftingreservestherightsubsequentlytoconfirmtheathlete’ssigneddeclarationofhealth,fitnessandabilitytoperform,priortothesubmissionoftheinternationalcompetitionFinalEntryForm,whichoccurswithinthefinaltwotosixweekspriortotheinternationalcompetition,inamannerandbyaprocedureUSAWeightlifting,initssolediscretion,shalldetermine.Ifnotconfirmed,theathletewillnotbeenteredinthecompetition,andthenexthighestrankedathleteavailablewillbeadded.Teamcandidateswillbedesignatedas“lockedon” if theirtotalswithintheirbodyweightcategoriesrankthemat6thorhigherformen,and5thorhigherforwomen,asspecifiedabove.
The final qualification competition will be conducted in standard national level format – weigh in,timingsystem,national levelorhigherreferees, jury,etc.However,duetotheproximityofthefinalqualificationcompetitiontothe internationalcompetition,provisionalteammembers,ortheathletepreviously eliminated by two ranked teammembers in the same bodyweight categorywith highertotals,competingatthefinalqualificationcompetitionwillbeallowedanadditional2%bodyweightincreaseoverthebodyweightcategorylimit,asfollows:

Ifprovisionalteamcandidates,ortheathletepreviouslyeliminatedbytworankedteamcandidatesinthesamebodyweightcategorywithhighertotals,choosetoliftinthefinalqualificationcompetitionusingtheabovehigherallowablelimitbodyweights,theirtotalswillnotcountforanypurposeotherthanforteamrankingadjustments.Iftwoathletesinthesamecategorycompeteasprovisionalinthefinalqualification,thetiebreakingrulesofcompletionregardingbodyweightapply.Provisionalteamcandidateshavetheoptiontocompeteatthefinalqualificationcompetition,butarenot required to do so. If their results are higher than their ranking list total, their ranking will beadjustedaccordinglyonthefinalrankinglistamongallprovisionalteamcandidates’totalsorthetotalsoftheathletespreviouslyeliminatedbytworankedteamcandidatesinthesamebodyweightcategorywithhigher totals.However, totalsmadeat finalqualificationcompetitioncannot rankaprovisionalhigherthanapreviouslylockedonteamcandidate.Onconclusionofthefinalqualificationandadjustmentoftherankinglisttoaccountfortheresultsofthe final qualification competitionas specifiedabove, theassignedhead coach, in consultationwiththe National Team Coach and the Team Leader reserves the right, with the approval of the USAWBoardat its solediscretion, to substitute the top ranked Juniormaleor femaleon theageadjustedmonthly compensation ranking list for the tenth ranked men’s team alternate or ninth rankedwomen’steamalternateonthefinalentryform,iftherankedalternates’totalsarebelowpointscoringrangeintheirbodyweightcategoriesontheplacementtotalmatricesinAppendicesC&D.IfthebodyweightcategoryoftheJuniorsubstitutemaleorfemalehastwohigherrankedteammembersonthefinalrankinglist,thenasubstitutionwillnotbemade.

Athletes with an NCS ranking at the applicable International or higher level for each internationalcompetition,whohavesustainedaseriousanddocumentedinjuryduringthesixmonthspriortothebeginning date of the qualification period, and have been unable to compete in any qualificationcompetitionleadinguptothefinalqualificationcompetition,2015NationalChampionships,mayapplytoUSAWeightliftingtobeenteredinthefinalqualification.
Such athletes, if approved for entry into the final qualification competition, will compete againstprovisionalteamcandidatesformembershipontheteam.ConditionsforacceptanceareparticipationintheOOCtestingprogramthroughoutthequalificationperiod,writtenconfirmationfromtheprimarycare physician treating the athlete that the injury sustained precluded the athlete from competingthroughoutthequalificationperiod,andclearancefromtheprimarycarephysicianfortheathletetocompeteinthefinalqualificationcompetition.

HPD/Team Leader: The HPD, establishes “game plan” for competition, or the TL does so in cooperation with, and on the approval of the HPD (if the TL is not HPD), in consultation with the CEO, as appropriate, and communicates the plan to the National Team Coach, assigned coach(es), personal coaches and athletes. The TL may not make field of play decisions but may remove a coach/athlete from the competition, with cause. National Team Coach: The National Team Coach supervises the assigned coaches at international competitions at which he or she is in attendance. In cases in which the National Team Coach is not present at the competition, the TL acts as National Team Coach, if her or she is a USAW Senior International Coach: if not, the TL or the highest ranked assigned coach, if the assigned coach is higher ranked, acts as National Team Coach, in addition to his or her assignment. Assigned Coach: Responsible for all weight choices, timing choices within the game plan and the guidelines set forth below; and under the supervision of the National Team Coach, has the final say on all field of play decisions. Personal Coaches: Have the right to serve backstage with their athletes if sufficient passes are available, but they must operate under the direction of the National Team Coach and assigned coach(es). In order to be eligible to serve backstage, personal coaches must have passed the USAW specified background check, and must sign the USAW code of conduct applicable to international events. Entry Totals: TLs and coaches may not generally submit final entry totals that are in excess of the best official total of the athletes being entered, unless the athlete in question has demonstrated significant improvement in his/her condition since the performance of that athlete’s last official total. Default Game Plans: Unless specified otherwise, in advance of the competition, the following game plans will apply (the TL may change these plans in advance, in consultation with the USAW CEO and BOD, if those plans are announced in advance of the competition): Olympic Games and Non-Qualifying World and Pan-American Championships: All athletes are expected to make a total, so that they have an actual placement at the Games/Championships. After totals have been secured, athletes and personal coaches, whether on site or by communication to the National Team Coach and assigned coach, are free to recommend to the National Team Coach and assigned coach subsequent attempt levels, pursue medals and/or the highest possible placement. Final determination of attempt levels, however, is that of the National Team Coach and assigned coach, having given due consideration to the recommendations of the athlete and the personal coach.

Qualifying World and Pan American Championships (Y, J and S): If a World or Pan American Championship in any given year is a qualifying event for the Olympic or equivalent Games and placement counts toward such an event, the National Team Coach and assigned coach will strive for maximum point scoring. This may mean the choice by the National Team Coach and assigned coach of aggressive attempts for those who are below the point scoring level without such attempts. In contrast, athletes who are in the point scoring range with their entry totals will be expected to take attempts that, in the judgment of the National Team Coach and assigned coach will maximize the points earned by such athletes. Fully Self-Funded International Events: Athletes who participate in fully-self funded international events that are not qualifying events, are free to choose all of their own attempts. If an athlete receives any funding from the USAW, this section does not apply. Averting Any Potential Conflicts of Interest: In the event that the National Team Coach, an assigned coach, or the TL acting in a coaching capacity, in a qualifying event personally coaches an athlete ranked above any other athlete he will oversee at that event by less than 5%, the National Team Coach, or that assigned coach will recuse himself/herself from coaching the competing athlete, by reporting the possible conflict to the TL. The TL may then assume, if qualified, coaching responsibility for that lifter, or assign another coach. Qualifying Events Shall Not Be Final Qualification: Unless forbidden by a superior body (e.g., IWF or USOC), or if the timing of the event and the deadlines for athlete nomination to the international team do not allow for a subsequent domestic qualifying event, the USAW will not make an international qualifying event a final qualification for an international team to which the international qualifying event applies. For instance, if the Pan American Championship is an international qualifying event, all those who compete in that event will have an opportunity to compete in a subsequent final trial at which the weight choices will be up to them and their personal coaches. In any USAW approved qualifying period for an international competition, at least one national qualifying event will be held for qualification for the international competition, unless forbidden by a superior body (e.g. IWF or USOC, or if the timing of the event and the deadlines for athlete nomination to the international team do not allow for a subsequent domestic qualifying event. Financial Impact of Decisions Made at Qualifying Events: Should an athlete be asked by the National Team Coach and assigned coach to attempt a total that is no more than 3% lower than the total that athlete would need to secure or improve financial support from the USAW or USOC, the athlete will receive the greater payment by the USAW if he makes the total selected by the National Team Coach and assigned coach, so that no athlete is disadvantaged financially by being asked to take a lift for the sake of the team.

The USOC reports that in non-Olympic years, Operation Gold Awards are limited to one award
per athlete in a program year.

Bonus payments will not be paid until after drug testing has been completed and the results reported to USAW. Athletes with initial drug positives will not receive bonus payments until the adjudication process is completed, and then only if the athlete is not disqualified from the competition.
Athletes whose totals are 85% of the Olympic Qualification total or above will receive 100% USAW funding. Athletes whose totals are less than 85%, will receive USAW funding as follows:
Athletes whose totals that rank them at 65.00% to 73.99% will be invited the OTC for one to two weeks (commitment must be at least one week) prior to team departure for the competition, and are not required to attend the competition, but participation in the competition will be entirely at the athlete’s expense. Athletes whose actual results in the competition are higher than their qualifying totals will receive the difference in USAW funding between the amount they originally received and the amount specified for the results percentage level actually achieved in the competition, up to 100% USAW funding. Athletes will not have their original USAW funding level reduced.
Funding is arranged as follows: Athletes whose totals are 75% of the Olympic Qualification total or above will receive 100% USAW funding. Athletes whose totals are less than 75%, will receive USAW funding as follows:
