I. PERFORMANCE WORK STATEMENT
A. The purpose of this firm fixed price purchase order is to for provision of equipment and
refurbishment of mobile communications vehicle for US Embassy Tbilisi in accordance with
Attachment A.
QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The
QASP provides a method for the Contracting Officer's Representative (COR) to monitor
Contractor performance, advise the Contractor of unsatisfactory performance, and notify the
Contracting Officer of continued unsatisfactory performance. The Contractor, not the
Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. Introduction The Bureau of International Narcotics and Law Enforcement Affairs (INL) in the U.S. Department of State (DoS) is supporting the Ministry of Internal Affairs (MOIA) Emergency Management Agency by providing mobile communications vehicle for on-site command, control, coordination and communication purposes during natural and man-made disasters and exercises. Currently the agency is using the handmade vehicle, assembled by their staff and this is the only mobile communication source for the Agency in emergencies. For this purpose INL has a six wheel, all terrain U.S. military vehicle; which needs to be refurbished and equipped with equipment listed below. 2. Scope of Work INL requires a contractor to provide the following:
A work plan and diagram for the installation of equipment which will be approved by
either the INL Program Manager, INL Program Coordinator or the INL Senior Police
Advisor.
Communication equipment that will be fully compatible and interoperable with the
existing communication systems in the country used in emergencies. Specifications are
provided in the in the appendix 1.
Miscellaneous equipment necessary for vehicle’s proper operation. Specifications are
provided in the in the appendix 1.
Refurbishment of the interior of the communications vehicle. Details are listed in the
appendix 2.
Equipment installation.
Procure and install a retractable awning. to be affixed to the passenger side of the
communications vehicle. This awning must be mechanically retractable, permanently
affixed, and weather resistant. The specifications for this awing will be agreed to with
either the INL Program Coordinator or the INL Senior Police Advisor.
User training for up to 15 people.
3. General description of required components:

Date and time needs to be agreed in advance with INL representatives. INL will separately provide 125 Watt Harris HF Base station set that should be installed in the vehicle 6. Time constraints: All project activities including delivery of the equipment, installation, vehicle refurbishment and training should be completed in 120 days after the contract award date.

Appendix 2 Interior/exterior refurbishments
o Remove old wiring and mounting brackets that will not affect the structural
integrity of the vehicle;
o Install a non-skid rubberized flooring inside the communications compartment;
o Install and wire interior lighting to include light switches and red lens lighting to
preserve night vision;
o Install wiring harness, wires to be clearly marked at beginning, midpoint and
terminus accompanied by a complete wiring diagram, capable of supporting the
equipment specified in this statement of work;
o Refurbish the exterior folding deck on the rear of the communications vehicle
including installation of non-skid surface, new hinge mechanisms and new stair
attachment points;
o Install a lock mechanism on the rear doors, accessible via key, to secure the
communications area;
o Install power wiring and generator system, wires to be clearly marked at
beginning, midpoint and terminus accompanied by a complete wiring diagram, to
support the equipment specified in this statement of work;
o Installation of exterior emergency lighting, siren and public address system
consistent with standard police emergency equipment;
o Install the computer and cabling necessary, including a motion damper system that
will protect the computer equipment during transport; and,
o Fabricate or purchase tables, chairs or other shelving necessary for the equipment.
o Contractor shall consider extra space for 125 Watt Harris HF Base station set to
be installed in the vehicle. Radio station will be provided during other
equipment’s installation process.
o (OPTIONAL IF FUNDS ARE AVAILABLE) Repaint the exterior of the vehicle
to match the paint scheme used by the Emergency Management Agency.
