The U.S. Embassy Copenhagen is requesting the services of a Contractor to provide Danish language lessons for its US Embassy Copenhagen Language Program 2016.
This includes the following:
A. The Contractor should have a knowledge of the English language which is roughly equivalent to the
US State Department, Foreign Service Institute score of 3+ or 4 (General Proficiency Level plus or Advanced Professional Proficiency).
B. The Contractor should have a university degree and at least two years of experience teaching
Danish to an adult audience. C. The Contractor needs to be able to get a security clearance through the Embassy’s Regional
Security Office.
PERFORMANCE WORK STATEMENT The Contractor shall provide Danish language instruction to adult students that focuses on job-relevant terminology (political, economic, consular, management, etc.) as well as cultural lessons and topics of general interest typically found in Danish-language mass-media publications. The primary objective of the courses shall be the rapid improvement of participants’ ability to understand and use basic Danish with confidence. Most participants will begin with very little or no prior training in Danish language. Instruction shall be based on proficiency, communication, and academic principles. To the extent possible, instruction shall be entirely in Danish. Each class session shall revolve around the acquisition of one or more specific functional skills in the target language, and should feature a performance cycle moving over the course of the session from an overview of the new skill, through a focus on using the language accurately, and into a phase in which participants will demonstrate fluency at the new task. All students shall be measured on their language proficiency levels. The Contractor shall develop instructional materials as needed to encourage the development of speaking, listening, and reading skills. PERIOD OF PERFORMANCE
1. Classes shall be 60 minutes in length and shall include one five-minute break. 2. The Contractor will perform based on a schedule provided by the PLO (Post Language Officer). Depending on demand, there will be one or two classes meeting on Monday, Tuesday and Friday and one to three classes on Wednesdays and Thursdays each week between 8:00 am and 5:00 pm. The meeting days and time for each class will be set by the Contractor and the PLO. The Contractor must be able to accommodate reasonable requests for a change in venue or the scheduled time; however, every effort will be made to avoid unnecessarily changing the schedule once it has been agreed. In case a change to the existing schedule or program is required, the PLO will provide an updated schedule at least 24 hours before it is to go into effect.

SPECIFIC TASKS The Contractor shall provide instructional Foreign Language Training services at a firm fixed price. The objective of each training module or lesson is to prepare all students as efficiently and effectively as possible so that they can accomplish the goals of the training.
The Contractor shall develop the linguistic competency needed for personnel or dependents, concentrating on survival skills for beginner students and concentrating on job skills for those students who already have greater familiarity with the language and who are expected to use it in the performance of their job. There will be at least one beginner group and one advanced group, the specific meeting schedule to be set by agreement between the Contractor and the PLO.

No more than eight students will be part of any class, unless mutually agreed upon by the Contractor and the Government. DEFINITIONS "Government" means the United States Government unless otherwise stated. “PLO” means Post Language Officer.
VENUE The classes will meet at the US Embassy Copenhagen. STUDENT ATTENDANCE If a student is unable to attend a class, he/she is obliged to notify the Contractor directly no later than 24 hours before the lesson either via phone or SMS. Class will take place as long as there is at least one student in attendance. It is the student’s responsibility to make up for any missed class or, in the case multiple classes missed due to sickness or other unavoidable circumstances, to request individual coaching to catch up with the rest of the class. The Contractor will prepare an attendance sheet for each class. The copy of the sheet, including the attendees’ signatures, will be an inseparable part of the invoice. CONTRACTOR FURNISHED PROPERTY A. The Contractor shall provide all instructional materials including texts, class exercises, handouts, tests, and audio-visual media. B. The Contractor shall provide all other materials as needed such as newspapers, magazines, photocopied materials, etc., written in the designated language for use by students in exercises or for testing purposes. C. The Contractor shall be able to provide the required training in a classroom setting, based on a sequence of training modules or lessons and the accompanying goals and objectives agreed upon by both parties. In addition, the Contractor shall have general knowledge of a broad range of topics such as politics, economics, science, technology, music and culture and be able to answer general questions about these areas of interest or provide students with other available resources. GOVERNMENT-FURNISHED PROPERTY AND INFORMATION A. The Embassy shall provide a classroom for a maximum of 8 students. B. The Embassy shall provide all necessary site support materials and equipment, including items such as:
flip chart and easel
chalkboard or erasable marker-whiteboard
opportunity to use a videocassette player and/or DVD player
The Embassy shall replenish such expendable/consumable items as needed to provide for the performance of the work. COMPLETION DATE AND DELIVERY The Contractor shall deliver a proposed list of the items mentioned under Contractor Furnished Property paragraph A, above, 5 days after contract award and deliver all materials to the PLO at the following address: US Embassy Copenhagen Dag Hammarskjölds Allé 24 2100 Copenhagen Ø Attn.: Post Language Program
PAYMENT The Contractor shall submit invoices monthly in arrears- or per time period agreed upon with the Post Language Officer (PLO) in arrears - for services provided under this contract, however, the Contractor may not submit any invoice for payment until all requirements identified in this contract have been completed and delivery to the PLO is complete. The PLO shall make sure the calculated number of hours included in the invoice is correct. IMPORTANT: Advanced payment will not be accepted. Contractors submitting offers based on advance payments will be considered as technically unacceptable and will not be taken into consideration for award. The Contractor shall submit an invoice for payment in the proper amount of Danish kroner. The Contractor shall address invoices to: American Embassy Copenhagen Dag Hammarskjolds Alle 24 2100 Copenhagen O Attn.: FMO Payment Terms: 30 days net upon receipt of invoice. The Purchase Order number is to be included on the invoice and invoices are to be submitted electronically in PDF format to the e-mail address [email protected]. Please include the following banking information on your invoice: bank name and address, account number, IBAN code and SWIFT code. A copy of the attendance sheet for each lesson including the signature of all attendees will be an inseparable part of the invoice. The Contractor shall be responsible for maintaining attendance records.
