Office of Assessment and Information Services The Office of Assessment and Information Services supports ODE roles of accountability, leadership and school improvement through the development and maintenance of a technical and information infrastructure. This infrastructure has two major components. The first component is represented by data collection from and reporting on Schools, Districts and Educational Service Districts (ESDs). Educational Improvement & Innovation The work of the Office of Educational Improvement and Innovation (EII) is to ensure that all components of Oregon’s public and private educational enterprise, pre-kindergarten through postsecondary (PK-20), are effectively interconnected to provide appropriate and personalized instruction for each student. EII provides leadership to Oregon's districts and schools, professional development for teachers and administrators, and tools for student success. Student Learning &Partnerships
The Office of Student Learning & Partnerships supports and monitors programs that provide direct services to diverse learners and assists in the development of strategies to address unique learning differences. Units in this office manage programs that include special education, early childhood education, accountability and program compliance, and capacity building and partnerships with community stakeholders. This work is designed to ensure that multiple teaching and learning strategies encompass student needs derived from socio-economic, social emotional, linguistic, cultural, ethnic or other differences. This focus allows learners to demonstrate their performance skills and to benefit from participation in meaningful venues as they prepare to become contributing members of the adult community. Policy Option Package: KIDS Phase III

Oregon Department of Education Successful Students, Quality Schools, Accountable Systems
Policy Option Package 118: KIDS Phase III
Package Goal: Seamless and efficient student record sharing statewide to get information in the hands of teachers and educators as soon as possible so all students can achieve their full potential.
Background: The 2005 Legislature approved the KIDS Phase II initiative to develop a pilot system for centralizing and standardizing student records and transcripts. The goal was to reduce redundancies and inefficiencies in student record keeping while providing for a more efficient and timely exchange of records when students transfer or enroll at a new school. The end result being improved student performance when teachers have the most updated student data.
The KIDS Phase II pilot is working with four large districts and two education service districts to create a data warehouse solution and is on track for successful completion by spring 2007. For the first time, schools will be able to share accurate electronic student data in a timely fashion. Phase III of the KIDS project will expand this pilot program across the state.
Package Proposal: Phase III of the KIDS project will build on the success of the Phase II pilot and integrate the state’s remaining 190+ school districts into a statewide “data warehouse” for easy and efficient electronic sharing.
Kids Phase III work will include development of an enterprise data dictionary, a new electronic student record format, and a student record exchange application that will be available to all districts, regardless of their size or the information systems they currently have in operation.
Additional Package Benefits: KIDS Phase III will help the Department of Education and local school districts meet the continuing data and record keeping challenges of No Child Left Behind while moving away from a paper based transcript processing system that wastes thousands of hours of staff time. Seamless record keeping will also arm teachers and educators with the tools they need to improve student performance as student records will be available to classroom teachers in a matter of hours rather than weeks.
Statewide Savings and Efficiencies: The Department estimates that Oregon’s school districts will collectively save 10,000 staff hours every year that are devoted solely to paper transcript processing. That’s the equivalent to 5 full-time administrative staff.
Department Performance Measures Impacted: Key Performance Measures #21— Implementation of all Student Information Systems; #22—All student data accessible through data warehouse; #24—Electronic Notification of transcript receipt will be in place.
Budget Request: $8.4 million General fund for the 2007-2009 biennium

CHAPTER 519
AN ACT
Relating to education; appropriating money; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
SECTION 1. (1) The Oregon Education Investment Board is established for the purpose of ensuring that all public school
students in this state reach the education outcomes established for the state. The board shall accomplish this goal by overseeing a unified public education system that begins with early childhood services and continues throughout public education from kindergarten to post-secondary education.
(2) (a) The board consists of 13 members as follows: (A) The Governor, or the designee of the Governor; and
(B) Twelve members who are appointed by the Governor, subject to confirmation by the Senate in the manner provided in ORS 171.562 and 171.565, and who serve at the pleasure of the Governor.
(b) When determining who to appoint to the board, the Governor shall: (A) Ensure that each congressional district of this state is represented by at least one member of the
board; and (B) Solicit recommendations from the Speaker of the House of Representatives for at least two
members and from the President of the Senate for at least two members. (3) The Governor, or the Governor's designee, shall serve as chairperson of the Oregon Education Investment
Board. (4) The duties of the board include:
(a) Ensuring that early childhood services are streamlined and connected to public education from kindergarten through grade 12 and that public education from kindergarten through grade 12 is streamlined and connected to post-secondary education. To assist the board in fulfilling this duty, the board shall oversee the Early Learning Council established by section 4 of this 2011 Act.
(b) Recommending strategic investments in order to ensure that the public education budget is integrated and is targeted to achieve the education outcomes established for the state.
(c) Providing an integrated, statewide, student-based data system that monitors expenditures and outcomes to determine the return on statewide education investments. The board shall provide the data system described in this paragraph by:
(A) Developing the data system or identifying or modifying an existing data system that accomplishes the goals of the data system; and
(B) Ensuring that the data system is maintained. (5) An appointed member of the board is entitled to compensation and expenses as provided in ORS 292.495. (6) A majority of the members of the board constitutes a quorum for the transaction of business. (7) The board shall meet at such times and places specified by the call of the chairperson or of a majority of the
members of the board.

(8) In accordance with applicable provisions of ORS chapter 183, the board may adopt rules necessary for the administration of the laws that the board is charged with administering.
SECTION 2. (1) The Oregon Education Investment Board established by section 1 of this 2011 Act shall appoint a Chief
Education Officer who shall serve at the pleasure of the board. (2) The Chief Education Officer shall be a person who, by training and experience, is well qualified to:
(a) Perform the duties of the office, as determined by the board; and (b) Assist in carrying out the functions of the board, as described in section 1 of this 2011 Act.
SECTION 3. (1) The Oregon Education Investment Fund is established in the State Treasury, separate and distinct from the
General Fund. Moneys in the Oregon Education Investment Fund may be invested and reinvested. Interest earned by the Oregon Education Investment Fund shall be credited to the fund.
(2) Moneys in the Oregon Education Investment Fund are continuously appropriated to the Oregon Education Investment Board established by section 1 of this 2011 Act for the purpose of funding the duties of the board related to early childhood services and public education from kindergarten through post-secondary education.
SECTION 4. (1) The Early Learning Council is established. The council shall function under the direction and control of the
Oregon Education Investment Board established by section 1 of this 2011 Act. (2) The council is established for the purpose of assisting the board in overseeing a unified system of early
childhood services, including the funding and administration of those services. (3) (a) The council consists of nine members who are appointed by the Governor and serve at the pleasure
of the Governor. (b) When determining who to appoint to the council, the Governor shall:
(A) Ensure that at least one of the members is an appointed member of the Oregon Education Investment Board;
(B) Ensure that each congressional district of this state is represented by at least one member of the council;
(C) For a member who is not an appointed member of the Oregon Education Investment Board, ensure that the member meets the following qualifications:
(i) Demonstrates leadership skills in civics or the member's profession; (ii) To the greatest extent practicable, contributes to the council's representation of the
geographic, ethnic, gender, racial and economic diversity of this state; and (iii) Contributes to the council's expertise, knowledge and experience in early childhood
development, early childhood care, early childhood education, family financial stability, populations disproportionately burdened by poor education outcomes and outcome-based best practices; and
(D) Solicit recommendations from the Speaker of the House of Representatives for at least two members and from the President of the Senate for at least two members.
(4) The activities of the council shall be directed and supervised by the Early Childhood System Director, who is appointed by the Governor and serves at the pleasure of the Governor.

SECTION 5. (1) The Early Learning Council established by section 4 of this 2011 Act shall prepare and submit to the Oregon
Education Investment Board the information described in this section for inclusion in the report required under section 6 of this 2011 Act.
(2) The council shall conduct an analysis of plans to merge, redesign or improve the coordination of early childhood services and to align early childhood services with child-centered outcomes. The early childhood services to be considered in the analysis include:
(a) Certain programs or services funded or administered by the State Commission on Children and Families, including: (A) Healthy Start Family Support Services programs described in ORS 417.795. (B) Relief nurseries described in ORS 417.788. (C) Community schools described in ORS 336.505 to 336.525. (D) Great Start. (E) Family preservation programs. (F) Any other services identified by the board that are funded by grants or other moneys awarded
to the commission for the purpose of serving children, youth and families. (b) Certain programs or services funded or administered by the Department of Education, including:
(A) Early intervention services. (B) Early childhood special education. (C) Head Start programs. (D) Oregon prekindergarten programs, as defined in ORS 329.170. (E) The federal Even Start Statewide Family Literacy Initiative. (F) Special education and related services, to the extent that the special education and related
services affect early learning goals. (c) Certain programs funded or administered by the State Library, including Ready to Read. (d) Certain programs or services funded or administered by the Oregon Health Authority, including:
(A) Maternal and child health services. (B) The Women, Infants and Children Program established by ORS 409.600.
(e) Certain programs funded or administered by the Employment Department, including: (A) The Child Care Division established under ORS 657A.010. (B) The Commission for Child Care created by ORS 657A.600.
(f) Certain programs funded or administered by the Department of Human Services, including: (A) The Employment Related Day Care program. (B) The Wraparound initiative described in ORS 418.977.
(3) The council shall establish a plan to implement early childhood services that could be implemented by June 30, 2012, to accomplish the following goals:
(a) Ensure the early identification of children and families who are at risk based upon identified, critical indicators.
(b) Establish and maintain family support managers who: (A) Coordinate support services provided to children and families; (B) Act as an intermediary between providers of support services and children and families
receiving support services; and (C) Serve a geographic area that represents the service area of one or more elementary schools.
(c) Ensure that contracts with early childhood services providers require measured progress, establish goals and provide payment based on the success of the provider in achieving the goals.

(d) Establish kindergarten readiness assessments and early learning benchmarks. (e) Collect and evaluate data related to early childhood services to ensure that stated goals are being
achieved. (4) The council shall submit the information described in this section to the board by a date identified by the
board. The board shall determine what information to present in the report described in section 6 of this 2011 Act and how the information shall be presented.
SECTION 6. (1) The Oregon Education Investment Board established by section 1 of this 2011 Act shall submit a report to
the interim legislative committees on education on or before December 15, 2011, and may file proposed legislative measures with the Legislative Counsel in the manner allowed by both houses of the Legislative Assembly.
(2) The report required by this section shall describe the proposed legislative measures, which may provide for any of the following:
(a) Allowing the Oregon Education Investment Board to carry out the duties of the board described in section 1 of this 2011 Act.
(b) Merging, redesigning or improving the coordination of early childhood services and aligning early childhood services with child-centered outcomes, as described in section 5 (2) of this 2011 Act.
(c) Implementing early childhood services that meet the goals described in section 5 (3) of this 2011 Act. (d) Merging the State Board of Education and the State Board of Higher Education and transferring the
duties of those boards and the State Commission on Children and Families to the Oregon Education Investment Board by June 30, 2012.
(e) Requiring the Commissioner for Community College Services, the Chancellor of the Oregon University System and the executive director of the Oregon Student Assistance Commission to function under the direction and control of the Chief Education Officer of the Oregon Education Investment Board by June 30, 2012.
(f) Consolidating, aligning and coordinating governance, programs and funding for youth development and training, including the Oregon Youth Investment Foundation, juvenile crime prevention programs and services, the Oregon Youth Conservation Corps and the Youth Standing Committee of the Oregon Workforce Investment Board.
SECTION 7. The Oregon Education Investment Board established by section 1 of this 2011 Act shall ensure that the statewide data system described in section 1 (4)(c) of this 2011 Act is operating on or before June 30, 2012. SECTION 8. If Senate Bill 242 becomes law, section 1 of this 2011 Act is amended to read: (1) The Oregon Education Investment Board is established for the purpose of ensuring that all public school
students in this state reach the education outcomes established for the state. The board shall accomplish this goal by overseeing a unified public education system that begins with early childhood services and continues throughout public education from kindergarten to post-secondary education.
(2) (a) The board consists of 13 members as follows: (A) The Governor, or the designee of the Governor; and

(B) Twelve members who are appointed by the Governor, subject to confirmation by the Senate in the manner provided in ORS 171.562 and 171.565, and who serve at the pleasure of the Governor.
(b) When determining who to appoint to the board, the Governor shall: (A) Ensure that each congressional district of this state is represented by at least one member of
the board; and (B) Solicit recommendations from the Speaker of the House of Representatives for at least two
members and from the President of the Senate for at least two members. (3) The Governor, or the Governor's designee, shall serve as chairperson of the Oregon Education Investment
Board. (4) The duties of the board include:
(a) Ensuring that early childhood services are streamlined and connected to public education from kindergarten through grade 12 and that public education from kindergarten through grade 12 is streamlined and connected to post-secondary education. To assist the board in fulfilling this duty, the board shall oversee: (A) The Early Learning Council established by section 4 of this 2011 Act. (B) The Higher Education Coordinating Commission established by section 1, chapter ___, Oregon
Laws 2011 (Enrolled Senate Bill 242). (b) Recommending strategic investments in order to ensure that the public education budget is
integrated and is targeted to achieve the education outcomes established for the state. (c) Providing an integrated, statewide, student-based data system that monitors expenditures and
outcomes to determine the return on statewide education investments. The board shall provide the data system described in this paragraph by: (A) Developing the data system or identifying or modifying an existing data system that
accomplishes the goals of the data system; and (B) Ensuring that the data system is maintained.
(5) An appointed member of the board is entitled to compensation and expenses as provided in ORS 292.495. (6) A majority of the members of the board constitutes a quorum for the transaction of business. (7) The board shall meet at such times and places specified by the call of the chairperson or of a majority of the
members of the board. (8) In accordance with applicable provisions of ORS chapter 183, the board may adopt rules necessary for the
administration of the laws that the board is charged with administering, including any rules necessary for the oversight of the direction and control of the Higher Education Coordinating Commission.
SECTION 9. The amendments to section 1 of this 2011 Act by section 8 of this 2011 Act become operative on January 1, 2012. SECTION 10. Sections 1 to 7 of this 2011 Act are repealed on March 15, 2016. SECTION 11. (1) On March 15, 2016, the Chief Education Officer of the Oregon Education Investment Board shall deliver to
the Chancellor of the Oregon University System all records and property within the jurisdiction of the Chief

Education Officer that relate to the duties, functions and powers of the Oregon Education Investment Board. The Chancellor of the Oregon University System shall take possession of the records and property.
(2) On March 15, 2016, the Early Childhood System Director shall deliver to the Superintendent of Public Instruction all records and property within the jurisdiction of the Early Childhood System Director that relate to the duties, functions and powers of the Early Learning Council. The Superintendent of Public Instruction shall take possession of the records and property.
(3) The Governor shall resolve any dispute between the Chief Education Officer and the Chancellor of the Oregon University System, or the Early Childhood System Director and the Superintendent of Public Instruction, relating to transfers of records and property under this section, and the Governor's decision is final.
SECTION 12. On March 15, 2016, the unexpended balances of amounts authorized to be expended by the Oregon Education Investment Board for the biennium beginning July 1, 2015, from revenues dedicated, continuously appropriated, appropriated or otherwise made available to the board for the purpose of administering and enforcing the duties, functions and powers of the board under sections 1 to 7 of this 2011 Act are transferred to the General Fund to be available for general governmental expenses. SECTION 13. This 2011 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2011 Act takes effect on its passage. Oregon Consumer Identity Theft Protection Act (2007), ORS 646A.600-628 The Oregon Consumer Identity Theft Protection Act - passed by the 2007 legislature - means consumers will have more tools to protect themselves against identity theft, and Oregon businesses and government will have clear direction and expectations to ensure the safety of the personal identifying information they maintain. Personal information includes a consumer's name in combination with a Social Security number, Oregon drivers license number or Oregon identification card, financial, credit or debit card number along with a security or access code or password that would allow someone access to a consumer's financial account.

State Administrative Agencies Information Systems Security, ORS 182.122 The Oregon Department of Administrative Services has responsibility for and authority over information systems security in the executive department, including taking all measures reasonably necessary to protect the availability, integrity or confidentiality of information systems or the information stored in information systems. The Oregon Department of Administrative Services shall, after consultation and collaborative development with agencies, establish a state information systems security plan and associated standards, policies and procedures.
Agencies are responsible for the security of computers, hardware, software, storage media, networks, operational procedures and processes used in the collection, processing, storage, sharing or distribution of information outside the state’s shared computing and network infrastructure following information security standards, policies and procedures established by the Oregon Department of Administrative Services and developed collaboratively with agencies. Agencies may establish plans, standards and measures that are more stringent than the standards established by the department to address specific agency needs if those plans, standards and measures do not contradict or contravene the state information systems security plan. Department of Administrative Services, Enterprise Security Office (ESO) The goal of information security is to protect the confidentiality, integrity, and availability of information assets. ORS 182.122 (House Bill 3145, 2005 Legislative Session) designates DAS as the "single point of accountability" for information security at the state.
In support of this mandate, the Enterprise Security Office (ESO) is instituting a security strategy wherein DAS works collaboratively with state agencies to ensure the state's security posture is at an acceptable level. Oregon Department of Education, Information Security and Privacy Program The Oregon Department of Education’s Information Security and Privacy program is responsible for ensuring ODE complies with standards and regulations related to information security and privacy, and for educating employees about best practices, acceptable use policies and threats to information security. The program provides annual information security training to all personnel.
The Information Security and Privacy Program produces the monthly InfoSec Insider newsletter and periodic Security and Privacy Bulletins. The monthly newsletter is intended to increase employee awareness. The newsletter will inform staff about different kinds of information security threats and hazards and provide tips to better protect the sensitive data with which we work. For immediate threats, staff will receive Security and Privacy Bulletins. The bulletins will provide timely information related to specific potential issues.

Data Collection Committee (DCC) – DCC is an advisory committee to ODE on the collection of data from Oregon schools, school districts and educational service districts. This committee provides the Department with valuable feedback for current and proposed data collections. This committee reviews all external facing projects. DCC meets quarterly.
IUID Workgroup – The Instructional Unit Identifier (IUID) Technical Workgroup is a group that shares their thoughts and expertise on how to best incorporate the Educator-Student Link into our current systems and data collections. This group was formed out of the Data Collection Committee.
Data Governance Committee (DGC) – The Data Governance Committee’s mission is to ensure timely, authoritative decision making regarding agency data issues and resources surrounding those issues and to make decisions based on agency mission, goals, available resources and priorities. This group meets every other week and is comprised of two representatives from each office. This group must approve all projects over 40 hours. DGC approves all collection changes before they are presented to the DCC.
Institution Data Advisory Team (IDAT) – The Institution Boundaries database (IB) contains directory information on school districts, schools, programs, and other institutions the Department does business with. The purpose of creating IB was to establish a uniform list of institutions that all offices of the Department will use for data collection and reporting, distribution of funds, and periodic communications. The operational goal of IB is to function as an agency-wide hub for these activities.
IT Issues – This group prioritizes projects within offices and shifts resources to accommodate project needs.
Change Review Board (CRB) – This group determines actions to resolve ODE IT requests that are estimated to take under 40 hours to complete considering prior approved IT requests, ODE priorities and available staffing. This group meets weekly.
ALDER Executive Committee (AEC) – The ALDER Executive Committee provides leadership on policy issues affecting collaborative SLDS efforts. This group meets bi-monthly and is comprised of representatives from ODE, the Department of Community Colleges and Workforce Development (CCWD), the Teacher Standards and Practices Commission (TSPC), the Oregon University System (OUS) and the Oregon Employment Department (OED).
P-20/W Workgroup – The P-20/W Technical Workgroup is a group formed to discuss co-location of partner agency data at the Open Source Lab (OSL), as well as design and governance of the data system. This group meets bi-weekly.
Data Quality Workgroup (DQWG) – The Data Quality Work Group (DQWG) collectively will: Recommend high-level decisions on the Oregon’s DATA Grant and KIDS III Projects; Provide guidance to assist the progress of these two projects from an enterprise point of view; Provide management level review of project status; major milestones and deliverables and scope changes, Provide ongoing evaluation of the projects alignment with IES Statewide Longitudinal Data Systems (SLDS) Grant Program RFA Requirements; Provide ongoing evaluation of the projects’ alignment with ODE’s Grant Initiatives; Utilize established procedures to provide ongoing evaluation of the developed systems to ensure systems meet the needs of its key stakeholders and assess the role of the system in improving student learning and closing the achievement gaps; Review and recommend changes to communications strategies of DATA and KIDS projects; and develop policy recommendations for Oregon Administrative Rule adoption by State Board of Education.
Data Warehouse Governance Committee – The DWGC is a forum for state, regional and district level technology leaders to promote academic performance of Oregon public school students through the use of data and information systems. This group meets monthly.
IT Managers Meeting – This group serves as a forum for School District/ESD IT Managers from around the state to share information and provide feedback on a variety of ODE and other issues and facilitate communication, understanding and cooperation between ODE, School Districts and ESDs.

Assessment and Information Services The Office of Assessment and Information Services supports ODE roles of accountability, leadership and school improvement through the development and maintenance of a technical and information infrastructure. This infrastructure has two major components. The first component is represented by data collection from and reporting on Schools, Districts and Educational Service Districts (ESDs). Educational Improvement & Innovation The work of the Office of Educational Improvement and Innovation (EII) is to ensure that all components of Oregon’s public and private educational enterprise, pre-kindergarten through postsecondary (PK-20), are effectively interconnected to provide appropriate and personalized instruction for each student. Student Learning & Partnerships
The Office of Student Learning & Partnerships supports and monitors programs that provide direct services to diverse learners and assists in the development of strategies to address unique learning differences. Units in this office manage programs that include special education, early childhood education, accountability and program compliance, and capacity building and partnerships with community stakeholders. This work is designed to ensure that multiple teaching and learning strategies encompass student needs derived from socio-economic, social emotional, linguistic, cultural, ethnic or other differences. Department of Community Colleges and Workforce Development (CCWD) The Department of Community Colleges and Workforce Development, with local education and workforce partners, manages state, federal and other (including lottery) funds supporting Oregon’s community colleges, workforce development programs, WorkSource Oregon one-stop career centers, Adult Basic Skills Program, English as a Second Language (ESL) programs, and the Oregon Youth Conservation Corps. Oregon has 17 independent community colleges and seven Local Workforce Investment Areas. The Workforce Investment Act of 1998 reformed federal job training programs and created a new, comprehensive workforce investment system to help Americans access the tools they need to manage their careers through information and services and to help companies find skilled workers.

Oregon Employment Department (OED) The Oregon State Employment Service was created in 1935 as a division of the Unemployment Compensation Commission. In the mid-1950s, the Oregon State Employment Service and the State Unemployment Compensation Commission came together under the Department of Employment. In the late 1960s, the Legislature moved the department to the newly-formed Department of Human Resources, and the agency became the Employment Division. It continued as a division until 1993 when the Legislature made it a separate agency and named it the Employment Department.
Through 41 WorkSource Centers and three Unemployment Centers across the state, the department accomplishes its mission of supporting business and promoting employment by helping workers find suitable employment; providing qualified applicants for employers; supplying statewide and local labor market information; providing unemployment insurance benefits to workers temporarily unemployed through no fault of their own; and assuring safe and quality child care.

Teacher Standards and Practices Commission (TSPC) The Teacher Standards and Practices Commission was established in 1965 and made an independent agency in 1973. It is one of eleven independent educator licensure boards in the nation. The commission accredits all educator licensure preparation programs in colleges and universities who wish to do business in Oregon; licenses teachers, administrators, school counselors and school psychologists in Oregon public and charter schools; certifies school nurses; takes disciplinary actions against licensees, applicants and student teachers when found to have been convicted of crimes or engaged in misconduct by violating ethical standards of professional practices.

Confederation of Oregon School Administrators (COSA)
The Confederation of Oregon School Administrators (COSA) serves and represents more than 2,000 school administrators, managers and executives.
COSA was founded in 1974 to give Oregon's education leaders a united voice in helping to shape public policy, advocate for schools and speak on behalf of students. COSA's perspective has earned the respect of educators, the Legislature, the Department of Education and other statewide agencies. COSA consistently puts the interests of schools and students ahead of self-interest.
In addition to advocacy, COSA supports and develops educational leaders with unmatched professional development opportunities -- including statewide conferences, regional seminars and workshops, and much more -- and a variety of exclusive member services. Areas of focus include school finance and legislative services.
A member-driven umbrella organization, COSA is governed by an elected Board of Directors that represents the organization's four Departments: the Oregon Association of School Executives (OASE), the Oregon Association of Secondary School Administrators (OASSA), the Oregon Elementary School Principals Association (OESPA) and the Oregon Association of Central Office Administrators (OACOA).
COSA also partners with affiliate organizations such as Northwest Women in Educational Administration (NWEA), Oregon Association of Latino Administrators (OALA), Oregon Middle Level Association (OMLA), Oregon School Personnel Association (OSPA), Oregon Association of School Business Officials (OASBO) and Oregon Association of Student Councils (OASC).
