    Certified Crop Adviser (CCA) Background

    The International Certified Crop Adviser (ICCA) program was developed by the American Society of Agronomy (ASA)in cooperation with agribusiness retail dealers, cooperatives and manufacturers, state and national trade associations, theUSDA, and independent consultants. The representatives from these groups acted as the CCA Steering Committee. Upon theirrecommendation, the CCA program was founded on four principles.

    1. The ICCA program should certify credentials at the base standards levels and initially should not require a college

    degree to be eligible, but require all applicants to pass an international CCA exam.2. The ICCA program must be administered in the states/provinces. Each state/province that participates will nominate

    a local CCA board to review applications and develop a local board exam.3. The ICCA program must be prepared to change as government policy changes.4. CCA participants, once certified, will have to subscribe to the Code of Ethics, participate in continuing education

    programs to maintain their certification, and pay an annual renewal fee.

    The local CCA board that will administer the ICCA program will have to consist of at least seven members with at leastone representative from agribusiness, the state/provincial agency for environmental protection, and extension, to ensure theprogram is educationally sound and meets the needs of industry and government.

    The American Society of Agronomys responsibilities are to coordinate the national activities, which include providingthe international exam and act as liaison with the federal agencies to keep the ICCA program in tune with public policy. ASAserves as registrar and assists the local CCA boards with processing applications, grading of all exams, and recording continu-ing education credits.

    Sp 1 Pass both the international and local board exams.

    Sp 2 Complete this CCA Credential Packet within six months of passing both exams.

    Sp 3 The local CCA Board reviews your credential packet. (NOTE: Once the forms are sent from ASA to the local board,usually on a quarterly basis, it takes four to six weeks to grant your certification or denial.)

    Sp 4 Once granted certification from the local CCA Board, you will receive a certificate for framing and a wallet card. Inorder to maintain your certification you will need to pay an annual renewal fee and earn 40 hours of continuing edu-cation units over a two year period.

    Sp 5 You may start receiving your Continuing Education Units (CEUs) from the date on your CCA certificate. Any meet-ing/course hours taken before your certification date will not count towards your CCA.

    The International Certified Crop Adviser (ICCA) program isopen to anyone who provides crop management recommen-dations to farmers/growers. The purpose of the program is to

    provide base standards for certification for these individuals.The goal of the program is to help agriculture as an industrymeet its environmental stewardship objective.

    CCA Crificain Prcss

    1. All CCA applicants to be certified must pass the interna-tional and local board exam and have their credentialsreviewed by their local board.

    2. All CCA Credential Forms are sent to CCA, 5585Guilford Road, Madison, WI 53711-5801.

    3. Your Credential Forms are collected and permanentlyfiled in Madison. Please use an ink pen when completingthese forms. When your file is complete, a copy of yourfile is sent to your local board for review.

    4. You are notified after the local board reviews. If yourcredentials are approved and you have passed the exami-nations, you will be sent a Certificate of Certification. Ifyou are denied certification, you will receive a letter ofexplanation.

    CCA Candida Saus

    CCA Candidate is granted to an applicant who has passedboth exams and has met all requirements as reviewed bythe local CCA board but does not meet the experiencerequirement.

    The applicant needs to indicate that they are applying forCCA Candidate status. Please include any experiencethat you have. If you do not have the required references,you will need to provide at least one reference of anykind which should be a non-relative such as formeremployers from part-time jobs or professors. This refer-ences does not need to be a farmer/grower.

    The applicant will be notified by the ICCA Office of thelocal CCA boards decision. The applicant will be desig-nated as a CCA Candidate for the number of months oryears that are required to fulfill the experience require-ment. The time can not be extended except in the case ofextenuating circumstances such as military duty, medical

    related issues, unemployment. At that time, the applicantwill need to update their experience form and provide therequired references (employer and client) if they have notdone so already and submit those forms to the ICCAOffice to be reviewed by the local CCA board for full

    CCA status.CEU requirements and an annual renewal fee are notrequired for the CCA Candidate Status. CEU and annualrenewal fee requirements will begin once the CCACandidate becomes fully certified and the status changesto CCA as recommended by the local CCA board.

    A = At least 4 years of crop advising experience, withno college degree.

    B = At least 3 years of crop advising experience,Associates Degree with 15 semester hours or 23quarter hours of agricultural sciences

    OR

    At least 2 years of crop advising experience, BSDegree and 15 semester hours or 23 quarter hoursof agricultural sciences.

    C = Certified Professional as an Agronomist, (CPAg),Soil Scientist (CPSS), Soil Classifier (CPSC).

    * Note: Your references will be sent to your CCAlocal board. You may want to submit new refer-ences if your original references are: i) dated, ii)not specific to crop advising, or iii) no reference onfile from a client that you have given crop adviceto.

    Make sure you read and sign the Code of Ethics on thereverse side of the Application for Verification ofCredential.

    Professional Expertise

    The professional expertise areas allow you to connect, viathe Find a CCA directory, with other CCAs and shareknowledge within and across expertise areas. The Find aCCA directory is available to the public including farm-ers, extension agents, and anyone else interested in the pro-gram. In addition to the professional expertise areas, the

    directory search can be based on name, location, type ofcertification, and those self-identified areas of expertise.And, designating your areas of expertise helps you marketyourself to current and prospective clients.

    To be certified an applicant must have either:Four years of crop advising experience working with

    farmer/grower and an unrelated degree or no degree; or

    Three years of experience and associate degree in anagricultural related field; or

    Two years of experience and a baccalaureate degreein an agricultural related field.

    Using the guidelines above, determine the years ofexperience needed.

    A year of experience should be credited for each year

    of qualified activity, if approximately one-third (i.e. atleast 30% to 35%) of your time is engaged in one ormore of the following activities:a. Advising farmers/growers on crop production;b. Teaching or educating crop advisers about topics

    that are described in the Performance Objectives;and

    c. Advising or working with farmers/growers to installsoil conservation practices, or to meet state/provinceor federal regulations that are related to cropproduction (such as conservation compliance).

    Note: If you spend less than 30% of your timeengaged in the activities described previous-ly, partial credit might be assigned based on

    the following:

    For example, an applicant spends 20% of his or hertime in activities outlined in a, b, or c and lists 10 yearsexperience. The applicant should receive 6.6 yearscredit for experience (i.e.; 0.66 x 10 years = 6.6 years).

    Note: If you spend less than 15% of your time inactivities outlined above, no credit for experi-

    ence will be given. The crop advising experience form must clearly show

    that you have the minimum number of years of experi-ence providing crop advice to farmers/growers.(Review the example on page 8.)

    Write in at the bottom of the page your estimate ofyears of crop advising experience.

    Experience gained while farming may count as amaximum of 1 year of the total work experiencerequirement.

    Supervised Work Experience or Internship may beused to substitute for six months of work experiencefor each three months of supervised work experience.Six months of supervised work experience may countfor a maximum of 1 year of work experience. The CropAdvising Experience form should be used to describethe supervised work experience. A separate attachmentis recommended.

    Reference Formspages 11 and 13

    You must submit TWO references: 1) Reference form1 is for your supervisor and 2) Reference form 2 is fora client that you provide crop production advice.

    If self employed, provide at least two references fromclients.

    Reference form signatures must be witnessed OR nota-rized.

    You may send the completed references or have thereference send them directly to Madison.

    Summary of College/Short Course Workpage 15

    If you are applying under category B, you must submita transcript and cmpl the Summary of CollegeCourse Work Form. Transcripts do not substitute forthe Course Work Form. Transcripts are kept in your filein Madison. transcrips must be official and sentdirectly to ASA/CCA from the institution. Once yourfile is complete, a copy of the Course Work Form willbe sent to the local board in which you are applying forcertification.

    All individuals certified under the ICCA program must subscribeto the ICCA Code of Ethics. The ICCA Standards & EthicsCommittee periodically reviews the current Code of Ethics.

    Aricl 1. Prambl

    1. The privilege of professional practice imposes obligations ofresponsibility as well as professional knowledge. The ICCAprogram certifies the credentials of individuals through state/provincial certification boards.

    2. The ICCA program will award the title of Certified to indi-viduals who meet the experience, testing requirements and thecontinuing education requirements of the InternationalCertified Crop Adviser (ICCA) program. The ICCA programdoes not require college level education. A college educationwill substitute for part of the ICCA work experience require-ment as provided for in the ICCA guidelines.

    3. Certified Crop Advisers (hereafter called Registrants), at therequest of a client or employer, must disclose the informationused to gain certification. Registrants who knowingly misrep-resent their credentials will face disciplinary action.

    1. An Applicant shall avoid and discourage sensational, exagger-ated, or unwarranted statements that might induce participationin unsound enterprises.

    2. An Applicant shall not give professional opinion, or make arecommendation, without being as thoroughly informed asmight reasonably be expected considering the purpose forwhich the opinion or recommendation is desired; and thedegree of completeness of information upon which it is basedshould be clear.

    3. An Applicant shall not issue a false statement or false informa-tion even if directed to do so by employer or client.

    1. An Applicant shall protect, to the fullest extent possible, theinterest of the employer or client insofar as such interest isconsistent with the law and professional obligations and ethics.

    2. An Applicant who finds that obligations to the employer orclient conflict with their professional obligation or ethicsshould work to have such objectionable conditions corrected.

    3. An Applicant shall not use, directly or indirectly, employer orclients information in any way that would violate their confi-dentiality.

    4. An Applicant shall not divulge information given in confi-dence.

    5. An Applicant retained by one client shall not accept withoutthe clients written consent, an engagement by another if the

    interests of the two are in any manner conflicting.6. An Applicant who has made an investigation for any employer

    or client shall not seek to profit economically from the infor-mation gained, unless written permission to do so is granted, oruntil it is clear that there can no longer be a conflict of interestwith the original employer or client.

    7. An Applicant shall engage, or advise employer or client toengage and cooperate with other experts and specialists.

    8. An Applicant protects the interest of a client by recommendingonly products and services that are in the best interest of theclient and public.

    9. An Applicant protects his/her credibility by disclosing to cli-ents how he/she will be compensated for providing recommen-dations to the client.

    1. An Applicant shall not falsely or maliciously attempt to injurethe reputation of another.

    2. An Applicant shall freely give credit for work done by others,to whom the credit is due, and shall refrain from plagiarism oforal and written communications and shall not knowinglyaccept credit rightfully due another person.

    3. An Applicant shall not use the advantage of public employ-ment (e.g. university, government) to compete unfairly withother certified professions.

    4. An Applicant shall endeavor to cooperate with others in theprofession and encourage the ethical dissemination of technicalknowledge.

    1. An Applicant shall aid in exclusion from certification, thosewho have not followed this Code of Ethics or who do not havethe required education and experience.

    2. An Applicant shall uphold this Code of Ethics by precept andexample and encourage, by counsel and advice, otherRegistrants to do the same.

    3. An Applicant having positive knowledge of deviation from thisCode by another Registrant shall bring such deviation to theattention of the Registrants local Board.

    A.Renewal

    1. Annual Rnwala. Certification may be renewed annually by payment

    of the appropriate fee. At the end of the certificationcontinuing education cycle, renewal requires evi-dence of completion of continuing education unitsand the appropriate fee.

    b. Renewal is due annually on 1 January, and is con-sidered delinquent if not paid within 30 days afterthe annual date. Certification is re-instated withpayment of the annual fee plus a late fee. The reg-istrants name will be dropped from the activeRegistry if the fee is not paid before 1 April.

    B.CertificationMaintenance/ContinuingEducationRequirements

    1. Every 2 years a Certified Crop Adviser must complete40 hours of continuing education units (CEUs). Onecontinuing education unit is equal to one hour of class-room training. Registrants are required to take a mini-mum of 20 CEUs that have been CCA Board approved.CEUs submitted by registrants are subject to be audit-ed by the registrants local CCA board.

    2. A CCA registrants certification may be revoked forfailing to maintain the required CEUs. To regain certi-fication a registrant must appeal to the local CCAboard for reinstatement or pass the international andlocal board exam and meet the current eligibilityrequirement.

    C.Denial,Revocation,orSuspensionofCertification

    1. Righs and Rspnsibiliis

    a. The right to deny, revoke, and suspend certificationis vested in the local CCA board.

    b. Since the certification is entirely voluntary, theSociety (ASA) assumes no responsibility for anyloss or disadvantage, real or imagined, that may bealleged to have resulted from denial of certifica-tion, or revocation or suspension of an existingcertification.

    2. Rasns fr Dnial, Rvcain, r Suspnsina. Certification may be denied, revoked, or suspended

    for any of the following reasons:(1) If the local CCA boards Ethics and Standards

    Committee determines that the applicant doesnot meet the minimum requirements as stated.

    (2) Violation of rules, regulations, or the CCA Code

    of Ethics established by the ICCA Board and theAmerican Society of Agronomy.

    (3) Misrepresentation on an application or willfulsubmission of incorrect information or failure toinclude relevant information in any communica-tion to the local CCA board or Office of theRegistry.

    (4) If the local CCA boards Ethics and StandardsCommittee has substantial proven charges ofincompetence in the area(s) of certification.

    3. Appala. Any applicant denied certification has the right

    of appeal and hearing before the entire localCCA board.

    b. Any action to revoke or suspend certification shallbe preceded by a copy of the complaint.(1) Registrants will be given the opportunity to

    appeal any such disciplinary action.
