Disaster Response Spring-Summer Flood of 2011
► From early Mar to late Jun 2011, 41 locks were closed by high water (several multiple times)
• LRD - 15 Locks LRP 8 Locks LRL 6 Locks LRN 1 Lock
• MVD - 21 Locks MVP 4 Locks MVR 11 Locks MVS 2 Locks MVN 4 Locks
• SWD - 5 Locks SWL 5 Locks
► Three floodways were activated – Birds Point - New Madrid (2 May - 8 June); Bonnet Carre (9 May – 20 June); Morganza (14 May – 7 July)
► Waterway closures or restrictions – Lower MS River, MO River (closure 2 May – 26 Sep) and other tribs

The USCG is our closest Federal partner – locally, regionally, and nationally and has the lead for safety and security on waterways
NOAA - channel surveys with sophisticated and portable IT Dept. of Transportation DOT
Federal Highway Administration (FHWA) and Federal Railroad Administration (FRA) - with the port as hub, waterways, roads, rails, and pipelines form the nation’s intermodal transportation system Maritime Administration (MARAD) - response coordination involving port authorities
Navy Supervisor of Salvage (SUPSALV) – obstruction removals upon our request
Pat Mutschler is our POC with other Fed Agencies

Immediate Actions: ► UOC opens direct communications with MVD& LRD EOC’s to assess► UOC designates “ALL HAZARDS CALL” times/frequency ► Begin coordination with USCG for assessment of condition; i.e., ID possible pollutants from
railcars in the water► Mobilize pickett vessels to cordon off river► Mobilize floating command post, as necessary (M/V MISS out of action..?..)
