Among the group of the Manuel worker, one Senior most with at least 20 years of service to be nominated automatically to the post Senior Caretaker with two additional increments.

The union received many complaints that the above grade when working on Saturdays they are exploit in many ways as they are doing several personal work for the managers and their kin.

During school activities, the above category of workers need to work beyond their normal working hours, without any addit ional remuneration. This make it unfair that they need to work on Saturdays despite already covering the 40 hours during Weekdays.

.

The post of caretaker is one without scope of promotion since it a minor grade post and the worker remain in the same post for many years of faithful and loyal service to the sector of education, without their interventions the school cannot function properly. They play an important part in the daily smooth running of the Private Secondary Schools. Considering this, it will be tangible to named one senior caretaker to look after the work of others and provide training to the new recruit.

workshop etc in State Secondary those person working in these field are known as Laboratory Auxiliary as mentioned in PRB Report 2016 extract below

2.1 Review of the Scheme of Service of the General Attendant

The scheme of service of General Attendant should be at par with Laboratory Auxiliary in State Secondary Schools

Whereas PRB Report 2013 clearly enunciates the multifunctional, multi-skilled and polyvalent grade of the General Attendant in Private Secondary Schools, the workload of the latter has increased considerably. In many ways they are being exploited to all domains where the services are required. Although, they conduct their assignments conscientiously, they are left astounded when taking stock of their scheme of duties mention in their incumbent duties as EITHER / OR and they are made to work both of them (Annex 1). (Annex 2) gives an idea of all the tasks, which General Attendants are made to carry. However, their counterparts in State Schools have a less workload with a higher salary scale. Conversely, the salary scale of General Attendant in private secondary schools has remained intact ever since PRB Report 2013. Nothing new was given to this category in Private Secondary Schools in PRB Report 2016. Therefore in a spirit of parity of esteem, the Union submits that the scheme of service of General Attendant should be at par with Laboratory Auxiliary in State Secondary Schools

Annex 1General Attendant

Qualifications

1) As a minimum the Certificate of Primary Education (formerly) the Primary School Leaving Certificate)

2) Evidence of having sat for the Cambridge School Certificate Examination

Duties EITHER

1) To provide assistance to pupils and teachers in Laboratory Specialist Rooms, Workshops etc.

2) To clean laboratories, workshops, specialist rooms, furniture, floors and laboratory apparatuses and specialist equipment etc.

3) To assemble apparatuses and to prepare, clean and keep in readiness for use all the equipment/tools of an office/laboratory/workshop/specialist rooms.

4) To prepare simple chemical solutions and mixtures 5) To collect specimen

Laboratory Auxiliary

DUTIES 1. To be responsible for the general cleanliness of the laboratories, benches

and glass apparatuses. 2. To assemble apparatuses and prepare solutions for practical and

demonstration sessions and for examination purposes. 3. To keep a register of chemicals, specimen, glassware and other

apparatuses. 4. To keep a record of daily use of apparatuses and chemicals. 5. To assist the officer in charge of the Department in updating chemical

equipment and apparatus registers on a monthly basis. 6. To assist teachers of Departments in the requisitioning of laboratory

chemicals and equipment. 7. To keep balances and other apparatuses used for practical and

demonstration sessions in good working condition. 8. To keep broken apparatuses in safe custody for audit or stock verification

purposes. 9. To perform such other duties directly related to the main duties listed

above or related to the delivery of the output and results expected from Laboratory Auxiliary in the roles ascribed to him.

Note Laboratory Auxiliaries will be required to work in all Science Laboratories namely Chemistry, Physics, Biology and Integrated Science. SALARY The permanent and pensionable post of Laboratory Auxiliary carries salary in scale Rs 13,010 x 260 – 14,050 x 275 – 15,150 x 300 – 15,750 x 325 – 17,700 x 375 – 19,575 x 475 – 21,950 x 625 – 23,200 x 775 – 27,075 a month plus salary compensation at approved rates.

List of Duties carried by General Attendant in Private Secondary Schools

To perform such other duties related to the main duties listed above or related to the delivery of the output and results expected from the General Attendant in the role ascribed to him/her.

1. Attend queries/complaints/requests from students/Public members. 2. Attend to sick / injured pupils. 3. Perform early departure. 4. Phone parents if ward is sick/injured or done any misbehavior. 5. Record of disciplinary problems. 6. Supervision of pupil’s biodata. 7. Admission of transfer pupils. 8. Prepare transfer Certificate 9. General attendant of two laboratory simultaneously. 10. Properly maintain copybooks of request/ practical. 11. Inventory of stock book of laboratories and others (receipts, book, ) 12. Operate photocopier /Copy Printing machine such as printing of exam paper/ books and others moreover staple questionnaire for end of terms. 13. Responsible for questionnaire during exam period. 14. Responsible for IT tools in office and photocopiers. 15. Distributer /Collect attendance of pupils. 16. Collection/ distribution of mobile phone boxes. 17. Monitor of caretakers work. 18. Monitor absence/lateness of pupils. 19. Act as driver. 20. Perform orderly as and when required. 21. Call teachers when there are required at the office. 22. Check each period weather teacher are in class or not.

2.2 Change in hours of work

To Reduce the current working hours from 40 to 35 hours. Below is a breakdown of time in and out: Start 7.30 am

1 day = 15.00 – 7.30 = 7hrs 5 days = 5x7= 35hrs

As per scheme of service the Laboratory Auxiliary need to

1) To provide assistance to pupils and teachers in Laboratory Specialist Rooms, Workshops etc.

2) To clean laboratories, workshops, specialist rooms, furniture, floors and laboratory apparatuses and specialist equipment etc. If there is a practical session in the morning the Laboratory Auxiliary get 30 minutes to Set up the Practical and in the evening he get the 30 minutes to clean the Laboratory as schools ends at 14.30 without disturbing the smooth running of the practical classes on the next day.

At present, Managers make the General Attendant work till 16.30 on weekdays and even make them work on Saturdays by giving them tasks not found in their scheme of service. This will eliminate the industrial friction and exploitation to this category of workers.

2.3 Senior Specialist Auxiliary

After 20 years of service the Laboratory Auxiliary should be automatically, be Promoted as Senior Specialist Auxiliary as the latter does not have any scope of promotion.

As per PRB 2016, (extract provided below) the criteria for eligible to work in laboratories is clearly set forth. However, this in not the case in private secondary schools, as it is currently implemented in state schools. The Union hereby submits that same recommendation be extended to the same category of worker in Private secondary schools. Furthermore, the union proposes to nominate a Senior Specialist Auxiliary in a spirit of parity and to harmonize the situation on the following basis:

1. After having completed 20 years of Service 2. All Schools having more than 5 specialist room to

name a Senior Specialist Auxiliary

As per Annex 1 the latter is keen to acquire, the computer Vision Syndrome to prevent this it would be fair to provide them with an allowance to acquire a pair of specialized spectacle.

Annex 1

What Is Computer Vision Syndrome? These days, many of us have jobs that require us to stare at computer screens for hours at a time. That can put a real strain on your eyes.

Eye problems caused by computer use fall under the heading computer vision syndrome (CVS). It isn’t one specific problem. Instead, it includes a whole range of eye strain and pain. Research shows that between 50% and 90% of people who work at a computer screen have at least some symptoms.

How Do Computers Affect Vision? CVS is similar to carpal tunnel syndrome and other repetitive motion injuries you might get at work. It happens because your eyes follow the same path over and over. And it can get worse the longer you continue the movement.

When you work at a computer, your eyes have to focus and refocus all the time. They move back and forth as you read. You may have to look down at papers and then back up to type. Your eyes react to changing images on the screen to create so your brain can process what you’re seeing. All these jobs require a lot of effort from your eye muscles. And to make things worse, unlike a book or piece of paper, the screen adds contrast, flicker, and glare.

You’re more likely to have problems if you already have eye trouble, if you need glasses but don't have them, or if you wear the wrong prescription for computer use.

3.2 Scarcity in area of Clerk Word Processor

To waive the minimum typing speed of 30 w.p.m

The majority clerk word processor in the PSS are female staff. Therefore, while the staff is on either Vacation leave or Maternity leave it is difficult to find a replacement for her. The Union therefore recommend that nowadays everyone is computer Literate with the introduction of computer IC3 and other tailor made courses, it will be reasonable to hire someone with the knowledge of computing. The management also will benefit from that as they will find a replacement and the work will be running smoothly.

Computer work gets harder as you age and the lenses in your eyes becomes less flexible. Somewhere around age 40, your ability to focus on near and far objects will start to go away. Your eye doctor will call this condition presbyopia.

How Is It Treated? Visit your eye doctor regularly for exams and to keep your prescriptions up to date. Let him know about any problems you have. You may need glasses or contact lenses. He/she decide if you can wear your regular glasses for computer work or if you need a special pair. He might prescribe a single or bifocal lens, or tinted lens material to boost contrast and filter out glare.

COMPARING THE SCHEME OF SERVICE

4.0 Restyling the post of COLLEGE CLERK to SCHOOL SUPERINTENDENT with the review of salary scale and other benefits

As per the flowchart, it is clear that the College Clerk i s on the same hierarchy as of a School Superintendent, formerly Usher. This means the tasks/Workload carried by College Clerk is the same as of School Superintendent, therefore, to bring equity to the situation it will be fair to bring at par the College clerk with those of the MGI and State Secondary Schools.

ROLE AND RESPONSIBILITIES To assist the Rector/Manager in the smooth running of the Private Secondary School. DUTIES

1) To supervise general welfare of pupils and look after sick or injured pupils.

2) To assist in the preparation of :- a) timetables b) pupils records c) rooms and halls for examinations

3) To keep records of pupils

4) To supervise arrest classes

5) To look after the premises, furniture and equipment. To compile simple statistics data.

6) To perform simple accounting duties and to receive and effect payments.

7) To perform routine registry work and simple correspondence

8) To help in the organization of terminal tests and Examinations

9) To perform such other duties related to the main duties listed above or related to the delivery of the Output and results expected from the College Clerk in the role ascribed to him/her.

Please note that recently in 2016, major additional tasks were

added to our scheme of duties which is as follows:

• Monitoring 90% of attendance in connection with SC/

HSC examination fees: This exercise cover students from

Grade 10 to 13 very closely. Absences for these students are

computed on a daily basis as well as informing parents by

written letters about their wards’ absences on a monthly

basis. Besides, Eligibility Condition Forms together with

attendance are also compiled to be sent to the MES.

• Child’s Allowance Scheme: These data is computed on a

monthly basis for needy students.

• Student Tracking : This task cover students of Grade 9 to

Grade 13 !

The permanent and pensionable post carries salary in scale Rs 27,850 x 775 – 32,500 x 925 – 37,125 x 1,225 – 40,800 QB 42,325 x 1,525 – 46,900 a month.

In the light of the above, it is noted that it is the SAME duty performed by COLLEGE CLERKS/USHER MGI COLLEGES/STATE SCHOOL SUPERINTENDENT. In this context, we would like to point out that THE APPELLATION AND THE SALARY SCALE ARE NO LONGER MEETING THE OBJECTIVES OF THE POST.

To note with high concern:

1. College Clerks are the central nervous system in the Private Secondary Schools and their volume of work is MORE than the workload of the State School Superintendent/MGI Colleges Usher to the fact that even all the administrative work related to Teaching as well as Non-Teaching staff are undertaken by solely the college clerk while in state schools, the administrative work is shared by the Assistant School Superintendent and School Clerk.

2. Besides, in Private Secondary Schools, there is no provision for supportive staff to relieve the College Clerk and year by year, the volume of work is constantly increasing. However, the post of College Clerk has remained static during the past years. College Clerks have been left aside for many years just because they are attached to the PSEA though they have been performing in similar capacity as State School Superintendent/MGI Colleges Usher.

3. In addition, a College Clerk who has been performing with such a high volume of work alone equivalent to State School Superintendent/MGI Colleges Usher since 2003 without any supporting staff has been receiving a difference in pay of nearly Rs 16,000.

4. After a close analysis made, we can conclude that there is no equal pay for work of equal value. Though, we are also contributing in terms of P.A.Y.E (Pay As You Earn), still, discrepancies are noted as training and development are only available to School Superintendent and Asst. School Superintendent. Hence, we are making an appeal to reconsider the restyling of the post of College Clerk of Private Secondary Schools as well as aligning our salary scale with benefits attached to that of State School Superintendent/MGI Colleges Usher so that there is job equity.

5. We would be much obliged if this representation could be given due consideration and there is a fair play in the review of PRB report 2019 to maintain the work incentives and boost up our morale so that we can deliver and give our best in the performance of our duties.

5.0 Library Officer1. To uniforms the post of Library offers in

both public and private schools. In the future the same recommendation to be applied in Private Schools as per PRB 2016:-

Library Officers, who have drawn top salary for a year, should be allowed to proceed incrementally in the salary scale of Senior library officer. Up to a specific salary point (as the Bureau) may recommend provided they: - 1. Have been efficient and effective in the

performance during the preceding year and

2. Are not under report

2. The post of school Librarian be accessible to Library officers possessing a degree in library studies and information science, with an initial salary equal to the starting salary point of an Educator.

Library represent the brain of an educational institution. The diligent use and creativity of the Library Officer is crucial for the academic performance of a school.

Courses for Library is not dispensed at the MIE. Therefore, Library officers have to pay for University courses which is expensive. Besides, financial implications, Library Officers make tremendous sacrifices to complete their Diplomas and Degree.

Thus it is legitimate that the Library Officers be compensated for their efforts. Therefore, the Union submit that those who upgraded their qualification, be promoted to the post of Senior Library Officer.

Each educational institution has a library for its students, the way and style in which a school Library operate greatly influences the school’s learning culture.

A library officer is far from being a place where book are being to students for reading. The school librarian or Library Officer has an array of crucial duties, namely:-

1. Inculcate reading habits and passion among school because with the fast development ICT, our students tend to neglect reading activities.

2. Guide students which types of book to choose.

3. Help and guide students to make research work, and properly use the ‘reference section’ of school library 26

Our justified submission: Many managers of the Private Secondary Schools do not set up the roaster system during school holidays by imposing the term “exigencies of the service”. During the school holidays, there is low school, thus considerable reduced workload for the non-teaching staff. It is also worth noting that some Managers excessively abuse on the Non-Teaching staff by imposing personal chores not related to the school. The Union therefore submit:

1. To set up a compulsory roaster system during school holidays. 2. Ensure a skeleton staff so as not to disrupt the smooth running of the

administration during the school holidays.

Refund of casual Leave to the non-teaching staffs

The table below illustrates clearly that all non-teaching staff irrespective of their grades is indispensable for the smooth day-to-day running of the school. Any malfunction in non-teaching system will affect and reverberate on the proper functioning of the school. Therefore, taking into account their contribution and as a motivational element, the Union submit that the refund of casual leave be extended to the non-teaching staff at the same rate with teaching staff. It is also worth noting that non-teaching staff work the whole year round.

8. Working in bad weather conditions

8.1. To clearly specify the Hours of work for Non-teaching staff during bad weather conditions.

8.2. Provision of an allowance for working during bad weather condition

Most of the time, during bad weather conditions, torrential rain and cyclone warning class II, students and teachers are asked to stay at home through communique from Ministry of Education. However, non-teaching and administrative staff are asked to attend work. Most of the time, Managers ask non-Teaching staff to stay in school premises till 16.00hrs. In all fairness, the Union submits that non-teaching staff be allowed to leave the school premises at 12.30 hrs after checking and consolidation the school premises.

The Union also submit that Non- teaching staff be provided an allowance for working during bad weather condition as a motivational incentive.
