Action Plans for polluted river stretches & for Non –attainment cities were duly approved by River Rejuvenation Committee & Air Quality Monitoring Committee at State Govt level. A three tier monitoring mechanism has been setup for monitoring of various environmental issues and compliance of directions of Hon'ble NGT. District Environmental Committees (DLC) have been constituted for monitoring at district level. The compliance uploaded by the DLCs is further monitored at State level by Committees formed under the chairmanship of different Additional Chief Secretaries. Finally the Chief Secretary, UP reviews the overall compliances on monthly basis. An interactive Environmental Compliances Portal www.upecp.in for online sharing of informations from district level is functional. The action taken at the district level regarding the status of Municipal waste management facilities, Plastic waste management, Biomedical waste Management, E-waste management, River & Air Quality action plans of UP is uploaded by the concerned DSTOs & scrutinized at UPPCB, Head office. Highlights of UPECP Workshop
A workshop on "Compliance of Environmental Laws & Operation of
Online Portal" was organized by Uttar Pradesh Pollution Control Board
on 13 July 2019. The workshop was presided by Shri J.P.S. Rathor,
Chairman UPPCB. Chief Guest for the workshop was Smt. Kalpana
Awasthi, Principal Secretary Environment, Forest & Climate Change,
GoUP . Other dignitaries present at the workshop were Shri Sanjay
Singh, Secretary Forest, Dr. Rupesh Kumar, Special Secretary
Environment and officials of UPPCB. DFOs have been given the
responsibility to organize monthly meeting under the chairmanship of
concerned District Magistrates and the compliance report to be
uploaded on the portal by DSTOs.

The ultimate aim of this workshop was to transform habits, practices, and standards to dramatically reduce pollution and promote a better environment. In this workshop, various kind of waste & its management scheme or techniques were discussed, as this portal is developed to keep an eye on Municipal waste, Plastic waste, Biomedical waste, E-waste, River & Air Quality of UP. All DFOs & DSTOs of UP participated in the Workshop.
Independence Day
On 15th August 2019, we celebrated 73 years of independence. On this auspicious day, a flag hoisting ceremony was organized in UPPCB premises. The flag was hoisted by Shri J.P.S. Rathor, Chairman UPPCB in the presence of Shri Ashish Tiwari, Member Secretary UPPCB & other officials. Board's officials participated enthusiastically in the ceremony.
On this occasion, Chairman UPPCB inaugurated the new badminton court within the premises and released the First Newsletter of the Board.

Waste Management Plan for Railways
Railway department has places like stations, yards, locomotive workshops & residential areas, etc. which are bulk generators of solid & liquid wastes. Being a major consumer of water and energy, the Railway has a substantial impact on the environment.
Waste management Plan
Taking proactive steps 18 teams of UPPCB officials inspected 37 major railway stations and other establishments of Railways in UP. It was found that there is a large gap between the generation and treatment & disposal of sewage, municipal solid waste, plastic waste, hazardous waste and C&Ds waste. These wastes may be segregated at source into compostable and recyclable waste on one hand and converted into useful products on the other by adopting better waste management practices. A workshop on" Increasing Fly Ash Utilization: Roadmap for Uttar Pradesh "was organized by Department of Environment, Forest and Climate Change GoUP and Uttar Pradesh Pollution Control Board on 31.08.2019. Chief Guest for the workshop was Shri Awanish K Awasthi, Additional Chief Secretary Home & CEO, UPIEDA and the workshop was presided by Shri J.P.S. Rathor, Chairman UPPCB. Other dignitaries present in the workshop were Smt. Kalpana Awasthi, Principal Secretary Environment, Forest & Climate Change, GoUP, Shri Ashish Tiwari, Member Secretary UPPCB & officials of UPPCB.

The plastic bottles and disposable glasses may be used as alternative containers for growing the plants in the nurseries. The railways have the added advantage of large blocks of land in its possession on which nurseries and plantations may be raised. These steps need to be taken to meet the responsibilities of bulk generators of Wastes.

UPPCB has prepared the status report for compliance of the provisions of Air (Prevention & Control of Pollution) Act, 1981, Water (Prevention & Control of Pollution) Act, 1974 and implementation of Waste Management Rules. An Action Plan, with the timeline is prepared for improving the status of environmental compliances in the Railway establishments. UPPCB has issued directions to concerned GMs of Railways in UP for compliance of the Action Plan in a time-bound manner. Chief Secretary, UP has also sent a DO letter to the Chairman Railway Board for effective compliance of the Action Plan in the state of UP.
Updates Of Fly Ash Workshop
All the stakeholders including senior officers of NTPC, UPPCL , PWD, Housing, Urban Development, Geology & Mining, etc. were present in the workshop. Representative of bulk users of Fly Ash-like Cement manufacturing companies, Fly Ash Bricks/Blocks Manufacturing Associations, NHAI, UP Bridge Corporation, UPRNN etc. also participated in the Workshop. The major issues regarding the Fly ash effect on Land degradation, Fly ash contribution to Air pollution & Water pollution, Current scenario of fly ash generation & Utilization in UP were discussed in the workshop. The main motive behind the workshop was to utilize the fly ash & adopting the new techniques for the utilization of Fly Ash. Fly ash was considered a waste material. It contains heavy and toxic elements and also has traces of radioactive substances and pollutes water, soil, and air. Conventional disposal of fly ash in slurry form requires 40,000 hectare of land and 200 million m3 of water annually which is a mere wastage of natural resources. It is turning out to be a resource by utilizing it in an eco-friendly manner. Fly Ash can be used for raising embankments in place of soil, in construction projects, reclamation of low lying areas and abandoned mines.

UPPCB has prepared Air Action Plans for the monitoring and control of Air Pollution in 15 Non-Attainment cities of Uttar Pradesh. The Action Plan approved by Central Pollution Control Board, Delhi in January 2019. Rupees 50 crores has been sanctioned for five cities Agra, Prayagraj, Lucknow, Kanpur and Varanasi ( Rs. 10 crores for each city) out of 15 non-attainment cities by the MoEF& CC, GOI for utilization in different heads viz installation & commissioning of CAAQMS, Public awareness & capacity building activities, Source Apportionment Studies, Mechanical Street Sweepers, Water Sprinklers, Mobile enforcement units, Creation of Green cover, Tree plantation and development of city forest etc. and Construction and Demolition waste management facility. Out of 50 corers, Rs. 30 crores has already been released by MoEF& CC, GOI.

The Ministry of Environment, Forest and Climate Change GoI has issued SOPs for utilization of Fly Ash on 28.08.2019. Based on the discussions & the views expressed in the workshop, UPPCB prepare an Action Plan for 100 per cent utilization of the Fly Ash, which is still lying in various ash ponds of Thermal Power Stations particularly in Sonbhadra Area. The Action Plan has been circulated to the concerned Govt Departments and the stakeholders.

The ozone layer, a fragile shield which protects the Earth from the harmful portion of the UV rays from the sun, thus helping preserve life on the planet. 16th September, The World Ozone Day was celebrated in different Regional Offices of UPPCB. Programs were organized for spreading awareness among the students and the people so that they can control the uses of ozone-depleting substances and create awareness among other people regarding the adverse impact of ODS.

National Clean Air Program ( NCAP ) Workshop
The Ministry of Environment, Forest and Climate Change (MoEF& CC) has finalized and launched National Clean Air Program, (NCAP) in January 2019, to address air pollution in a comprehensive and time-bound manner. For effective implementation of NCAP , the first Kick-off workshop of Knowledge Network between SPCBs representatives, MoEF&CC officials, all appointed State nodal faculty and International experts and Organizations like the United Nations Environmental Program (UNEP), World Bank was held on 14-15 October 2019 at Indira Gandhi Pratisthan ( IGP ), Lucknow, jointly organized by IIT Kanpur and UPPCB. Hon'ble Chief Minister, U.P. Yogi Adityanath inaugurated the workshop on 14 October 2019. Shri J.P.S. Rathore, Chairman, UPPCB, welcomed the Hon'ble Chief Minister. Hon'ble Minister, Environment, Forest and Climate Change, Govt. of U.P. Shri Dara Singh Chauhan & other dignitaries were also present on this occasion.

Chief Minister, Yogi Adityanath addressed the workshop on effective implementation with the help of the National Knowledge Network of National Clean Air Program. He said that people can be given good health only by improving the environment. Because of this, the workshop of IIT Kanpur, Ministry of Environment, Forest and Climate Change, Government of India, Uttar Pradesh Pollution Control Board and other departments and institutions is commendable. On this occasion, the Chief Minister inaugurated the ‘Swachh Vayu Mobile App'. Besides, 03 Continuous Ambient Air Quality Monitoring Station ( CAAQMS ) were also launched for the city of Meerut. Also, 09 Regional Environmental Monitoring Control Rooms were announced.

Union Minister of Minister of Environment, Forest and Climate Change Shri Prakash Javadekar addressed the workshop through video conferencing and said that emission norms for industries have been made more stringent. The government is also going ahead with BS-VI compliant vehicles across the country from April 2020 and promoting electric vehicles. Joint efforts will result in an overall improvement in the quality of ambient air of NCAP cities. Minister of Environment, Forest and Climate Change, Govt. of U.P Shri Dara Singh Chauhan and Hon'ble Minister of State, U.P. Mr Anil Sharma also addressed the workshop and said that as a result of effective enforcement of National Clean Air Monitoring Programme in 08 cities out of 15 identified cities there has been a reduction in PM10 values to the tune of 01 to 32 % in the year 2019 in comparison to the year 2017. Dr Arvind Kumar from Sir Ganga Ram Hospital New Delhi and Founder & Managing Trustee, Lung Care Foundation., New Delhi addressed the ill effect of air pollution on human being. He presented the evidence of non-smokers having dark material deposition in the lungs which is due to the high concentration of PM10 in the air. Body organs are affected, leads to obesity and diabetes as well. A drastic increase in Lungs & Chest diseases has been observed from 1988 to 2018. Evidence of shifting the chest related problems in the age group i.e., from older to younger is also noticed. Allergy, Asthma, C.O.P.D., I.L.D, Emphysema, Pneumonia, Tuberculosis (TB), Lung Cancer are the major diseases due to air pollution. Awareness, awakening, and action can only help to reduce pollution. The event was the first of its kind where national and international experts converged along with implementation bodies for knowledge sharing, towards the joint goal of fighting air pollution in India.
UPPCB Badminton Club organized "First Men's Doubles Inter-departmental Badminton Championship-2019" during 09-11-2019 to 12-11-2019. The tournament was held in the Badminton Court situated in the premises of Board Headquarters at Vibhuti Khand Gomti Nagar, Lucknow. 20 teams from 17 departments of the state participated in the tournament. Shri J.P.S. Rathore, Chairman, UPPCB inaugurated the opening ceremony of the tournament as a Chief Guest on 09.11.2019. In the inaugural speech, Shri Rathore said that the main objective to organize this First Inter-departmental Badminton Tournaments to improve the mutual coordination, friendly& healthy atmosphere among the personnel of all the departments. In his speech, he also motivated the participants to be fit and emphasized the Hon'ble Prime Minister's "Fit India Movement". The final match of the competition was played on 12-11-2019. The match won by a team of Dr Ashwin Deepak Nanvare, Scientist & Dr Manoj Kumar from Council of Scientific & Industrial Research (CSIR). Mr Surabh Singh & Sanjeev Sharma from U.P. Secretariat were the runner-up. Mr Ashish Tiwari, Member Secretary, UPPCB was the Chief Guest of the closing ceremony, Trophy and prizes were distributed to the winning team runners-up team and all the participating players by the Chief Guest. At the end of the concluding ceremony, the club's Manager Mr Naveen Singh and Co-Manager Mr Bhanu Pratap Singh gave their thanks and regards to all the participants and guests for their immense support and coordination.
