COVID-19 HISD Response Committee – The Return To Learn Response Plan was developed in cooperation with the HISD Superintendent & Cabinet, School Board, as well as committee members representing various departments, campus Administrators, teachers, students, health care representatives, parents and the community.

The guidance provided in this document is based on current public health and safety guidelines provided by the Texas Education Agency and Local Health Authority for Bexar County & the City of San Antonio as of August 27, 2020

Harlandale ISD must identify and implement practices to prevent the virus from entering the school.

Registration New Student Registration Harlandale ISD offers a quick and easy online process for enrolling new students. The link to access the

new student online enrollment forms is https://itccsgb.esc20.net/PAHR/login.aspx. The link is a tab at the top of the district website.

txConnect will be used for New Student Registration for any student new to Harlandale ISD. Current PK students needing to register for kindergarten will complete the forms under Returning Student Registration. After submitting your registration request and to complete the process, please contact the campus to schedule an appointment to take the necessary documentation, forms. Parents will receive an email confirmation with their portal ID.

If you do not know which campus your child is to attend, please contact Curriculum & Instruction at 210-989-4369 for PK students and Pupil Personnel at 210-989-4445 for all other grade levels KG-12.

Returning Student Registration Verification Returning Student Registration will be completed via txConnect, the link is a tab at the top of the district website. Please log into your txConnect account to complete the forms. If you do not have an account or need to add a student to an existing account, you will need to log in to our account and request a portal ID. Ensure all communication and email contacts are updated. Contact your campus for additional assistance.

Selecting an Instructional Option A live link survey will be sent August 17th and must be completed by September 4th to each Harlandale ISD students’ parent asking for a commitment to virtual, hybrid or on-campus learning for each individual school age child. A different option may be chosen for each child. Additional details are posted on the district website and on the Curriculum and Instruction link included in this guide.

Changing the Instructional Option

Changes can only occur at the end of the grading period. Each grading cycle is 9 (nine) weeks in length. Students will continue in their chosen instructional option unless a parent or guardian contacts the campus and requests a change.

Instructional Options When Safe to Return: On-Campus, At-Home The 20-21 SY will begin on August 24 th with 100% virtual at-home instruction. When determined safe to return, parents will be asked to commit to On-Campus Instruction or to remain At-Home.

Options: 5-day Face-To-Face, A/B Alternating Face-To-Face Transition & At-Home Learning

On-Campus

On-Campus instruction provides a traditional face-to-face instructional experience. Two options will be offered: 5-Day face-to-face schedule and an A/B alternating day face-to-face schedule. The Learning & Academic Plan has sample schedules, displays variations of on-campus transition plans, and explains differences in learning plans for different grade levels.

At-Home At-home instruction will be facilitated through online digital platforms such as Google Classroom and ZOOM. Teachers will direct students to the appropriate digital platform. Students will have opportunities to engage in content through synchronous and/or asynchronous instruction, teacher recordings, videos, materials, and other resources that will be uploaded in Google Classroom for each unit in a course. Students and parents will also have opportunities to interact with their teacher at designated times, during virtual small group meetings and during live virtual whole group meetings.

Students will be provided with a formal class schedule as they would as if they were doing classes in

person. Students are going to be highly encouraged to follow this schedule during at home instruction

as it will ensure a seamless transition to in-school learning should that option be selected in a future

marking period. Grading periods are 9 (nine) weeks per period.

You will find parent/student how-to videos by clicking on the “Help” button on the page. ** Be sure to review all instructional opportunities and descriptions prior to making your selection for each of your students.

Technology District Issued Devices

Each individual campus will communicate the details for requesting a device, as well as the pickup times

and location(s). Student devices provided by Harlandale ISD include internet filtering in compliance with

the Children’s Internet Protection Act.

HISD has purchased a bulk of Chromebooks to be used by students from 3rd grade to 12th grade, based on availability, which will allow our students to complete their everyday assignments while in remote

learning. The purchase of new iPads was also approved by the board for students K-2nd grade to request, based on availability. We will be putting all the appropriate applications and programs on these iPads for our younger students in order for them to continue learning through our remote method. Along with the purchase of these devices, the purchase of covers for both the Chromebooks and the iPads was approved. Hotspots for internet access were also approved and purchased.

Attendance

Review the instructional samples for the attendance timeframes and expectations for each platform

for learning.

On-Campus

When students are attending face-to-face instruction. Traditional attendance rules will be enforced.

At Home Online The Texas Education Agency (TEA) will require daily attendance and participation in At-Home Learning.

Students will be required to participate in online classes daily and traditional attendance rules will be

enforced.

Students at-home must participate in daily instructional engagement for attendance and to ensure

academic progress. Student engagement and academic progress can be measured by:

● Teacher/student interactions for that day

● Progress on lessons within Google Classroom planned for that day

● Submission of completed assignments planned for that day

Attendance Expectation On-Campus At-Home

A student will be considered present when he/she is physically present at

school at the designated time(s) for the campus

A student will be considered present when he/she participates in daily

on-line instructional engagement measures as defined in the Harlandale ISD

Return to Learn Plan for each scheduled class

A student will be considered absent when he/she does not participate in the

daily instructional engagement measures as defined in the Harlandale ISD

Return to Learn Plan for each scheduled class by 11:59 p.m. each day

Absences may be excused with appropriate documentation (ex: parent note,

doctor note, etc.). Absence documentation should be emailed to your

student’s school. Each campus will designate a staff member for submission.

In addition, per Texas Education Code (TEC), §25.092, students must attend 90% of the days a course is offeredin order to be awarded credit for the course and/or to be promoted to the next grade . This requirement remains in force during the 2020-21 school year. This requirement applies to both face-to-face and remote instruction. The 90% rule applying regardless of excused or unexcused absences. See Parent Student Handbook for additional information.

Grading HISD will follow a 9-week grading cycle for both On-campus and At-Home students during which students will receive gradebook grades in accordance with the Harlandale ISD grading guidelines. Per Texas Education Agency, grading guidelines for all instructional options will be the same. The Harlandale ISD Grading Guidelines can be found on Page 65 of the HISD Parent Student Handbook. The Academic Retention and Promotion Board Policy(EIE Local) can be found at https://pol.tasb.org/Policy/Search/173?filter=grading. High School courses taken by middle school students will be included in calculating high school GPA in accordance with EIC (Local) policy. Progress reports and report cards, along with parent conferences, will be used to communicate each student’s progress and performance. Progress reports will be completed at 4 weeks of the 9 weeks.

Avance PK The HISD and Avance partnership has allowed for the vital education of our area PK3 & PK4 students. As a San Antonio City Program, Avance has specific COVID Return to Work Safety policies & procedures that it must implement within the PK3 and PK4 Avance classrooms. HISD PK3 & PK4 classrooms will implement the HISD COVID Return to Work Procedures in conjunction with the Avance Plan. Visitors & Volunteers HISD will limit campus visitors and volunteers to ensure health and safety. Campuses will only allow visitors and volunteers on the basis of educational need as determined by the campus principal. When possible, meetings should be held virtually. If an in-person meeting must be held, they will be by appointment only. This ensures a limited number of people on campus and appropriate time to sanitize meeting spaces.

● To limit exposure, campus visits will be restricted. (including during meal time).

○ Essential meetings will be done by appointment or through an online format.

○ In the event an individual visits a campus, they must complete a screener to access a

school campus.

○ Visitors must wear a face mask at all times while in the building.

○ When meetings are necessary and cannot be done via electronic means, everyone must

have face masks/coverings, remain at least six feet apart where feasible and consider the

use of dividers.

To prevent the spread of COVID-19 and reduce the potential risk of exposure to others, and meet the requirements of the Texas Education Agency we ask you to complete the simple screening questionnaire in order to access any Harlandale ISD building. Visitor participation is mandatory.

Campus Events Traditional campus events such as Open Houses, Parent Nights, etc., have been temporarily suspended. HISD will continue to follow the guidance of local health officials and reassess based onthat guidance. If feasible, campuses may have on-line alternatives to traditional events.

Classroom Configurations If feasible, Harlandale ISD will arrange student learning spaces with six-foot distancing. In some instances, common areas may be used for instruction with similar distancing. For early childhood classrooms, nap mats will be spaced out according to physical distancing guidelines and will be sanitized daily

Classroom Dividers Where feasible, to keep students safe, grade levels will utilize table dividers. DIviders may be utilized in lab settings, computer labs, in instructional groups, and other areas.

Materials and Supplies Students will be expected to use their own materials and supplies. Sharing of materials will be minimized. In instances where instructional materials are used by multiple students, proper sanitation protocols will be enforced.

Deliveries To ensure the safety of students and staff, no outside deliveries will be accepted (i.e.

parent/guardian/relative lunch drop off, commercial food delivery, floral deliveries, gifts, etc.) In the

event that a student needs lunch, the cafeteria will provide the meal.

Field Trips (Updated 10/3/20)Until further notice, the use of field trips to enhance the educational experience will be limited and will require C&I approval. Virtual field trip options are a possible alternative.

Large Group Assemblies (Updated 10/3/20)Until further notice, there will be no indoor large student assemblies. Outdoor assemblies are permitted if masks are worn at all times and social distancing can be maintained. Parents & visitors are NOT permitted to attend either indoor or outdoor assemblies at this time. Virtual assembly options are a possible alternative.

Other Considerations Clinical teachers, college students/alternative certification candidates requesting observation hours, and

other campus visits are under review.

Social and Emotional Well-Being

Students' social and emotional well-being is a top priority. Together, schools and families can support children during this challenging time. It is natural for your child to experience some changes in behavior and mood. The district is providing teachers with specific social and emotional curriculum to be used with students each week. Counselors, Social Workers and staff will continue to work closely with families and students to ease the stress students may be feeling. Referrals to our Harlandale Care Center and other outside providers will allow for community mental health partners to service students and families as needed. School Counselors and Social workers can assist in this effort. Families may reach out to their campus support staff at any time. Keeping routines predictable, sharing COVID facts that are age-appropriate, sharing wellness tips and making time to listen and share feelings are all important. We are here for you and your child(ren).

Personal Protective Equipment & Safety Protocols • Students – On the First Day of School in person , students will participate in training specific to newly

adopted health and safety protocols. All students will be trained on information about COVID-19screening, identification of symptoms and prevention of spread. If a student is experiencing symptomsthey need to immediately notify a teacher. Additional lessons during virtual learning may also be utilizedto prepare students for the return to school.

• Parents - Parents are asked to talk to their students about COVID-19 symptoms and prevention strategies.

● Staff• Teachers complete training and develop classroom procedures consistent with TEA, District

and CDC guidance.

• All staff will be trained on COVID screening, identification of symptoms, prevention of spread,and sanitation of work areas.

• All staff will monitor students that exhibit symptoms and will be required to notify the nurse if astudent is showing any symptoms.

• Campus staff may utilize multiple resources for establishing and setting campus and classroom safetyprotocols in addition to above. (videos, maps, pictures)

Screening/Symptom Checks - HISD will require self-screenings for students and staff.

COVID-19 symptoms that should be considered in self-screening that are not normal for the individual:

● Feeling feverish or a measured temperature greater than or equal to 100.0 degrees Fahrenheit.

● Loss of taste or smell

● Cough

● Difficulty breathing

● Shortness of breath

● Fatigue● Headache● Chills

● Sore throat

● Congestion or runny nose● Shaking or exaggerated shivering

● Significant muscle pain or ache

● Diarrhea

● Nausea or vomiting

Protective Shields – When feasible, sneeze guard virus shields will be installed on the district offices and/or work stations. 12

● Students - A parent or guardian will be required to complete a daily self-screener for each child(ren) forCOVID-19 symptoms prior to sending them to school. Parents must ensure they do not send a child to campus ifthe child has any of the COVID-19 symptoms listed below or is lab-confirmed with COVID-19.● Parents must contact the school nurse if a student has symptoms or has a lab-confirmed case.● Staff - Staff members will be required to self-screen daily. Teachers and staff must report to COVID-19symptoms or a lab-confirmed COVID-19 diagnosis to their campus Principal/Supervisor and HR.

Students with Health Conditions – Parents and families know their students’ needs. While HISD is taking all measures to ensure each student’s safety, parents must place their child’s health needs first. Remote learning is an option for any parent who feels their students have health conditions that put them at risk.

Student Health Protocols

Clinic & Nursing To prevent the risk of exposure to COVID-19 from being in the clinic: ● To the extent possible, schools will reserve clinic visits to only those needed medically.

● Each teacher will have a supply of basic first aid care to minimize clinic visits.

● All medication, to the extent possible, can be administered at home instead of school to reduce

the number of students in the clinic.

Employee Health Protocols

● All Harlandale ISD employees must complete a self-screening daily.

● All employees must practice methods to protect themselves and others form COVID-19 at

work.

● All employees will be required to wear a face mask; a face shield MAY be worn in addition withthe shield. The face shield cannot be worn without a mask.

● All employees must practice appropriate cleaning and disinfection, hand hygiene, and

respiratory etiquette.

● All employees must regularly wash their hands when reporting to work and after using the restroom.

● All employees must maintain 6 feet distancing from others to the extent possible.

● All employees must attempt to reduce in-person staff meetings or other opportunities for adults to congregate in close settings. When those meetings are necessary and cannot be done via electronic means, everyone must have face masks/coverings, remain at least six feet apart where feasible and consider the use of dividers. 13

● All students must do a daily self-evaluation prior to coming to school or boarding school transportation.● All students PK-12th grade will be required to wear a face face mask; a face shield MAY be worn in addition with the shield. Use of Masks

Health and Hygiene Practices

● Hand sanitizer stations will be located at the campus entrances and throughout each facility. Hand

hygiene will be provided in classroom settings where feasible.

● Where feasible, campuses may have structured times for student hand washing.

● Students and staff will be instructed in proper handwashing techniques.

● Students and staff will be trained in proper health hygiene and disease transmission prevention

measures – Coughing and hand washing included.

● Signage for proper hygiene practices and social distancing will be posted throughout the facilities, in

the restrooms, and at the entrances.

● All students in grades PK-12 and all employees will be required to use a face mask in Harlandale ISD facilities. Students will be educated and taught the benefits of using a face mask to prevent the spread of disease.

o Masks must completely cover nose and mouth;o Be secured with ties or ear loops;o Include multiple layers of fabric;o Should not be made of mesh material;o Allow for breathing without restriction;o Be laundered and machine dried without damage or change to shape;o Be pulled so that the bottom part of the mask is below the chin.

● Any individual coming to campus during the instructional day will be required to wear a face mask for building access.● A Full-face shield may be worn over a mask to provide additional eye protection. If the educational context benefits from the ability to see an individual's full face, a clear mask may be worn to allow the mouth to be visible. A face shield cannot be worn without a mask.● Neck sleeves/gaiters, bandanas or scarves are not permitted.● Masks with exhalation valves are not permitted.● Face Mask Exceptions:

o While eating with appropriate social distancingo UIL allows for masks to be removed when students are participating in UIL or non-UIL

extracurricular activities. However, students must wear masks when entering and exiting facilities and practice areas. Students may remove masks when actively engaging in those activities as long as 6 feet of distancing can be maintained.

Staff and students are expected to provide their own masks. The campuses will have a limited number of masks for those unable to provide their own.

Custodial Services

Frequent cleaning and disinfecting will promote a healthy learning and work environment for students and staff.

Campus & Classroom Safety Protocols General

● High traffic areas and shared spaces will be cleaned throughout the instructional day.

● Custodial staffing will be realigned to allow for ongoing cleaning of touch surfaces during the

instructional day.

● Cleaning products will be properly stored when not in use.

● School-wide events, assemblies, and other large group gatherings are postponed until further

notice.

● No more than two people will ride in an elevator at the same time and masks must be worn

when on the elevator with another individual.

Classroom

● Each campus will develop a plan for the implementation of preventive safety measures in the

classroom that adheres to TEA guidelines. This will apply to all classroom settings, including classessuch as art, music, physical education, as well as, interventions, and special education settings.

● Class size will vary depending on the number of students enrolled in on-campus learning.

● Desks and tables will be arranged to maximize space between students - 6 feet when possible.

● Where feasible, partitions such as sneeze guards/barriers will be provided.● Where feasible, students and staff will maintain consistent groupings or in cohorts of people to

minimize the spread of the virus.

● Group or pair work will be facilitated through the use of technology.

● Campuses will utilize multiple instructional areas to include but not limited to larger campus areas,

outside, courtyards, and other areas with increased air flow and space available.

● Staff will limit the use of shared supplies and sanitize high-touch and working surfaces as well asshared objects.

areas and multiple touch areas, including door handles, restrooms, and the cafeteria between meal

Drop-Off and Pick-Up ● Each campus will have individual drop-off and pick-up procedures. This information will be

communicated prior to the first day of school. Review campus websites and additional visuals forcampus procedures.

● K-12 Parents will not be allowed to walk students to class every day.● PK drop-off and pick-up will be communicated by individual campuses.

● Consider assigning students to entries to ensure even distribution of students entering/exiting at each door, providing guidance to students to enter one at a time and wait six feet apart outside the entrance. Possibly assign students based on arrival method: bus riders, car riders, parent drop-off/student walkers, student drivers, students with unique needs, etc. Midday arrivals will be designated to facilitate social distancing.

● Each established entrance will have or direct students to a sanitation station. .

● Where feasible, campuses may consider staggered arrival/dismissal procedures to and from classrooms or hallways to avoid cross contract.

Transitions

● Each campus will develop a plan for the implementation of preventive safety measures duringstudent transitions that adheres to TEA guidelines.

● Students and staff must wear face coverings in the halls and avoid gathering in large groups duringpassing periods.

● Staggered class period releases may be utilized to limit the number of students in the hallwayduring transitions (e.g. Different sides of halls stagger release, slow release by grade level)

● Staff and signage will be posted to reinforce social distancing and help students adhere toestablished traffic patterns.

● Traffic patterns will be established throughout each campus that separates individuals,maintaining social distancing guidelines to the greatest extent possible.

● Where possible, it is recommended that students make transitions outside of the building at theSecondary Level.

● Classrooms may be assigned specific bathrooms, breakfast, lunch, and gym access times toreduce the number of students in any given area. (e.g. Students in specific rooms only usespecific restrooms or areas)

● A system will be implemented to identify the number of occupants utilizing each restroom to mitigate the chance of exceeding maximum occupants per social distancing. Child Nutrition The district will establish the best path forward to provide all enrolled students, including at-home learners, the opportunity to safely access meals on days when curriculum is being offered. Harlandale ISD must comply with child nutrition guidelines. Child Nutrition Department will update the plan and distribution of meals based on their guidance and compliance regulations.

Meals for Remote Learning - The district will offer curbside grab and go breakfast and lunch meal servicefor all HISD remote students. Pick up locations, as well as dates and times will be determined and communicated. Parents, or students if in the vehicle, will be required to provide documentation of student enrollment. Grab and go meals will include breakfast and lunch only for instructional days (no weekends or holidays).

Meals for On-Campus Learners

Breakfast - Pre-Kindergarten through 12th Grade breakfast will be delivered and served in classrooms.

Lunch PK lunch will be delivered to the classroom.

K-12 th grade lunch will be picked up in the regular cafeteria line while following social distancingguidelines. Based on building capacity and student enrollment, campus administration will determineareas that may be utilized for lunch. These areas could include classrooms, cafeteria, gym, library orother large areas within the school building. Staff will monitor the areas described above if utilized andthe hallways to promote social distancing practices. If the cafeteria is utilized, capacity will be based oncurrent guidelines. Physical distance will be provided around each occupied seat. Posted signage and staffwill reinforce social distancing and traffic patterns in the cafeteria. Microwaves will not be provided in thecafeteria due to the opportunity for cross contamination with a high-touch device. Hand sanitizing stations will be available at entrances and exits of the cafeteria.

● Recommended health and safety measures, such as staff wearing face coverings and gloves whileperforming job responsibilities will be strictly enforced.

● Additional employee training to practice enhanced health and hygiene regulations will be

implemented.

● Self-service of food items, condiments, etc. will be eliminated and a server will place food on the

tray.

● Students will use hand sanitizer when entering the serving line.● Campuses will use a variety of options for seating arrangements (cafeteria, classroom,

outdoors, etc.) to maximize social distancing.

● Cafeteria tables will be cleaned and sanitized between lunch periods.● Proper classroom cleaning and hand washing procedures before and after breakfast/lunch will be

taught and implemented daily.

Lunch-Line Protocol ● K - 12th Grades: Students wanting a meal from the school cafeteria will walk to the serving line

area to select their meal.

○ Students will be dismissed from the classroom in small groups and will be socially distanced

six feet apart when walking in line to the cafeteria and while waiting in the serving line.

Signage and staff will reinforce social distancing and traffic patterns in the cafeteria.

○ Complete food bags will be handed to each student by the server.

○ No ala carte items will be sold at this time.

○ Students will then proceed to the designated area to eat their meal.

Transportation With the option of at-home learning ridership may be lower. Drivers will use the space available to make the trip as safe as possible. Although the district is implementing safety protocols and disinfecting efforts, families are encouraged to drop students off, carpool or walk with their student to the school to reduce possible exposure on buses.

● Due to the confined space, all of our drivers and students will be required to use a facemask/covering in the bus.

● Students are required to remain seated at all times and keep their hands and arms to

themselves. Students should not touch each other or share any items.

● School buses will be sanitized after each run and disinfected after each AM/PM route usingcommercial disinfectant sprayers that meet specifications outlined by the CDC & EPA.

● Safety and health measures may be adjusted based on current local and state guidelines and

conditions.

● While buses are in operation, roof vents and windows will be utilized to circulate fresh air

throughout the bus, weather permitting.

Bus Stop Expectations ● Students should practice social distancing, whenever possible (if there is adequate space and it is

safe to do so) while waiting for and approaching the school bus.● Students should NOT share food, drinks or personal devices.

Boarding Bus Procedures ● Students should practice social distancing as they approach and board the bus.● Use the available hand sanitizer.● To minimize contact opportunities, drivers will load their bus from the back to the front and unload

from front to back, one student at a time. This should be done for all bus operations whether it ishome to school, athletics.

● Siblings will be asked to sit together.● Students should NOT share personal devices.● Food and Drink are NOT permitted on the bus

COVID-19 Response Harlandale ISD must identify and implement responsive actions to address the situation if there are

lab-confirmed cases in a school.

Identifying Possible COVID-19 Cases on Campus

● Students who report feeling feverish should be given an immediate temperature check to

determine if they are symptomatic for COVID-19.

● Schools must immediately separate any student who shows fever of 100.0 or higher plus any other

COVID-19 symptoms while at school until the student can be picked up by a parent or guardian.

Each campus will have a determined isolated location with supervision.

● Schools should clean the areas used by the individual who shows COVID-19 symptoms while at

school (student, teacher, or staff) as soon as is feasible.

● If a classroom or facility is closed due to COVID-19 spread, it will be properly and thoroughlycleaned and disinfected.

Response to COVID-19 Lab-Confirmed Cases on Campus - If a student or staff member has a lab-confirmedCOVID-19 diagnosis, the following procedures will be followed.

● A student or staff member who has a lab-confirmed COVID-19 diagnosis must quarantinethroughout the infection period and meet the Return to Campus Guidelines before returningto campus.

● The District will identify students and staff who have been in close/prolonged contact (asdefined below) with the confirmed COVID-19 individual at school. Those individuals will berequired to self-quarantine for 14 days from their last exposure to that individual. During that14-day quarantine, the student will take part in remote learning.

● HISD must notify the local health department, in accordance with applicable federal, state andlocal laws and regulations, including confidentiality requirements of the Americans with DisabilitiesAct (ADA) and Family Educational Rights and Privacy Act (FERPA).

● HISD must close off areas that are heavily used by the individual with the lab-confirmed case(student, teacher, or staff) until the non-porous surfaces in those areas can be disinfectedunless more than 7 days have already passed since that person was on campus.

● Consistent with school notification requirements for other communicable diseases, and consistentwith legal confidentiality requirements, HISD must notify all teachers, staff, and families of allstudents in a school if a lab-confirmed COVID-19 case is identified among students, teachers orstaff who participate on any on-campus activities.

○ The exposed individual must quarantine for 14 days and meet the Return to CampusGuidelines (listed below) before returning to campus.

○ Deep cleaning and disinfection of instructional and common areas. This may include possiblechanges in room assignment or require a short-term (2-3) day closure for affected students orstaff.

Close/Prolonged Contact Definition:

• Being directly exposed to infectious secretions (e.g., being coughed on).

OR

• being within 6 feet for a total of approximately 15 minutes throughout the course of the day; however, additional factors like case/contact masking (i.e., both the infections indivdual and the potential close contact have been consistently and properly masked), ventilation, presence of dividers, and case symptomatology may affect this determination.

Either (a) or (b) defines close contact if it occurred during the infections period of the case, defined as two days prior to symptom onset to 10 days after symptom onset. In the case of asymptomatic individuals who are tes-confirmed with COVID-19, the infections period is defined as two days prior to the confirming lab test.

Response to Lab-Confirmed Exposure off Campus - If a student or staff member has been in close and/or prolonged contact with someone who has tested positive for COVID-19 outside of the school setting, the following procedures will be followed.

Return to Campus Guidelines (provided by the Texas Education Agency) - Any individuals who themselves either (a) are lab-confirmed to have COVID-19; or (b) experience the symptoms of COVID-19 must stay at home throughout the infection period, and cannot return to campus until the school system screens the individuals to determine any of the below conditions for campus re-entry have been met:

• Individuals diagnosed with COVID-19 may return to campus when all three of the following criteriaare met

• At least one day (24 hours) have passed since recovery (resolution of fever without theuse of fever-reducing medications); and,

• The individual has improvement in symptoms (e.g., cough, shortness of breath); and,• At least 10-days have passed since symptoms first appeared.

• Individuals who quarantined 10-days due to COVID-19 related symptoms but have not beenevaluated by a doctor, are assumed to have COVID-19 and may not return to campus until theindividual has completed the same three-set of criteria listed above.

• If the symptomatic individual wants to come back prior to the 10-day quarantine, he/shemust:

• Obtain a medical professional’s note clearing the individual for returnbased on an alternative diagnosis

OR

• In the case of an individual that is asymptomatic but has received a positive COVID-19 test result, the individual may not return to the campus until 10 days have passed since the positive test. Updated 11/9/20

• If the individual has tested positive for COVID-19 and believes the test was a false positive, and wants to return to school before completing the above stay at home period, the individual must either (a) obtain a medical professional's note clearing the individual for return based on an alternative diagnosis, though for health privacy reasons the note does not need to indicate what the alternative diagnosis is, or (b) obtain two PCR acute infection tests (at physician's office, approved testing location, or other site) at least 24 hours apart that come back negative for COVID-19. Harlandale ISD must mitigate or reduce the likely spread inside the school, therefore, district practices and guidelines have been established for various areas noted below.

Students in grades PK-12 will be required to wear face coverings when entering and exiting the building, when in hallways and common areas, when riding the bus, and when 6 feet of distancing cannot be maintained. Adults will be required to wear face coverings when entering and exiting the building, when in hallways and common areas, and when 6 feet of distancing cannot be maintained. • While eating with appropriate social distancing

• UIL allows for masks to be removed when students are participating in UIL or non-UIL

extracurricular activities. However, students must wear masks when entering and exiting facilitiesand practice areas. Students may remove masks when actively engaging in those activities as long as6 feet of distancing can be maintained.

Staff and students are expected to provide their own masks. The campuses will have a limited number ofmasks for those unable to provide their own.

It is recommended that masks be rotated and thoroughly cleaned daily. Sharing of masks with other family members and students is extremely risky and discouraged.

● Handwashing/Sanitizing - Hand sanitizer stations will be located at each main campus entrance. Eachclassroom will be provided with sanitation kits that will be used during transitions. Students and staff arerequired to use hand sanitizer when entering a bus, building, classroom, and/or office. Frequenthandwashing and sanitizing will be incorporated in the daily schedule. Buses, classrooms, and othercommon areas will be thoroughly disinfected daily and deep cleaning conducted every evening.

● Social Distancing – Staff and students will maintain six feet of social distancing in indoor andoutdoor settings, to the extent possible. When feasible, classrooms will be arranged to allow for sixfeet of space between seating areas and transitions will be limited in the elementary campuses.● Face Coverings - Schools are required to comply with the governor’s executive order regarding thewearing of masks or face shields. In addition to the executive order, school systems may require theuse of masks or face shields for adults or students.

• Water Fountains -HISD will Mitigate the use of water fountains. Signage Required.

• Students - Students are expected to bring their own reusable bottled water or water in a clear container for use throughout the day and expected to take water bottles home to be cleaned on a daily basis.

• Staff - Staff are expected to bring their own reusable water bottle for use throughout the day and expected to take water bottles home to be cleaned on a daily basis.

• Restrooms - Staff will limit the number of students entering the restroom simultaneously to comply with health agency recommendations and social distancing. Elementary restroom breaks will be scheduled by class to eliminate mingling of cohorts and adhere to social distancing guidelines upon entry. Students must wash hands with soap and water prior to exiting the bathroom. Proper handwashing techniques will be taught to all students and consistently reinforced. Disinfecting of restrooms will occur throughout the school day.

• Recess/ Playground – Campuses will follow TEA and CDC, state/public guidelines for playground equipment usage and recess. At the discretion of the campus Principal, playground equipment may be used as of October 26, 2020. (Updated 10/2/20)

● Guidelines for Structured Outdoor Time & use of playground equipment, if campus determines feasible:

o Campuses will limit the number of students per structured outdoor group & playground equipment group.

o Staggered schedules and consistent cohorts will be utilized.o Students must maintain social distancing during outdoor time and while lining up to return

to class and sanitize or wash hands before re-entering.o Masks must be worn at all times.o All students and staff will be required to wash their hands or use alcohol-based hand

sanitizer before entering the playground and upon exiting the playground.o Playground equipment will be thoroughly sanitized after each group has played on the

equipment. No other group can play on the equipment until it has been sanitized.o A playground sanitation scheduled and log should be implemented.

• State and Local Testing – All students are expected to follow state and local testing requirements, whether participating in face-to-face or remote instruction.

• Entrances and Exits Campuses may designate specific groupings and use specific entrances and exits in order to increase the ability for social distancing with less hallway traffic. The campuses will develop and communicate procedures for entering and exiting the building prior to the students returning. This may be done via website, google classroom, videos, zoom, and social media or other communication tools.

Extra-Curricular Programs & After/Before School Programs

Any student who is in Remote Learning option will be allowed to participate in Extracurricular Activities. Students arriving for extra-curricular programs MUST complete the student self-screener. UIL activities must also follow updated UIL guidance.

▪ Extracurricular Programs – Each program will be evaluated on a case-by-case basis to determineimplementation guidelines. Program sponsors will provide information to students and parents/familiesas information is available.

Electives: Athletics, Band, CTE Courses, Other Electives

Most elective courses for secondary students can be taken Face-to-Face or Remote. A detailed list of

courses for remote learning will be available. Counseling staff will provide guidance on course selection forremote learning.

Some electives are not able to be conducted on-line. A student may choose to physically attend an

elective not available on-line at the campus.

The following applies to ALL Staff & Students Participating in Electives, Extra-Curricular Activities and

Before/After School Programs will:

• Participants must maintain social distancing when entering, exiting and throughout the activity (Ex.

Practice, games, chess club meeting), keeping within U.I.L. guidelines when applicable.• Bring their own bottled water or water. Water fountains will be off limits.• Wear face coverings, masks or shields, at all times during practice and/or competition, even when

traveling to/from competitions and while on an HISD bus.• While at practice, game or competition, students will refrain from “high-fiving” each other, holding

hands or hugging, etc.• Teams will refrain from lining up to shake hands before and after workouts or games. Teams will

no longer switch benches between games or be in close proximity for huddles. See UIL for addedguidance.

• In the event of a positive COVID-19 case, the U.I.L. guidelines will be followed; as well as theDistrict guidelines found in the Respond Section of the Return to Learn Plan will be followed.

• Fans in attendance at any athletic event is still to be determined.• Breakfast and Lunch for At-Home learners is available during the Grab-N-Go time and location

designated by Food Services. At-Home learners who participate in electives on-campus are eligibleto receive the Grab-N-Go meal services only.

▪ Athletics – Protocols established by U.I.L. will be followed and communicated to athletes and parents foreach sport.

● Student athletes who choose to learn at-home may be a member of an athletic team.However, athletes must participate in before/after school practices and games/events ifpossible. Missing practice during the competitive season will most likely impact playingtime. Online workouts will be available if students cannot attend athletics in person

● Student athletes who choose the at-home model must plan to participate in before/afterschool practices as deemed necessary by the coach.

● Before coming to school, athletes must complete a student self-screener. If theyhave any symptoms, they should stay home and contact their coach.

● At-Home athletes may not arrive more than 10 minutes before the start of class except forcertain circumstances such as a scheduled meeting, treatment, etc.

● Athletes will not enter the school building. They will enter the field/gym using thedesignated entrance. Specific directions will be provided by the coach.

● Athletes will wait in the designated area until the coach allows them to enter.● UIL guidelines will determine the availability of locker rooms. At-Home athletes may

possibly not be allowed in the locker room before or after class. Unless otherwise told bythe Coach, at-home athletes should plan to arrive dressed and ready for participation.After the athletic period, at-home athletes will return home, the student will not bepermitted to eat breakfast at school. Breakfast for At-Home learners is available viaGrab-n-Go.

● At-Home athletes must leave school within 10 minutes of the class ending except forcertain circumstances such as a scheduled meeting, treatment, etc . Students shouldnot be on campus more than 10 before/10 after the scheduled activity.

● Transportation must be provided by the students

▪ Band – Students participating in band are required to have their own instrument. Protocols establishedby U.I.L. will be followed for band, including marching, competitions, etc. Students will be providedwith a transition plan to safely exit the campus at the bell and arrive at a designated area. At-Homeband members may not arrive more than 10 minutes before the start of practice and will not beallowed to enter the building at that time. They must wait at the designated holding location. Theymust bring their instrument to practice and be ready to go with their own water bottle. Restrooms willbe one at a time and follow all cleaning protocols. Band members must leave immediately afterpractice.

▪ CTE Courses – CTE courses include hands-on experiences. Social distancing and sanitationrequirements will be further defined and communicated prior to the beginning of school. In theremote option, secondary students will be able to choose from several elective courses, including CTEcourses. However, students enrolled in advanced, hands-on CTE courses may be required to completehands-on experiences in a face-to-face setting. We will follow guidelines for CTE provided by TEA.

▪ Other Electives: – Each course will be reviewed individually to ensure that social distancingand sanitation requirements are established and communicated prior to the beginning of

Special Programs

▪ Program Participation and Services – Students currently participating in special program services, e.g.,special education, 504, Dyslexia, Bilingual/ESL, etc., will continue to receive services whether throughface-to-face or remote learning. Parent meetings may be held using virtual meeting platforms.

▪ Evaluations and Testing – District protocols have been established to evaluate students who have

been referred for special programs. Social distancing and/or personal protective equipment (PPE) will

be used, as appropriate.

▪ After-School Care Program – The after-school program will be available. These programs will followthe same sanitation and social distancing requirements established during the regular instructional dayoutlined in this Return to Learn Plan.

Advanced Academics Gifted & Talented

▪ Identification: Students will still have the opportunity to be assessed for gifted and talented.

Counselors and advanced academic coaches will work with families to determine testing

availability and information collection.

▪ GT Services: Will be provided by the student’s virtual or on-campus teacher.

College Readiness Testing (PSAT/SAT/ACT/TSIA/AP)

We are awaiting further guidance from the Texas Education Agency, ACT, College Board regardingtest administration. We will notify parents and students as soon as more information is released byeach organization.
